A Study on Operation Systems of Preservation & Repair Expenses for Architectural Heritage in Japanese Colonial Era - Focused on Classification of Preservation Cost Construction & Preservation Cost-Aided Construction - (일제강점기 「고건축물」 보존수리 공사비용 운용시스템에 관한 연구 - 「보존비공사」와 「보존비보조공사」 분류체계에 대하여 -)

  • Systems operating construction expenses for preservation and repair of the architectural heritage may be divided into two in the Japanese colonial era. They are preservation cost nd preservation cost-aided constructions, according to the ownership of a building. Preservation cost construction refers to preservation and repair of government-owned buildings that Japanese Government General of Korea had the ownership and the right of management, and preservation cost-aided construction means preservation and repair of private buildings such as Buddhist temples. In the case of preservation and repair of buildings owned by the government, it was done by the Japanese Government General of Korea, so the same agent executed the budget and managed the properties. They included royal tombs and relics, old government offices, Hyanggyo and some Seowon. On the other hand, in the case of preservation and repair of private buildings, they were private properties, so Japanese Government General of Korea had rights only for permission of preservation and repair. If there was a request for .preservation and repair by an owner, the Japanese Government General of Korea decided on whether it would support its expenses or not and played a role of management and supervision. It applied to Buddhist shrines and pagodas owned by Buddhist temples and shrines and temples owned by individuals and families. Hence, in the case of government-owned buildings, because the preservation cost was spent from the Japanese Government General of Korea's budget for investigation expenses of historical remains or repair expenses of Jeolleung and ruins, they were classified into preservation cost constructions. As for private buildings, the cost was spent from their budget for aiding preservation expenses, so they were classified into preservation cost-aided constructions. Because preservation cost construction and preservation cost-aided construction were conducted by two different agents, there were a little difference in procedures for executing a construction. There was no big difference in the general progress of constructions but was an administrative difference in the kinds of documents submitted and the roles of field supervisors. Such dual systems remained unimproved throughout the Japanese colonial era. The Japanese Government General of Korea was the colonial government so much influenced by the Japanese Government. Most Japanese architectural heritage was owned by Buddhist temples and Shinto shrines and there was almost no building owned by the government, resulting in a unitary system unlike Korea. Heritage system by the Japanese Government General of Korea was established under the influence of Japan regardless of the situation in Korea. Accordingly, Japanese Government General of Korea could not present a definite solution in the bisected system of preservation and repair expenses for the heritage. It shows the limits of the Japanese Government General of Korea in the colonial era.

  • The resource-based relative value scale (RBRVS) compares the value of a medical practice to the consumption of resources, which consist of the work of the physician, practice expenses, and professional liability insurance. At the time of the 2nd revision of RBRVS, the fee for radiological examinations had been reduced due to the high preservation rate. In RBRVS, practice expenses account for most of the compensation of radiological examinations, and physicians' work is relatively undervalued. A new healthcare policy (Moon Jae-In care) consists of the expansion of the National Health Insurance (NHI) coverage, reduction of patient charges for the vulnerable class, and support for catastrophic medical expenses. However, Moon Jae-In care is expected to negatively affect the NHI in Korea financially. The expansion of the insurance coverage for ultrasonography and MRI examinations is a significant part of the Moon Jae-In care, and radiological societies should establish fair compensations for physicians' work within the field of radiology while implementing the Moon Jae-In care.

A Study on the Improvement and Problems of Environmental Impact Assessment (환경영향평가 내용의 문제점과 개선방안 -문화재항목의 영향평가를 중심으로-)

