This work aims to firstly know what does the inside and outside participants perceive the system itself and its execution in the evaluation of the research institutes in science and technology sector which has been introduced in 1999, and to secondly discuss how can diverse perceptions among participants be integrated in the institutional and operational aspects. This has been conducted mainly by in-depth interviews with 99 staffs from 10 research institutes under the Korea Research Council for Public Technology as well as with 10 members of evaluation committee for research institutes. According to the in-depth interviews, the both inside and outside participants perceive that the evaluation of research institutes can be necessary and useful for the management of the institute itself and R&D programs in view of the strategic reasons as well as practical one. Despite of the affirmative perceptions to the evaluation of research institute, based on the common or individual experiences, they have also suggested that there will be lots of improvements in the individual components of evaluation system and its current status of execution.

With the advent of local autonomy, local governments are seeking balanced regional development through the decentralization of the central government's authority. In line with this trend, each province has begun to recognize the significance of local identity as a means to promote regional development, and this recognition contributed to developing various brands using local resources. However, a number of these brands are similar to one another because they were developed without thoroughly analyzing and strategically differentiating local identities from one another. Thus, this study aims to propose local characteristics and consumer consciousness that need to be considered in local speciality brand development through practical marine product brand development cases representing Yeosu's local characteristics. This study intends to contribute to setting an effective direction of marine product branding by applying local color to brand development strategies and brand identity elements and by suggesting post-management and promotion plans of local brand positioning.

Quantitative risk assessment (QRA) is used as a legal or voluntary safety management tool for the hazardous material industry and the utilization of the method is gradually increasing. Therefore, a leak frequency analysis based on reliable generic data is a critical element in the evolution of QRA and safety technologies. The aim of this paper is to derive the leak frequency function that can be applied more flexibly in QRA based on OGP report with high reliability and global utilization. For the purpose, we first reviewed the data on the 16 equipments included in the OGP report and selected the predictors. And then we found good equations to fit the OGP data using non-linear regression analysis. The various expectation functions were applied to search for suitable parameter to serve as a meaningful reference in the future. The results of this analysis show that the best fitting parameter is found in the form of DNV function and connection function in natural logarithm. In conclusion, the average percentage error between the fitted and the original value is very small as 3 %, so the derived prediction function can be applicable in the quantitative frequency analysis. This study is to contribute to expand the applicability of QRA and advance safety engineering as providing the generic equations for practical leak frequency analysis.

Recently, a great attention has been paid to a car black box device in the automobile markets besides it provides an accident re-construction based on the data which contains audio, video, and some meaningful driving information. Also, it is expected that the device will get to promote around public transit and the market will greatly grow within a few years. Thus, this research conducted of preference the influencing factors in decisions purchase of auto black box. Factors influencing in decisions purchase of black box were divided safety, functionality, differentiation, economics. A questionnaire survey was conducted to those who worked in a black box company. This study suggests practical and theoretical implications of factors influencing purchase decisions based on the results.

'SMART Police' means collecting, analyzing and utilizing the police database such as crime statistics, reflecting 'strategic management', 'analysis and research', 'science technology' do. In recent years, the number of sex offenses has more than doubled based on the 'crime analysis' of the Supreme Prosecutors' In this trend, we started to build a sex crime prevention program for women 's relief special 3.0 which is suitable for regional characteristics. However, it was not enough for the women to have low publicity and utilization results, and to show the practical effect. In the future, we propose a crime prevention system which can safely take home safeguarding with autonomous driving car or drone by applying ICT to the future police system. Although it is difficult to operate autonomous vehicles and drones in the surrounding environment such as narrow alleys and power lines for application to this system, it is thought that the artificial intelligence technology can be sufficiently overcome to operate.

Improving lecture quality is very necessary for the service quality of education in universities, enterprises and education institutes. The student lecture evaluation survey data is a good tool for measuring lecture quality and have been often analyzed by simple statistical methods. This study presents an intelligent lecture quality improvement method that can improve student's overall satisfaction and performance by analyzing student lecture evaluation survey data. The method uses SOFM (Self-Organizing Feature Map) neural network and C4.5 to find the patterns in student's satisfaction and performance more correctly and then decide what to change in the lecture for the improvement of student's satisfaction and performance. We apply the proposed method to an enterprise lecture in Korea. We can find that it can improve the quality of an enterprise lecture by changing total lecture time, lecture material and organization of lecture schedule to be necessary improvements.

The purpose of this study was to develop the fit-occupation for getting a job or supporting start-up in the middle and senior aged. The study was performed in three phases; First classification categories and model were developed to select occupation candidates. Secondly, 40 occupation candidates were developed and reviewed the priority through the analysis of current status and needs of employment in the middle and senor aged. Thirdly, the final 4 fit-occupations in Korea Polytechnics were chosen through in-depth interviews of experts and survey. These results are suggested some implications for the management of vocational education for baby boomers as a public education and training institution.

This study is to analyze the AHP of the lifelong education program per each domain of six classifications. According to this study result, the relative importance of the lifelong education program per each domain is as following: Literacy education, Vocation and Workforce education, Citizen Participatory education in descending order of importance. As for the relative importance of the lifelong education program per each subcomponent is Expended literacy, Fundamental Life Skill, Workforce Continuing Education in descending order of importance. The results of this study can be used in lifelong educators of education and training and lifelong education, designed, theoretically realistic lifelong education programs development and management of educational practice field, provides many implications for the development of lifelong learning as practical implications.

The aim of this study was to develop assessment tools for analyzing society focusing on abilities, not an academic clique. The development of a type of occupational qualification, which is called a working and learning system, for Koreans, can be reliable and acceptable to a variety of society members. This study was conducted by searching for a dual system and examining a qualification system in developed countries. To achieve the goal of this study, the management status according to a type of qualification system was analyzed. In addition, a variety of related laws, related department, testing authority, testing institute, terms of applying for tests, way of testing, committee of testing, testing subjects, criterion for passing tests, a status of qualification test administrated in some developed countries, such as Germany, UK, the USA and Australia, were conducted. The occupational duty of the machine field and education contents are examined by analyzing the occupational duty. In addition, the criterion to solve problems and a way of marking in the field of machines were indicated and an example of written and practical tests is presented. This study makes a blueprint for a qualification system of working and learning at the same time in a national dimension.

Nowadays we usually act based on information in order to act effectively, we should enlarge our access to information of course, we have several methods to choose from, but commercial databases are the most advantageous. One reason is that everyone has equal access to commercial databases. As a result, people or companies who use commercial database information skillfully have a distince advantage over those who don't commercial database services in japan have been changing rapidly since their birth more than twenty years ago. For example, the distribution mode of databases is changing : from the original batch(off line) to on-line and most recently to the coexistence of batch and on line with the advent of CD-ROM. It is important for us to keep up with the new trends in databases, and to utilize them effectively as a tool in the information age.
