The purpose of the study is to analyze the phenomenon of private education and to get the countermeasures of it. To do this, we approached the phenomenon of private education from the game theory, which is famous in economics. As result, we could make the mathematical model. One is a model consisted of two-person. This is a mathematical model simplifying the competition within the school. The problem of private education can be solved by the disconnection with private education and exam of school in this model. The other is a model consisted of three-person. This is a mathematical model simplifying the interscholastic competition. The problem of private education can not only be solved by the disconnection with private education and exam of school, but can be also solved by the specificity of school education in this model. We will hope that our study can give an aid in deciding an educational policy.

The contemporary educational system in South Korea is built on high-stakes standardised tests, a manifestation of the national project of social reconstruction and reform. One recent outcome is the emergence of an unfamiliar yet ubiquitous phenomenon: the "pig mum"; a Korean parent who is fully involved in organising, scheduling and managing the educational process from primary to secondary school for a group of children in a neighbourhood. Based on a quasimixed method utilizing a survey of a group of students and parents, this pilot study explores the "pig mum" phenomenon and its linkage to education policy. The authors conclude that the current educational policy fails to achieve the ideals it professes to value. This creates deep and negative societal norms that endanger a growing generation of students by creating a parallel private education market environment where "pig mums" thrive.
As of entering the 21st century, a trend in the field of a private security industry among the advanced countries have been increased a qualification system and train session to meet the needs of professionalism. Intensifying the professionalism in Korea, education and train system has been initiated to change but the oligopoly market already formulated due to impractical selection standard and management of education system. Issuing certification and offering basic training through a designated institution for the purpose of improving quality of the private security industry worker, its practical effectiveness were lower than expectation. Rather certification-holder or security agency, institution or truster's rent-seeking behavior have been increased by occupational licensing system. The founded results, which were associated to problems in selecting and educating to the private security guard, in this study were that any verification has been initiated towards dual-system in official approval and structural problems in education system, and non-existence of verification for professionalism and management capability to security agency owner and its upper managerial level. Current a dual system in an officially authorized verification system and completion of security guard credential requested change to an unified official qualification verification system to solve those problems. Ranges of an applicant to the unified official qualification verification system should be extend to the whole population in the private security industry. Moreover, minimization of the dead-weigh loss, which is caused by oligopoly phenomenon while using its market-dominant status, increasement number of designated institution, which allows self-regulating competition, and endowment of autonomy, which is in selecting education and agency, were requested to solve the problems in selecting and educating to the private security guard. In order to minimize stated problems while maintaining objectiveness, a new manage and supervise institution, which is called a 'private security industry committee', should be establish. The private security industry committee is a formation of governance network which are participated from professional group to civil organization.
Since the Gifted and Talented Education Promotion Law was enacted 15 years ago, in Korea, gifted education in Korea has continued rapid and quantitative growth. The number of gifted classes or institutes for the gifted have increased, as well as the number of gifted education teachers increasing their participation in professional development training and educational activities. However after 2014, gifted education is somewhat shrinking. Due to the controversy of private education and expansion of social welfare in Korea, administrative and financial support for gifted education is being reduced. This study reviewed the gifted education policies promoted by successive governments and analyzed the relationship between politics and support for gifted education efforts by the government. In addition, the phenomenon of the recently shrinking gifted education in Korean society was analyzed in various aspects. These aspects include: decreasing quantitative growth due to the weakening of administrative and financial support from central and local governments on gifted education, regulations on suppressing private education, social inequality to gifted education access, and lack of solidarity in the gifted education scholastic community. Based on this analysis of gifted phenomenon, ways of developing the ideological and practical aspects of future-oriented gifted education were suggested. In the ideological dimension, it was emphasized that gifted education must move away from insularity and the adhesive perspective of Korean society on the concept of giftedness, the concept of intelligence and the recognition of the legitimacy of gifted education. On the other hand, in the practical dimension, the following points were identified: the collection of empirical data on the economic impact of gifted education, gifted education amendment of the statutes, adaptation of the gifted education program with gifted identification, diversification of gifted education service system, and actively promoting new research topics in relation to the Gifted and Talented Education.

