The Digital Cold War argument has become one of the heatedly discussed foreign policy agendas in the U.S. Considering the authority and power of the U.S. government and Internet companies in the cyberspace, this shift is not negligible in understanding not only the changes in the U.S. foreign and military policies but also that in the operations of the global Internet governance. Given these circumstances, I seek to explain the origins of and test the theoretical validity of the Digital Cold War argument. In particular, I analyze how the political concerns of the Chinese authorities shaped the characteristics of their control of the domestic Internet and their approach to the global Internet governance. The findings indicate that the Chinese way of the Internet governance is more concerned of their domestic political stability than overthrowing the current Internet governance regime, which many supporters of the Digital Cold War argument cited as the key evidence of such political contentions. Though the Digital Cold War argument is theoretically unwarranted, its growing popularity and the historical lessons of the Cold War have broad implications to the understanding of the impacts of the great power rivalries on the future Internet governance.

Recently, environmental issues have remained high on the agendas of public discussion and economic research. In the case of Korea, democratic movement in the late 80's centered people's concerns on the environmental dispute according to landfill, correctional institution, crematory, and nuclear powerplant, etc., Moreover, the failure to provide these kinds of facilities in time have caused serious social problems associated with environmental protection and economic development. The purposes of this paper are threefolds. First, they organize foreign and domestic NIMBYS case studies which have been settled in a desirable way. The second concern is to analyze the consciousness of NIMBYS resident by making up a questionnaire. Third, they estimate the market values of urban unwanted facilities by employing CVM(Contingent Valuation Method) procedure. The results of the study have a double implication : that NIMBYS resident are reluctant to accept government mechanical compensation based on simple published land values, and that unique concensus to preserve the viability and healthfulness of our environment among three main bodies: residents, people, government is necessary in solving NIMBYS subjects in Korea. In addition, this first implication develops to emphasize the intrduction of releveant measures taken to reconcile NIMBYS disagreement, which are complete openness of government policies, full support of local economic development, and perfect management of pollution protection systems for NIMBYS facilities.
Due to lack of an information system regarding the status of using home-visit nursing (HVN), it has barriers of providing improvement of the HVN for management of elderly health care in Korea. The twofold aims of the current review are to expose the existing agendas for HVN and to suggest the political implications for HVN of Korea based on the transition process and revised HVN system of Japan. This review suggests that an information evaluation system has to precede for HVN services in detail. And, the service provided per manpower should be assessed by separating the code of manpower (registered nurse, nurse aide, dental hygienist) as well as securing detailed and precise information on the HVN services. The other suggestion, development of a community-based home health care nursing model in order to provide necessary services for long-term health insurance beneficiaries. In addition, a master plan for health care for elderly should be established at the national level in order to establish an effective home health nursing delivery system.

Current international negotiation and cooperation for sustainable development are focused on three main themes. The first theme is implementation of Sustainable Development Goals (SDGs). The second theme is development of measures for climate change. The third theme is sustainable management of biodiversity and ecosystem services. In South Korea, responses of government policies and academic studies have been predominantly to one of these three themes. There have not been many integrated efforts to develop countermeasures considering all three international themes. In addition, while "green growth" policies have been setting national agendas for Korea's sustainable development, they must be scrutinized such as why they have not dealt with some parts of these three themes and whether they have ignored one of these themes due to lack of integrated responses. This study finds critical issues in South Korea on how to harmoniously respond to the three themes of international efforts and improve green growth policies. First, to achieve SDGs, the domestic statistical system must be reorganized to track the achievement of "inclusiveness" and "green growth". Second, the climate change response policy should seek inclusion between countries and between social groups. Third, in the field of biodiversity and ecosystem services, it is necessary to establish Korea's identity in global geopolitics and enhance its own traditional ecological knowledge. Fourth, it is necessary to consider how to solve discrepancy between climate change response policies and biodiversity-ecosystem service management policies. Finally, proactive improvement of laws and institutions must occur to promote inclusive green growth.

