The purpose of this article is to re-interpretate 'Post Catch-up Studies' on the Korean innovation system with the framework of 'Transition Studies'. The viewpoints of the vision, research area and system innovation process of Post Catch-up studies are reviewed and reconfigurated. The Transition Studies concepts of Sustainability, Coevolution of industry and society, and transition management are introduced into the Post-catch up Studies and discussed. It is suggested that Post catch-up studies should support sustainability system transition and make use of transition management tools for the sustainable post catch-up innovation and policy.

Korea is in the middle of a transition from the catch-up stage to the post catch-up stage. This requires a new approach, a new perspective, and a new strategy to survive in the new environment. This research investigates the post catch-up research activities in the public sector, including universities and national research institutes. In this case study, the experts and research teams at the highest level in the world are introduced, and research environments and know-how possessed by the experts and research teams are analyzed. The cases shows that the post catch-up research teams have research patterns to open new research field and integrate prior knowledge base with new knowledges from other research field. They succeed in producing highly regarded research results and making research platform for further advanced research.

As the catch-up innovation system was exposed to a new competition environment in which second-tier catch-up countries reduced the gap with Korea and advanced Korean firms entered into the frontier product market, it is experiencing system delay in terms of organizational and policy change. Therefore, innovation policy needs to be reorganized from a dynamic perspective to analyze the problems in the transition period and enable the system to overcome organizational and institutional delays. This article investigates the characteristics of transition periods in terms of external environment changes and internal socio-economic pressures. Based on the analysis of environment changes and catch-up system characteristics, it suggests the framework for policy intervention, direction, and practical principles for post catch-up innovation policy. In particular, it suggests the network-based developmental state and policy implementation in order to overcome the limitation of centralized developmental state of catch-up periods.

This paper aims to analyse post catch-up innovation activities of Korean firms. Traditional approach focused on incremental innovation through fast catch-up process. Recently, Korean firms present new patterns of innovation activities. It includes the development of state-of-the-art frontier products in capital intensive manufacturing sector, the achievement of architectural innovation through adopting newly developed components and the creation of new market based on the basic technological capabilities. This paper attempts to formulate conceptual framework for analysing post catch-up innovation activities and to analyse stylized facts of post catch-up activities based on the case studies on technology based small and medium Korean firms.

Korean Innovation Systems are in transition from catch-up regime to post catch-up regime. This paper tries to analyse the change of scientific and technological practices in the public sector of Korea Innovation Systems. This paper focus on the way public sector scientific and technological practices are regulated and contribute to private sector. It is argued that self-governing practice of public S&T community is being enhanced and the requests of private sector for the public sector's contribution through research activity are reinforced in emerging post catch-up regime.

As technological capabilities have enhanced, the patterns of innovation activities of latecomer firms changed to post catch-up mode. The purpose of this research is to provide conceptual frameworks for post catch-up mode of innovation activities, based on the case study on Korean mobile phone industry. It presents the possibilities of architectural innovation of latecomer firms, which is stimulated by the co-operative innovation activities between component suppliers and users from the initial stage of final product development.

Transition from imitation based catch-up to new value creation based post catch-up innovation system is becoming the main issue for Korea. The notion of post catch-up research highlights the understanding of new patterns of innovation and the interrelationship among innovating agents within systems of innovation. More specifically, it is a context specific framework which accommodates discontinuum of technological innovation from the past and a creation of new organizational arrangement and institutions. Moreover, post catch-up approach follows the tradition of development, institutional and evolutionary theories context. This paper, therefore, explores whose focus is on the possibility of new theoretical development and new research agenda.

Korea faces challenges from the recent development catch-up countries and the absence of catch up incentives. For Korea to solve the issue of post catch-up problems and create a new development path based on creative innovation, there is an urgent need to secure a system design capability for the production of creative knowledge and talent that can create a competitive society. However, the conservative inclination and a lack of a customer-oriented attitude of Korean universities and professors leads to a standardization of talent and a passive restructuring of the curriculum by universities instead of a direct correspondence with the demands of companies and society. The compatibility of Korean university education with the demands of society remains the lowest in the world and creative education in Korea faces a difficult situation. The world is transforming from a knowledge-based economy to a creativity-based economy and a competitive society will led by creativity, not by knowledge. The success of a country in nurturing creative talent will determine its future national competitiveness. For Korea to be become a global leader in the new era of creativity, it needs to make proactive preparations. It is imperative for Korea to transform the educational system from the previous cramming system to a creativity-nurturing system.

Probability of technology risk is expected to increase as the post catch-up innovation, characterized by high uncertainty and high risk, would dominate in the coming era of post catchup. Social controversy on online game as a post catch-up innovation is still ongoing, though the shutdown law was enacted by the government. Socio-technical vulnerability causing technology risk paradoxically arose from the world top-level ICT infrastructures and has been reinforced by developmentalism. While both the pros and cons of the regulation fail to recognize dilemma objectively, social cost is brought about and accumulated. With recognizing dilemma between technology innovation and risks, we can tackle technology risks and ensure responsible innovation in post catch-up era.

As innovative capabilities of private and public sector in Korea has increased, the innovation system faced with the necessities for transition from imitation oriented approaches to post catch-up approaches. Particularly, public research sector has pressure for the supply of generic technological knowledge from private sector. It needs the transformation of research question setting, organizing research activities and new trajectory for commercialization of research output. This paper analysed the characteristics of post catch-up activities from the case study of Daeduk Innopolis where most of public research institutes are located.
