A Study on the i-PIN Policy Implementation Process for the i-PIN Revitalization (i-PIN의 활성화를 위한 정책집행 과정 분석)

  • Mandatory use of resident registration number in Korean websites is likely to result in an violation of privacy. The Korea government introduced i-PIN (Internet Personal Identification Number) to solve this problem in Oct of 2006. But the implementation of i-PIN has failed to decrease violation of privacy. Therefore, we must open our eyes to problems of i-PIN and the importance of privacy protection. This study analyzes the policy failures of i-PIN and considers countermeasures for protecting privacy on the Internet, and explores policy alternatives to secure privacy on the Internet by analyzing the implementation process of I-PIN. In conclusion, this study stresses the urgent need for a well-thought-out policy in order to solve the problems of i-PIN on the Internet. It expects that the i-PIN will make a big stride for the realization of secure electronic government.

A Study on the Actual Profile of Emergency Medical Personnel's Pre-admission Infection Control - Based on Jeollabuk-do provincial area - (병원 전 응급의료종사자의 감염관리 실태 연구 - 전북지역 중심으로 -)

  • Purpose: By identifying the actual profile of emergency medical personnel's pre-admission infection control practices, this study intended to provide a basic reference material for the improvement and reorientation of pre-admission infection control measures, and thereby help establish an effective plan for pre-admission infection control activities. Methods: Total 119 EMT's working for Jeollabuk-do Provincial Fire Defense HQ were asked to join a structured questionnaire survey from June to August 2006. Results: 1. It was found that 56.1% respondents answered no guideline available on the prevention of infection. Out of our rescue brigade members who knew about relevant guideline available, 34.2% respondents answered that their department conducted quality control program for the guideline. 2. For protective outfit in emergency practice, it was found that most respondents put on gloves or nothing at all(38%), which was followed by sterile gloves(29.2%), disposable mask(26.9%), gown(4.3%) and protective goggle(1.6%). And it was noted that all respondents(100%) washed out any clothing contaminated with somatic secretion on their own. 3. For a question about any experience in emergency activities exposed to infectious diseases, it was found that most of all respondents(77.9%) answered 'No', which was followed by 'Don't Know'(18.6%) and Yes(3.9 %). 4. For a question about any experience in inquiring of patients about infectious diseases, it was found that most respondents(49.4%) answered 'Yes' and 'Sometimes'(9.1%). It was noted that 20.2% respondents had extra medical examination in medical institution in terms of whether they were exposed to infectious diseases, apart from regular medical examination. Conclusions: In order to protect 119 EMT's from infectious diseases, it will be necessary to acquire emergency medical staffs specializing in infection control and organize corresponding personnel training units to keep providing reorientation and evaluation. In addition, it will be also necessary to supply them with a full set personal protection apparatuses and other equipments required for disinfection and sterilization.

Characteristics of the Electric Fields Produced by Multiple Lightning Return Strokes (다중 낙뢰에 의해서 발생한 전장 파형의 특성)

  • In this work, in order to obtain the detailed information about lightning electromagnetic pulses, the electric fields radiated from multiple lightning return strokes were measured and analyzed statistically. The electric field measuring system consists of a hemisphere antenna of 30cm in diameter, integrator and data acquisition device, and its frequency bandwidth ranges from 200Hz to 1.56MHz, and the sensitivity is 0.96㎷/V/m. The electric field signals are digitized every 200ns with the transient signal analyzer having the resolution of 12-bit and the recording length of 5 kilowords and are registered at personal computer. As a result, the electric fields produced by the first return stroke begin with a slow initial part or front, which starts just after or during the last stepped leader. On the average the rise times of the electric fields for the positive first, second and third strokes are 4.21${\mu}\textrm{s}$, 3.94${\mu}\textrm{s}$ and 2.75${\mu}\textrm{s}$, respectively, and those for the negative first, second and third strokes are 3.46${\mu}\textrm{s}$, 3.15${\mu}\textrm{s}$ and 2.79${\mu}\textrm{s}$, respectively. The zero-crossing times of the electric fields for first return strokes range from about 10 to 80${\mu}\textrm{s}$. The mean zero-crossing times for subsequent return strokes are shorter than those for first lightning return strokes.

  • With the development of computer systems, there has been a sharp increase in the threats on these systems including attacks by malicious programs such as virus, vandal, etc. Currently virus vaccines are widely used to thwart these threats, but they have many weaknesses. They cannot guard against unknown threats and sometimes, they also cannot detect the existence of malicious programs before these malicious programs make any destructive results. For lack of an efficient security model, the existing security programs have the problem that they raise many false-positive alarms in spite of normal action. So it becomes very important to develop the improved security program that can make up for the weakness of the existing computer security program and can detect many threats of malicious programs as early as possible. In this paper we describe the design of an improved security model and the implementation of a security program that can filter and handle the threats on computer systems at the kernel level in real time.

  • In the post-corona era, telemedicine is becoming more important. This is the case in which it is written, in terms of this study, and in relation to the relationship between the Koreans and the Korean government. In addition, the aim is to prepare effective measures and seek policy suggestions for expanding the introduction of domestic telemedicine in the future. Although Japan has insisted on the necessity of introducing telemedicine in the medical community, it has institutionalized it with a cautious attitude until the establishment of telemedicine. On the other hand, South Korea lacks clear provisions on medical fees for telemedicine and legal measures regarding the responsibility for medical malpractice. Therefore, a clear legal interpretation of the telemedicine subject is needed, and a strategic approach is prioritized, including guidelines and measures for the legal responsibilities and limitations of physicians and patients.

