This study aims to review the environmental impact assessment systems of Japanese local governments, to compare its outcome with the systems of Korean local governments, and to suggest the development direction for the environmental impact assessment systems of Korean local governments based on the result. The study results showed that, first, due to distinction in the political systems of Japan and Korea, while Japan has bottom-up environmental impact assessment systems, Korea has topdown environment impact assessment systems. Second, although introduction of national systems on planning was put on hold as a future initiative, local governments including Tokyo and Saitama are experimenting evaluation procedures tailored to local features by legislating them as regulations. On the other hand, while 'prior environmental review system' was in effect as a national system, nothing was practiced at all by local governments. Third, in a total of 47 Japanese local governments, about 45 projects and 44 assessment items were added to local government environmental impact assessment only and designated as target projects and assessment items. Fourth, in both national and local environment impact assessment systems in Japan, screening procedures to determine assessment by separating into Type 1 projects and Type 2 projects and scoping procedures to discuss assessment items in advance were introduced and in effect. This Japanese EIA system may serve as a good reference to the Korean national and local government EIA systems.

In modern society, disasters frequently occur, and the effect is getting more massive. Also, unpredictable future increases anxiety about social security. Accordingly, in order to prevent national-scale emergency from happening, it is highly required governments' role as ICT power nation and transition to disaster management system using big data applied service. Thus, e-gov necessarily acquires disaster response system in order to predict and manage disasters. Disasters are linked with some attributes of modern society in diversity, complexity and unpredictability, so various approach and remedies of them will appease the nation's anxiety upon them. For this reason, this manuscript suggests epidemics preactive warning algorithm model as a mean of reduce national anxiety on disaster using big data for social security. Also, by recognizing the importance of e-gov and analyzing problems in weak disaster management system, it suggests political implication for disaster response.

The purpose of this study is to analyze green growth issues such as employment, education and training, social capital and nature's standing right from the complementary perspective between natural environment conservation and economic growth. Green growth can be defined as a growth which lowers an increasing rate of entropy and at the same time improves our living standard. Green growth paradigm requires a quite amount of understanding the laws of thermodynamics and the uncertainty principle as the highest orders which regulate our overall socio-economic behaviors. They suggest that socio-economic growth is a mere transformation process of natural energy from one form to another and they increases natural manmade entropy over time. The most important issue of green growth policy may be a problem concerning employment and/or unemployment since green growth may induce inevitable movement of resources from the existing industries to the green sector. In particular, green industries will demand more highly specialized manpower than the existing ones. Without a well-designed new training education system and social capital accumulation toward environmental concerns, green growth may accompany a substantial amount of structural involuntary frictional unemployment. This may increase not only wealth-distribution disparity but also political instability. In order to achieve harmonious green growth, we should recognize that there are important complementary relationships between green and growth. Our society should also be able to innovate the existing educational system to accumulate social capital, to create a new sharing system, and to admit nature's standing right. Although the 2003 lawsuit case of Korean Salamander in Cheonseong Mountain went against plaintiff, it would provide apparently our society with a way of green development ahead.
Recently, China has brought many political, economical, and ideological changes in order to complete the "socialistic market economy." In terms of legal system, they make much effort to seek compatibility and stability of law and order. China recognizes that the breakdown of corruption, which is rampant in society, is an essential short-cut for national development. To realize anti-corruption reformation, it strengthens the supervision of relatives and close officials of high-ranking government officials. Recently, China has suffered from expanded trade disputes internationally and has also experienced severe management-labor conflicts domestically due to economic recession. From 2012 onward, civil lawsuit and other litigations have increased sharply. Also, they face severe conflicts in the land system. It is expected that many disputes arise due to speculation on rural housing. Meanwhile, Mongolia expands the size of trade with Korea in mutual cooperation since their diplomatic relation in 1990 by entering more than 20 treaties and agreements. As Mongolia has rich natural resources and Korea is equipped with advanced science and technology, the two countries have opportunities to develop mutually beneficial cooperative relations. Recently, the arbitration system has attracted attention instead of litigation as a means of dispute settlement in line with the expansion of trade between Korea and Mongolia. This study would be helpful to figure out desirable methods for dispute settlements in case of trade disputes among Korean companies that would advance into China and Mongolia.

