  • The Korean dairy industry has been developed continuously for the past seventy years both in quality and quantity; now the total amount of dairy products accounts for 13 percent of that of livestock production - a remarkable turnover. Korea now stands at the 13th economic power around the world and it is inevitable that we must pursue an open-door policy at a global level; the dairy industry should also strengthen its potentialities in the long term in order to compete with advanced dairy countries. It is predicted that the impact of DDA agreement and FTA negotiations on the domestic dairy industry will be great; so it is urgently needed that we should reconsider the current status of the dairy industry and comprehensive mesures for dairy industry development to improve its international competitiveness. Such measures comprise the three aspects: first, reforming the policy of dairy industry-related systems, second, improving the productivity and third, expanding the consumption of dairy products. In terms of the system reforming, the most important things are, above all, the planned production relevant to market needs, the milk supply and demand management, and the raw milk transaction method. Secondly, the appropriate scale of management is important for the enhancement of productivity together with the modernization of dairy facilities. Thirdly, step-up effort is needed to expand the milk consumption; especially, more milk should be provided to the students by improving the standing milk ration system in middle and senior high schools. The government should make more effort to support and develop new dairy products tuned to consumers' taste, accelerating the publicity of diverse and steady milk consumption together with related organizations.

  • This study was implemented to examine the effect of tobacco on operation of a retail store and propose a relevant direction to development of a retail store. In terms of an examination method, the questionnaire was conducted in respect of supermarkets and convenience stores(CVS) around the nation. As a result of analysis based on such questionnaire, although there was a little difference in between a supermarket and a convenience store, a similar result could be found in general. In other words, retailers selling tobacco regarded the tobacco as a medium to solicit customers. Since the significance of tobacco in terms of total sales volume was so high, without the tobacco, they might have suspend the business. Consequently, the effect of tobacco was enormous. In addition, under the premise that many regular customers should be acquired to develop such retail stores, it was found that it would be necessary to increase $15{\sim}20%$ in terms of a margin in tobacco, preserve the profit ratio by the government, make efforts to enhance a quality and design by a tobacco company, actively recommend a particular brand, and actively display a tobacco publicity booklet, etc. Moreover, the proper number of tobacco stores in comparison with habitual smokers was one per 200 persons. In respect of the most unreasonable tobacco policy, a minor-related system and a policy of increasing a tobacco price were named. Thus, under the premise that a medium such as tobacco is highly important with respect to an operation of retail store, it is necessary to pay a more careful attention to an improvement of a reasonable and equitable system to further develop a retail store.

  • This study investigates the effectiveness of Jeju's public Wi-Fi policy for which the key factors of public Wi-Fi use and location characteristics are analyzed. Spatial regression analysis was conducted within a 100 m radius of public Wi-Fi access points. In the analysis, the dependent variable was public Wi-Fi usage time while independent variables included demographic factors, location factors, and other factors. The findings reveal that demographic factors such as the number of residents, the number of workers, and the number of visitors had a close correlation with the use of public Wi-Fi. In addition, the number of bus stops and land prices of each parcel, land use mix, and AP installation period had a positive correlation with the use of public Wi-Fi. On the contrary, the number of buildings by use, the total floor area of buildings, and the number of tourist attractions had negative correlations with public Wi-Fi usage time. These findings provide policy implications that more active publicity on Jeju's public Wi-Fi is needed and the convenience for access needs to be improved.

However, few studies have examined relationship between family history, cancer worries, and participating in breast cancer screening in Korea. This study is to identify relationship between family history, cancer worries, and participating in breast cancer screening among women with and without family history of cancer. Methods: Respondents were 2,364 women who based on the 2013 Korean National Cancer Screening Survey which is done by National Cancer Center in Korea. Chi-square tests were performed to determine differences of cancer worries, undergoing of breast cancer screening and methods such as mammogram and ultrasonogram with and without cancer family history. Univariate and multiple logistic regression were performed to identify if family history and cancer worries are related factors on participating in breast cancer screening and methods. Stratified analysis was performed to confirm the effect of ultrasonogram on the dense breast by age. Results: Women with cancer family history frequently checked condition for conscious of having cancer (p=0.0299) and had highly perception of risk about having cancer in the future ($p{\leq}0.0001$). Women aged 30-49 did not perform significantly more ultrasonogram than women aged over 50 years old. Checking condition (moderate odds ratio [OR], 1.38; 95% confidence interval [CI], 1.20-2.08; frequently OR, 1.58; 95% CI, 1.08-1.76) and perception of risk (moderate OR, 3.12; 95% CI, 1.06-7.06; high OR, 2.74; 95% CI, 1.20-8.08) were related to participate in mammogram and ultrasonogram. A positive family history was related to 1.35 higher odds of performing only breast ultrasonogram (95% CI, 1.04-1.75). Conclusion: This study requires national education and publicity to reduce the unnecessary cost of screening, to be possible cost effective screening and to encourage women to receive more mammogram, especially women aged over 50 years old and with socioeconomic factors related to opportunistic screening.

  • The purpose of this study is to explore the necessity and possibility of establishing a research institute for local educational autonomy where the importance and necessity of institution establishment and operation are increasing with the decentralization and educational autonomy. The necessity of establishing a local educational autonomous research institute was examined in terms of both external and internal necessities, and the possibility of establishment in terms of the form of establishment, financial resources, and legal basis. In order to effectively cope with common issues by leading the nation's educational autonomy policy and legal agenda, and to support regional policy research and development by linking and cooperating with regional educational policy research institutes, local educational autonomous research institutes are established. This is an urgent point. Considering the publicity, professionalism, economic feasibility, and stability of specialized research institutes, the form of foundation corporation seems to be appropriate, and, like the case of specialized research institutes in general local autonomy, legal grounds for the establishment of special law should be prepared. In the future, it is necessary to conduct collaborative discussions and academic discussions with the Ministry of Education and the National Council for Superintendents of Education.

As a result of analyzing 261 questionnaires targeting SDB executives and employees, the relationship between government support policy and corporate ability was rejected. It was found that the government support procedure had a positive (+) effect on corporate ability, and that corporate ability had a negative (-) effect on opportunistic behavior. The implication is that, among the two components of government support, only the government support procedure was found to be significant. There should be publicity and in-depth consideration of government support policies.

  • The importance of design utilization as a method for establishing policies and services in the public sector is increasing. Accordingly, Korea has introduced a public service design development method and has implemented and operated a national design group for consumer-centered policy development since 2014. This study analyzes the cases of the National Design Group to expand the use of design in the public sector and propose sustainable public service design strategies. The time range of this study is from 2014 to 2021, when the National Design Group was implemented, and the content is limited to tasks that can be found on the Gwanghwamun 1st Street website and the National Design Group casebook. This study was conducted as follows. First, we looked for implications for how to use and identify the role of design in the public policy development stage by referring to the literature on design policy and public service design, and second, based on major implications, we analyzed the task name and contents. Based on literature studies and case studies, we found implications that design can be used in various public fields, and the policy implications proposed to expand the use of sustainable design in the public sector are as follows. First, by raising awareness of service design in public policies and services, it continues to provide opportunities for the use of design to expand as a role that leads to voluntary behavioral changes of citizens beyond civic participation. Second, more active publicity is needed for the successful cases of the National Design Group, a product of the active use of public service design. Third, a more specific evaluation system should be introduced to verify the effectiveness and effectiveness of public service design. Through this, it is expected that it will greatly contribute to reducing the error in policy delivery and realizing citizen-centered public services by utilizing design for various problems facing our society.
