A Study on Analysis and Prevention for Cargo Handling Accidents in Incheon Port (인천항 항만하역 재해분석 및 예방대책에 관한 연구)

  • The port, differently from general working place, is a closed area to execute security, customs, and quarantine procedures. The loading and unloading is being done differently by cargoes, ships, berths, and equipments. To load and unload a lot of equipments and different types of labor are required, in which work flow is very complicated. As above mentioned the port is very unique and deteriorated working place including danger. The purpose of this thesis is to propose ways to analyze and establish the preventive measure for cargo handling accidents in port. We have collected 923 accidents happened at Incheon Port during the period from 1994 to 2003. And to analyze and establish the preventive measure we have employed an advanced 6sigma DMAIC technology presently in spotlight as the best tool for management innovation. For the purpose of effective safety management of cargo handling in port, this thesis will help to revise and establish the law, system, standard, and standard working manual with respect to the port loading and unloading system. Now frequency of cargo handling accidents in port is highest for the second time among all industries, so we proposed the new safety management system to substitute port safety committee and to take full charge of safety in Ministry of Maritime Affairs and Fisheries.

  • Many countries of the world is driving forward development of large-scale hub port. They are now pushing ahead with setting up of effective marketing strategies to survive in keen competitions of the 21st century port industry. The port is of ever increasing importance for the bridge connecting sea and road transportation in handling international cargoes. The port, differently from general working places, is a closed area required for security, customs, and quarantine procedures. The loading and unloading is being done differently by ports, cargoes, and ships. To do loading and unloading, a lot of equipment and different types of labor are required, which flow is complicated and safe management is essential. As above mentioned the port is very unique and very deteriorated working place in its working environment. The purpose of this study is to propose ways to reduce and prevent from port accidents. As first step to do this, we have collected 923 accidents happened at Incheon Port during the period of 1994 to 2003. We have thoroughly analyzed characteristics, harmfulness, and risk of the loading/unloading they have done, as well as the accident frequency and relationship between the accidents. As second step to further analyze, We have employed DMAIC technology, an advanced process of 6 sigma presently in spotlight as the best program for management innovation. This analysis results in recognition of important accident characteristics, causes and effects analysis, critical causes of accident, and suggestions to decrease accidents.

Circuit Design and Simulation Study of an RSFQ Switch Element for Optical Network Switch Applications (광 네트워크 스위치 응용을 위한 RSFQ Switch의 회로 설계 및 시뮬레이션)

  • In this work, we have studied about an RSFQ (Rapid Single Flux Quantum) switch element. The circuit was designed, simulated, and laid out for mask fabrication. The switch cell was composed of a D flip-flop, a splitter, a confluence buffer, and a switch core. The switch core determined if the input data could pass to the output. “On” and o“off” controls in the switch core could be possible by utilizing an RS flip-flop. When a control pulse was input to the “on” port, the RS flip-flop was in the set state and passed the input pulses to the output port. When a pulse was input to the “off” port, the RS flip-flop was in the reset state and prevented the input pulses from transferring to the output port. We simulated and optimized the switch element circuit by using Xic, WRspice, and Julia. The minimum circuit margins in simulations were more than $\pm$20%. We also performed the mask layout of the circuit by using Xic and Lmeter.

Experience With VTS/AIS as A Systems Integrator

  • Lockheed Martin has integrated and installed numerous AIS systems around the world as part of several VTS installation contracts and technology demonstrations for customers. Each of these systems incorporates specific customer requirements addressing differing objectives. This paper describes the capabilities and features of Lockheed Martin's current implementation of the Universal AIS system, and the experiences Lockheed Martin has had with earlier AIS and ADS (automated dependent surveillance) system installations. Specific examples are provided for an amphibious landing exercise with the US Army; installations at a Middle-East Oil port; technology demonstrations in New York Harbor, USA; river systems in New Orleans, Louisiana, USA; and coastal applications in the Gulf of Suez. The paper closes a brief overview of the most recent activity, the Turkish Straits VTMIS project that requires Universal AIS installations. The evolution of the technology and lessons learned will be discussed in the context of these examples. The perspective will be on Lockheed Martin's experience working with different customers to integrate AIS technology into a larger VTS or Port Information System. It will also discuss, from the practical side, how AIS information is used by a variety of maritime organizations with differing needs and information objectives.

