An Analysis of the 2014 Pricing Guide for Technical Service Contracts through Comparison with Foreign Countries' Cases (해외사례 비교를 통한 2014년 개정 건설기술용역 대가기준 분석)

  • Enhancing clarity and transparency of the pricing guide for technical services for public construction works enables the prediction and reimbursement of the service cost for project owners and bidders, while it would also yield benefits for engineers who carry out the construction tasks. In order to improve the global competitiveness of construction service industry, the government revised its pricing guide for techical services for construction works recently, moving away from its previous percentage-of-construction-cost method towards the Cost Plus a Fee Method. However, since the Cost Plus a Fee Method results in the rise of the service price by 153%~197%, there is the need for a review on the method and basis of the adjustment in order to avoid controversies regarding the application of the revised method. In this context, this paper analysed the 2014 revision of the pricing guide for technical services for public construction works through comparison with foreign cases including those of the US and the UK. The analysis yielded the conclusion that, while the shift towards Cost Plus a Fee Method which is widely used in advanced economies is a very meaningful change in large measure, certain aspects still remain problematic. Unlike in advanced economies, the detailed break-down shows the direct labor cost includes certain indirect expenses. Also, indirec expenses are admitted so comprehensively as to include overhead costs and technology royalties. These problems results in redundant estimation of certain expenses, and obstructs transparency in spending details. This paper proposes various improvement measures to address these issues.

A Study on the Sensitivity of Conversion Factor According to Change of Base Year (기준연도 조정에 따른 환산지수 민감도 분석 연구)

  • In this study, issues related to changes in base year, which have controversial effects on fees in service contracts, were reviewed. In this regard, sensitivity analysis was conducted on the effects of changes in base year on conversion factor by type. The benefits and disadvantages of each specific type of medical institution were examined. Main conclusions are as follows. First, changing the base year to be closer to the present time had a beneficial effect on the conversion factor of hospitals. Second, changing the base year to be closer to the current point of time had an adverse effect on the conversion factor of pharmacies and clinics and had a significant adverse effect on clinics. Third, assuming that a single conversion factor is collectively applied to all types, a favorable effect occurred in all cases when the base year was changed to be closer to the present time. Base year changes can bring about conflicts of interest between insurer and providers, and within providers. Therefore, changing the base year should be pursued upon mutual agreement on a reasonable basis for resource allocation. In addition, it is necessary to provide incentives for temporary compensation for the types of losses incurred.

Brand Equity and Purchase Intention: The Fashion Market in China (상표자산이 구매의도에 미치는 영향: 중국패션시장에서)

  • Purpose - Global trends play a part to change the structure of the fashion industry. In particular, companies attempting to conduct innovative marketing centering on such products as SPA brands are growing into global companies. SPA stands for "Specialty Store Retailer of Private Label Apparel", meaning its activities are fully integrated from manufacturing through sales, including material procurement design, product, distribution, inventory management, and final sales. For this reason, more understanding of individual corporate profitability is very sensitive to consumer's attitudinal changes. The effects that corporate marketing activities on customer lifetime value through brand attitude were analyzed based on a structural equation model. Rust suggested value equity, brand equity, and relationship equity as customer equity driver. The study examines Chinese consumer because China is the fastest growing fashion market in the world. Research design, data, and methodology - The survey targeted Chinese college student age 20s. Only respondents who had purchased SPA brands in the past year were included for this research. A total of 303, except for 47 missing data of 350 distributed questionnaires were included in this research. The questionnaire is consists of six part to measure value, brand, relationship equity, attitude toward brand, purchase intention and demographic characteristics. This research conducted exploratory factor analysis and reliability test. To verify research hypotheses, structural equation model test was conducted. As for customer equity, diversified models in consideration of the scope of acquisition data, a method of collection of data, influencing factor, and predictability were suggested based on a net present value model. However, the history of customer equity study is relatively short, and sufficient empirical analyses have not been conducted, so more integrated analysis is required. In this study, the concept of driver suggested by Rust was applied to figure out the effects that consumer's attitude has on customer equity. The customer equity driver suggested by them consists of brand equity, value equity, and relationship equity. Results - This study reveals that value equity and brand equity have a positive influence on relationship equity. And, relationship equity has a positive influence on purchase intention through brand attitude. However, value equity and brand equity do not influence on brand attitude. Conclusion - The results of this research generated following implications. First, SPA brands need to take advantage of their value equity such as perceived low price and up-to-date fashion style to attract Chinese young consumer. Second, strong brand equity promises dominants position in the competitive market. As Chinese fashion market grows rapidly, SPA brands can consider branding strategy such as flagship store and celebrity marketing enhancing brand image. Third, the core concept of customer equity strategy is to maintain a relationship with their expecting and existing customers. The relationship equity is built by brand equity and value equity. When SPA brands serves product and service meet with individual customers, customers have intimacy to the brands.

