수질오염총량관리제의 성과평가: 개발/삭감계획의 이행실적 및 단위유역의 수질 현황 (Performance Appraisal of Total Maximum Daily Loads: Performance on Development/Reduction Plan and Water Quality Status of Unit Watershed)

  • This study was conducted to performance appraisal of Total Maximum Daily Loads (TMDLs), especially in terms of performance on development & reduction plan and water quality status of unit watershed. Because load allocations for pollution sources were predicted redundantly by uncertainty of prediction, TMDLs master plan has been frequently changed to acquire load allocation for local development. Therefore, It need to be developed more resonable prediction techniques of water pollution sources to preventing the frequent change. It is suggested that the reduction amount have to be distributed properly during the planning period. In other words, it has not to be concentrated on the specific year (especially final year of the planning period). The reason why, if the reduction amount concentrate on the final year of the planning period, allotment loading amount could not be achieved in some cases (e.g., insufficiency of budget, extension of construction duration). If the development plan was developed including uncertain developments, it is necessary to be developed reduction plan considered with them. However, some of the plans in the reduction plan could not be accomplished in some case. Because, it is not considered financial abilities of local governments. Consequently, development plan must be accomplished to avoid uncertain developments, and to consider financial assistance to support the implementation of effective plan. Water quality has been improved in many unit watersheds due to the TMDLs, especially in geum river and yeongsang/seomjin river.

  • With the continuous increase in demand for air transport services and the growth of the air transport industry, the International Civil Aviation Organization (ICAO) and its member states are facing social demands to expand the capacity of the air transport system and improve the efficiency of its operation. ICAO developed the concept of Performance Based Navigation (PBN) for the purpose of solving problems related to the function and performance of the navigation system. Member countries established an implementation plan in accordance with the resolutionof the ICAO General Assembly, and South Korea established a Performance-Based Navigation implementation plan in December 2009. This paper evaluates the progress made so far based on Korea's Performance-Based Navigation implementation plan and proposes a development direction for Performance-Based Navigation based on changes in the international environment.

  • This study aims to analyze on the change status in the project plan of the housing complex as evaluated through the Housing Performance Grading Indication System. This a a system for assessing quantitatively the comprehensive, unified performance of housing by an objective standard from the design stage since January 9, 2006. As housing is a composite with various performances, it is required necessary to objectively assess the various performances from the design stage for building better housing. Thus, this study analyzed the change status and objectively described objectively it centering on the construction and structure drawings for 12 items posted in the Facility Management System_(FMS) out of examples recognized by 2011 since the implementation of the system. The changes were analyzed though observing each performance item-specific characteristics and confirming the books approved for use. In various parts, such as the site area, landscape plan, plane plan for unit, supplementary welfare facility plan, finishing materials, window size and location, the project plan was changed. These changes may result in a grading change in of the performance items of the system. This study purpose is for it to be used as a basic resource required for future system development by supplementing the limitation of the design phase and then through playing a basic role for the assessment after completion.

  • This study aims to make a revitalizing plan for managing and maintaining of facilities which were installed after the rural development projects. The survey was conducted to examine some issues of operating facilities from the developing plan. There were some factors that should be considered in the establishment stage of the project plan when promoting rural development projects. Among them, the preservation and maintenance of rurality, consistency with business plans, connectivity with local resources, and ease of maintenance were less reflective than its importance. And for each facility, systematic consulting on appropriate scale and operational management plans and detailed planning is needed.. It's also necessary to plan action so that the local community can lead. The current or future rural development project will be succeeded when local governments support to strengthening their local groups or people's abilities.