On the Characteristics of the Water Quality Changes due to the Development Phases of Pusan Port (부산항의 개발단계별 수질환경변동특성에 관한 연구)

  • This study aims to examine the characteristics of the water quality variation in relation to the change of water exchange rate with respect to the development phases of the Pusan port. To clarify the characteristics, water exchange caused by the variations of coastline shape and water surface area was examined by the numerical experiments using the Lagrangian particle tracking model based on 2-D shallow water equation. As the results of numerical experiments, it was proved that the water exchange in the Pusan port was decreased mainly due to the port development and the breakwaters construction. During the port development phases from 1875 to 1998, 35% of the sea-space in the port had decreased to make hinterland spaces. This resulted in the loss of wet-land and coastline change as well as decrease of the water exchange rate at the sea side. The city population in that period had rapidly increased from several thousands to 4 millions, resulting in the large discharge of sewages into the port area. Under the these environmental conditions, it can be clearly said that the water quality in the Pusan port is sensitively affected by the discharge of urban sewages decrease of the water exchange rate in relation to port and urban developments. In the study, the temporal changes of water quality were discussed with respect to the port development phases. It was clear that the water quality wad controlled by the exchange rate change under the port development as well as the input impact into the port from the urbanized city area. To make clean sea of the Pusan port, it is suggested that the sewage control, the water exchange and coastline control should be systematically checked under the concept of eco-friendly development and environmental management.

A Spread Spectrum Clock Generator for DisplayPort 1.2 with a Hershey-Kiss Modulation Profile

  • This paper describes a spread spectrum clock generator (SSCG) circuit for DisplayPort 1.2 standard. A Hershey-Kiss modulation profile is generated by dual sigma-delta modulators. The structure generates various modulation slopes to shape a non-linear modulation profile. The proposed SSCG for DisplayPort 1.2 generates clock signals with 5000 ppm down spreading with a Hershey-Kiss modulation profile at three different clock frequencies, 540 MHz, 270 MHz and 162 MHz. The measured peak power reduction is about 15.6 dB at 540 MHz with the chip fabricated using a $0.13{\mu}m$ CMOS technology.

  • This paper established the analytical model of sea surface oscilation of simple type fishing port with vertical wave absorbor. This model is composed by MAEM(Matched Asymptotic Expansion Method) for wave amplification in fishing port and EEM(Eigen - function Expansion Method) for wave absorbing characteristics against vertical perforated plates. Dimensionless porosity by adopting Darcy's law was introduced to evaluate wave absorbing characteristics of the perforated structure. Using the model, the efficiency of the vertical perforated plates was studied for fishing port tranqulity with number of plates, array method and plate intervals. Optimal design and arrangement of perforated plates can be applied to develop multipurpose fishing ports and villages.

Analysis of basic productivity of fishing vessels registered on Aewol port in the Jeju island (제주도 애월항 선적 조업어선의 기초생산성 분석)

  • In order to propose basic references for the policy making of fishing vessel fishery by Jeju Special Self-Governing Province, we have obtained the basic productivity through analyzing operating days and catches of 16 sample fishing vessels registered in Aewol port, the north of Jeju island in the year of 2011. In addition, to compare with the basic productivity of southern sea area in the Jeju island, that of 7 sample fishing vessels registered in Kangjung port was used. Around Aewol port, average operating days during the main catch period from July to October were over 15 days a month. A average daily catch of fishing vessels was minimum 21.0 kg in May and reached to maximum 54.5 kg in December, showing U-shaped catch pattern through the year. The trend formula of the average daily productivity (y) depending on a tonnage (x) of fishing vessels around Aewol port was described by the equation, y = 18.867 ln(x) + 11.001, and that around Kangjung port in the year of 2009 was understood to be y = 23.271 ln(x) + 25.715. As a result, it seemed that the productivity of fishing vessels around Kangjung port, operating in the southern sea area of Jeju Island, was much greater than that of fishing vessels around Aewol port in the northern sea area of Jeju Island. Especially, that of fishing vessels less than 10 tons was 35-40% more.

  • Container terminals in Gwangyang Port are facing in domestically and internationally a lot of changes including opening of Busan New Port and China ports. Compared to new ports, container terminals in Gwangyang Port possess old equipment and facilities. Therefore, in order for Gwangyang Port to maintain its service level and remain competitive, it needs to undergo remodeling to enhance productivity economically. Remodeling activities should be implemented on a continual basis by developing and applying new technologies such as those for gate system, yard system, berth system. In order to review the alternative, we performed questionnaire survey and expert interview. From the results of analysis, we suggested remodeling technology alternatives, priority of remodeling and improvement effect by remodeling introduction stage.

A comparative study on competitiveness of Busan harbor and Shanghai port for RFID introduction (RFID 도입을 위한 부산항과 상해항의 항만경쟁력 비교 연구)

  • This study analyzed competitiveness of introducing RFID to ports and logistics system focused on Busan port and Shanghai port. This research started from the question, what kind of synergy effect will be occurred when the core technology of ubiquitous computing, RFID technology is introduced to ports and logistics system. It investigated RFID system's influences on ports and logistics system based on the existing literature about effect of logistics information system on logistics result, and further, suggested measure to introduce RFID system successfully to future ports and logistics industry. As a result, it confirmed that Shanghai port is slightly more competitive than Busan harbor. Shanghai harbor has been evaluated more competitive port than Busan since 2007 but the difference is the matter. It is considered that a close gap between two harbors means neck and neck competition in the future. That is, our competitiveness in ports and logistics system is in danger and the competition in the industry will grow in intensity most definitely.