Evaluation of the Properties of Wrapping Material of Steel Pipe for Water Supply (수도용 강관의 도복장 재료특성 평가에 관한 연구)

  • Coal-tar enamel, blown asphalt and polyethylene have been used as wrapping materials of steel pipe in Korea. Currently, every manufacturer produces wrapped steel pipes with different materials and methods, and little research has been performed to get on wrapping methods and materials. In this research, properties of wrapping material of steel pipe used for water supply have been evaluated. All of the materials tested in this work were found to meet the standard. Among the wrapping materials of steel pipe tested, blown asphalt and coal-tar enamel were reasonable in price, and their mechanical properties were excellent. The quality of the wrapped steel pipes was being melted easily in organic solvent. When coated thick, the load of the steel pipes was higher than necessary. Tensile strength of cathode exfoliation and PE 3-layer wrapping method was excellent. The pulling intensity of T-Die PE 3-layer was stronger than PE fluidized in PE wrapping method. Cathode exfoliation area was smaller than PE fluidized. Mechanical property and thermo-property of T-Die PE 3-layer were excellent and its anti-chemical property was great. Liquid epoxy can change the property of coating materials depending on the hardening condition and resin selection. Polyurethane used in this test showed a less adhesive strength with steel pipes than epoxy. Moisture absorbance rate was higher than Epoxy's, however. To utilize polyurethane as wrapping materials, basic property of the matter should be improved followed by finding the best suited coating condition. The method of PE 3-layer by extrude method appeared to be the best in this study. However, identification of other wrapping materials requires further additional tests.

A Multidisciplinary Research Framework for Green Car Industry (그린카 산업의 학제적 분석 방안에 관한 연구)

  • Climate change and low-carbon consumer movement is demanding proper response around the world while rising oil price increases consumers' needs for green car. As a preliminary study to establish an industrial platform for green car and bring out corporate strategies, this article aims to propose an academic research framework by using various methodologies including conceptual/mathematical modeling, system dynamics, and ABM from different angles. First, an analysis framework for the industrial platform was introduced to analyze green car cases, required elements were proposed, and econometrics was applied to build a basic model related to green platform (two-sided market). Also, to analyze from a dynamic perspective, a system dynamics model was applied to green car environment to build a system dynamics analysis model that is applicable to particular green car industry analysis. Lastly, an agent based model was used to study the way to activate the hybrid car market in Korea from individual consumers' perspective. Based on the result, vehicle policies that are either being enforced or planned to be enforced in the Korean HEV market can be analyzed.

Changes of the cultivation methods of Poria cocos and its commercialization (복령(Poria cocos) 재배기술의 변천과 실용화)

  • The cultivation of Poria cocos on tree-stumps and logs, was first described at the beginning of the 13th century. Poria cocos has been used for medicinal purposes to treat physical and mental recuperation, promote diuresis, forgetfulness and physical weakening. The artificial cultivation techniques of P. cocos was reported in China in 1957. are reported. The basic study on morphological characteristics and artificial cultivation method of Poria cocos with pine tree log buried under ground were initiated by Rural Development Administration. To widen the utilization of harvested sclerotia of Poria cocos as new food stuffs, powder of the sclerotia were used for producing new soft drinks and supplemented to wheat flour to make functional bread. Last 30 years, the supply of P. cocos in Korea through cultivation could not meet the domestic demand, Korea collected P. cocos in the mountainous areas and also import the sclerotia from China. Since the domestic demand of the sclerotia in China increased, the price of imported sclerotia of P. cocos also increased. Recently, high-quality and high-yielding cultivation methods were developed in Gyeongbuk Agricultural Research and Extension Services (GARES). The new cultivation methods of P. cocos developed by GARES was to change traditional cultivation method from under ground to above ground cultivation house, and shortened cultivation period by half, and improved the quality of the sclerotia. Therefore, it is suggested that advanced new technology for production of sclerotia of P. cocos from under ground and above ground must be developed for fullfil the domestic demand of the sclerotia.