  • The government and private companies are endeavoring to help the digital healthcare industry grow. This includes easing regulations on the big data industry such as the amendment of the Data 3 Act. Despite these efforts, however, there have been constant demands for the amendment of laws related to the medical field and for securing medical data transmissions. In this paper, the Data 3 Act of Korea and the legal system related to healthcare are examined. Then the legal, institutional, and technical aspects of the strategies are compared to understand the issues and implications. Based on this, a legal and institutional strategy suitable for the digital healthcare industry in Korea is suggested. Additionally, a direction to improve social perception along with technical measures such as safe de-identification processing and data transmission are also proposed. This study hopes to contribute to the spread of various convergent industries along with the digital healthcare industry.

A Study on Vehicle License Plate Recognition System through Fake License Plate Generator in YOLOv5 (YOLOv5에서 가상 번호판 생성을 통한 차량 번호판 인식 시스템에 관한 연구)

  • Existing license plate recognition system is used as an optical character recognition method, but a method of using deep learning has been proposed in recent studies because it has problems with image quality and Korean misrecognition. This requires a lot of data collection, but the collection of license plates is not easy to collect due to the problem of the Personal Information Protection Act, and labeling work to designate the location of individual license plates is required, but it also requires a lot of time. Therefore, in this paper, to solve this problem, five types of license plates were created using a virtual Korean license plate generation program according to the notice of the Ministry of Land, Infrastructure and Transport. And the generated license plate is synthesized in the license plate part of collectable vehicle images to construct 10,147 learning data to be used in deep learning. The learning data classifies license plates, Korean, and numbers into individual classes and learn using YOLOv5. Since the proposed method recognizes letters and numbers individually, if the font does not change, it can be recognized even if the license plate standard changes or the number of characters increases. As a result of the experiment, an accuracy of 96.82% was obtained, and it can be applied not only to the learned license plate but also to new types of license plates such as new license plates and eco-friendly license plates.

  • The use of the Internet has become commonplace for billions of people on the planet. The rapid development of technology, in particular, mobile gadgets, has provided access to communication anywhere, anytime. At the same time, there are growing concerns about the behavior of people on the Internet, in particular, towards each other and social groups in general. This raises the issue of human rights in today's information society. In this study, we focused on human rights such as the right to privacy, confidentiality, freedom of expression, the right to be forgotten, etc. We point to some differences in this regard, in particular between the EU, etc. In addition, we describe the latest legal regulation in this aspect in European countries. Such methods as systemic, factual, formal and legal, to show the factors of formation and development of human rights in the context of digitalization were used. The authors indicate which of them deserve the most attention due to their prevalence and relevance. Thus, we concluded that the technological development of social communications has laid the groundwork for a legal settlement of privacy and opinion issues on the Internet. Simultaneously, jurisdictions address issues on every aspect of human rights on the Internet, based on previous norms, case law, and principles of law. It is concluded that human rights legislation on the Internet will continue to be actively developed to ensure a balance of private and public interests, safe online access and unimpeded access to it.

Designing a Longitudinal Database for Cohort Construction in Medical Education (의학교육의 코호트 구축을 위한 종단 데이터베이스 설계방안 연구)

  • Longitudinal data can provide important evidence with the potential to stimulate innovation and affect policies in medical education and can serve as a driving force for further developments in medical education through evidence-based decisions. Tracking and observing cohorts of students and graduates using longitudinal data can be a way to link the past, present, and future of medical education. This study reviewed practical methods and technical, administrative, and ethical considerations for the establishment and operation of a longitudinal database and presented examples of longitudinal databases. Cohort study design methods and previous examples of research using longitudinal databases to explore major topics in medical education were also reviewed. The implications of this study are as follows: (1) a systematic design process is required to establish longitudinal data, and each university should engage in ongoing deliberation about this issue; (2) efforts are needed to alleviate "survey fatigue" among respondents and reduce the administrative burden of those conducting data collection and analysis; (3) it is necessary to regularly review issues of personal information protection, data security, and ethics regarding the survey respondents; and (4) a system should be established that integrates and manages a longitudinal database of medical education at the national level. The hope is that establishing longitudinal data and cohorts at individual medical schools will not be a temporary phenomenon, but rather that they will be well utilized at the national level to innovate and implement ongoing changes in medical education.

Effect of Demographic Factors, Radiation Knowledge Level, Radiation Awareness on Radiation Benefit by Hierarchical Regression Analysis Model (위계적 회귀분석 모형에 의한 인구학적 요인, 방사선 지식수준, 방사선 인식도가 방사선 이익성에 미치는 영향)

  • The purpose of this study was to analyze the factors that demographic factors, radiation knowledge level, and radiation awareness could be affecting the benefits of radiation. From July 2022 to July 2023, after receiving consent to participate by using the link of Naver through Social Network Service (SNS) for the general public, 312 people were surveyed by self-registration method without collecting personal information. The questionnaire consisted of a total of 25 questions following demographic factors (5 questions including age group by life cycle, sex, monthly household income, residence), radiation knowledge level (8 questions including basic physical, biological effects, radiation protection technology), radiation awareness (12 questions including risk, management, benefit). Independent sample T-test and ANOVA tests were performed for significant differences in the average radiation awareness between variables, and hierarchical regression was performed to identify influencing factors on radiation benefits. As a result, the benefit of radiation was significantly high among the radiation awareness, but the awareness of the danger of radiation was insufficient to the level of recognizing it as safe. Men had significantly higher awareness of radiation management and benefits than women, and the awareness of radiation management was significantly higher in the middle class with a monthly household income of 4.31 million won or more. The higher the knowledge level of radiation, the higher the awareness of the benefits of radiation. The factors that had a positive effect on radiation benefits were the high level of radiation knowledge and awareness of radiation management.
