The value of rice-fields is being graded down in Korea because it has been estimated only from the size. The purpose of this study is to suggest a management plan in which the location and the size of valuable rice-fields for conservation are based on the results of appraising the worth of ecosystem services of rice-fields in Chungcheongnam-do region. The study is as follows; (1)selecting the indicators for evaluating the ecosystem services of rice-fields considering both general functions and special functions in the regional environment conditions, (2)classifying the grades of rice-fields in ecosystem service values, (3)suggesting the location and the size of valuable rice-fields for conservation, (4)calculating the total economic value of the ecosystem services of rice-fields. The results of this study are that the valuable rice-fields' locations for conservation are the grade I rice-fields and their total area is 100,000ha. Also, the value of the ecosystem services of rice-fields in Chungcheongnam-do region was equivalent to 32.8 trillion won. This amount is over 18 trillion won more than the amount obtained if the total rice-fields in Chungcheongnam-do region were to be transformed to other land-use types. The value of ecosystem services should be considered in the future when appraising the worth of rice-fields, and methods of estimating the ecosystem services of rice-fields need to be developed with a more objective and suitable index.

This Study estimates the actual night traffic using the smart card data used by most of the public transportation users, and compares it with the current night bus routes by KT Telecom based on the night time call volume. In order to compare the current night bus and night trips evaluated by smart card data, we presented indicators related to the degree of matching, and estimated the volume of service currently provided. The unique approach of the study is that we chose subway station instead of bus stop for the unit of the study. Bus stops has their complexity in a way that stops with same name could belong to different administrative area depending on its direction. For this reason, we decided to use subway station and defined its adjacent administrative district as the scope of influence. Since night bus is the primary means of transportation during the late night, it is anticipated that they will be able to provide better service by calculating the actual traffic and selecting the routes.

After the Rio declaration on environment and development in 1992, developed countries are undertaking "environmentally sustainable transportation (EST)" projects. To meet the needs for EST, current transportation policies in Korea are rapidly reforming and one of its concerns is modernizing and upgrading railway freight system. Planning new railroad construction projects is increasing and subsequent environmental impact assessment (EIA) demands improvements, especially in both the EIA and decision making systems. In this paper, we discuss the present status of EIA for railroad construction projects, especially, by analyzing the EIA documents for the last six years. The EIA for railroad construction projects accounts for only 4.9% of total 918 project EIAs during 1998-2003, and the portion is gradually increasing. Major environmental concerns for EIA in railroad construction projects were geomorphological and ecological changes, protection of rare organisms, air pollution, water pollution, waste management, and noise, etc. We compared characteristics of environmental impacts of railroad construction with those of vehicle road construction, based on environmental and construction-planning indicators appeared in Environmental Impact Statements. Railroad construction usually requires longer tunnels and bridges for a given length than those for vehicle road construction. In addition, the amounts of geomorphological and ecological changes (road-cutting, embankment, devegetation, etc.) in railroad construction were generally less than 50% of those in vehicle road construction. To develop environmentally friendly railway systems, monitoring studies for environmental impacts of railroads such as habitat fragmentation and road kills, dispersal of alien plants, tunnelling effects on groundwater and vegetation, and noise impacts are highly recommended.
The present study aims to provide an analytical framework for achieving aid and development effectiveness of agricultural cooperation with a demand-oriented perspective. This paper pays particular attention to categorize the stages of agricultural development of African recipients to identify demands for agricultural aid of the categorized groups. To do so, first of all, it establishes theoretical background to apply the demand-oriented concept and utilize the phase of agricultural development as an alternative for aid and development effectiveness. On the basis of the theoretical robustness, it conducts a series of analyses to categorize the African recipients by the development stages, incorporating factor analysis, cluster analysis and comparison between the present-future agricultural development levels. The findings propose analysis indicators for phase of agricultural development and clustered results including 18 countries of KAFACI members and priority countries in Africa. In addition to the practical application of the results, the methodological flow can be used as steps for sketching a future roadmap to construct the demand-oriented ODA(Official Development Assistance) plan. This paper also offers implications regarding ODA strategy of Korea in response to the phase of agricultural development and the aid demands.

