소규모 개발사업에 대한 토환경영향성평가 적용에 관한 연구 - 경기도 화성시 소규모 개발 사례를 중심으로 - (A Study on the Application of Regional Environmental Assessment to Small Area Development -The case of small area development in Hwasung-City, Gyunggi-Do-)

  • The study area investigated in this research is Hwaseong city, Gyeonggi-Do where small scale development is currently in progress. For the last three years, we carried out the environmental and ecological assessment by using data from The Ministry of Environment and Han River Basin Environmental Office. Most of development works in Hwaseong city, Gyeonggi-Do are small scale developments which are related with factory and distribution complex based on individual laws and regulations. However, environmental and ecological assessment is not being sufficiently reflected beforehand. Especially, because the development takes place mainly in the outskirts of the city, the fine forest is continuously being damaged. We analyzed changes in green zone caused by the developments. As a result, the percentage of original green zone was decreasing while the percentage of artificial green zone was increasing. We should maintain the percentage of the original green zone in order to conserve natural environment. In the past three years, the damage of the DGN (Degree of Green Naturality, 7) area that has high conservative value was little, but, there was serious damage in the area of DGN 6. In order to conserve natural environment, political and institutional investigation should be seriously carried out for mitigation of environmental and ecological damages.

주민참여형 주거지 재생사업의 정비요소에 대한 고령 거주자의 중요도-만족도 분석 - 연남동 사업지구를 대상으로 - (Importance-Performance Analysis of Elderly Residents on the Planned Elements of the Participatory Residential Environment Improving Projects - Focused on the Project of Yonnam-dong -)

  • The purpose of this study is to estimate the perception of elderly residents on the residential environment improving projects and suggest the political implications. The survey include questionnaires about the importance and the satisfaction level on the project maintenance factors. The results were statistically analyzed by Importance-Performance Analysis (IPA). As the result of the study, firstly, it shows that 'the possible overkill area' on the IPA action grid includes none of factors except 'landscape' which is very similar to mean of performance score. the result of analysis means that the project is very efficient. Secondly, the policy is necessary to improve 'pedestrian passage', 'public open space' and 'transportation environment'. Considering elderly residents especially 'pedestrian passage' and 'public open space' are in need of improvement immediately. In detail 'traffic facility', building 'urban park' and 'pedestrian passage', 'paving of pedestrian passage', 'children's playground' are in need of improvement as well. The results of analysis on elderly and non-elderly residents of Yonnam project may be important foundation for future strategies for improvement.

환경행정전문가 양성을 위한 사회교육적 접근 (A Social Study Approach to Education for Environmental Administration Specialists)

  • Environmental professional education in Korea has been mostly concentrated on the scientific and technological approaches to environmental problems. Many undergraduate majors in environmental engineering or sciences are designed to produce more technical manpowers in environmental fields. Most graduate schools on the environment also place an emphasis on teaching the technical aspects of environmental problems. Some environmental administration related courses, such as environmental law, environmental administration, environmental policy, environmental economics, environmental impact assessments, etc. are partically reflected in some curricula of very limited graduate or undergraduate environment majors. However, teaching environmental administration related courses in science or engineering major institutions has not been successfully carried out so far because lack of interests in such courses by most students and the shortage of competent teachers as well. Furthermore, those courses are not widely accepted by the departments of law, political science, public administration, etc. because their major interests are not in the environment-oriented. Environmental problems cannot be solved by the technical approach along. They should be systematically dealt with through interdisciplinary or multidisciplinary approaches, including natural and social sciences covering all relevant disciplines. in this respect, undergraduate environmental education should preferably cover broader courses on the environment, and the education for environmental professionals, including environmental administration specialists, is preferably handled by graduate schools offering many specialty area courses. Education for environmental administration specialist at graduate level is urgently needed in order to supply the competent manpower at government, business, and private organization levels dealing with environmental administration related problem. This is a new challenging area and the education for such specialists will become more important in the near future than technical manpowers which we ate now concentrating on their education.