This study investigates on emergent process of the library in Republic of Indonesia through historical review. Under the Dutch and Japanese colonial control for around 350 years, library played a role as information control center. After independence of Republic of Indonesia, library was built as a result of government literacy project, but it has not been settled down as a public information center. Therefore, as an alternative activity, community libraries have been constructed to give a books and programs with its local community users in a private sectors. This situation represents that it is urgent to discuss with all society sectors to improve library role as a lifelong learning center and give a way to have a cultural sprit the citizens. The study suggests several policy agendas to improve library's public role in Indonesia society.

The paradigm of rural development projects has shifted and expanded from agricultural production based on the way of improving the residential environments in order to achieve the quality of life staying in rural areas. The purpose of this study is to evaluate policy directions of rural development projects by investigating government projects conducted successively starting from the Participatory Government of President Roh in 2003 and to the present Government of President Moon. In consideration of administrative affairs, the projects include the Balanced National Development Project, Quality of Life Improvement and Regional Development for Rural Villages Projects. The study examined changes in visions and key agendas proposed in national affairs as well as those in the visions and strategies exhibited by local development project plans through various governments. The core contents examined are the project characteristics, transformation process through government changes, and the law of status pertaining to rural development projects. The direction of implementation for the rural development projects implemented by each government provide an opportunity of understanding the transformation process in each project that has been still effective currently. This study is expected to provide a basic set of data to be used for a proposal for new rural development projects while still being useful to be referred or integrated to other national and regional projects.
How should we conceptualize regions? What is the context in which new approaches to regional study take place? What is the role of historical change in the reconceptualization of regions or areas? This article addresses this issue by using two case studies to shed light on the history of regional study by comparing some of the ways in which the Middle East and Southeast Asia have been conceptualized. Accordingly, the discussion traces the ways in which these areas were understood in the 19th century by highlighting the ideas of a number of influential Victorian thinkers. The Victorians are useful because not only did British thinkers play critical roles in the shaping of modern patterns of knowledge, but their empire was global in scope, encompassing parts of both Southeast Asia and the Middle East. However, the Victorians regarded these places quite differently: Southeast Asia was frequently described as "Further India" and the Middle East was the home of the Ottoman Empire. Both of these places were at least partly understood in relation to the needs of British policy-makers, who tended to focus most of their efforts according to the needs of India-which was their most important colonial possession. The article exhibits the connections between the "Eastern Question" and end of the Ottoman Empire (and the political developments which followed) led to the creation of the concept of "Middle East". With respect to Southeast Asia, attention will be devoted to the works of Alfred Russell Wallace, Hugh Clifford, and others to see how "further India" was understood in the 19th century. In addition, it is clear that the successful deployment of the term "Southeast Asia" reflected the political needs of policy makers in wake of decolonization and the Cold War. Finally, by showing the constructive nature of regions, the article suggests one possible new path for students of Southeast Asia. If the characterization of the region is marked by arbitrary factors, it may actually point to a useful avenue of enquiry, a hermeneutic of expedience. Emphasis on the adaptive and integrative features of lived realities in Southeast Asia may well be a step beyond both the agendas of "colonial knowledge" and anti-colonial nationalism.

