Using Ant Colony Optimization to Find the Best Precautionary Measures Framework for Controlling COVID-19 Pandemic in Saudi Arabia

  • In this paper, we study the relationship between infection rates of covid 19 and the precautionary measures and strict protocols taken by Saudi Arabia to combat the spread of the coronavirus disease and minimize the number of infected people. Based on the infection rates and the timetable of precautionary measures, the best framework of precautionary measures was identified by applying the traveling salesman problem (TSP) that relies on ant colony optimization (ACO) algorithms. The proposed algorithm was applied to daily infected cases data in Saudi Arabia during three periods of precautionary measures: partial curfew, whole curfew, and gatherings penalties. The results showed the partial curfew and the whole curfew for some cities have the minimum total cases over other precautionary measures. The gatherings penalties had no real effect in reducing infected cases as the other two precautionary measures. Therefore, in future similar circumstances, we recommend first applying the partial curfew and the whole curfew for some cities, and not considering the gatherings penalties as an effective precautionary measure. We also recommend re-study the application of the grouping penalty, to identify the reasons behind the lack of its effectiveness in reducing the number of infected cases.

The Precautionary Behavior of Korean Households under Health Uncertainty

  • This paper tests existence of precautionary saving motive under health uncertainty, using household level panel data from Korea. For this purpose, this paper considers a dynamic health capital model with health uncertainty and derives testable equations for changes in consumption and medical expenditures. Under this framework, households who face future health uncertainty will exhibit precautionary behavior by depressing consumption or increasing investment in health. To test this hypothesis, the paper uses the conditional variance of health as the direct measure of health uncertainty, obtained by estimating a multinomial logit model. Empirical results using the Korean Household Panel Study (KHPS, 1993 - 1997) suggest that Korean elderly households follow the precautionary behavior to insure against future health risk.

Employment Instability and Security Funds in U.S. Households

  • The purpose of this study was to investigate the effect of employment related factors on household savings for precautionary purposes when controlling for financial security and to compare the results between the two different economic periods. A conceptual framework was developed based on the precautionary saving theory, the family stress theory, and previous empirical studies. As a self-insurance, a measure of security funds were developed and used as the dependent variable. Using data on working households in the 1992 and the 1998 Survey of Consumer Finances (SCF), a MLE estimation was conducted on the pooled data. The 1992 and 1998 data were used to reflect periods of economic recession and expansion, respectively. The results suggested that factors representing resources played the most significant role in determining the amount of security funds. Some of the employment related factors, preferences, financial security, and race were also significantly affected the amount of security funds. The results suggested that stable employment conditions were important for households to accumulate security funds. Households with more human resources and financial resources had a larger amount of security funds than those that had less human and financial resources. From the findings, implications for research, policies, and financial educators had been suggested.

  • Whenever several natural disasters hit Korea with huge damage of property loss and death toll, government spends huge sums of money for rehabilitation of devastated areas every year. It's time to discuss about a natural disaster insurance, which is a long-term as well as precautionary measure. It is advisable to discuss government involvement through the natural disaster insurance, implementation of countermeasures against natural disasters. The natural disasters insurance have to executed as follows, 1) introducing natural disaster insurance with characteristics of social welfare, which makes fast recovery and anxiety reduction in the low-income bracket. 2) advisable to mix the methods of microinsurance including the natural disaster and index insurance.

  • TThe CCS, gathering attention as a practical measure against climate change, has various potential risks within itself. Identifying those risks and developing proper countermeasures for each one, therefore, is essential. Failure to take proper measures against such risks may result in significant damages and accidents, causing social anxiety and unwillingness to accept CCS. This study proposes the precautionary principle as a fundamental principle for CCS risk management. While the justifications for the precautionary principle are acceptable, there have been criticisms on its limitations including its impracticality. The purpose of this study was, therefore, to identify detailed application strategies to overcome those limitations. The risk factors related to CCS consist of quantifiable risk domains as well as a number of those with high uncertainty and ambiguity. Thus, there is a need to develop differentiated coping measures, meaning that the precautionary principle should be applied. The risk assessment and management applying the precautionary principle has implication of social appraisal based on wide participation and communication among the interested parties, which may be a useful approach for expanding social applicability.