유역 모델 특성 및 국내 적용 현황과 발전 방향에 대한 검토 (Review of Features and Applications of Watershed-scale Modeling, and Improvement Strategies of it in South-Korea)

  • In South Korea, the concept of water environment was expanded to include aquatic ecosystems with the Integrated Water Management implementation. Watershed-scale modeling is typically performed for hydrologic component analysis, however, there is a need to expand to include ecosystem variability such that the modeling corresponds to the social and political issues around the water environment. For this to be viable, the modeling must account for several distinct features in South Korean watersheds. The modeling must provide reasonable estimations for peak flow rate and apply to paddy areas as they represent 11% of land use area and greatly influence groundwater levels during irrigation. These facts indicate that the modeling time intervals should be sub-daily and the hydrologic model must have sufficient power to process surface flow, subsurface flow, and baseflow. Thus, the features required for watershed-scale modeling are suggested in this study by way of review of frequently used hydrologic models including: Agricultural Policy/Environmental eXtender(APEX), Catchment hydrologic cycle analysis tool(CAT), Hydrological Simulation Program-FORTRAN(HSPF), Spatio-Temporal River-basin Ecohydrology Analysis Model(STREAM), and Soil and Water Assessment Tool(SWAT).

접경지역 변화의 관계론적 정치지리학: 북한-중국 접경지역 단둥을 중심으로 (A Relational Approach to Political Geography of Border Dynamics: Case study of North Korea-China Border Region Dandong, China)

  • 1990년대 이후 정치지리학자들은 경계의 종류와 기능에 초점을 맞추었던 형태론적 경계연구에서 벗어나 접경지역이 구성되는 과정을 이해하기 위해 노력해왔다. 이러한 변화된 연구경향은, 경계를 영토성(territoriality)의 발현으로 보는 시각에서 벗어나 경계와 접경지역을 다양한 관계들이 중첩되고 경합되는 관계론적(relational) 시각으로 이해하고 있다. 또한 접경지역을 구성하는 다차원의 행위주체와 접경지역 고유의 역사 문화적 과정을 강조하는 시각이 강조되고 있다. 본 논문은 이러한 최근의 논의를 기반으로 북한-중국 접경지역인 단둥을 사례로 하여 접경지역이 다양한 행위주체와 이들의 전략에 의해 어떻게 구성되어가는가를 고찰하고 있다. 북한의 핵과 미사일 개발에 따라 여러 차례의 경제제재가 결의되었고 시행되고 있으며, 이는 접경지역에 미치는 다양한 스케일의 행위주체의 전략이 경합되는 "관계로서의 접경"을 이해하기 적절한 사례가 된다. 또한 본 논문은 지정학 연구의 한계로 지적되었던 담론분석 위주의 설명에서 벗어나 지역이 구성되는 과정과 이로 인해 구축되는 물질성의 특성에 대한 사례연구로서의 의의를 가진다.

뉴스생산 환경 및 조직과 기자의 정치적 성향, 업무 수행 자유도가 언론의 전문성, 공정성 인식에 미치는 영향 연구 (The Influence of the Environmental Conditions, the Political Tendency and the Degree of Freedom during Performance on the Perception of Journalists on the Quality of the Press)

  • 이 연구는 언론인들이 기사를 생산함에 있어서 스스로 전문성, 공정성을 판단할 때 영향을 미치는 요인은 무엇인가에 대한 것이다. 슈메이커와 리즈의 계층 모델을 이론적 근거로 하여 뉴스생산 환경의 차이, 조직과 개인의 정치적 성향 일치도, 기자들의 업무 수행 자유도에 따라 언론인이 전문성과 공정성 인식에 어떠한 영향을 받는지 분석하였다. 연구 결과 첫째, 온라인 매체 종사자들이 오프라인 매체 종사자들보다 자신들의 보도 공정성을 높게 평가했다. 둘째, 오프라인과 온라인 매체 종사자 간에 조직의 정치 성향 일치도 판단에 있어서 차이가 났고, 이러한 인식이 언론 공정성 평가에 영향을 미치고 있었다. 셋째, 업무 수행 자유도가 높을수록 언론의 공정성을 높게 평가했고, 언론 보도의 공정성을 높게 평가할수록 업무를 전문적이라고 평가했다. 이는 소속 매체 특성에 따라 인식의 차이가 있음을 보여주는 것이다. 이 연구의 의의는 한국언론진흥재단에서 실시하고 있는 '언론인 의식조사'의 설문 원시 자료를 활용하여 2차 자료 분석을 통해 연구했다는 점이다. 특히 소속 매체에 따라 조직의 정치적 성향, 업무 수행 자유도 측면에서 뉴스 생산 환경에 대한 우리나라 언론인들의 인식이 어떠한지 분석했다는 점에서 저널리즘 측면의 의의가 있다. 언론의 공정성과 전문성 평가에 영향을 미치는 요인은 결국 기사의 질이라는 결과물로 나타나기 때문에 뉴스생산 환경의 정치적 자유가 매우 중요하다는 것을 추론할 수 있다.

