A Study on the Suggestion of Participate to the Involvement of Police and Security Science Majors in Crime Prevention Activities (경찰.전공자의 공공방범활동 참여제안에 관한 연구)

  • The purpose of this study was to examine the types and state of the private sector's cooperative activities for public peace and order and any problems with it in an effort to step up the revitalization of police-college collaborative efforts for public security by allowing police studies majors and security science majors to participate in crime prevention activities for which the police was responsible in each local community. What problems might possibly take place if police studies majors and security science majors would be involved in crime prevention activities was investigated by making a qualitative analysis. The findings of the study were as follows: First, more human resources and equipment should be offered, as the shortage of the two was pointed out as one of problems with the police itself. Second, how to cope with accidents that might occur if police studies majors and security science majors would take part in crime prevention activities should carefully be studied. Third, it should first be carried out at college to improve an ability to properly respond to diverse situations on the spot.

  • As part of the police reform, the current government is trying to establish a police bureau under the Ministry of Public Administration and Security and improve the personnel management of the police. Like the prosecution bureau under the Ministry of Justice, the main goal of the police is to establish a police support bureau in the Ministry of Public Administration and Security to have personnel, budget, disciplinary action, and inspection. However, the government's control of police rights was opposed mainly by the "Police Workplace Council," which is like a police union, and even police officials agreed with it, and the opposition was severe. It is becoming a form of struggle between the government and police organizations. As a police major, I don't want to side with anyone and support the police. However, I thought about what democratic control of the police should be with, considered what the police reform plan is, and analyzed the legal and institutional aspects of the current police, and expressed the following issues. First, this paper is as follows: First, we considered what the democratic control of the police was. Second, We focused on reform measures such as the personnel system and institutional approach. Third, I presented my argument on what the police reform plan is.

  • The knowledge substitutes the traditional factors of production - land, labor, and capital - and has become one of the most important new resources. The Internet Knowledge Society is where the knowledge is the major source of development and competition. Now more than 350mi11ion computers are connected to internet servers and the internet users are more than 250mi11ion. The purpose of this paper is to propose some key factors for implementing the Police Knowledge Management System(PKMS) based on Intranet. With Information Technology(IT), the police administrative system will be much more efficient. Introducing the If into the system is critical for restructuring the police administrative system. This paper concludes as follows : ■ Knowledge is divided into tacit and explicit one. Knowledge process is divided into acquisition, accumulation, distribution and creation of knowledge. ■ The IntraNet is composed of Web server, FTP server, electric-mail server, and is constructed security system to safety. ■ All policemen are bound to serve as a new knowledge worker. ■ Police organization needs to operate data management system. The organization also needs to the Police Knowledge Management Center(PKMC). And the Police Chief Knowledge Officers(PCKO) needs to be appointed to manage the PKMC. ■ An information and knowledge infrastructure(various databases are the most important factor) should be established within the organization to promote the self-directed management, the interactive communication, and the learning ability of the members.

  • A mission of the police as described by law is to guard the life, body and property of all citizens. Such duties should be accurately performed based on legal and democratic procedures because the works of the police are directively influencing the overall lives of the citizens by restricting their freedom. The national police agency is setting up the figure of the police trusted and beloved by citizens. The strategies of police reform is to recognize the proposition of 'change the mind and you will see the bright future' and the historical mission of 'It is possible to survive only through the reform'. We are frequently watching the traffic police on the street or road. Traffic policing aims to reduce crime and the opportunities for criminal activity in relation to the use of roads, that is to improve road user behavior in order to reduce accidents. This study examines perceptions of drivers on the traffic police. For this purpose, this study surveys the opinion and view of drivers in Andong city based on the survey research and interview methods. The major findings of this study is as follows. Many drivers in Andong city evaluate negatively the kindness toward civilians, fair(rational) law enforcement of traffic police. So, this study suggests the improvement of the traffic police image.(for example, kindness toward civilians, service attitude, fair and rational law enforcement, etc)

Professional Security Management and Investigation for the New Competitive Advantage

  • This paper is mainly associated with setting out an agenda for the transformation of security by creating a new framework for a security system, which can maximise its effectiveness. Noticeably, this research shows empirically that crimes are getting a major cost to organisations, which if reduced by security and investigations could reap substantial rewards to the finances of an organisation. However, the problem is that the delivery of security is frequently delegated to personnel (e.g. security guards) with limited training, inadequate education, and no real commitment to professionalism - 'sub-prime' security, finally causing security failures. Therefore, if security can be enhanced to reduce the crime cost, this will produce financial benefits to business, and consequently could produce a competitive advantage. For this, the paper basically draws upon Luke's theoretical framework for deconstructing 'power' into three dimensions. Using this three-dimensional approach, the paper further sets out a model of how security can be enhanced, utilising a new Security Risk Management (SRM) model, and how can this SRM model create competitive advantage in business. Finally, this paper ends with the six strategies needed to enhance the quality of security: refiguring as SRM, Professional Staff, Accurate Measurement, Prevention, Cultural Change, and Metrics.

