Public procurement for innovation is used as one of the major policy tools to stimulate innovation and promote growth of small and medium-sized enterprises (SMEs) in Korea. However, it is evaluated that this policy has not been so effective in promoting technological innovation among SMEs largely because it heavily depends on price competitiveness of SMEs products and services. In order to draw some policy implications, this study examines the PPI policies of selected countries as comparative references and conducts an empirical analysis on Korean Public Procurement Services (PPS) data for identifying challenges of the current policy in Korea. We conclude that in order to enhance technological innovations of SMEs, PPI policy in Korea should 1) focus more on the potential competitiveness of SMEs, 2) enlarge public demands especially on R&D services, 3) encourage private sector participation in the public procurement market, 4) improve the assessment criteria for public procurement market registration, and 5) restructure the responsible organizations.

It is described about radiation monitor which can be used for rapidly checking the contamination caused by gamma and beta radiation. and for constantly monitoring such a probable hazardous area. In the circuits used in this device, a detailed analysis on the pulse amplifier and the design formulae of the discriminator circuit is presented. The device is all transistorized and the counting rates are audible through speaker besides being read by meter to the extent of maximum 10 k pps.

Recently, Goverment's Energy-saving policy in Korea as 'Green Growth' is very remarkable effort. By intensive poliicies, the private is encouraged to participate in policy. Especially, it is very important in the field of architecture and we have to work for construction of law system. However, these efforts of the government buildings for energy efficiency in use stage is as mandatory system that may occur in the construction phase and the enviromental impact of greenhouse gas reductions is not affected. For this reason, Assess the amount of the energy consumption and CO₂ emissioont of Government Buildings in 2010 ordered by PPS(Public Procurement Service) in the construction phase and suggest to recognize the need for legal restrictions.

Discharge pumped high power excimer laser is a very useful light source of ultraviolet region. In this paper. the design and operation characteristics of UV pre-ionized discharge pumped XeCl laser are discussed. Maximum output power of 890mJ at the efficiency of 1.4% was achieved with 35kV charging voltage, 3.4atm of total pressure and 10pps of pulse repetition rate. Optimum HCl pressure is considered to be between 2.5 and 3.5torr.

This paper designs an integrated navigation system that uses the signals from both GPS satellites and pseudolites. While GPS satellite clocks are synchronized, pseudolite clocks are not exactly synchronized even though pseudolite can use 1PPS signal from the GPS receiver. This can cause large range error and can be solved by transmitting the correction information. Assuming that the positions of pseudolites are known, it is possible to determine the true range between two pseudolites. The distinction of argument and adjunct has been an important notion in linguistic theories, especially at the interface of syntax and semantics, and this distinction has been believed to be binary and categorical. However, there are some gray-area cases such as instruments and participant locations, for which the distinction does not appear to be so clear. In this paper, I will explore whether the argument/adjunct distinction is categorical by examining the controversial cases, particularly the instrumental PPs. I will review the syntactic, semantic, and psychological criteria and evidence that have been proposed in literature and see if instruments can be categorized as either arguments or adjuncts by those criteria. By showing that different criteria yield contradictory results, I conclude that roles like instruments have characteristics of both arguments and adjuncts, which seems to suggest that the argument/adjunct distinction is not categorical.

This paper describes a rapid pulsed power charging system for pulsed power application. It is capable of charging 35kJ/s energy up to 0.47uF 25kV within 3ms and maximum pulse repetition rate of 300 pps can be achieved. The charger is designed based on three-phase series resonant inverter followed by air cooled set-up transformers thus it has many advantages of lower weight, small size and high efficiency compared with large bulky traditional pulse charger system. Detail design procedure of resonant inverter and high voltage transformers is explained. Experimental results carried out at different condition and its results shows 90% efficiency at full load condition.

An important class of short-fiber reinforced composites is the sheet molding compound, which is recently developed and currently used in many engineering applications. Fatigue failure of the composites is a subject of major concern in design and cyclic crack propagation is of particular significance in the fatigue life prediction of short fiber composites. However, research on the fatigue behavior of polymer injection weld, especially short glass fiber-filled polymer injection weld, has not been carried out. In this study the analyses of the fatigue crack growth behaviors at weld line and in the bulk are performed based on low cycle fatigue test.

This paper introduces a representation style of variable binding using dependent types when formalizing meta-theoretic properties. The style we present is a variation of the Coquand-McKinna-Pollack's locally-named representation. The main characteristic is the use of dependent families in defining expressions such as terms and formulas. In this manner, we can handle many syntactic elements, among which wellformedness, provability, soundness, and completeness are critical, in a compact manner. Another point of our paper is to investigate the roles of free variables and constants. Our idea is that fresh constants can entirely play the role of free variables in formalizing meta-theories of first-order predicate logic. In order to show the feasibility of our idea, we formalized the soundness and completeness of LJT with respect to Kripke semantics using the proof assistant Coq, where LJT is the intuitionistic first-order predicate calculus. The proof assistant Coq supports all the functionalities we need: intentional type theory, dependent types, inductive families, and simultaneous substitution.

When using the well-known variance estimator of Sen (1953) and Yates and Grundy (1953) in inclusion probability proportional to size sampling, we often encounter the problems due to the calculation of the joint probabilities. Sarndal (1996) and Knottnerus (2003) proposed alternative strategies for variance estimation to avoid those problems in the traditional method. We discuss some of practical issues that arise when they are used. Also, we describe the traditional strategy using a sampling procedure available in a statistical software. It would be one of the attractive choices for design-based variance estimation.