소셜미디어 선거캠페인 연구 동향과 쟁점 (A Critical Review on Social Media Campaign Studies: Trends and Issues)

  • 이 연구는 소셜미디어 캠페인 연구의 동향과 쟁점을 세 측면에서 고찰하였다. 즉 '소셜미디어 캠페인 전략의 양상, 소셜미디어를 규율하는 제도적 환경 및 소셜미디어 캠페인의 정치적 효과'는 웹 확산 이래 웹블로그를 거쳐 소셜미디어 단계에 이르기까지 각국의 선거캠페인에서 지속적으로 제기되고 있는 논제이다. 분석 결과 소셜미디어 캠페인 전략은 대표중심론 대시민중심론을 축으로 쟁점이 제기되어왔으며, 제도적 환경은 공정선거를 위한 동원형 규제론 대 시민참여를 위한 정보기본권 강화가 핵심 논제로 고찰되었다. 이어서 이 연구는 세 주제 중 가장 분석이 취약한 정치적 효과를 실증적으로 논구하기 위하여 20대 총선을 사례로 경험적 분석을 수행하였다. 구체적으로 '후보(정당)들의 트위터 캠페인 참가 동향, 당파적 동원과 유권자 반응 및 선거 결과에 대한 플랫폼 효과'를 경험적으로 고찰하였으며 분석 결과는 다음과 같다. 첫째, 19대 총선에 비해서 트위터 캠페인 참가자가 크게 증가하였다. 그리고 트위터 캠페인은 자원동원능력에서 우위에 있는 양당 주도로 진행되었다. 둘째, 트위터가 당파적 공간이라는 점이 명료하게 확인되었다. 특히 수도권의 진보 후보들이 훨씬 더 크게 지지층을 동원하였다. 마지막으로 트위터 캠페인은 득표율 상승과 당선에 영향을 미치는 것으로 나타났다. 특히 팔로어수와 활동기간이 통계적으로 유의하게 나타나, 선거운동에서 네트워킹과 사회자본을 촉진하는 기능이 더욱 중요하다는 것을 입증하였다.

전통교육의 정치성과 현대적 함의 (Political traits of traditional education and its meaning in modern age)

  • 동아시아 전통 사회에서 교육은 특별한 정치적 의미를 띠고 있었다. 특히 조선의 경우, 불교에 대신하여 유교가 사회의 모든 부문에서 중심 역할을 하게 되는 과정에서 '누구나 배우면 성인이 될 수 있다'는 주장 아래 적어도 명목적으로 국민 교육을 실시할 필요성이 중대했다. 이러한 전통 교육은 인성 교육적인 성격이 강했으며, '선한 본성의 회복'을 목표로 했다. 그리고 교육의 주체는 스승(師)이었다. 이러한 전통 교육은 현대적 관점에서 볼 때 '전개로서의 교육'이자 '형식도야로서의 교육' 으로 이해할 수 있으며, 교사에게 막대한 권위를 부여함으로써 자발적인 발전 가능성을 억제하고 성인이 되어서도 민주적 시민의식을 갖추기 힘들게 하는 효과를 낼 가능성을 추정할 수 있는 것이었다. 그러나 전통교육에서의 스승은 또한 동도(同道)로서 제자를 일방적으로 지배하고 통제하기보다 함께 배우고 서로 돕는 역할이 기대되기도 했으며, 이는 민주시민적인 차원에서 긍정적일 수 있다. 무엇보다 전통교육은 인성교육과 공동체교육을 강조하는 점에서 현대의 자기이익 중심적 교육과 문화가 초래하는 비인도적 사회환경과 비참여적 정치문화에 대해 극복의 단서를 제공한다. 그런 점에서 '온고지신'적 교육 방안을 강구할 필요성은 오늘날에도 유효하다.

