At the 8th National High-Performance Computing (HPC) Committee convened in 2021, the "National High-Performance Computing Innovation Strategy (draft) for the 4th Industrial Revolution Era" was deliberated and the original draft was approved. In this proposal, the Ministry of Science and ICT in KOREA announced three major plans and nine detailed projects with the vision of "Realizing the 4th industrial revolution quantum jumping by leaping into a high-performance computing powerhouse." Thereby the most important policy about national mid-term and long-term HPC development was established and called the HPC innovation strategy (hereinafter "the innovation strategy"). The three plans of the innovation strategy proposed by the government are: Strategic HPC infrastructure expansion; Secure source technologies; and Activate innovative HPC utilization. Each of the detailed projects has to be executed nationally and strategically. In this paper, we propose a strategy for the implementation of two items ("Strategic HPC infrastructure expansion" and "activate innovative HPC utilization") among these detailed plans.
Indigenous innovation is the main strategy for China during 2006 - 20 period. China may hope that indigenous innovation policy will spur on industrial upgrading. The purpose of this paper is to evaluate the indigenous innovation policy. The paper begins with the background of the strategy, follows the detailed content of the national strategy, then analyzes how the strategy is implemented. We find that the package of indigenous innovation policy is constructive and efficient for a catch-up economy with clear industry targets but not good for innovation. If China want to be an innovative country, it needs to give market competition more space to incubate and eventually yield increment or disruptive innovation, even radical innovation. Chinese enterprises cannot close themselves off to the global technology system. Only open innovation can give Chinese enterprises the possibility to win in the next wave of innovation in the world and make China an innovative country.
Since 2009, China has become biggest automobile supplier and consumer all over the world. Chinese government and automobile firms have been executed strategic and aggressive industry policy and business strategy for nurturing automobile industry as a core manufacturing industry. However, can we assure that all of these policy and strategy have positive effect on Chinese automobile industry? For fulfilling this gab, our research examined the government policy and firm's strategy in different development stage of Chinese automobile industry. According to research result, at initial stage(1983-1996), Chinese automobile industry has grown by technological learning and reverse engineering from Soviet Union, Japan and Germany. In rapid growing stage(1996-2009), Chinese automobile firms have succeed to develop and produce own brand product with 100% own technology. And this kind of quantum jump in technology development was conducted by joint venture policy and M&A strategy. However, at the fourth stage(2010-), Chinese government and firms have over invested and focused on Electric Vehicle manufacturing without developing core technology or SW. Overall, the old-fashioned policy and strategy module in manufacturing industry of China could have negative effect on its industry development.
This article recapitulates the recent changes in trade laws, which may be accentuated due to the intriguing emergence of fortified protectionism and Mega FTAs. It points out the need to formulate not only the corporate strategy for enhancing the product differentiation and architectural capabilities but also the public policy, which comprises the industrial adjustment policy to cope with possible negative impulses caused by the digital trade and foreign direct investment. It is imperative for Korea to facilitate the alignment between corporate strategy and industrial adjustment policy as an effective means of enhancing industrial structure by nurturing those linkage effects between relevant forward and backward industries. Given the drastically volatile trade norms of multi-track trade policies, it may be a pivotal momentum for Korea to pursue a paradigm shift of its trade policy with a prime objective of achieving such an alignment between corporate strategy and industrial adjustment policy, which affords increased value-added and the further development of product or generic technology instead of resorting to the misuses and abuses of economies of scale and production technology for the maximization of export amount.

This will be achieved by collecting opinions from a panel of experts on child-care support policies through a Delphi survey. Methods: To achieve the purpose of this study, a panel of 20 experts in child-care policy was selected, and a Delphi survey was conducted over three sessions. Data collected through the Delphi survey underwent analysis, including frequency analysis, descriptive statistics, content validity ratio, coefficient of variation, agreement, and convergence. Data processing was carried out using Excel 2016 and SPSS 26.0. Results: As a result of the study, a child-care support policy strategy addressing the decrease in the population of children aged 0-5 years was developed, comprising three policy areas, nine policy tasks, and 38 detailed policy tasks. Conclusion/Implications: Based on these results, it is anticipated that the study will not only enable the preparation of a strategy for child-care support policy to address the decrease in the population of children aged 0-5 years but also offer significant implications for shaping the direction of child-care support policy in alignment with the common good.
Defense industry as 'a new dynamics of economic growth' policy implies driving policy of defense products' export. The purpose of this study is to suggest suitable strategies to meet with such policy in terms of region and individual nation. The strategies towards advanced region are joint sale strategy for the third countries, extension strategy of trade-off and development strategy of products to exploit niche markets. The strategies towards non-advanced regions are package strategy including exchange of economic development know-how, strengthening strategy of relationships to leading groups in national decision-making processes, exploit strategy of sales market through transfer discard and surplus equipments to other nations, government to government sale strategy towards countries holding low leveled equipment maintaining and management abilities. Finally, successive strategies require leaders' will, active sales diplomacy and active international cooperations of defense industry.
This paper reviews the most central analytical and methodological issues that arise in developing national STI strategies. First, an outline of the relationship between national innovation systems and the strategic dimension is presented. The paper shows that science, technology and innovation strategy are often used in different forms and that there is no common understanding yet of the actual meaning and coverage of these strategies. The paper develops the terminology from a discussion of different approaches towards company innovation processes analyzing their evolution in different socioeconomic environments and the role and impact of science, technology and innovation policy on company innovation processes. Based on this conceptual understanding the paper defines national science, technology, innovation, and STI strategy and explains the basic terminology. From these definitions, the strategic dimension including the impact on the stakeholders is discussed. It is shown that a major success factor for STI strategy development is the involvement of stakeholders to vary and extend their use of their portfolio of instruments. Moreover it becomes evident that stakeholders follow their own interests which aren't necessarily in the interest of the national STI strategies. The analysis shows advantages and disadvantages as well as potentials and limitations of different approaches to develop STI strategies in their ability to describe the reality of innovation processes and to allow conclusions about the relationship between innovation policy and the innovation processes implemented by companies. It is shown that knowledge of these limitations is an important factor to consider in designing consistent and coherent national STI policy which aims at supporting innovation eventually. Finally the paper concludes that the STI policy mix concept needs a more systemic development approach which is integrated in the national STI strategy development and implementation.

Catch-up is a well-known and familiar terminology for innovation scholars in developing countries such as Taiwan, Korea and China. The strategy, however, is too difficult to perform in each industry. This study looks into a catch-up strategy that Apple and Xiaomi used and examines the results on the creative imitation of business model in the smartphone industry. It is quite surprising that even Apple is based on catch-up strategy. They wanted to catch-up Nokia. Our case study shows that these two companies quickly caught up with the leaders, and the common feature of their strategy is characterized as creative imitation of business model. Creative imitation of business model is different from creative imitation of innovation. Furthermore, this research confirms that the creative imitation of business model leads to aggressive creative innovation.