The Surrey Research Park: A Case Study of Strategic Planning for Economic Development

  • The development of the Surrey Research Park by the University of Surrey is an addition to a number of existing strategies to collaborate with industry that it has developed over its 120 year history. The potential to undertake this development was based on owning a substantial land holding that the University acquired when the Borough Council for the town of Guildford invited the University to relocate from Battersea in London to its new location in 1966. Initial plans for the Park in 1979 were accelerated in 1981 in response to plans by the then government to reduce funding for Higher Education in the UK. Beyond a broad master plan for the site that was based on topography and access to the site the plans that were developed were based on a survey of 100 companies that were deemed to be in the target market for the site and a review of the other 7 science parks that were being developed in the UK in 1981. The findings from this proved to be important in developing the master plan for the site. Another important influence on the project was the objectives that were defined for the 3 stakeholders in the project of the University, the tenant companies and the planning authority relate to economic development, a competitive advantage of tenant companies, knowledge transfer, the profile for the University and the capacity to generate income proved to be a valuable framework on which to develop a master plan. These details were underpinned by five objectives which served the three stakeholders in the site. Those for the University included commercial potential, knowledge transfer and image and reputation; those for the town primarily related to economic development and the plan was to help tenants gain a competitive advantage by locating on the site. In addition a number of success indicators were defined for the project against which to measure performance and have remained as a useful set of parameters on which to base the assessment of the performance of the site. In combination with these indicators a further analysis deals with the success factors that are considered as important in influencing performance. The paper sets details the history of the park and covers the success indicators and factors and reviews these in the context of the original objectives for the site.

온천관광지 개발실태 조사연구 (Study on the Development Status of Korean Hot Springs)

  • Hot springs development will be more activated with the five-day work week system than before. Nevertheless, investment and development achievement of hot springs has not resulted in a successful performance to foster townships, and this calls upon locals to build a guideline to develop hot springs. This study intends to analyze laws on hot springs, which influence mostly on the hot spring development, to gather up the information on the present state of the development, and to suggest considerations for further development plans. Features of the hot spring development are as follows: One is that metropolitan cities will discover hot spring resources more than small cities. Therefore the development will be twofold : one for resort tour and the other for one-day rest and recreation. In addition, Korean laws on hot springs are more site development-oriented to support tourism and recreation than to protect environment and discover unused resources. This makes hot spring development easier and efficient being supported by hot spring law, law on territory development and use, and tourism promotion law. On the other side, planned landscape trimming can be uniformized and unharmonized in terms of local identity and environment-friendliness. This is why careful considerations such as goods and bads of the local resources, local history and culture are needed in hot spring development. A long-term development project should include remodeling based on local identity and development trends. The third point indicates that Korean hot springs development has recorded relatively low performance due to difficult private capital attraction, and a high fence on land purchase and development approval. It is essential to release restrictions on the hot spring development-especially on those whose development performance has not been successful so that best practice can be supported by the government in remodeling and marketing. New plans on hot spring development should be also examined based on developer's capacity and local authorities' volition on the plan. Last point shows that most hot springs development plans have been designed only based on territory utilizing plan and facilities arrangement, not considering much on fund-raising, operational plan or feasibility analysis. Therefore the tourism promotion law should reinforce guidelines on tourist site approval system by supplementing criteria. At the same time, an education on tourism development planning is necessary to deepen developers' understanding, since most developers are experts more on city development, landscape architecture, designing, constructing and engineering than tourism development.

초고속 자기부상철도 개발을 위한 시스템엔지니어링 계획서 (Systems Engineering Plan for the Development of Ultra-High-Speed Maglev Train System)

  • The systems engineering (SE) process shall be applied to the project for successful development of ultra-high-speed (UHS) Maglev train system which is one of very large and complex systems. It is important to abolish technology differentials from the advanced developers such as Germany, Japan, etc. and to ensure discriminatory competitiveness of the application of systems engineering process for the development of the system based on appropriate concepts and requirements. General operation concept and stakeholder's requirements of UHS Maglev train system must be elicited with system concept for initiating the project. The management plan should be devised for all sorts of systems engineering activities of risk management, performance management, lifecycle cost management, etc. This paper would support to establish the systems engineering management plan (SEMP) for the program of UHS Maglev train system development with associated documents.

