As recent construction projects have gradually become larger in size and complex, construction documents such as drawings and specifications revealed the limitations that can not express all the necessary information. Due to the lack of stipulations on the contract, disputes arise among contracting parties. Traditionally, many construction companies in Korea make an unfair agreement with the clients so that the irrational items are included in their contract documents. Potential dispute factors are triggered as a result of misleading or omitted items on the written documents. This paper analyzed the civic counseling cases obtained from the public procurement service in Korea, and identified the potential dispute factors that can occur during pre-dispute stage alone with their influence analysis. The results found from this study can be used for the development of checklists that prevent the dispute in the process of construction projects.

In recent years, building commissioning has often been part of a standard delivery practice in construction, particularly in the high-performance green building market, to ensure the building is designed and constructed per owner's requirements. Commissioning, therefore, intends to provide quality assurance that buildings perform as intended by the design and often helps achieve energy savings. Commissioning, however, is not as widely adopted as its potential benefits are perceived. Owners are still skeptical of the cost-effectiveness claims by energy management and commissioning professionals. One of the issues in the current commissioning practice is that not every project is guaranteed to benefit from the commissioning services. This, coupled with its added cost, the commissioning service is not acquired with great acceptance and confidence by building owners. To overcome this issue, this paper presents a unique methodology to enhance owner's predicting capability of the degree of success of commissioning service using the Bayesian theorem. The paper analyzes a situation where a future building owner wants to use a pre-commissioning in an attempt to refine the success rate of the future commissioned building performance. The author proposes the Bayesian theorem based framework to improve the current commissioning practice where building owners are not given accurate information how much successful their projects are going to be in terms of energy savings from the commissioning service. What should be provided to the building owners who consider their buildings to be commissioned is that they need some indicators how likely their projects benefit from the commissioning process. Based on this, the owners can make better informed decisions whether or not they acquire a commissioning service.
According to statistics released by the Ministry of Labor for the past 6 years, work-related accidents in the construction industry have been on the continued increase, resulting in social and economic losses that are difficult to determine at an exact amount. However, the number will likely get much bigger if unreported cases are included, considering the fact that the aforementioned statistics are based soley on the applications filed with Korea Workers' Compensation and Welfare Service. The practice of businesses choosing not to report and dealing with industrial accidents in an unauthorized manner is defined as "concealment of industrial accident". The reason the employers tend to engage in the concealment practice even at their huge cost is a "pre-qualification" scheme for the applicants in the government procurement process. Under the pre-qualification scheme, the applicants with a high rate of industrial accidents receive a low grade and become less attractive candidates in the procurement process, thus losing an opportunity to win a contract. Such failure relates directly to the fate of business organizations, to survive or not. That is why they are making all-out efforts to obtain a high grade in the pre-qualification evaluation. With regard to the accident-concealment problem, the following can be mentioned as preventive measures: (1) To exclude a rate of industrial accidents from the pre-qualification scheme; (2) To strengthen the institution of imposing penalties on the occurrence of industrial accidents; (3) To introduce private insurance system to the current industrial accident compensation insurance; and (4) To give non-recognition treatment to industrial accidents that were not reported upon occurrence. In conclusion, the concealment problem can be resolved if the aforementioned measures are to be taken continuously along with corrective measures against institutional deficiencies.

The construction projects are recently having changes in their magnitude and complexity. Therefore, the amount of information created and managed by participants over project phases is enormous and this may cause difficulties in consistent and integrated data management. Because of the change in construction projects, there is a need to apply more logical and systematic ways to deal integrated data management. For the solution to this, BIM(Building Information Modeling), a new paradigm for integrated management of the information over project life-cycle, has been seriously considered. Also, the Korean Public Procurement Service announced that project over 50 billion Korean Won should introduce BIM into procurement starting from 2012. However, the studies and development have lack on studies of applying BIM and managing the data made using BIM in pre-design and maintenance stage. In pre-design stage, the concept of schematic design model is made to support for making major decisions concerning the size, shape and cost of the project. To decide the cost for the building in this stage by making use of BIM, estimating the amount of building materials used for constructing should be preceded. In this study, the pre-design BIM is explained to gain a better understanding of its process, since this paper focused on space programming stage. Finally, the paper suggests the concept process of estimating the amount of materials in building interior finishing from selecting the type for the elements of each space made to support the client for making decisions in space programming stage based on pre-design BIM.
As the teacher-centered education is transformed into learning-centered education, the active knowledge construction of learner becomes important. Along with this change, project-based learning is receiving attention. However, there are many problems to apply the results of research to pre-service teachers because most of the previous studies have focused on elementary middle high school students. Therefore, this study examined the changes in perceptions of pre-service mathematics teachers while project-based learning progressed for one year. Pre-service mathematics teachers had less experience with project-based learning than group discussions, group activities. Also their perceptions was classified as five factors: 'Instructional effects', 'Application and participant of project-based learning', 'Achievement', 'Diffusion of project-based learning', 'Student motivation'. Pre-service mathematics teachers responded positive changes in perception that project-based learning could be motivated to students but they responded negative changes in perception that project-based learning could be distributed to school. They responded positive changes in perception that teachers can show their achievements by project-based learning but they responded negative change in perception that teachers would be fun to apply project-based learning. Also, they responded positive changes in perception that teachers and students were easy to apply or utilize project-based learning.