In this study, the significant and enduring concentration of federal R&D spending in metro-scale clusters across the nation is treated as evidence of the operation of a distinct industrial infrastructure defined by the ability of R&D performers to attract external funding and pursue the sophisticated project work demanded. It follows, then, that the agglomerative potential of these R&D concentrations -- performers and their support infrastructures -- requires a search for economic impacts guided by a different stimulative effects attributable to federal R&D spending may be that substantial subnational economic impacts are routinely obscured and diluted by research designs that seek to discover impacts either at the level of nation-scale economic aggregates or on firms or specific industries organized spatially. Therefore, this study proceeds by seeking to link the locational clustering of federal contract R&D spending to more localized economic impacts. It tests a series of models(X-IV) designed to trace federal contract R&D spending flows to economic impacts registered at the level of metro-regional economies. By shifting the focus from funding sources to recipient types and then to sector-specific impacts, the patterns of consistent results become increasingly compelling. In general, these results indicated that federal R&D spending does indeed nurture the development of an important nation-spanning advanced industrial production and R&D infrastructure anchored primarily by two dozed or so metro-regions. However, dominated as it is by a strong defense-industrial orientation, federal contract R&D spending would appear to constitute a relatively inefficient national economic development policy, at least as registered on conventional indicators. Federal contract R&D destined for the support of nondefense/civilian(Model I), nonprofit(Model II), and educational/research(Mode III) R&D agendas is associated with substantially greater regional employment and income impacts than is R&D funding disbursed by the Department of Defense. While federal R&D support from DOD(Model I) and for-profit(Model II) and industrial performer(Model III) contract R&D agendas are associated with positive regional economic impacts, they are substantially smaller than those associated with performers operating outside the defense industrial base. Moreover, evidence that the large-business sector mediates a small business sector(Model VI) justifies closer scrutiny of the relative contribution to economic growth and development made by these two sectors, as well as of the primacy typically accorded employment change as a conventional economic performance indicator. Ultimately, those regions receiving federal R&D spending have experienced measurable employment and income gains as a result. However, whether or not those gains could be improved by changing the composition -- and therefore the primary missions -- of federal R&D spending cannot be decided by merely citing evidence of its economic impacts of the kind reported here. Rather, that decision turns on a prior public choice relating to the trade-offs deemed acceptable between conventional employment and income gains, the strength of a nation's industrial base not reflected in such indicators, and the reigning conception of what constitutes national security -- military might or a competitive civilian economy.

The industrial development of Goryeong County was started by the operation of the Ssangrym Agro¬industrial complex in the 1980s. As of 2m3, there are 6 industrial complexes in Goryeong County which account for 80 percent of total employment and 67 percent of total production outPuts in local manufacturing. The local manufacturing industries grew steadily before the 1997 financial crisis which resulted in industrial decline and have shown again a growing tendency since 2000. In this period of growth, manufacturing outPuts are increased and the industrial structure are improved, while employment and value added are in stagnation. The major industrial agglomerations are based in Gaejin-Myun, Dasan-Myun and Ssangrym-Myun, all of which are those in which the agro-industrial complex is operated. More than half of local manufacturing finns are those which came to move in from other regions, looking for cheap labour forces, agglomeration of the related finns and the easy accessibility to transport and communication. However, such local advantages are increasingly losing due to the shortage of labour forces and the lack of industrial networks. Some policy agendas can be suggested as follows. First of all, industrial policy should attempt links with the building-up of the Daegu Technopolis and the up-grading of the local industrial structure towards the knowledge-based industries. Secondly, the local government should make efforts to establish the innovation supporting system for local firms and the industrial and residential basis.
The purpose of this study is to examine the major academic activities of the Korean Gerontological Society (KGS) during the last 40 years in comparison to changes in elderly policies in Korea and also academic trends in gerontology worldwide and the academic activities of the International Association of Gerontology and Geriatrics (IAGG); based on this analysis, this study aims to propose future directions for the academic progress of the KGS. We examined the major academic activities of the KGS by analyzing the contents of biannual conferences, international conferences, and irregular seminars and policy meetings, using conference booklets, KGS websites, and literature on KGS history. Second, we analyzed the academic activities of the KGS in comparison to changes in elderly policies in Korea, using databases of major newspapers and also the BigKinds search offered by the Korea Press Foundation. Third, the academic activities of the KGS were reviewed in comparison to those of the IAGG and the major aging policy agendas of key international organizations. The study results demonstrate that the KGS has been proactive in conducting diverse multi-disciplinary and international academic activities while promptly responding to both domestic and international changes in elderly policies. But some issues were not properly addressed due to the lack of diversity in its members, and it also should be noted that some issues were not discussed in depth for a sufficient length of time. Henceforth, as the leading academic organization in gerontology with a multi-disciplinary orientation in Korea, the KGS should continue to lead the development and evaluation of aging policies and also actively carry out diverse academic activities in collaboration with international academic societies and organizations.
