Integrated Model of the Higher Education Financing Under the Quadruple Helix Concept

  • Rapid growth of the higher education role in ensuring the socio-economic and innovative development of the national economy in the context of the development of the information society and the knowledge economy is observed. Achieving positive synergistic effects of the higher education development requires proper funding for university education and research. The existing funding models for national higher education systems in a number of developing countries need modernization in accordance with the modern challenges of economic and innovative development. The purpose of the article is to formulate theoretical - methodological and applied foundations for the development and implementation of the integrated model of the higher education financing under the Quadruple Helix concept. At the center of the developed model are the areas of interaction identified by the authors, namely: Personnel, Science, Management, Innovation, Social area. This made it possible to specify the interests of all stakeholders and orient the activities of higher education institutions to the satisfaction of these interests. Effective implementation of the integrated Model of the higher education financing requires increasing the level of investment attractiveness and practical value of university research; activation of innovative development of enterprises; state stimulation of business participation in university research and education; harmonization of current legislation with EU standards. Implementation of the Model will diversify sources of funding for universities, increase their level of economic security and achieve integrated synergies from the interaction of universities, business, government and the public (as the main stakeholders within the Quadruple Helix concept).

Influence Factor of Science and Technology Jobs in Manufacturing Sector (제조업 과학기술 일자리 영향요인 분석)

  • Despite the importance of manufacturing to the national economy, the sharp decline in the share of employment is a common problem faced by developed countries, including Korea. In particular, science and technology jobs are important in terms of policy because they are directly related to the quality of employment and industrial competitiveness, but previous research on this is insignificant. This study analyzed the effects of new product development, new process development, open innovation, and government R&D support on science and technology job creation after subdividing manufacturing industry by technology regime. As a result of the analysis, it was confirmed that the development of new products contributed to the expansion of science and technology jobs, but the development of new processes decreased science and technology jobs. In addition, open innovation has the effect of reducing science and technology jobs due to outsourcing of research and development functions, and government R&D support contributes to creating science and technology jobs in traditional industries with low demand for technological innovation.

Estimation of the survival function of the legislative process in Korea: based on the experiences of the 17th, 18th, and 19th National Assembly of Korea (국회 법안 검토 기간의 생존함수 추정: 제 17, 18, 19대 국회의 사례를 바탕으로)

  • In this study we estimate the survival function of duration of the legislative processes in the 17th, 18th, and 19th National Assembly of Korea, and further analyze effects of the political situation variables on the legislative process. We define the termination of legislative process from a novel perspective to alleviate issues of dependency between censoring and failure in the data. We also show that the proportional hazards assumption does not hold for the data, and analyze data employing a log-normal accelerated failure time model. The policy areas of law agendas are shown to affect the speed of legislative process in different ways and legislative process tends to be prompt in times of divided governments.

  • Under the pressure of business competition and effectiveness, more and more organizations in the world are likely to apply modern software such as enterprise resource planning (ERP) which can help them to create better organizing practice, better managing capabilities of administrators, and better operations of personnel. In Vietnam, many firms are afraid to install it and the number of firms adopting this software is limited mainly due to the insufficient scientific evidence of the successful implementation of ERP. This study aims to identify and measure the factors influencing the successful implementation of ERP of firms in Vietnam. Qualitative research methodology combined with quantitative research methodology is used. The data are surveyed with 343 administrators of 45 organizations that have successfully deployed ERP in Ha Noi and Ho Chi Minh cities. Of these 19 were excluded from analyses due to unsatisfactory responses, and only 324 were used for statistical processing. The collected data were processed by using the SPSS software. The result of the study shows that there are six factors affecting the successful implementation of ERP of firms in Vietnam, (ranked in descending order of importance), they are top management commitment and support, business process re-engineering, user involvement, project management board, vendor support, and suitability of software and hardware.