사업계획이 경영성과에 미치는 영향에 관한 연구: 구성요소 및 기업가유형, 발전단계 측면에서 (A Study on The Effects of Business Plan upon Firm Performance)

  • 사업계획과 경영성과는 높은 상관관계를 보인다는 주장이 이론적인 측면에서는 설득력을 얻고 있지만, 이를 실증적으로 보여주는 국내외의 연구들은 많지 않다. 본 연구는 이러한 점에 착안하여 한국 중소기업을 대상으로 사업계획의 구성요소를 파악하고 각 구성요소들이 경영성과에 미치는 영향이 우량기업과 비우량기업 집단 간에 차이를 보이는지 살펴봄으로써 사업계획과 경영성과의 관계를 실증적으로 규명하고자 하였다. 아울러 이들 영향력이 기업가유형과 기업의 발전단계에 따라 차이를 보이는지도 분석함으로써 연구의 유용성을 제고하고자 하였다. 사업계획의 구성요소들은 재무 및 관련시스템 요인과 제품화 및 판매 요인, 수익 및 품질 요인, 광고 및 유통요인, 경영이념 요인으로, 경영성과는 ROS(return on sales), ROA (return on assets), 시장점유율, 종업원 수의 개선정도로 측정하였다. 연구결과, 사업계획서의 구성요소들은 종업원 수 항목에서 우량기업집단과 비우량기업집단을 통계적으로 유의하게 구분하고 있었으며, 특히 분류집단 예측력이 높은 요인은 재무 및 관련시스 템 요인과 광고 및 유통 요인이었다. 하지만 ROS, ROA 및 시장점유율에서는 통계적으로 유의하 지 않았다. 경영성과에 미치는 영향력 측면에서 기술/장인 기업가는 제품화 및 판매 요인, 수익 및 품질 요인을, 일반/기회 기업가는 재무 및 관련시스템 요인, 광고 및 유통요인, 경영이념 요인의 영향력을 높게 평가하였으며, 모든 발전단계에서 경영이념 요인의 영향력이 가장 높았다. 여러 요인 가운데서도 특히 재무 및 관련시스템 요인과 광고 및 유통 요인은 기업가유형 간 및 발전단계 간에 통계적으로 유의한 차이를 보이고 있어 사업계획 수립 시 중점을 두어야 함을 시사하고 있다.

안전 요구사항의 추적성 구현을 통한 시험/평가 계획서의 효율적 개발 (On an Efficient Development of the Test & Evaluation Plan through the insured Traceability of the Safety Requirements)

  • It is well known that the test and evaluation plan (TEP) is very crucial in the successful development of safety-critical systems. As such, this paper discusses an approach to the development of the TEP for a system that should meet safety requirements in the systems development process. It is studied how to incorporate the result of preliminary hazard analysis (PHA) in generating the safety requirements. It is also discussed how to deal with them when the system requirements (i.e., functions, performance, constraints, components, etc) and the safety requirements are integrated into one model. While doing so, we have constructed the required traceability among them, which is necessary and very useful when the safety requirements need to be corrected or be changed. The use of the traceability makes it possible to easily check out whether and how the safety requirements are properly incorporated in the system design process. Furthermore, without the verified traceability, the system cannot be changed or upgraded later. In order to implement the model on a computer-aided tool, we have constructed a database (DB) schema. As a result, the implemented model/DB allows to automatically generate TEP which can be used to measure the performance and safety level of the developed system.

  • 토양 환경은 그 유한성과 다양한 기능의 가치로 인해 중요한 자원으로 인식되고 있다. 따라서 많은 나라에서 토양의 질과 관련된 인자를 활용한 전략환경영향평가를 수행하고 있다. 하지만 우리나라는 아직까지도 오염도 위주의 제한된 인자만을 사용하고 있다. 본 연구에서는 개발기본계획에 대한 전략환경영향평가에서 토양의 복합적 특성을 고려할 수 있도록 개선하고 이를 보금자리주택 공급계획과 도시관리계획에 시범 적용하였다. 토양을 고려한 전략환경영향평가는 체크리스트 방법을 사용하여 상위계획과의 연계성, 대안 설정 분석, 입지의 타당성을 평가하였다. 평가 결과, 토양 유기물과 토양 침식 항목이 개발기본계획에서 가장 중요하게 고려해야 하는 인자로 도출되었다. 다만, 상기 두 인자에 대한 데이터베이스의 준비, 평가 비용의 증가 등을 예상할 수 있지만, 본 연구에서 개선한 전략환경영향평가 기법은 토양자원 보전에 기여할 수 있을 것으로 기대된다.