  • The objective of this study is to prepare a proposal for desired changes in the laws and regulations system of the Environmental Impact Assessment (EIA) about cultural assets preservation. The related Korean regulatory system and literature for EIA have been surveyed and case studies have been analyzed and actual cases where cultural assets protection were of issue have been studied to deduce the problems of those areas. Based on the result of this study, proposed changes are as follows; 1. "Status of cultural Assets" is to be included as common assessment factor for all categories of object projects in "Table 2: Essential Assessment Factors for Individual Project Category" of "Ordinance for Preparation of EIA Statement, etc." 2. "Status of Underground Cultural Assets and Potential Underground Cultural Assets" is to be inserted as a survey factor in "Table 3:Format of and Instruction for Impact Statement". 3. The clause of "-- the survey should be performed on-site and the investigation report should be submitted." is to be inserted in methods of survey in "Table 3". 4. Ground survey of cultural assets should be performed prior to completion of project planning, that is, from the stage of pre-study for site selection. 5. The application of impact abatement from "Methods and Plants for Impacts Abatement" of "Report for Development of EIA Statement Technologies" should be included, with proper modification of timing, in "Ordinance for Preparation of EIA Statement, etc." 6. The expense liability clause in "Cultural Assets Preservation Act" is to be revised as "a certain ratio of expenses for excavation should be borne by the government." 7. Regulatory device for collecting appropriate opinions should be established. It may include Cultural Assets Preservation Committee's hearing to the project owner's opinion. be established. A Study on the Maintenance Expenses of the Public Rental Rousing (공공임대주택 수선비 지출 실태에 관한 연구)

  • Public rental housing is constructed, owned, and managed by the public sector. The public institution for the public rental housing controls the whole building life cycle from the construction to the demolition. The construction company for the house built for sale is strongly interested in the cost for the initial investment, while the public institution is more focused on the maintenance cost for the preservation of the buildings Nevertheless, the maintenance cost of the public rental housing has been only managed as the accounting factor without the systemic research and analysis on the actual condition. This paper shows how expenses are related to the degree of obsolescence and presents the differences of the maintenance costs by the housing area and expenditure trends (vs time) of the maintenance costs, through analyzing time series data of public rental housing maintenance cost. Further, this paper helps understanding the causes of the differences of the maintenance costs by housing areas and characteristics of the expenditure trends. After all, this paper contributes to the improvement of the reliability and the practicality for the Life Cycle Cost modeling and the maintenance cost estimating.

Determinants of Lake Zone Forest Resources' Status: Analyzing the Impact of Implemented Policies in Tanzania

  • The Lake (Victoria) zone of Tanzania, which has the least forest resources in the country, is a potential economic growth zone in the country. Therefore, this study analyses the impact of implemented forest policies on the status of forest resources in the area, given the unique features. The study identifies the status of forested lands in the area, and then fits binary logistic regression to identify the impact of policies related elements (i.e. type of forest, type of management) on the status; forest area and location (region) are used as control variables. Results show that 63% of the forested land in the area is destructed; main activities being agriculture, residential, firewood, and charcoal burning activities. Logistic results showed natural forests, forests located in Geita region, forests managed by municipal councils are more likely to be destructed; while plantation forests, forests located in Kagera region, privately managed forests are less likely to be destructed. Thus, the study concludes that policies and measures are not enough for the preservation of forest resources in the area; some of the economic activities in the area are occurring at the expenses of the forests; hence recommend more sustainable development plans and incorporating different crossing cutting sectors in the policies.

  • Geographic information and surveying products are a momentous national infrastructure since it is an essential basis for land management and environmental preservation. Hence, it is necessary to set up a systematic plan and countermeasure for the upcoming unification of Korea. Otherwise there would be tremendous confusion and it will cause enormous expenses to establish the national surveying and geographical information standard. In order to show the vision of policies preparing for the unification of North and South Korea, we analyzed the case of Germany and the current status of surveying and Geographical Information in South and North Korea by taking the internet investigation, having a seminar, interviewing experts, and visiting related organizations. First of all, we should predict the change of surveying circumstances after the reunification and establish a plan that unifies laws, systems, and surveying standards of North and South Korea. We need to modify the datum point and unify the surveying product of South and North Korea in World Geodetic System. To accomplish these goals, we must make the map of Korean peninsula and neighboring nations, especially urban area of North Korea. It is considered that National Geographic Information Institute should take a major role in the unification of Korea. With these active preparations and plans, we will achieve the goals of establishing the reinforced surveying policy and minimizing the reunification expenses.

