해외에너지자원획득과 소요자금 확보를 위한 통합 컨트롤 타워 설치 필요성에 관한 연구 (Necessity to Install Integrated Control Tower for Overseas Energy Resources Acquisition and Securing Funds)

  • Necessity to install control towers has been studied to acquire overseas energy resources and to secure funds. At present, domestic energy companies do business independently. Institutions which support plant EPC companies as partners of package deal are separated. This causes the low records at package deal for overseas resources acquisition. Except UK and USA, nations which have major companies developed overseas energy resources early by promoting a large national company. Consequently, they currently have good records. This study suggests the necessities to install integrated control tower for overseas energy resources acquisition and securing funds and the following are the ways ; 1) promote a large national company by consolidation of separate energy companies, 2) install plant EPC promotion department which support private plant EPC companies, 3) make a integrated control tower in high level government office to connect between a large national company and plant EPC promotion department.

  • Promoting policy to involve plant EPC companies for package deal has been studied to acquire overseas energy resources. The effectiveness of the package deal with the plant EPC companies has not been successful because the participation of the plant EPC companies is very rare. It is difficult for the plant EPC companies to join the package deal due to the lack of the fully responsible organization to support the plant EPC companies participating in a package deal. The followings are suggested as the ways to promote the participation of the plant EPC companies for package deal in this study; 1) financial support of the government for plant EPC companies 2) political support of the government for plant EPC companies 3) specialization of the advanced countries for public-private cooperation.

  • The capability of design and engineering of global EPC companies has long been equalized through past similar construction experiences. Among various key factors in the success of EPC project, the capability of engineering is considered to be the most important factor since the engineering is preceding activities of EPC contract. The failure of engineering may adversely affect the subsequent procurement & construction activities and in turn may cause cost overrun or schedule delay. Therefore, an EPC company needs to continue to improve the engineering capabilities for the success of project. The engineering capabilities can be further improved if the EPC company should prevent recurrence of similar design faults that were previously committed. This study is intended to present how to make the most of the failure examples from previous projects towards a success of project. Failure is but a stepping stone to success. The EPC company can obtain useful lessons from the analysis of past failure examples.

  • Gas & Oil plant construction projects are increasing recently all over oil-producing countries. An EPC (Engineering, Procurement and Construction) company, which participates in the plant projects, should possess pertinent engineering licenses and EPC management skills to create high added-value. Nonetheless, there exist various risks involved in the EPC life cycle process due to such characteristics of construction projects as long duration of construction time and complicated processes along with the procured goods or services subjected to various logistics. The objective of this paper is to analyze the overall EPC life cycle for proper process and to examine various information and document. Additionally, the principal data for the analysis of the EPC process are derived from personal interviews with experts and specialty contractors of the plant projects. The results of this study would be widely used as a guide for efficient and effective management of overseas gas plant projects.

  • 플랜트 산업은 여러 가지 요소기술이 복합적으로 적용되고, 엔지니어링, 기자재 제작기술, 컨설팅, 파이낸싱 등의 지식서비스를 필요로 하는 차세대 성장동력 산업임에도 불구하고, 국내의 실정은 프로젝트 사업관리가 체계적이지 못했던 것이 사실이다. 따라서 관련 기술력에 대한국가차원의 선진화 전략과 프로젝트 수행단계별 업무절차의 정립이 요구되고 있다. 이에 본 논문은 사업관리 효율증대를 위한 표준화된 업무절차 정립을 목적으로 다음의 연구를 수행하였다. 첫째, 국내외 업무절차서와 관련된 문헌조사 및 12개 대형플랜트건설사의 업무절차서를 수집하였다. 둘째, 수집된 업무절차서의 분석을 통해 현재 산업계에서 사용하고 있는 업무절차서의 문제점을 분석하고 개선방안을 도출하였다. 셋째, 미국 PMI의 프로젝트관리 지식체계의 모태인 PMBOK의 이론과 CMAA의 건설사업환기 업무범위를 활용하고 국제표준화기구가 제정하고 시행하는 ISO 9001:2000 규정을 착용하여 EPC프로젝트의 효율적인 관기를 위해 필요한 EPC수행단계별 21개의 중점관리요소를 포함한 업무절차 매트릭스를 도출하였고, 전문가 자문을 통한 '계획 및 설계단계', '구매조달단계', '시공 및 시운전단계'별 176개의 '주요단위업무'를 도출하였다. 넷째, 도출된 EPC 수행단계별 주요단위업무를 Business Process 관점으로 재설계하고, 전문가 자문과 검증을 통하여 총176개의 업무절차 BPM모델을 개발하였다. 최종단계로, 'EPC 수행단계별 업무절차BPM모델'의 시스템 개발모델을 제안하였다.

  • PLM system has been widely used in whole industry. Specially, in case of the company that constructs the engineering plant, PLM can be a key success tool for the innovation with ERP and Enterprise IT Systems. This paper describes the innovation strategy for engineering plant PLM including Master Data management, EPC project management, full 3D modeling and quality management.

  • The use of packaged skid in oil and gas plant has increased dramatically over the decades, replacing loose supply equipment. Most equipment is installed on structural skid in manufacturer's shop. As Oil and Gas Plants are constructed at inaccessible area, the demands of packaged skids are increased. The packaged skid have advantages comparing to loose supply equipment in inaccessible area. The packaged skid is small complex plant consists of process, mechanical, piping, instrument, electrical and structural steel. This paper examines advantages and problems of packaged skid, based on previous experience. EPC company consider key factors such as manufacturing period, construction periods, equipment quality and costs.

  • This study aims to develop a strategy for South Korean companies to penetrate into the global NPP(nuclear power plant) market with their strength as the sixth biggest nuclear power generator in the world. With 20 nuclear plants in commercial operation and 6 more in construction, South Korea has the best technology in construction and operation of NPP. Despite these capabilities as demonstrated on its domestic market, Korean companies' constraint to enter and play a key role in global NPP market would be the lack of experience in overseas NPP projects, original technologies, and diplomatic effectiveness. This study analyzes the competitiveness of Korean standardized nuclear power plant, construction management skills, construction technologies, manufacturing equipment and materials and operation skills. In this research the current status of existing NPP and the forecast of building NPP according to countries was analyzed in order to work out strategies with technology, cost-effectiveness, and diplomatic consideration.

  • The public-private cooperation in package deal has been studied for the overseas energy resources acquisition. The effectiveness of the package deal has not been successful because the deal has led by the government organizations. It is difficult for the plant EPC companies to join the packaged deal due to the lack of the whole responsibility organization to support the participation of the package deal. The followings are suggested as the ways to strengthen of the public-private cooperation in this study. 1) the relevant public enterprise privatization 2) establishment of the joint model for leading the plant EPC companies to the package deal 3) establishment of the whole responsibility organization for the public-private cooperation.