Since the government of Korea (Ministry of Environment, MOE) introduced the policy applying 'Biotope-Area-Ratio-Indicator (BARI)' to huge residential land developments which Environmental Impact Assessment (EIA) should be performed, MOE has come to have the necessity to apply the indicator concretely at the stage of Prior Environment Review System (PERS) and EIA in various types of large scale land development projects. This study was conducted with the aim of supporting the application of BARI and related decision making in various other types of EIA projects as well as residential development projects through remodeling the system to apply the indicator of the past. Through the analysis of the problems in applying the past BARI and experimental appraisals to 11 types of EIA projects, the results and implications as follows were drawn. First, it's possible to extend the range of applications of BARI, which has been applied to only residential land development project, to all kinds of projects with area-typed land use pattern out of environmental impact assessment target projects. Second, it's also possible to set a target value into which regional characteristics and differences among locational properties are reflected. In addition, it's come to be able to differentially apply the target value of BARI according to the condition of the existing site. Third, it's improved to be able to suggest a macroscopic target value at the stage of PERS and to set detailed target values in each detailed land use at the stage of EIA. The key point underlies inducing methodology to determine target values to secure more permeable land coverage ratio for detailed land use patterns at the stage of EIA by making it possible to calculate BARI of the present land cover condition of the EIA target projects.
Purpose Recently, many organizations are actively adopting enterprise architecture (EA) as a methodology to manage IT assets and build IT-based business system. This study intended to empirically examine how the role of EA operating unit and utilization capability of organizational members impact on system performance at the post-adoption stage. A balanced score card (BSC) is being used as a framework for a company's key performance indicator (KPI). Design/methodology/approach This study tried to investigate the causal relationship between the four perspectives of the balanced scorecard as an influencing factor of the introduction of the Enterprise Resource Planning (ERP) on the financial value. In particular, the mediating effect between the customer's point of view and the business process point of view was investigated between the learning growth point of view and the financial point of view, and the interaction effect (regulating effect) of strategic linkage in the system introduction process was investigated. Findings The results of the study were first, that the organizational learning and growth perspective had a positive effect on the customer perspective, business process, and financial perspective. In addition, the customer perspective and the process perspective also had a positive influence on the financial perspective. Second, between the learning growth and financial perspectives, the customer perspective and the process perspective showed a partial mediating effect. Third, as for strategic linkage, the interaction effect between the customer perspective, the learning growth perspective, and the process perspective and the financial perspective was not significant. The results of this study are expected to provide a framework for performance evaluation to organizations that have introduced ERP systems.
This study categorizes and identifies the characteristics of the living areas of rural dwellers through cluster analysis using mobile floating population data. As a result, rural areas in Korea were classified into 34 rural living areas, and 5 types of rural living areas were derived. Although the 'Suburban in Mega City Areas' and 'Suburban in Regional City Areas' derived through this study have advantages in terms of accessibility to large cities, they are important for rural space management as they can undermine the unique values of rural areas due to urban expansion. In addition, 'Unclassified areas' have low accessibility in the national space, and there is a need to provide their own settlement environment. The population of rural areas in Korea exhibited a phenomenon of widespread migration. This means that rural residents who depend on metropolitan areas are provided with SOC beyond administrative boundaries. Therefore, there is a need to move away from establishing a homogeneous regional plan that does not consider population movement. Through this study, it was possible to understand the rural living area formed by the population movement occurring in the rural area. This is different in that the existing studies classified the national space based on the interconnectedness between regions, beyond the limitations of categorizing regions with homogeneous characteristics based on endogenous indicators. At this point in time when the need for a rural space plan is emphasized, it is important to understand the living area of rural dwellers and to design an appropriate rural plan. Therefore, the establishment of a rural plan suitable for the region using the results of this study can increase the efficiency of the project for revitalization of the rural area and contribute to the creation of an attractive national space.
