This study investigated the information needs of prisoners and the adequacy of information resources in prison libraries in Anambra State, Nigeria. Two research questions guided the study. The population of the study was 1781 inmates in prisons in Anambra State. The sample size of 327 was selected using Taro Yamane's formula and proportionate stratified sampling techniques. Two instruments titled the Information Needs of Prisoners Questionnaire and the Adequacy of Information Resources Checklist were used for data collection. The instruments were validated by three experienced lecturers. One in the department of Educational Foundations (Measurement and Evaluation Unit) and two in the Department of Library and Information Science, all at Nnamdi Azikiwe University, Awka. Cronbach's alpha was used to determine the internal consistency of the questionnaire items, with a value of 0.79. The researchers administered the questionnaires with the help of four research assistants (correctional officers). Out of 327 questionnaires administered, 314 were successfully retrieved. The percentage return rate of distributed questionnaires is 96%. Data collected were analyzed using descriptive statistics of the mean; also, the International Federation of Library Association (IFLA) guideline for library services to prisoners was also used as a yardstick for the measurement of adequacy. The results from the data analysis indicated that prisoners have diverse information needs that, when met, would help them during their stay in prison as well as when they are eventually released; these needs include legal information, information on prison rules, financial information, and others. While there were few information resources found to be adequate, the inadequacy of most of the listed information resources is recorded in prison libraries in Anambra State, Nigeria. It is therefore recommended that information resources be made adequately available for prisoners in relation to their information needs.

수용자가 지니는 기본권 중에서 도서관을 설치$\cdot$운영함으로써 그들의 권리 보호에 커다란 영향을 줄 수 있는 기본권 영역 즉 알권리와 정보 접근권, 형사피고인과 형사피의자의 권리, 교육을 받을 권리 등을 중심으로 이들 기본권의 내용에 대해 법령과 판례를 근거로 분석하고, 기본권 보장을 위해 도서관을 설치해야 할 필요성에 대해 검토하였으며, 제도화를 위한 방향을 제시하였다.

Prisons are mostly filled with social deviants and like other correctional institutions, deserve organized information (provision) centers such as library. A study on library resource needs and accessibility by prison inmates was conducted at Kuje prison, Abuja and Kaduna prison, Kaduna, Nigeria, both of which have functional libraries. A sample of 898 inmates was randomly selected from all the convicted inmates in the two prisons. A total of 106 inmates were selected from Kuje prison and 792 from Kaduna prison. A well-structured questionnaire was used to collect data from the inmates. All the 898 inmates responded. A total of 786 (87.9%) males and 112 (12.4%) females were involved in the study. With regards to the educational level attained by the inmates, 347 (38.6%) had Junior Secondary School Certificate while 323 (30.0%) had Senior School Certificate both accounting for 74.6% of the sampled population. In areas of information needs, 94.5%, 96.1%, 98.7%, 99.4%, 100%, and 100% of the respondents indicated that information on current affairs, survival and coping, educational support, legal aid, skill acquisition, and health, respectively were highly needed by the inmates. Out of the 12 information resources listed, only newspaper, novel, handbook and manual, and bulletin were readily accessible with percentage accessibility of 60.7, 7.8, 6.8, and 1.9, respectively. One major reason adduced by the respondents for limited access to information resources was the very strict rules and regulations in the prison. Providing more library resources and granting the inmates more access to the library would assist in character reformation and rehabilitation of the inmates.

본 연구는 현재까지 주목받고 있지 못한 교정시설도서관의 중요성과 필요성에 대한 인식을 적극 확산시키고, 주로 교정시설도서관에 대한 현황조사 등에 치우쳐 있는 기존 국내 연구와의 차별성을 가지면서도 향후 교정시설도서관에 관한 행정적인 개선 방향에 필요한 부분들을 살펴보고자 외국 교정시설도서관의 서비스 운영 내용을 중점으로 조사하여 분석하였다. 분석결과, 비교적 교정시설도서관 운영이 잘되고 있는 미국, 영국, 독일 등은 사회 복귀 프로그램 등을 실용적으로 운영하고 있으며 각국의 도서관협회나 지방자치단체가 교정시설도서관 활성화를 돕고 관련 전문가들이 참여하는 위원회나 조직을 구성해 정책 지원과 이슈 점검, 연구, 보고서 발행, 가이드 지침 작성 및 개정, 도서관 간 협력 등을 논의하고 실제 운영에 반영한다. 또한 민관협치를 통해 꾸준한 지원과 관심을 유지하며, 지역 공공도서관과의 연계 시스템을 잘 활용하고 있다. 그 결과 수형자의 재범사례를 줄이는데 기여하고 있다. 본 연구를 통해, 교정시설도서관 서비스에 관한 행정적인 개선 방향을 세 가지로 제안하였다. 첫째, 교정시설도서관 서비스 가이드라인이나 가이드북 제작과 배포, 둘째, 교정본부나 도서관협회 내에 교정시설도서관 전문조직 설치와 활동 강화, 셋째, 교정시설 내 법률도서관 운영을 제안하였다.

이 연구의 목적은 인권의 사각지대에 있는 교정시설 내에 구금된 수용자들을 대상으로 정보를 제공하는 교도소도서관의 현황을 분석하여 그 문제점을 도출하고 개선방안을 제시하는 것이다. 교도소도서관 현황을 파악하기 위하여 시설 및 설비와 인적 자원, 보유도서현황과 대출현황 그리고 예산현황 등에 이르기까지 종합적으로 통계자료를 토대로 정리 분석하였다. 문화체육관광부의 국가도서관 통계시스템사이트(2008년 기준: 2007년 $1{\sim}12$월 조사)와 2008년 발간한 '도서관발전종합계획(2009-2013)', 교도소에 정보공개청구를 통하여 얻은 '관용도서 비치 및 활용현황' 문서 34건을 이용하여 교도소도서관의 시설, 인적 자원, 장서, 서비스, 예산 등의 실태를 조사하였다. 이러한 현황 조사내용을 토대로 하여 한국교도소도서관의 문제점을 추출해 보고 이에 대한 발전방향을 모색하였다.
