ICT 생태계 변화에 따른 m-Gov의 전략수립과 정책과제 (m-Gov Strategy and Policy Challenges with ICT Ecosystem Changes)

  • ICT 생태계의 동인으로 전자정부는 기존의 PC 기반 e-Gov를 무선 기반 m-Gov로의 스마트 전자정부 형태 변화를 가져온다. 이에 따라 스마트 정부 구현을 위해서 m-Gov 서비스를 활성화 하고, 이를 위해 전략을 수립하여야 한다. 또한 전략수립에 따른 대응책과 전자정부가 나아가야 하는 정책적 과제를 제시할 필요가 있다. 이것이 정부의 혁신과 대국민 삶의 질을 향상시키는 것으로써 행정이념 추구의 궁극적인 목적이다. 따라서 본 논문에서 스마트 정부의 구현을 위해서 m-Gov의 전망으로 전자정부 서비스 활성화를 위한 전략수립과 대응책, 그리고 m-Gov의 정책 방향의 과제를 제시하였다.

  • 본 연구는 정치인들의 용모가 미디어 수용자인 유권자의 정서와 투표에 미치는 영향을 살펴본 실험 연구이다. 그동안 자세, 제스추어, 메이컵 등과 같은 비언어적 단서들에 관한 연구는 다수 진행되어 왔으나, 정치 후보의 얼굴에 표현되어지는 안경착용이 유권자에 미치는 영향에 관한 연구는 찾아보기 어렵다. 따라서 본 연구에서는 지방선거 TV연설에 노출된 대학생 피험자들을 대상으로 정치 후보의 안경 착용이 미디어 수용자에게 미치는 영향을 실험을 통해 살펴보았다. 연구결과 TV연설에서 정치 후보자의 안경 착용은 유권자의 친근감과 신뢰감에는 영향을 미치지 못하였으나, 유권자의 호감도와 지지도에는 정적인 영향을 미치는 것으로 나타났다.

Do North Korean Social Media Show Signs of Change?: An Examination of a YouTube Channel Using Qualitative Tagging and Social Network Analysis

  • This study examines the interplay between the reactions of YouTube users and North Korean propaganda. Interesting enough, the study has noticed changes in the strict media environment under young leader Kim. Messages delivered by the communist regime to the outside world appeared to resemble those of 'normal' countries. Although North Korean YouTube was led mainly by the account operator, visitors from different nations do comment on the channel, which suggests the possibility of building international communities for propaganda purposes. Overall, the study observed a sparsely connected social network among ordinary commenters. However, the operator did not exercise tight control over peer-to-peer communication but merely answered questions and tried to facilitate mass participation. In contrast to the many news clips, the documentary content on North Korea's YouTube channel did not explicitly advocate for North Korea's current political positions.

  • Game theory is adapted to a variety of domains such as economics, biology, engineering, political science, computer science, and philosophy in order to analyze economic behaviors. This research is an application of game theory to wireless communication. In particular, in terms of bargaining game we dealt with a multimedia resource allocation problem in wireless communication, which is rapidly spreading such as Wibro, WCDML, IPTV, etc. The algorithm is assumed to allocate multimedia resources to users who can choose and access differentiated media services. For this purpose, 3 utility function of users is devised to reflect quality of service (QoS) and price. We illustrated experimental results with synthesis data which were made to mimic real multimedia data, and analyzed differentiated service providing and the effect of the utility function.

한국제조업의 대미 수출경쟁력 변화분석 (An Analysis on Export Competitiveness of Korea Manufacturing Industries in the U.S.A. Market)

  • Though weight manufacturing has in national gross production is decreasing, it has still a decisive role in economic growth of Korea, and foreign competitiveness of manufacturing has a great influence on our whole economy. Therefore, as this study speculates export competitiveness of manufacturing item by item, the results can be used for selection of strategic export-oriented products. The results of the analysis are summarized as follows: first, products that are found as competitive through analysis of trade specialization indexes are plastic, rubber, fabric, home electronic appliances, computers, communication equipment, automobiles and their spare parts. Second, electronic-electric industry such as semi-conduits, communication equipment, home electronics, computers was decided as advantageous through analysis of comparative advantages at present, while paper, print and publishing, and leather industries were classified as comparatively disadvantageous. Its political implications are presented as follows: Private corporations should develop more advanced technology and government should give more support to secure export competitiveness of manufacturing toward America. Governmental policies should be prepared to induce consistent and daring investment to technology-intensive products for export products with high-added value.

  • It is usually that some people who did not plan to buy anything walk into e-mart, but walk out with something in hands. Obviously, these people were stimulated and the result is purchasing something maybe are not really needed. As a consumer, sometimes we are interested in what somebody else is using, and sometimes we cannot help trying a kind of new drink when we found many of people around are drinking it. In this paper, conformity psychology's effect in the advertisement will be checked in the hope of helping improve the advertisement effectiveness.

헬스 리터러시 사업의 주요 특성과 정책적 개선방안 (Issues and political implications for health literacy research and practice in South Korea)

  • Objectives: This study reviews literature on health literacy and provides communication guidelines and policy implications for addressing health literacy for the Korean population. Methods: EBSCOHost, JSTOR, ProQuest, Web of Science, and PubMed were searched using the term "health literacy." The present study also reviewed reports and publications released by governments and healthcare agencies. Results: By reviewing existing articles and reports, the present study provides following suggestions : (a) implementation of a national health literacy survey on a regular basis, (b) development of tailored health literacy interventions for different target segments, (C) development of an appropriate model to evaluate the effectiveness of health literacy programs, and (d) development of health literacy guidelines for distributing health information and educating healthcare professionals. Conclusions: Health literacy issues must be addressed through establishment of appropriate policies and guidelines as well as collaboration between government and healthcare organizations.

A-List Twitter Users in Korea's Political Tweet Sphere

  • This study examines A-list users in the Twitter network of National Assembly members in South Korea. An examination of some socio-geographic characteristics of these A-list users indicates that the distribution of these users in terms of their geographic location and social status can be understood in the context of the Korean social structure. In addition, an examination of Tweets posted by these users shows that half of these users had negative attitudes toward the current administration and that some Tweets contained emotional terms.

Bridging the Digital Divide : The Case of Nepal Wireless

  • Information and Communication Technology (ICT) has become a vital instrument for delivering a number of services such as education, healthcare and public services. Community wireless networks are community-centric telecommunication infrastructure developed to provide affordable communication for those who live in remote areas. This chapter discusses the role of Nepal Wireless in achieving socio economic development of rural communities by facilitating affordable Internet access. We analyze the challenges Nepal Wireless faced and articulate on the approaches it took to address those challenges such as lack of technical skills, appropriate technology and funding, difficult geographical terrains, unstable political situation, and expensive devices. In addition, we address the success and failure factors of this community-based ICT4D approach in order to guide similar endeavors. We conclude the chapter by some suggestions for policy makers, community developers, and academicians.