Development process and limitations of science and technology manpower policy, and suggestions for future direction (과학기술인력정책의 발전과정과 한계, 미래 방향에 대한 제언)

  • The purpose of this paper is to summarize the development process of major science and technology manpower policies and to derive desirable future policy directions in the policy environment of a paradigm shift in supply and demand. To this end, first, the development process of the science and technology manpower policy, which was promoted in earnest from the 2000s, with the topic of resolving the phenomenon of avoidance of science and engineering majors, was examined, focusing on the basic plan for supporting science and engineering majors. Next, we summarized the main contents and implications of the change in demand for science and technology personnel caused by digital transformation and the supply shock of demographic decline, that is, the paradigm shift in the supply and demand of science and technology talents. Based on this, the core direction of the future science and technology manpower policy was suggested to create a human-centered science and technology research ecosystem that promotes the continued growth and inflow of human resources, so that can be the foundation for the training and utilization of excellent science and technology talents.

An Empirical Study on Main Factors Affecting Technology Balance of Payments (기술무역수지에 영향을 미치는 주요 요인들에 대한 실증연구)

  • This study aims to estimate empirically the respective impacts of R&D expenditure, R&D labor, overseas direct investment, commodity trade balance, and technology trade openness on technology balance of payments. To examine the presence of co-integration between them, this paper employed the ARDL-bounds test using time series data from 1981 to 2014, and the result shows that there is a stable long-run equilibrium relationship among them. Furthermore, we estimated long- and short-run coefficients of the technology balance of payments with respect to each variables based on long-run equilibrium equation and error correction model. As a result, the technology balance of payments respond negatively to R&D labor and technology trade openness, and R&D expenditure does produce positive effects in the long-run, while coefficients of overseas direct investment and commodity trade balance in the long-run are not statistically significant. Besides, according to results of error correction model, overseas direct investment only has clearly a positive effects in the short-run, in contrast, the short-term relationships between the other variables and the technology balance of payments could not definitively derived. This implies that it is necessary to procure and cultivate talented personnel, as well as to enlarge gradually technology trade size in order to improve technology balance of payments from a long-term point of view.

  • Existing research on international standardization has largely taken a qualitative approach focusing on comparative studies of national institutions and policies on standards or international rivalries from the perspectives of international relations or innovation studies. While there exists a handful of quantitative studies, they are mostly confined to simple numeric counts of essential patents, new work item proposals, or secretaries staffing international standards development organizations (SDOs). This study aims to contribute to our understanding of the dynamics of international standardization by the analysis of the data coding systematically national activities in the standardization process of the International Organization for Standardization (ISO), by far the largest international SDO. Our analysis of the four critical types of standardization documents generated in the Working Group 7 of the ISO/IEC Joint Technical Committee 1 reveals interesting dynamics among key players of global ICT standards regime. First, while the US takes a dominant share of the personnel as well as new work item proposals for standardization, its quality of activities rather falls behind as it mostly focuses on keeping in check other countries' standardization activities. Second, European countries tend to spread their effort evenly across different types of standardization activities. Finally, despite such differences between the US and European countries, both rely heavily on multinational companies to gain an advantage in the voting stage of standardization process.

A study on the ecosystem activation of mobile sector: focused on small and medium businesses (모바일 분야 생태계 활성화 방안 연구 : 중소기업을 중심으로)

  • In this study, we conducted a questionnaire survey for the purpose of finding a method of mobile sector ecosystem activation targeted at small and medium businesses (SMBs). Through the total of 204 responders consisting of business employees from each mobile sector, we analyzed the factors inhibiting the development of the mobile ecosystem and preventing the activation the mobile market, as well as conducting a diagnosis of the digital potential. This paper presented suggestions for searching for a systematic supporting strategy considering the short-term inhibitory factors (market structure improvement, financial support, etc.) and long-term orientation factors (personnel nurturing, strengthening of supporting role by governmental initiative) for the activation of the domestic mobile market. After measuring the digital potential, we found that domestic mobile SMBs have perceived the importance of the digital potential and have considered and readied themselves for the future market. The present survey found that if suitable digitalization can be accomplished for their firms' products and services, they have the ability and willingness to succeed in the market. However, they have a hard task ahead of them from adigital delivery perspective given the potential for digital disruptions.