In this study, the village development promotion system was reorganized for Gimhae-si, and improvement plans and post-operation management plans were prepared through expert surveys. Through the Village Development Project, the landscape and environment of the village were improved, and the village and residents were positively changed. The Village Development Project laid the foundation for regional revitalization, giving the next generation hope for the sustainable development of the village. While maintaining the framework of the existing Rural Development Projects guidelines through case analysis of other regions, we operate educational programs for each stage by reflecting regional characteristics, and utilize and communicate with intermediate support organizations, systematically operate, and actively intervene by Eup·Myeon administration. In addition, as a follow-up management program, various follow-up management programs were being operated, such as support for capacity building such as consulting, as well as facility maintenance and support for village managers. As a result of the expert survey to review the adequacy of the improvement plan, the improvement plan derived from the overall average of 4.28 points and the standard deviation of 0 to 0.94 points for the process is judged to be appropriate. In particular, the item of 'self-reliance stage follow-up management' was very important as all experts responded with 5 points. By establishing the village development performance goals, we tried to check whether the qualitative/quantitative goals were achieved by year, and to secure quantified status data in response to changes such as resetting performance goals or adding new performance indicators. In this study, in order to improve the capacity to achieve regional development in response to the rural agreement, we prepared our own sustainable village development promotion system, governance establishment, and follow-up management plan. In addition, it is expected to be used as a reference material for the selection of new districts and the follow-up management of completed districts by establishing the village development goals.

This study aimed to analyze the recent status and changes in impervious surface areas and their ratios across regions in Gyeongsangnam-do, providing fundamental data for regional development and impervious surface management. Based on the 'Guidelines for Calculating Water Cycle Management Indicators for Nonpoint Pollution Source Control(Ministry of Environment)', we processed the land characteristics survey map(shapefile) from 2018 and 2022 to analyze impervious surface area and their rates by administrative boundaries. The impervious surface area in Gyeongsangnam-do increased from 75,652 ha in 2018 to 81,055 ha in 2022, with the rate rising by 0.51% from 7.18% to 7.69%. The average of impervious surface area across 545 eupmyeon units expanded by approximately 9 ha, from 139.8 ha in 2018 to 148.8 ha in 2022, with the rate increasing by 0.71%. Concurrently, the whole population declined by 2.8% while the number of households surged by 6.4%, correlating with the growth in impervious areas. Despite population decreases, factors such as population migration, increased household fragmentation, new residential developments, and industrial facility expansions have consistently contributed to the rise in impervious surface area. Notably, even in areas with high impervious surface area rate, significant disparities existed between urbanized areas and predominantly rural regions. Furthermore, about 333 units(61% of the whole eupmyeons), showed negligible changes in their impervious surface area rate, with an increase of less than 0.5%.
Data is indispensable for digital transformation of agriculture with the development of innovative information and communication technology (ICT). In order to devise and prioritize strategies for enhancing data competitiveness in the agricultural sector, we employed an Analytic Hierarchy Process (AHP) analysis. Drawing from existing research on data competitiveness indicators, we developed a three-tier decision-making structure reflecting unique characteristics of the agricultural sector such as farmers'awareness of the data industry or awareness of agriculture among data workers. AHP survey was administered to experts from both agricultural and non-agricultural sectors with a high understanding of data. The overall composite importance, derived from the respondents, was rated in the following order: 'Employment Support', 'Data Standardization', 'R&D Support', 'Start-up Ecosystem Support', 'Relaxation of Regulations', 'Legislation', and 'Data Analytics and Utilization Technology'. In the case of experts in the agricultural sector, 'Employment Support' was ranked as the top priorities, and 'Legislation', 'Undergrad and Grad Education', and 'In-house Training' were also regarded as highly important. On the other hand, experts in the non-agricultural sector perceived 'Data Standardization' and 'Relaxation of Regulations' as the top two priorities, and 'Data Center' and 'Open Public Data' were also highly rated.
