In modern society, there are diverse sorts of VIPs including a king and individuals. Some like a king or president are in need of professional secret services, and others become VIPs by being guarded by a bodyguard company at their own request. The former is called a public guard, and the latter is a private one. In the field of the public guard, the nation should be furnished with a guard system in consideration of political circumstances to protect VIPs. That is, the parliamentary cabinet system and presidential system call for a different guard system, and the guard system's professional features vary to some degree with political situations and cultural climate. If the ultimate goal of guard is to protect the chief of the democratic and open state in a most efficient and safe manner, it's mandatorily necessary to set up a professional and specialized guard organization to provide democratic and efficient secret services. It's desired that the domestic presidential guard division should be staffed with not only expert guards but other personnels dispatched from the military and police. In the police, guard mission is splitted among various guard and security agencies, including the National Police Agency's public security bureau or the Seoul Metropolitan Police Agency's public security division, 101 security unit, mobile police and 22 special guard division. As a chain of command is separated and it's difficult to manage such organizations effectively, the National Police Agency should be exclusively in charge of VIP guard and security. In the area of private guard, the private police system has shared national security task as a middle organization between the private police and private guard. But now its intent has gradually weakened, and its mission should be redefined. In addition, the way people look at private guard should change, and they should be well informed that it could serve to prevent possible crimes, protect them against crimes and get rid of their inconveniences. To make a good impression on people, the guard associations and businesses should put their efforts into reinforcing publicity activities, and the government, academic circles and press should team up with them as well.

Our society witnesses the rapid progress in the areas of politics, economy, society and culture in the process of national modernization since 1960s, which in turn as a reverse function gets to contract a societic pathology, totally lowering the security level of citizens' lives owing to various violent crimes like hostage commotions and murders with rifles and deadly weapons. what is the main reason for that? That may be partly because the chief police force concentrates on the current situation resulting in the vacuum of the public peace. However, the main reason is that the police fall short of man-power and equipments even if the whole police power were put to use in preventing and quelling the crimes. That is true not only of Korea but also of the advanced countries like the U.S.A., England and Japan. We realize that these advanced countries have higher level of security in every individual's life and property than Korea because their progress of the private guard systems can fill in a vacuum of the shortage of the police power, Therefore, we should without delay internationalize our private guard systems expecting the widely opening of the guard service markets in the age of Uruguay Round. To do this, we need to change our ideas for fostering the policy of the private guard from passive defense ideas into positive aggressive ones. Our police should urgently set up a plan to pursue the orientation of vision that we should dispatch our private guards overseas before foreign guards rush into our markets. Accordingly it goes without saying that the private guard group should distinguish their services from the public services initiating their own theory and strategy of private guard services and also readjust themselves between the public duties and the private services with the study of minimizing the reverse function of the private guard systems. The history criminal justice has always shown that the criminal system progressed at the initiative of the civil factor in case its demand and supply do not make both ends meet. Nevertheless, in the process the power of the government never weakens, rather it is built up in general. In conclusion, the necessity of the build-up of the private guard services must duly be acknowledged by the police as well as by the business which has its unique sphere within the criminal justice instead of as the suplemtary services of the simple the police power on the long-term basis. The purpose of the private guard services can be largely classified into the two categories; first it means the function to prevent the crimes against the citizens and secondly to enhance the national interest as an increasing mammoth business with a worldly competition capacity. The police has an absolute responsibility that they should protect the modem public in general from feeling the crisis of the personal threat, tension, anxiety and nervousness. In short, if we develop the complete private guard system to guarantee the societic atmosphere for all citizens, keep the public peace, and protect all citizens' lives and properties, we will sure enjoy a beautiful land, a wholesome society and a happy life in goodharmony of law and order.

Currently, the security operations in nation's key foundations in Korea are performed by private police and special security guard in accordance with the Private Police Act and Security Business Act, respectively. In 1960s, The Korean Government introduced the private police system in terms of the national security issues, but it was just a hurriedly-set plan on the basis of Japanese Sunsa system as by that time there was no such system revitalized. However, the special security guards could offer wider range of security services including those of the private police with the enactment and revision of the Security Business Act 1976 and April 2001, respectively. Moreover, the expectations and interests rose over the special security guards in nation's key foundations after 9.11Terror Event in the U. S. 2001. However, as we investigated the current education/training system for the special security guard, we found that such education/training which is not activating the specialty of special security guard will not respond to the social demands. Special security guard owns its own characteristics other than those of general security guard as they are in service in nation's key foundations. Thus, the effcient management and training for the special security guard is the most important matter for the safety and security of nation's key foundations. Therefore, the well-educated special security guard through the reorganized and specialized education/training for the protection of nation's key foundations is expected to offer qualitatively improved security services.

This study presents a plan of construction for cooperating crime prevention system between public police and private security to provide positive safety, and crime prevention activity for clients. A method of this study, this paper used statistics analysis and literature study. This study, an introduction is at the chapter I , a role of public police and private security at the Chapter II, the realities of private security industry of korea at the Chapter III, the police service relating with private security and operating realities at the ChapterIV, the problems and a plan of construction for co-operating crime prevention system at the ChapterV, and conclusion at the ChapterVI. In conclusion, It is needed a public information strategy, partnership between the police and guard, establishment of special office for private security, and the improvement of the quality in security corporation.