  • This article deals with the current rules of law of air warfare and its surrounding issues on precautionary action by a military aircraft at air-to-air operation in international armed conflict. However there is no separate and independent legal system to regulate warfare in aerospace in the current system of law of war (or law of armed conflict). In other words, law of air warfare does not exist in a form of a separate treaty. Air warfare has been regulated by international customary law and the relevant provisions in different Conventions, including 1949 four Geneva Conventions and two Additional Protocols, which mainly regulate land and naval warfare. And this makes difficult to make clear a legal term or legal tests on an issue concerned with law of air warfare, which concludes from time to time a dispute on interpretation and implementation of law of air warfare between states. Therefore, this article refers various materials (including 1949 Geneva Conventions and Additional Protocols, San Remo Manual, Harvard Manual, and ICAO Manual on Interception of Civilian Aircraft) for the purpose of defining the current and desirable legal test on precautionary action by military aircraft. In addition to the main purpose of this article, this article tried to show a characteristic of developing mechanism of law of air Warfare taking into account interactions between international air law and law of air warfare.

Analysis of the Precautionary Measures and Causes on Explosion Accidents of a Old Dry Chemical Powder Extinguisher (노후 분말소화기의 폭발사고 원인과 예방대책에 관한 분석)

  • Fatal injuries and deaths have occurred resulting from the operation or disassembling of a powder extinguishers in Korea. If a rusted powder extinguisher is exploded during operation or disassembling, it rises to the air like a rocket and hits a head, chest, or neck part of an operator, resulting in his (her) death or injury. In this study examines the explosion accident cases of a powder fire extinguisher and analyzes their causes, reactions to explosion, and precautionary measures. And in this paper suggests 1) no using of old fire extinguishers in fire drill or education, 2) education and public information on danger of old fire extinguishers, 3) indication of explosion danger to cartridge-type dry chemical powder fire extinguishers had already placed to buildings etc., 4) obligatory indication of durable years on fire extinguishers, 5) examination for introduction of system that do hydraulic pressure test about fire extinguishers that given period past, 6) construction of system that reclaim old fire extinguishers, 7) construction of system that recycle or reuse old fire extinguishers, and 8) operation of help desk related to old fire extinguishers as precautionary measure of fire extinguisher explosion accidents.

A new measure of tracking in repeated measurement data (반복측정된 자료에 대한 새로운 지속성 지수)

  • The primary purpose of this study is to develop a measure of tracking by using a modified kappa statistic. Understanding tracking phenomena in epidemiologic studies is quite important, because precautionary measure can be made in the early stage of the outcome event. Several authors proposed measures of tracking. Among them we compared ours against McMahan's using a simulation study. Finally we applied our procedure and McMahan's to real data. We may conclude that our statistic is adequate in explaining and detecting the tracking phenomenon.

  • 자연재해의 특징은 설계불량이나 조작실수 등과 같이 다른 고장과 달리 위험요인을 인위적으로 저감하는 것이 불가능하다. 또한 자연재해는 규모나 양상에 있어서 매우 다양하며 뇌의 경우 위치와 장소에 따라 피해강도는 1,000배 정도 다른 결과를 초래할 수도 있다. 이와 같은 특징을 가진 자연재해를 완전히 예방하는 것은 비현실적이다. 자연재해에 따라 피해는 위험도와 전력시스템의 취약성이 교차하는 영역에서 발생한다. 피해를 저감하기 위해서는 취약성을 감소시키고, 이 교차 영역을 가능한 작게 하는 것이 기본개념이다.

  • Recently, there are many research of musculoskeletal disorders in manufacturing industry because of increasing interest of that disorders, but the research is still lacking in the small business and service industry. So we researched relationship between working characteristics and subjective symptoms associated with musculoskeletal disorders by get information of 145 hairdresser about working hour, work record, position and working pattern. The results of this research show that there are many musculoskeletal disorders of hairdressers' neck, shoulder, arm, knee and also a lot of relationship between working characteristics and subjective symptoms associated with musculoskeletal disorders. Besides, some parts of subjective symptoms have a effect on other parts of body. This study will contribute to using information and a precautionary measure about musculoskeletal disorders for hairdressers.