Combustion Characteristics of a Hot Water Boiler System Convertibly Fueled by Rice Husk and Heavy Oil - Heavy Oil Combustion Characteristics -

  • Purpose: With the ever-rising energy prices, thermal energy heavily consuming facilities of the agricultural sector such as commercialized greenhouses and large-scale Rice Processing Complexes (RPCs) need to cut down their energy cost if they must run profitable businesses continually. One possible way to reduce their energy cost is to utilize combustible agricultural by-products or low-price oil instead of light oil as the fuel for their boiler systems. This study aims to analyze the heavy oil combustion characteristics of a newly developed hot water boiler system that can use both rice husk and heavy oil as its fuel convertibly. Methods: Heavy oil combustion experiments were conducted in this study employing four fuel feed rates (7.6, 8.5, 9.5, 11.4 $l/h$) at a combustion furnace vacuum pressure of 500 Pa and with four combustion furnace vacuum pressures (375, 500, 625, 750 Pa) at fuel feed rates of 9.5 and 11.4 $l/h$. Temperatures at five locations inside the combustion furnace and 20 additional locations throughout the whole hot water boiler system were measured to ascertain the combustion characteristics of the heavy oil. From the temperature measurement data, the thermal efficiency of the system was calculated. Flue gas smoke density and concentrations of air-polluting components in the flue gas were also measured by a gas analyzer. Results: As the fuel feed rate or combustion furnace vacuum pressure increased, the average temperature in the combustion furnace decreased but the thermal efficiency of the system showed no distinctive change. On the other hand, the thermal efficiency of the system was inversely proportionally to the vacuum level in the furnace. For all experimental conditions, the thermal efficiency remained in the range of 80.1-89.6%. The CO concentration in the flue gas was negligibly low. The NO and $SO_2$ concentration as well as the smoke density met the legal requirements. Conclusions: Considering the combustion temperature characteristics, thermal efficiency, and flue gas composition, the optimal combustion condition of the system seemed to be either the fuel feed rate of 9.5 $l/h$ with a combustion furnace vacuum pressure of 375 Pa or a fuel feed rate of 11.4 $l/h$ with a furnace vacuum pressure between 500 Pa and 625 Pa.

MAKING AGRICULTURAL INSURANCE IN INDIA FARMER-FRIENDLY AND CLIMATE RESILIENT

  • Agricultural risks are exacerbated by a variety of factors ranging from climatevariability and change, frequent natural disasters, uncertainties in yields and prices, weakrural infrastructure, imperfect markets and lack of financial services including limited spanand design of risk mitigation instruments such as credit and insurance. Indian agriculture has little more than half (53%) of its area still rainfed and this makes it highly sensitive to vagaries of climate causing unstable output. Besides adverse climatic factors, there are man-made disasters such as fire, sale of spurious seeds, adulteration of pesticides and fertilizers etc., and all these severely affect farmers through loss in production and farm income, and are beyond the control of farmers. Hence, crop insurance' is considered to be the promising tool to insulate the farmers from risks faced by them and to sustain them in the agri-business. This paper critically evaluates the performance of recent crop insurance scheme viz., Pradhan Mantri Fasal Bhima Yojana (PMFBY) and its comparative performance with earlier agricultural insurance schemes implemented in the country. It is heartening that, the comparative performance of PMFBY with earlier schemes revealed that, the Government has definitely taken a leap forward in covering more number of farmers and bringing more area under crop insurance with the execution of this new scheme and on this front, it deserves the appreciation in fulfilling the objective for bringing more number of farmers under insurance cover. The use of mobile based technology, reduced number of Crop Cutting Experiments (CCEs) and smart CCEs, digitization of land record and linking them to farmers' account for faster assessment/settlement of claims are some of the steps that contributed for effective implementation of this new crop insurance scheme. However, inadequate claim payments, errors in loss/yield assessment, delayed claim payment, no direct linkage between insurance companies and farmers are the major shortcomings of this scheme. This calls for revamping the crop insurance program in India from time to time in tune with the dynamic changes in climatic factors on one hand and to provide a safety-net for farmers to mitigate losses arising from climatic shocks on the other. The future research avenues include: insuring the revenue of the farmer (Price × Yield) as in USA and more and more tenant farmers should be brought under insurance by doling out discounts for group coverage of farmers like in Philippines where 20 per cent discount in premium is given for a group of 5-10 farmers, 30 per cent for a group of 10-20 and 40 per cent for a group of >20 farmers.

Optimal Design and Economic Evaluation of Energy Supply System from On/Off Shore Wind Farms (육/해상 풍력기반 에너지생산 공정 최적 설계 및 경제성 평가)

  • This paper presents a new framework for design and economic evaluation of wind energy-based electricity supply system. We propose a network optimization (mixed-integer linear programming) model to design the underlying energy supply system. In this model we include practical constraints such as land limitations of onshore wind farms and different costs of offshore wind farms to minimize the total annual cost. Based upon the model, we also analyze the sensitivity of the total annual cost on the change of key parameters such as available land for offshore wind farms, required area of a wind turbine and the unit price of wind turbines. We illustrate the applicability of the suggested model by applying to the problem of design of a wind turbines-based electricity supply problem in Jeju. As a result of this study, we identified the major cost-drivers and the regional cost distribution of the proposed system. We also comparatively analyzed the economic performance of on/off shore wind farms in wind energy-based electricity supply system of Jeju.
