  • This study analyzed the policy making process by finding factors of a back-in phenomenon appeared in contracting out of public library using advocacy coalition framework. The coalitions were divided into 'agreement of direct management', 'opposition of direct management' and 'keep the contract out'. Considering their belief and activity, to share core belief could make a change of secondary belief. It suggests that activating public sphere is necessary for enforcement of their strategies throughout the library policy.

  • This paper dealt with developing conceptual model for making public policy on consumer product safety. The matters of consumer safety, public health and environmental protection are essential parts of making policy for consumer products. Moreover, policy authority should consider all measures based on consumer safety. In the process making regulations, policy authority has to have some methods to prevent errors on treating eligible persons as persons disqualified under uncertainty decision making of public policy. To recognize and ensure fairness on public policy, policy authority needs to establish basic policy making and fundamental concepts. Therefore, we developed conceptual model for consumer products safety, CPSPcon in this paper. The conceptual model is one part of SSM(Soft System Methodology) and can support specific policy target. The CPSPcon model can assist in evaluation of responses to an adapting or considering model.

  • In this paper, we propose the architecture of the policy-based emergency bio data transmission for the smart healthcare service. the medical staff can quickly and accurately monitor the emergency bio data of the remote patient through the proposed architecture. The proposed system consists of three parts: IEEE 11073-based agents and managers performing the aggregation function and transmission function of the bio data; the emergency management server performing the converting function between IEEE 11073 and HL7 and auto-diagnosis function of the policy-based; HL7 medical system based on HL7. Finally, by implementing the proposed system, we shows that the aggregation of the bio data and management of the emergency bio data in the smart healthcare service are possible.

  • SNMPv3 provides the security services such as authentication and privacy of messages as well as a new flexible and extensible administration framework. Therefore, with the security services enabled by SNMPv3, network managers can monitor and control the operation of network components more secure way than before. But, due to the user-centric security management and the deficiency of policy-based security management facility, SNMPv3 might be inadequate network management solution for large-scaled networks. In this paper, we review the problems of the SNMPv3 security services, and propose a Role-based Security Management Model(RSM), which greatly reduces the complexity of permission management by specifying and enforcing a security management policy far entire network.

  • The paper presents the future transportation policy based on the smart highway project in korea. The backgrounds and the principal findings in this study were obtained through domestic and overseas literature surveys. The domestic and overseas transportation policies were also compared and analyzed using various case studies. As a result, the future transportation policy in Korea was concluded within the limit conducted in this paper. Research results demonstrated that the future transportation policy should be reflected and accompanied by various social developments. The social benefits from the future transportation policy should also be distribute equally to social individuals, rather than small limited groups. That is, the recent global slogan of green growth is an example of a future transportation policy since it is for all social individuals, not for a limited small group.

  • The research tried to realize the policy which serves Innovation ability for culture-contents producer, and culture-contents producer's Innovation ability which impacts OSMU of contents in the policies of government for vitalizations of culture-contents industry. As a result, we have reached the conclusion that the supportive policies for technology, exports and marketing were effective to strengthen the innovation ability of management of human resource, creation and production area. Also we have found that content's OSMU has been influenced by innovation ability. The implication of this study are followed. First, the policies which are intended to revitalize the culture content industry by government has the effect that are some different ones from the settlement and intention. Second, the production industry of animation do still passive and closed organization management, without the efforts for opened and cooperative management. Therefore, the efforts of government which are more practical and realistic supports to revitalize and based on strategic cooperation of industry.

  • This paper concerns a joint replenishment problem for a single buyer who sells multiple types of items to end-customers. The buyer periodically replenishes the inventory of each item to a preset order-up-to-level to satisfy the end customers' demands, which may be non-stationary. A joint replenishment policy characterized by variable order-up-to-levels is proposed for the buyer who wishes to minimize the expected cost of operating the retail system. The proposed policy starts each period by calculating the expected cost of ordering and not ordering action based on the information of the current inventory position and forecasted demand for the upcoming period. It then takes advantage of an integer programming model to get a cost effective joint replenishment plan. Computer experiment was performed to test efficiency of the proposed policy. When compared with the most efficient policy currently available, our policy showed a considerable cost savings especially for the problems having non-stationary demands.

  • Horizon scanning that one of the methods for future prediction is adaptable way of establishing the policy strategy based on big data. This study aims to understand the social problems scientifically utilized horizon scanning technique, and contribute to public policy formulation based on scanning analysis. In this paper, we proposed a public opinion framework for public policy based on social bigdata, and then confirmed the feasibility this framework by analysis of the relationship between public opinion and results after implementation of public policy. Consequently, based on the analysis, we also drew implications of policy formulation about 'free childcare for under 5-years of age' as an object of study. The method that collects public opinion is very important to effective policy establishment and make contribution to constructing national response systems for social development.

  • Scheduling of semiconductor test facilities has been crucial since effective scheduling contributes to the profits of semiconductor enterprises and enhances the quality of semiconductor products. This study aims to solve the scheduling problems for the wafer burn-in test facilities of the semiconductor back-end process by utilizing simulation and deep reinforcement learning-based methods. To solve the scheduling problem considered in this study. we propose novel state, action, and reward designs based on the Markov decision process. Furthermore, a neural network is trained by employing the recent RL-based method, named proximal policy optimization. Experimental results showed that the proposed method outperformed traditional heuristic-based scheduling techniques, achieving a higher due date compliance rate of jobs in terms of total job completion time.

  • Objectives: The purposes of this study were to describe comprehensive health promotion policies for university students in Korea and to discuss the implications based on the socio-ecological approaches. Methods: A web-based search was performed to identify empirical programs and literature to develop health promotion policies and strategies in university settings. Results: Five domains for policy development are suggested for comprehensive health promotion policies in universities: evidence-based policy development; establishment of supportive policy through network and partnership; infrastructure of university; systems approach with education, environment, enforcement and policy tailored for universities; and sustainability for policy implementation. Conclusions: For healthy universities and students, government, community, health professionals, organizations and universities are all responsible as main agents for the five domains suggested in this study. Multi-level approaches with political, organizational and environmental changes should be sustained as an ongoing process.