A computer program, named NEO-PCBRG, for the analysis and design of prestressed con-crete(PSC) bridges was developed using the finite element method. NEO-PCBRG can predict the response of PSC bridges throughout the various stages of construction and service. NEO-PCBRG has both pre- and post-processing capabilities. Pre-processing refers to all the neces- sary steps required to prepare a virtual prototype, more commonly termed a varied model for analysis. Post-processing here stands for the step in which the results from the analysis are reviewed and interpreted. In order to allow for the easy and convenient execution of the entire procedure, NEO-PCBRG was developed using computer graphics in the Visual Basic pro- gramming language. In conclusion, this study presents a new software architecture for analy-sis using the user-oriented design technique.

The environmental survey in advance in the construction works is very important for planning and designing as well as the service of field survey before carrying out construction. The topographical application of spatial information coupled with USN is the very economical method for the survey and research every processing stage of construction field in advance. Therefore the execution of very important role for environmental planning and fundamental designing of construction reduces the unnecessary trial and error through the environmental survey in advance. In this research the environment of existent construction field is transformed to that of digital spatial information by fusing the sensor network with wireless technique on the base of spatial position. In addition, the sink sensor cumulates the environmental data measured from each USN sensor using small wireless environmental sensors installed at the construction site and changes of various environmental data at the present constructing site are able to be monitored at 3-D topographical space in real time by using the method for transmitting the image of PC output based on TinyOS.
This paper presents a two-phase method for the vehicle routing problems with time windows(VRPTW). In a supply chain management(SCM) environment, timely distribution is very important problem faced by most industries. The VRPTW is associated with SCM for each customer to be constrained the time of service. In the VRPTW, the objective is to design the least total travel time routes for a fleet of identical capacitated vehicles to service geographically scattered customers with pre-specified service time windows. The proposed approach is based on ant colony optimization(ACO) and improvement heuristic. In the first phase, an insertion based ACO is introduced for the route construction and its solutions is improved by an iterative random local search in the second phase. Experimental results show that the proposed two-phase method obtains very good solutions with respect to total travel time minimization.
Purpose. Based on the comparison and analysis with those of United States, the aim of this research is to find the problems in current management, operation and future directions of emergency medical service (EMS) fund in S. Korea and to provide basic resources and appropriate measures to make a right decision in policies for EMS fund. Methods. Data from Ministry of Health and Welfare and other various sources during 1995 to 2012 were collected and analyzed. Results. From our analyses, several problems are identified in EMS fund operation. In brief, problems discerned are as follows. First, whereas the purpose and direction of EMS fund operations in United States are highlighted and focused on pre-hospital EMS system and associated infrastructures which need to be constructed, those of S. Korea are emphasized mainly on the in-hospital EMS system so far. Second, on the contrary to the fact that the EMS funds in United States are tuned to pre-hospital EMS system to provide prompt and efficient emergency care at the emergency scene of pre-hospital stage and to achieve the development, design, planning and demonstration projects for pre-hospital EMS systems, up to date, our investment of EMS funds demonstrated an excess biased inclination toward the construction of in-hospital EMS system, which is far from the realization of constructive and vital pre-hospital infrastructures. Third, while emergency medical technician is important and principal body in the management of emergency medical funds in United States, so far, no EMS funds in S. Korea existed for EMTs including the job condition, improved treatment and working environment for them. Conclusion. In conclusion, we strongly suggest that the problems pointed out must be revised and corrected. Current usage of EMS fund needs to be redirected predominatly to pre-hospital EMS system. Otherwise, unless current management and investment of emergency medical funds in S. Korea are applied and used for the vital necessities and demands of EMTs, public EMS units and private EMS units as well as related units in pre-hospital EMS system as in the cases of United States, in our consideration, they must be suspended or abolished.
The purpose of this study was to invent a quotient equation which could quantitatively evaluate individual's hypothesis evaluating ability. The equation was induced by the analysis of the classification types about hypothesis evaluation knowledges generated by 15 pre-service elementary school teachers and the construction of the quotient equation on hypothesis evaluating ability. The hypothesis evaluation task administered to subjects was dealt with the woodpecker behavior. The task was initiated by generating hypothesis on the following question: 'Why don't woodpecker have brain damage after pecking wood?' Subjects then were asked to design and perform experiments for testing hypothesis. Finally they were asked to evaluate their own hypothesis based on the collected, analyzed and interpreted data. The knowledges generated from their evaluating hypothesis were analyzed by 4 major categories (richness, type, level and accuracy). Then, a general equation which could quantitatively and systematically evaluate individual's hypothesis evaluating ability was invented by an inductive process. After combining all the categories the following quotient equation was proposed; '$VQ\;=\;{\sum}(TE_n\;{\times}\;AE_n)\;{\times}\;LE$'. According to this results, woodpecker task and hypothesis evaluating ability quotient equation (VQ) which invented in this study could be applied to a practical use of measuring students' ability of scientific hypothesis evaluation.
