This paper argues that the formation of regional integration frameworks can be best understood as a dominant state's attempt to create a preferred regional framework in which it can exercise exclusive influence. In this context, it is important to observe not only which countries are included in a regional framework, but also which countries are excluded from it. For example, the distinct feature of the Trans-Pacific Partnership (TPP) is its exclusion of China, and that of the Regional Comprehensive Economic Partnership (RCEP) is its exclusion of the United States (US). An exclusion of a particular country does not mean that the excluded country will perpetually remain outside the framework. In fact, TPP may someday include China, resulting from a policy of the US "engaging" or "socializing" China rather than "balancing" against it. However, the first step of such a policy is to establish a regional framework from which the target country of engagement is excluded.

This article aims to review the monetary policy rule under inflation targeting framework focusing on Mongolia. The empirical analysis estimates the policy reaction function to see if the inflation targeting has been linked with a monetary policy rule emphasizing on inflation stabilization since its adoption in 2007. The study contributes to the literature by examining the linkage between Mongolian monetary policy rule and inflation targeting directly and thoroughly for the first time and also by taking into account a recent progress in the inflation targeting framework toward forward-looking mode. The main findings were: the Mongolian current monetary policy rule under inflation targeting is characterized as inflation-responsive rule with forward-looking manner (one quarter ahead); the inflation responsiveness is, however, weak enough to be pro-cyclical to inflation pressure; and the rule is also responsive to exchange rate due to the "fear of floating", which weakens the policy reaction to inflation and output gap.

This study explores how to reconcile science and policy in the wind energy sector by providing a conceptual framework for better understanding evidence-based policymaking (EBPM). Regarding this framework, the core issue is to discover how knowledge is formed over time, and which factors affect this knowledge formation. Comparative cases of wind industry emergence in Spain and Britain are examined. This analysis shows that knowledge formation initially starts in the scientific arena in parallel with its formation in the practical, and is followed by political knowledge formation near the beginning of commercial projects. Regarding knowledge formation, three more comparisons are made between wind industry emergence in Spain and Britain: the different approaches to R&D projects, the different adoptions of supporting measures, and the different ways of coping with public opposition. The factors affecting the comparisons are mainly perceptions of energy supply, nuclear power, environment and science and technology. Communication and unfamiliarity are likely to affect the comparisons in EBPM.

In this age of convergence, a combinative nature of innovation is in need of revisiting. The innovation based on combination is named "combinative innovation" and defined operationally as the innovation that combines different modes of combinations. Five modes are characterized and the framework is applied to the case of CDMA mobile phone development of Samsung Electronics Company in the 1990s. The case study demonstrates the usefulness of the framework and the future direction of further elaboration of the framework.

In this paper, we propose the integrated security management framework supporting the trust for the ubiquitous environments. The proposed framework provides the gathering and analysis of the security related information including the location of mobile device and then dynamically configures the security policy and adopts them. More specially, it supports the authentication and delegation service to support the trusted security management for the ubiquitous networks. This system also provides the visible management tools to give the convenient view for network administrator.

This paper focuses on how an integrated or systemic approach is needed to both investigate and connect different kinds of interdisciplinary inquiry and knowledge within and beyond universities to encourage more productive collaboration with the other three ‘macro stakeholders’ - government, business, and the wider community. In this way universities can and should provide a greater leadership role in sustainability, innovation and policy studies. Such a framework is needed to also help to change the view of many that academics should just play a supporting role of providing specialised technical expertise only to the other macro stakeholders. The interdisciplinary and collaborative framework developed here is applied to the on-going water crisis in Malaysia - an exemplary complex problem-solving basis for seeking sustainable policy solutions to diverse challenges. As further discussed, this was applied also in practice to a multi-stakeholder seminar on addressing the difficult policy challenges of the Malaysian water industry and sector.

본 연구의 목적은 데이터 리포지토리가 갖추어야 할 디지털 보존 정책의 필수 구성요소를 파악하여 디지털 보존 정책의 프레임워크를 개발하는 것이다. 이를 위해 본 연구에서는 2023년도에 CoreTrustSeal에서 인증을 받은 데이터 리포지토리들의 디지털 보존 정책을 비교 분석하여 디지털 보존 정책 프레임워크에 필요한 구성요소를 추출하고, 각 구성요소에서 어떠한 내용을 포함하고 있는지를 연구 결과로 제시하였다. 본 연구에서 제시한 디지털 보존 정책 프레임워크는 CoreTrustSeal에서 인증을 받고자 하는 기관들뿐만 아니라 CoreTrustSeal 인증을 신청할 계획이 없는 국내외 기관들에서도 그들의 디지털 보존 정책을 개발할 때 기초자료로 이용할 수 있을 것으로 기대된다.