Studies on The Reutilization of Used School Uniform of Middle and High School Students (중.고등학생의 교복 재활용 활성화에 관한 연구)

  • Purchasing used school uniforms is to reduce environmental pollution and expenses, and to enhance a feeling of wearing satisfaction for school uniforms by improving size fitting. In order to improve reutilization of used school uniforms, uniform purchasing behavior, awareness of the reutilizing markets of used school uniforms, and the running conditions of reutilizing markets of used school uniforms were analyzed through the survey. The subjects are 741 students of middle and high schools in Seoul and Kyeonggi Province in this study. The results are as follows. First, the better-fitted uniforms students wear, the higher satisfaction they feel. Therefore, it is desirable for students to wear the uniforms which are well fitted for each student. Second, the higher aware of environment students are and the more environmental preservation behavior they do, the higher awareness of wearing used school uniforms they are. In order to enhance students' awareness of reutilizing markets of used school uniforms, it is important to educate students about the environment systematically and to promote recycling events. Third, the reasons for not purchasing used school uniforms are difficulty in access to the repurchasing market and the sanitary problem. Therefore, it is suggested that environmental education which boosts students' awareness of environment and reutilization events should be held to make reutilizing markets of used school uniforms vigorous. Moreover, it is necessary to make reutilizing markets easy to access and improve cleaning and repairing system.

A Study on the Improvement Directions of Appraisal for Archival Values - Focused on example of ROK Army's Repository - (기록물 보존가치 평가 개선방안에 관한 연구 - 육군 특수기록관 사례를 중심으로 -)

  • This thesis is performed to suggest an objective and effective optimization plan of appraisal for archival values. Even though saving all of archives and records and passing them to descendants would be a strong preservation method, but preservation expenses cannot be ignored. Additionally the appraisal for archives is completed by selecting and preserving high-value records, preserving all of records seems not to be effective. In this aspects archivists have tried to find the appraisal standard to ensure the objectivity of it, however, existing studies cannot bring out positive method because of focusing on analyzing only theoretical analysis on appraisal. This study divides appraisal for archives in 3 steps; inquiry for the records creators, appraisal of archivists, appraisal of appraisal experts, and suggests the standard to increase objectivity and confidency of appraisal. The optimization plan of appraisal for archival values with the results of this thesis would influence on the revitalization of reappraisal for the archives in repository and archive of Korea.

  • Different countries around the world, using their traditional culture as a background, are promoting new changes and reformation in development and publicity method of cultural contents to promote national interests and to increase their competitiveness. Also, as the citizen's standard of living and quality of living goes up, various demands for the enjoyment of traditional culture goes up accordingly as well. As the cultural assets environment become more complicated and diverse, there is a need for systematic management and preservation plan. Keeping these viewpoints in mind, the geo-spatial information provision service using the web provides various forms of services such as satellite imagery, terrain, and 3D viewing, enabling the user to gain concrete spatial information on specific areas. The geo-spatial information using 3D modeling is done only in limited spaces because of construction expenses or difficulties in management and maintenance. In this thesis, I would like to propose Effective method for the GoogleEarth Uploading through simplification of 3D object for the publicity of traditional buildings and Cultural Resources and Tourist Attractions.

A Study on the Planning of Railway Route Adjacent to the Preservation Area of Cultural Assets (문화재 보호구역 주변 근접통과 구간의 철도노선 계획 사례에 대한 연구)

  • This study draws from the hands-on experience of designing railway routes that pass very close to the Cultural Heritage Protection Areas. There have been many cases where the rail route plan is rejected during the deliberation process of National Cultural Heritage Alteration although it has been selected as the best alternative after much time and expenses are spent and public consensus is obtained. When the route has to be realigned, this often leads to project delay and possible counter protest from the local public. In an effort to prevent such problems from occurring over again, this study looks at the projects where railways pass close to the Cultural Heritage Protection Areas. We examine the nature of public protests and the route selection process that reflects these protests into consideration. Based on the experiences drawn from these cases, we offer a few suggestions that we hope will contribute to the success of the project. The suggestions include the right timing for the application of Cultural Heritage Alteration and route alignment technique.