Purpose: The purpose of this study was to examine the influencing factors of the patient leaning phenomenon in tertiary hospitals. Based on the results of this study, we intended to find implications for improving the problems of the delivery system imbalance in tertiary hospitals caused by patient leaning phenomenon. Methodology/Approach: Qualitative studies were conducted, using focus group interviews and in-depth interviews. The focus group interviews were conducted for 12 users of tertiary hospitals by 2 groups. And in-depth interviews were conducted for 6 tertiary hospital managers. This was considered to be the most effective approach to gather diverse and in-depth information about the influencing factor of patient leaning phenomenon in tertiary hospitals. Findings: In focus group interviews, the reason for choosing tertiary hospitals was the reliability of the hospital(physician, reputation, etc.). And the effect of the policy to strengthen coverage of National Health Insurance and private medical insurance was relatively small. In other words, we found that the individual's desire to receive medical services suitable for one's health status and disease condition was the biggest factor, rather than the cost and policy factors. Practical Implications: We suggested that the appropriate medical care provision should be strengthened according to the role and function of medical institutions. In addition, the education system needs to be reorganized to activate the referral program, expand community medical capabilities, and foster quality primary medical care.
In this study, we examine other factors that may contribute to the decline in students' academic performance and educational attainment. Many media reports, as well as previous studies, have suggested that virtual learning is the main reason for the decline in students' academic performance. However, the 2020 National Student Achievement Survey, which was conducted in conjunction with the COVID-19 Distance Learning Environment Student Survey, showed that students were highly satisfied with distance learning (70-80%), and the analysis of the National Assessment of Educational Achievement showed that students' academic performance had already been declining year by year since 2017, with a general downward curve. For further confirmation, we analyzed the performance of high school students on mock exams and found that their performance was not normally distributed, but rather a right-skewed U-shaped distribution with a shrinking number of medians and severe polarization. We found that this phenomenon is not simply because of the mode or quality of the virtual classroom, but to a variety of factors, including environmental influences such as care and management at home, changes in investment in private education, increased time spent on online devices while taking virtual classes at the bottom, and increased time spent watching online content, games, and videos that are not related to learning.

The main cause of crime can be found in the anti-functional dimensions including value set disorder, social phenomenon variation, information-based, globalization and urbanization. In this environment, the private security sector has dramatically increased in a quantitative viewpoint, but it is insufficient in a qualitative viewpoint. This paper recognized this problem and demonstrates a solution for improvement through classifying elements of private security into relevant legislation, education institutions, security companies and security associations. The analysis result is a follows: First, motivation and satisfaction rate of escort and security related major has shown to be high. However, respondents evaluated the guard educational institution negatively. Second, the motivation of entering into the private security sector for internal staffs has shown to be positive and sound. However, the job satisfaction rate has shown to be low due to excessive competition, negative perception of occupation and low earning. Third, respondents gave an average mark to the Security Association's management and operation. In addition, the mutual-aid project received the same mark. Negative feedbacks were given to the protection of member's interest and to association operation and policy, while positive feedbacks were given to the degree of member's cooperation towards association policies.

The purpose of this study is to analyze the effect of the glass ceiling induction factors on the improvement of the job Commitment on the glass ceiling perception and to analyze the effect of the organizational Commitment on the influence of the local medical institute and private medical institute employees. As a research method, structural equation model analysis was carried out to investigate the influence relationship of each factor. In particular, multiple group analysis was performed to analyze the difference of influence relations between public and private medical personnel, respectively. Result: First, empirical studies on the effect of the glass ceiling inducing factors on job Commitment showed that job Commitment was influenced by stereotype and organizational culture, and the magnitude of the influence was different. Second, the employees of the room medical center were influenced by perceived promotion, job placement, education and training, reward, and job satisfaction. Third, in the hypothesis that job Commitment will be affected by the perception of glass ceiling, only the workers of the private medical center showed significant results. Based on the results of this study, it will be necessary to plan policies to improve the perception of the glass ceiling phenomenon and improve its status in order to improve the personnel and system with which women workers in the medical field can enter more senior management positions.

In Gcochang-Gun, the population decrease, due to a rural exodus phenomenon, has led to the absolute decline in the numbers of both primary and secondary schools and students. However, the high schools in Geochang-Gun show an unusual characteristic that the students from other areas outside Geochang-Gun cover about 25% of the total students studying in Geochang-Gun. This is quite contrary to the contention that one of the major factors hindering the development of rural areas is generally the inferior condition of education. In this context, this paper aims to explore the spatio-temporal changes in the sphere of influence of the secondary education with special reference to Geochang-Gun, Gyeongnam. Most importantly Geochang High School and Geochang Daesung High School account for over 98% of the students coming from other areas outside Geochang-Gun's cross-border counties. This means that the sphere of influence of the Geochang's secondary education is dependent largely upon the two private academic high schools.