무역과 환경에 관한 국경조치의 주요 논점 - 국경탄소세를 중심으로 - (Some Issues of the Border Adjustment Measures on Trade and Environment - with a special reference to the Border Carbon Tax -)

  • Environment protection is one of the important political goals along with trade liberalization. Some of the institutions associated with it, however, either hinder trade or exert distorted influence and can arouse trade conflicts eventually. Therefore, harmony between environment protection and trade policy is becoming a crucial issue nowadays. Among the policies for environment, those related to climatic change are regarded as major tasks to deal with in the world commonly. Saying that it is for environment protection, advanced countries impose fines for environment protection on developing countries through border tax adjustments about the items imported from them. However, there is no such agreement about it internationally, so disputes often arise regarding what extent is appropriate as countries cope with it differently in their own way. Disputes about measures for climatic change are highly influential economically, and due to the severe conflicts of interests between states, they often tend to become politicized. Accordingly, we can say that such disputes affect international trade based on the WTO system seriously. When it comes to negotiation for climatic change, we should establish international systems urgently which can work fairly and effectively for all the countries joining in it. Therefore, it is important to examine the treatment of trade restriction measures intended to solve climatic change in international negotiations and establish definite conditions about which measures are allowed and which are not. In conclusion, we should devise rules for environment protection internationally which all the countries in the world can accept and agree on and also make the definite criteria of interpretation as well. Also, through those trade regulations, we should be able to accomplish environment protection globally and at the same time produce synergy, that is, economic growth through trading.

  • The Korean government embarked upon ambitious economic development plans in the 1960's the goals of development policy at that time were the elimination of absolute poverty and the alleviation of unemployment. With scant natural resources, the government had to push for industrialization based upon borrowed foreign raw materials with surplus local labor. Preoccupation with the economic goals of industrialization and export expansion left little room for considering environmental protection. It is evident that Korea's exported industrialization strategy of the past three decades has been a success in terms of income, production, and other macroeconomic indicators, but it cannot be denied that a host of undesirable side-effects have been created. These include environmental problems. congestion in several large cities, poor wealth distribution, and regional disparities. The environmental problems were recognized even in the early stage of development, but preoccupation with the pending economic goals of industrialization and export expansion left little room for considering environment protection. The perceived and actual seriousness of the problems, however, has reached such a level that further negligence may imperil political stability and developmental problems facing the world arise from a world economic order characterized by ever expanding consumption and production, which exhausts and contaminates natural resources and creates and perpetuates gross inequalities between and within nations. It will be necessary to develop new culture and ethical values, transform economic structures, and reorient, our lifestyles. Changing lifestyles can not be promoted by government policy initiative alone but through self=generated educational efforts and mutual training by people themselves. The citizens group for environment (NGOs) should assume these educational and training responsibilities starting from grass-root level of people. It must be reawakened to the reality that the environmental preservation for better quality of life is based on the development of human relationships, creativity, spirituality, reverance for the natural world and celebration of life, and is not dependent upon increased consumption of non-basic material goods. To carry on such environment education social movements and NGOs should (1) provides educational methodologies, which focus on values clarification and moving beyond clarification and moving beyond blame to constructive action. (2) provide training for leaders of business and industry, government, union and others on consumption and production. (3) initiate and support the training and work of environmental counselor who encourage responsible consumption. (4) cooperative with media to initiate and strengthen educational programs on the social environmental programs on the social environmental impacts of consumption and production and to build awareness of consumer responsibility and potential. Economic and social development can be compatible with environment protection : both can be achieved simultaneously. Effective environmental management depends on the various factors : political will, institutional arrangements, appropriate legislation, and availability of the requistite financial and technological resources, which is possible with a strong public awareness of the importance of environmental preservation.