Private security has the common job characteristics of the police and crime prevention, and is responsible for the safety of our society. However, the hiring process for private security is very different from that of the police. Therefore, in this study, the problems of the private security recruitment process were identified through the police recruitment process and improvement points were suggested. As a result of comparing and examining the recruitment process of the police, the recruitment of private security guards is carried out through education and training, and problems such as the training process and physical strength verification required for security work were investigated. In order to improve the problems in the private security recruitment process, the curriculum of criminal law and criminology, physical examination such as 100m running and left and right grip strength, and practical cases of security work should be added. It is hoped that this study will serve as a basic data for the development of the private security industry along with the recruitment of excellent security guards.

The U.S. security regulation is under the influence of each state's law; however, they are mostly similar. Among many states which has the longest history of security regulation in the U.S., state of New York has been shown security regulation for a long time. The state of New York has been emphasized the importance of security significantly because it is economically, culturally, and internationally important place at the same time. New York's state law of security business includes: 1. private investigators and bail enforcement agents and watch, guard or patrol agencies license law. 2. Security guard act of 1992~,3. Title 19 New York State's code of rules and regulation (NYCRR). The law of New York City's private security could inspire Korean private security law in many ways. First, administration of professional law and variety of licensure could be an inspiration to the Korean security services. Second, there are intimate partnership between police and private security in the U.S. New York police's private security partnership has been started since 1986 by Area Police/Private Security Liaison (APPL program) and there are about 1,300 of security companies participating. This program provides not only the simple partnership but also giving essential information for promoting public safety.

The fatigue of the Private Security Guard, such as the increase of demanded conditions, are increasing by the change of environment of inside and outside of the Society. Private Security Guard unable to solve the problem of fatigue created by their tasks has high possibility of jeopardizing their associated and citizens as well as themselves. Furthermore, fatigue can also have not good effects on Organization in various aspects. Accordingly, the problem of Private Security Guard's fatigue has significant meanings especially on effectiveness of the Organization. So this study is performed to provide implications for Private Security Guard's life quality grows by grasping not only influence that fatigue has on job attitudes, and whole relation among fatigue, Turnover Intention and Job Satisfaction that are consequences of fatigue. The private security companies of their Turnover Intention and job satisfaction from the job to the significant influence of, Dae-Jun Chungnam Province and the 215 Private Security Guards working in 20 companies. This following the summary of this study in the relation between perceptions on fatigues and Turnover Intention and Job Satisfaction, perceptions on fatigues influences on Turnover Intention.

This study is designed to contribute for development of Private Security Business by fact-finding in instruction and training of private security guard serviced in this realm and domestic and foreign guard service and modeling effective and rational instruction and training program based on drawn problem. For this study, basically I collected and analyzed documents, theses, and papers of the inside and outside of the country. For practical use of data, I used materials of private security related institutes and police agency. And for private security educating training programs of the inside and outside of the country, I collected materials on internet, and with the help of police agency and interpol. For korean private security company's educating training programs, I made a study with the interview of private security company's businessmen. This study's conclusion is as follows. In a domestic private security enterprise, when set theory instruction minimize instruction and training program and must set up instruction and training program as practical affairs center enemy instruction, and theory instruction must be composed for instruction me that it is connected to practical affairs instruction too. The instruction course of private security guard instruction and training program composed with a security outline, a security plan, an information-gathering, civilian expenses, a security way, terror and terrorism, a related law, security trial, electronic security, a security analysis technique, company introduction, instruction and training program about a professional tube with theory instruction. Practical affairs instruction composed with the selection and a preventive security, close contact attendance security, vehicle security, security driving the security martial arts and self-protection liquor, first aid, security equipment, a gun and shooting, a security protocol, customer satisfaction, facilities security and expenses, a fire fighting instruction, teamwork training, explosive and a dangerous substance, physical strength, a documentation practical affairs, service, instruction and training program about foreigh language instruction.

It seems that security police's business to secure safety of state and citizens has existed since the mankind began to create a community. State was not fully responsible for such security business from the beginning. The business was carried out autonomously by the private sector for a long period. However, as the state system had been strengthened, the public sector absorbed the function. But in the modern society where various risks exist, safety of society could not be guaranteed only by public police. Accordingly, cooperation with the private sector is indispensable. In the limit of public police, autonomous organization of security companies and general citizens is expanding its scope. As a result, they should exercise partnership as a tripod to build social safety net. Security police failed to secure manpower exclusively responsible for security, despite various businesses and excessive mobilization. Accordingly, their professionalism and ability to cope with crisis are being questioned. In particular, efficiency of security police is becoming a more urgent issue in an era of international terrorism. Private sector can be classified into security companies and private autonomous organization. In case of security companies, the problem is quality and business ability of guards compared to a rapid external growth such as quantitative expansion and advancement into various businesses. In terms of pure private activity, the necessity of understanding of public police activity and conditions for organizational and continuous activity should be prepared. To tide over such problems and effectively achieve the common goal, changes in the method of employment, new establishment of security police department, and strengthening of professionalism and crisis management ability are necessary in the public police sector. In case of security companies, improvement of relations with public police through joint education, strengthening of business ability and activation of business cooperation through these matters are necessary. To maximize activity of pure private sector, it needs to establish reserve police, manage such private autonomous organization and bolster publicity with citizens.
