This paper stems from information accumulated from extensive literature review, a pilot study and a formal interview for an ongoing research on housing privatization implemented by the government-linked companies in Malaysia. Through extensive literature review, issues pertaining to housing privatisation were identified. Expectations of public sector, outcome of housing privatisation and factors influencing such outcome have also been tentatively confirmed through pilot study and an ongoing postal survey. A formal interview with a project director of independent Public-private partnerships (PPP) organization in UK has also inspired some useful lessons for the local housing industry. Different modalities of PPP from various countries show that while housing privatization pose several problems, mitigating them is possible through appropriate strategies.

PPPs in international development cooperation can be challenging due limited capacities in the country, weaknesses in terms of policy and legislative frameworks, differences in mindsets, values, work ethics and hierarchical structures as well as cultural issues. These can lead to misunderstandings and implementation problems. However, a careful assessment of the situation on the ground, stakeholder analysis and needs assessment can help to identify potential bottlenecks and address capacity constraints that could slowdown operations. A sound understanding of local power dynamics and work practices can help to put in place an exit strategy which will enhance the projects' sustainability. Making sure that goals and objectives are understood in the same way by all partners, establishing an ongoing and respectful dialogue between them, as well as transparent implementation and monitoring mechanisms can also contribute to the PPP's success and increase the likeliness to make a difference in the lives of those in needs.

본 연구에서는 지자체에서 최초로 공간정보데이터에 대해서 민관협력을 추진한 서울시의 사례를 중심으로 연구를 하였으며, 중앙부처 및 기타 지자체에게 공간정보데이터의 민관협력을 통해서 얻어진 노하우를 제공하기 위한 좋은 참조자료가 될 수 있도록 실질적이고 유용한 연구 자료를 제공하는데 본 연구의 목적이 있다. 공간정보에 대해서 민간과 공공이 협의체를 구성하여 지속적으로 협의를 통해서 개선해야 할 사항을 논의해야 할 것이며, 공동으로 법적 제도적인 사항을 관계기관에게 제출하여서 개선을 해야 할 것 이다. 또한, 민간과 공공기관과의 시각에 대한 전환을 가져야 할 것이다. 서울시에서 추진한 민간과의 협력을 통해 구축된 공간정보데이터를 민관 공동 구축 및 활용 통하여 예산절감 및 효율적인 방안을 모색하고, 제도를 개선하여 활성화할 수 있도록 방안을 제시하는데 있다. 관련된 법령의 미비와 폐쇄적인 제도로 인하여 실무적인 실행에 어려움을 겪는 부분에 대해서, 서울시는 이를 극복하는 노하우를 제시하여 중앙부처 및 지자체에서 참조할 만한 가이드를 제시하고자 한다.

본 연구는 재해복지 구호정책에 참여자간의 상호작용, 특히, 참여자간의 상호의존성에 초점을 두고, 재해 구호정책의 집행에 있어서 공공부문과 민간부문의 상호관계의 개선방안을 정책네트워크 분석요소를 통하여 규명하고 개선방향을 제시하고자 한다. 재해구호 집행과정에 있어서 공공부문과 민간부문의 관계는 기본적으로 상호 보완 혹은 상호의존적인 협력관계를 형성할 것이 요구된다. 또한, 이들은 각각의 재해구호 활동에 있어서 조직 자체가 동원할 수 있는 자원을 토대로 정부와 민간조직들이 상호간 재해구호에서의 역할과 기능을 협의하고 공동의 노력을 통하여 재해를 극복하는 것이 요구된다.

The paper seeks to explore the role of green finance in achieving sustainable development goals through the case of China, and address some issues of sustainable finance and environmental, social and governance concerns of green finance by introducing the episodes of green finance in China. This paper aims to provide some viewpoints about the following questions: 1) What are the latest trends in green finance? 2) What are the main challenges to the development of green finance? 3) What are policy recommendations for the development of green finance? 4) What are the roles of both the public and private sectors in promoting green finance? This paper identifies the mainstream to sustainable bonds, diversification of green finance, transition of corporates' business models, transparency and disclosure, and harmonizing taxonomy and measurement of green finance for the emerging trends of green finance. As the results, this paper recommends some policy measures for the private sector such as greening the banking system, greening the bond market, and greening institutional investors. This paper also suggests some policy initiatives for the public sector such as developing policies and capacity, promoting market transparency and governance, and promoting private-public partnership for diversifying resources of green finance.

우리나라의 SOC 민간투자사업은 수익형(BTO) 및 임대형(BTL) 방식을 주축으로 사회기반시설을 조기에 효율적으로 공급함으로써 국민의 편익증대 및 정부의 탄력적인 재정운용에 기여하였다. 하지만, 최소운영수입보장(MRG) 제도의 폐지와 최근 국제적인 금융위기 등 사업 환경의 변화로 민간투자사업의 위험이 증가되어 민간투자자들이 수익형 민간투자사업에 적극적인 관심을 보이지 않음으로써 수익형 민간투자사업은 상당히 위축되어 있는 상태이다. 이에 본 연구에서는 우리나라에서 민간투자사업을 추진할 경우 정부와 민간사업자가 위험을 분담하는 방식, 즉 기존의 수익형 방식과 임대형 방식의 중간적인 성격을 갖는 위험분담 방식의 혼합형 민간투자 방식을 검토하였고, 우리나라 민간투자사업에 활용될 수 있도록 사례적용 결과를 제시하였다. 본 연구의 결과는 향후 민간투자사업의 활성화에 도움이 될 것으로 기대된다.