  • Korean police have been established as a national police system since the liberation of Korea and have been operated as a centralized police system for a long time, and a police committee was established under the enactment of the Police Act in 1991. However, the National Police Commission has a problem that it cannot perform the functions of the original National Police Commission because it is only a simple advisory body, not an institution that reviews and decides major policies related to police administration. As a result, despite the passage of a full amendment to the Police Act in 2020 and the revision of the Act to the Organization and Operation of the National Police and Local Police, operational and compositional problems still exist. Therefore, this study intends to propose the current state of operation and problems of the police committee system and measures for improvement.

  • Recently, the rapid development of science and technology is a new challenge and opportunity in the policing environment. In the major industrialized countries of the West presents a strategy called SMART Policing the police to strengthen police capacity in accordance with this social change and actively utilize the science and technology in policing field. In this study, we attempted to discuss our country for the establishment of security technology research and development organization. First, I propose that installed the R&D planning department at the Office of Planning and Coordination in the National Police Agency. Secondly, it is need to establish the (provisional) Police Science and Technology Center, that integrate the functions of each organization's R&D-related work. Finally, it should integrate Police Science Institute and the National Forensic Service in (provisional) Policing Technology Research Institute.

  • With the growth of airline management, as well as computer and IT security, the international trade in this modern society has been rapidly increasing, Along with the advancing, airplanes have become a universal means of communication. However, the complications associated with airplane safety have also been brought up as a result, the most concerning of which is terrorism. One of the main counterplans for preventing terrorism is Ground security activities the core of Ground security activities is absolute safety for passengers in both passenger terminal and freight terminal. Subastral security refers to physical protection, proximity control and 100% security search and freight guarding of the passengers' possessions, and the personnel's duties to perform such jobs are be! coming more crucial. On the other hand, Airport security check has bee n gradually developing since the 1960's, when hijacking began to take place. Although the airports have been providing more safe and comfortable services to their customers, terrorism is still happening today. When Ground security activities is minute, the users feel displeasure and discomfort, yet considering solely their convenience can brings problems in achieving safety. Since the 9.11 terror in 2001, the idea of improving and strengthening airport security was reinforced and a considerable amount of estate is being spent today for invention and application of new technology. Various nations, including the United States, have been improving their systems of security through public services; public police department is actively carrying out their duties in airports as well. In San Francisco International Airport, private police department is in charge of collection of data, national events, VIP protection, law enforcement, cooperation within facilities, daily-based patrol and traffic control. Under guidance and supervision of national organizations, such as TSA, general police department interprets X-Rays, operates metal detectors, checks passports or IDs and observes reactions to explosives. Under these circumstances, studies about advancement of cooperation and duties of general police department and private police department necessitated: especially about private police department and their training for searching equipments, decrease in number of turn over rate, invention of technology and prior settlement in estate for security. The privacy of the public, who make up the major population of airport passengers, must also be minimized. In the following research, the activities of police departments in San Francisco International Airport will be analyzed in order to understand recent actions of the United States on airport security.

  • One of the most significant parts in the international major meetings is to stand attendants over various danger and keep the safe of the nation. The International major meetings such as the summit, the athletic meeting are often held around the world while the activity of the terrorists unseen increases at the high speed. The goal of this thesis is to present some effective ways for successful opening of the international event. Some of the proposals that I come up with the research can be summarized as follows: the smooth cooperation between countries, the control for NGO's demonstration, the training and the best use of security personnel, finally the understanding of peoples and forming sympathy from them.

Time Series Analysis of the Correlation Between the Number of Drug Crime Arrests and Media Coverage for Enhancing Police Response to Drug Crimes (경찰 대응 능력 강화를 위한 마약 범죄 검거 수와 언론보도량의 시계열 분석)

  • The purpose of this study is to investigate the relationship between the amount of media coverage related to drug crimes and the actual number of drug-related arrests. It aims to determine the implications of this relationship for the formulation of police policies in response to drug crimes. To achieve this, we collected and analyzed 50,355 domestic online media coverage data from 2001 to 2022 and drug crime arrest data compiled by the National Police Agency. The analysis confirmed a significant causal relationship between the amount of online media coverage of drug crimes and the actual number of drug crime arrests. This relationship was found to be influenced by the existence of dominant issues and the relevance of famous incidents. It was determined that media coverage was also influenced by public interest beyond drug crime arrest numbers. Based on these research findings, the police have proposed the need to monitor the amount of crime-related media coverage and enhance security capabilities for crimes that receive public attention in order to gain the trust of the citizens.