The Knowledge Transfer of Tesco UK into Korea, in Terms of Retailer Brand Development and Handling Processes

  • With the increasing market share of retailer brands, many authors have paid considerable attention to retailer brands. Before market liberalisation in 1996 in Korea, retailer brand market was led by the supermarket retailing format, although the first retailer brand product was developed by the department store format. In parallel with the entry of foreign multiple retailers, the retailer brand market has experienced rapid growth. Particularly, the expansion of Tesco UK with well-established retailing know-how into Korea has encouraged Tesco Korea to actively get involved in retailer brand program. As a result, Tesco Korea has led retailer brand market in the Korean marketplace. The research starts with the question of why Tesco Korea has achieved such a higher retailer brand share. Accordingly, this study is to explore how Tesco UK has transferred its own retailing knowledge into Tesco Korea, in terms of retailer brand program development. In order to explore why the retailer brand share of Tesco Korea is higher than that of its counterparts, the author adopted in-depth interview with prepared-questions and store observation as a research methodology. To examine working process as well as information flows within Tesco Korea and from UK to Korea, in-depth interview method is one of the most suitable research methodologies, because of the difficulty of quantifying information or data related to work flows. In addition, to increase the validity of information, the researcher had interviews with Tesco Korea supplier and store personnel. Based on these research techniques, this research explored how Tesco UK has influenced or advised Tesco Korea, particularly, from the point of view of knowledge transfer. Since the entry of Tesco UK into Korea as a joint-venture, the retailer brand market share of Tesco Korea has continuously increased. It would be expected that Tesco UK has helped Tesco Korea to settle down in the Korean market. During interviews with Tesco and a Tesco supplier, the researcher found that Tesco Korea has obviously taken an advantage of retailing know-how created by Tesco UK. Furthermore, the retailer brand development and handling process of Tesco Korea has been operated with the help of Tesco UK. This might mean that Tesco UK has directly or indirectly an impact on the improvement of Korean retailer brand development skills. As a mechanism to transfer retailing knowledge developed in the home market into the host market, one of the international retailers, Tesco UK has adopted many different ways such as annual meeting, trading meeting to import or export own retailer brand products, offering of operation manual developed by Tesco UK and buyer cooperation between Tesco UK and Korea, in order to share information. Through these communication techniques, the knowledge of Tesco UK has been transferred to Tesco Korea. This research accordingly suggests that retailer brand market share is apparently related to how sophisticated or advanced the knowledge of the retailer brand development and handling process of retailers are. It is also demonstrated by this research that advanced development and handling skills make a considerable contribution to increasing retailer brand share in markets with a lower share or no presence of retailer brands.

A Study on Correlation Analysis between TCB Evaluation Indicator and Technology Rating (기술신용평가기관(TCB) 효율성 제고 및 기업기술력 강화를 위한 평가지표간 상관관계 분석연구)

  • In 2014, the Financial Services Commission designated the Tech Credit Bureaus(TCB) to issue technical credit evaluation reports. The Five credit rating agencies, KEB Hana Bank and others have issued the technical credit reports since the summer in 2014. Meanwhile, the technology evaluation model of KEB Hana Bank consists of 25 detailed evaluation items. These item classes are weighted and the technology rating is systematically. The technology rating is combined with the credit rating to calculate the technology-credit rating. In this paper, we analyzed the 406 evaluation results issued by KEB Hana Bank. Based on the number of years of work experience, company managerial years, technical personnel score, the possession of R&D department, the amount of R&D investment, the number of certifications, and the number of patents, the Correlation between the above items and the technical grade was analyzed. It was found that quantitative indicators such as the presence of R&D department, patent numbers, and R&D investment expenses had a significant effect on the company's technology grade, and in particular, the presence of R&D department was shown a high correlation with the technology rating.