수익형 민간투자사업의 경우 가격요소와 비가격요소를 동시에 고려하는 다차원 경매제도가 시행되고 있다. 본 논문은 수익형 민간투자사업 중 도로사업의 입찰 평가자료를 분석하여 정책적 시사점 및 개선방안을 제시함을 목적으로 한다. 입찰 평가자료 분석 결과, 평가 1위 사업자들의 득점이 증가하고 있는데, 이는 기본점수의 증가와 경쟁의 심화로 인한 것으로 판단된다. 평가 1위 사업자 선정에는 비가격부문에서 발생하는 점수편차가 결정적인 것으로 제시되었다. 또한 최초제안자 우대점수가 높게 설정된 사업의 경우 경쟁이 발생하지 않음도 확인하였다. 가격부문 중 재정지원부문의 점수별 금액은 평균 7.3억원으로 통행료부문의 점수별 금액 24.3억원과 큰 차이를 보였다. 비가격부문의 점수별 금액은 23.0억원 정도로 추정되어 가격부문과는 다소 차이를 나타내었다. 분석결과를 토대로, 최초제안자 우대점수의 적정 수준 유지, 재정지원부문의 평가방식 개선, 기본점수의 재조정 등이 제언되었다.

This study is intended to derive the key issues on vitalization of the governance of rural area development for 6 cities and counties in Chungcheongnam-do where privately entrusted intermediary support organizations have been established and to present their improvement plans of policy. The findings of the study have shown the governance for the case regions is still being characterized with a very formal governance being dominated by the strong administrative initiative and expediency. What have been presented as the improvement plans of policy are as follows: First, core provisions of the ordinances must be strengthened to mandatory regulations, and some ways to check and supplement such as monitoring, policy forums by public-private partnership, etc. are required for the sake of the effective operation of the ordinances. Second, in relation to the bases of competence according to the roles of core governance players, it is necessary to overcome the limitations of job rotation system, align the administrative support systems, expand the functions of a policy committee based on public-private cooperation and operate it effectively in the case of administration, and to strengthen a footing of a civilian community and the perspectives of political incubation in administration and provide support projects contributing to the growth of the corporations in the case of the entrusted corporation, and to align the operating systems of the centers, review the introduction of a system with a full-time center head, continuously provide specialized education and improve the working environment in the case of the support centers.

사회기반시설은 국가 경쟁력 지표로써, 전통적으로 정부의 SOC 재정으로 건설되어 왔다. 그러나 SOC 예산 축소에도 불구하고 사회기반시설의 확충 요구를 해결하기 위해 민간투자사업제도가 도입되었으며, 이 중 도로사업의 비중이 높다. 본 연구는 기 제안된 도로사업 사업계획서의 운영관리비와 사업계획서와 연계되는 재무모델의 운영관리비 항목을 분석하고, 도로사업의 특성을 반영하기 위해 한국도로공사의 사업비 항목과 운영관리 업무를 분석하였다. 분석 결과를 통해 분류체계를 마련하여 비용산정 기준을 마련하는 것이 요구된다. 또한 업무의 효율성을 고려하여 기존의 업무 도구를 웹기반으로 통합하여 하나의 시스템으로 개발하는 것을 제안하였다. 이를 통해 민간투자사업의 전체적인 사업성 확보에 기여하고, 수익성을 기반으로 하는 사회기반시설의 확충에 기여할 것으로 기대된다.

해양 조난사고가 발생하면 해양경찰은 수색계획을 수립하기 위하여 조난자의 수와 신원을 파악하는 등 사고 현황을 조사한다. 선장은 출항 시 선원과 승객의 신분을 포함한 명부를 첨부하여 관할기관에 신고서를 제출하도록 명시되어 있지만 승선자들이 수기로 승선자명부를 작성하면서 대기 시간이 길어지고 조난사고 발생 시 이러한 내용을 즉시 파악하기 어렵다. 승선 신청을 편리하게 할 수 있도록 해양수산부에서 앱을 개발하였지만, 활성화되고 있지 않아 본 연구에서 이를 개선하는 방안을 제안하였다. 모바일 승선신고 제도를 활성화하여 조난사고 시 조난자의 초기 위치와 조난시각을 신속히 확보하고 조난신고 접수 사실을 문자로 통보하여 조난자에게 심적 안도감을 제공할 수 있다. 더불어 이 정보 이용을 통해 해양경찰을 포함하여 주변에 있는 민간 선박과 함께하는 민관협력 형태로 신속히 구조할 수 있는 효과를 기대할 수 있다.