The growth of incidents on the Internet has reflected growth of the internet itself and growth of the computing power. while in previous years, external attacks tended to originate from those interested trend in exploring the Internet for its own sake and testing their skills, there is an increasing trend towards intrusions motivated by financial, political, and military objectives. so, attacks on the nation's computer infrastructures are becoming an increasingly serious problem. Even though the problem is ubiquitious, government agencies are particularly appealing targets and they tend to be more willing to reveal such events than commercial organizations. The threat of damage made necessity of security's recognition, as a result, many researches have been carried out into security of system actively. Intrusion Detection technology is detection of intrusion using audit data differently from using traditional simple filtering and informs manager of it. This study focuses on the news making system of the prime time news of PSB in Korean society, where the presence of ethnic minorities is increasing rapidly. Although the World Wide Web has become one of the most attractive media over the last decade, Korean PSB, Korean Broadcasting System (KBS), still remains the most popular and influential medium. Therefore, the process of analyzing news making system of ethnic minorities in Korean society represented in Korean PSB as a social construction is meaningful in that it provides an important key to understand the cultural and political background and characteristics of society. For this purpose, the article tries to understand news making process when producing news related to ethnic minorities in the Korean society such as migrant workers, married migrant women and mixed-heritage children of multicultural families by interview with ten reporters in KBS. As a result, most KBS reporters had stereotypes towards multiculturalism and migrants and news reports relating to ethnic minorities are usually produced routinely, using a set of rules that have become part of KBS culture.
This article aims to critically review recent U. S. RMA-centered theories of warfare having prevailed after the 1991-92 Gulf War upon which the current ROKA military transformation project, the Vision 2020, largely based. In order to evaluate validity as a universal warfighing theory of NCW (Network Centric Warfare) and EBO (Effects-Based Operations), this article reviews the intrinsic strength and weakness of the theories as well as results of several recent wars that the U. S. Army conducted based on doctrines derived form such theories, In addition, this article examines the impact of certain military technology or weapon system in some well-known historical wars to draw lessons regarding the relationship between technology(weapon system) and military victory. Historical examples has shown that victories in war were not achieved by new technologies alone in most cases. Rather military victories tended to owe to combination of new technology, original doctrine and well conceived organization. Although the U. S. Armed Forces showed brilliant records of operational successes anchored on the system of PGMs and NCW concepts in Iraq (1991-92; 2003) and Afghanistan (2001-02), it must be pointed out that the operational successes did not bring about political ones in cases of Iraq and Afghanistan. It reminds us of perils of too technologically tilted approach to the conduct of war. In sum, one ought to recognize that superior technology nowadays became a necessary condition of success but is not yet a sufficient condition, the ROKA needs to be abreast with development trends of military technologies and related theoretical concepts, it need not too be in a hurry in adopting cutting edged war-making technologies at the expense of large amount of budget. The essay recommends for the ROKA several basic requirements for coping with conduct of future wars as well as establishing a 'Korean style military thought'; (1) Recognition of importance of technology in conduct of war; (2) Imposition of officer self-study hours in working days; (3) Establishing a lifestyle of military professionalism in the Korean officer corps; (4) Setting up small or large groups of think-tanks that are specialized in army doctrinal formulation.
Although it is widely accepted that housing agents and institutions play a crucial role in (re)configuring the internal structure of housing markets, there is no much literature on the power relations among housing agents and institutions in the (re)production of housing space in the non-Western context. In this paper, founded theoretically on institutional approaches to housing, I investigate the structure of housing production and allocation, and the housing market system in South Korea. In addition, this research explores the characteristics of Korean housing policies in conjunction with the roles of and the interrelationships among housing agents in the (re)production of housing space in the Korean context. Based on the analysis of the structure of housing production and allocation in Korea, I argue that institutional approaches are valuable in investigating the housing market system in which political power relations among agents play more significant roles than pure market mechanisms in the (re)production of housing space.

Background: The incidence of breast cancer is rising in Oman, and the disease is diagnosed at late stages, when treatment success is limited. Omani women might benefit from better awareness, so that breast cancer can be detected early and treated. This study was conducted to assess Omani women's levels of breast cancer awareness and early detection practice, and explore factors which might influence these levels. Materials and Methods: A mixed methods study was conducted in 2014, including a quantitative survey of 1,372 and a qualitative assessment of 19 Omani women, aged ${\geq}20years$ from five Omani governorates using convenient sampling. Demographic information and scores for awareness levels were used in a multivariate regression model to investigate factors associated with awareness. Thematic analysis and interpretive description were used to analyse the qualitative data. Results: The overall means for early detection and general awareness scores were 0.58 (SD 0.24) and 0.46 (SD 0.21), respectively. General awareness was significantly associated with age, education, income and familiarity with cancer patients (p<0.05), while early detection was significantly associated with age, marital status and education. A majority of women (59.5%) agreed with a belief in 'evil eye' or envy as a risk factor for breast cancer. Women discussed various factors which may empower or inhibit awareness, including the cultural-religion-fatalistic system, personal-familial-environmental system, and healthcare-political-social system. Conclusions: The overall low scores for awareness and early detection, and the survey of local beliefs highlight a severe necessity for a contextually-tailored breast cancer awareness intervention programme in Oman.

Our self-sufficiency of food has become less than $30{\%}$ and our nation is highly dependant on world's grain market for food. which is unstable in long term due to the world population growth faster than food production. Therefore, it is a great possibility that food might become a political weapon by way of its global shortage. its purchasing difficulty in international free trade market. and the resultant price rising. Our maximal capability of food production has become the most outstanding problem in the dimension of future food security. It would be the utmost scheme for maximal production of food to realize the maximal utilization of arable land through the enlargement of sufficient farming land and the conversion of rotation system for the more grain production. Extensional enlargement of arable land can be positively executed through the development of farming land in domestic and abroad countries. The readjustment of arable land and the installation or irrigation and drainage system can enforce the farming basement for maximal utilization of arable land through the improved rotation between paddy and upland. The prevention policy against farming land encroachment should be strictly executed through grain production encouragement on resting or marginal lands and regulation of utilization conversion for the other than food production on high grade farming lands. It is also required urgently to develope high yielding and high quality varieties through advanced genetic technology for the improvement of unit area yield, especially of wheat, corn. and soybean we import in large quantity The maximal utilization of arable land for the highest production of food can be realized through rational rotation system, the most adaptable crop cultivation on the suitable land, and the most optimal fertilization through the GIS analysis of agricultural environment information on the basis of the computerized soil resource data on super detailed soil maps(1:5000) surveyed plot by plot of whole nation.
