  • Energy environment has been changing rapidly such as high oil prices and the effectuation of UNFCCC. Oil prices have continued to rise and Dubai crude prices recorded 60 or 70 dollars per barrel in 2006. In addition, the effectuation of UNFCCC will affect Korean economy and national energy security. Korea is the 9th $CO_2$ emissions country and takes the 1st place related to the increase rate of $CO_2$ emissions globally. Energy technology development is a key breakthrough and one of the optimal alternatives to cope with national energy security. In this study, we prioritize energy technologies in the sectors of high oil prices and UNFCCC related to ETRM for well focus R&D and efficiency of finite resources allocations. We applied to the extended method of AHP, fuzzy AHP reflecting the fuzziness of human thoughts and perception, for prioritizing the relative importance among energy technologies in ETRM for the first time as we make an energy policy in Korea.

  • An electric arc furnace being used in the steel industry is a time-varying non-linear load causing voltage fluctuations to the power system. Flicker can be defined as the effect produced on the human visual perception by a changing emission of light lamps subjected to magnitude fluctuations of their supply voltage. The level of flicker depends on the amplitude, frequency and duration of the voltage fluctuations. In this paper, the voltage fluctuation problem in an 154[kV] system due to the electric arc furnace loads is investigated and the analysis results of the static var compensator application for the voltage flicker mitigation are presented and evaluated by the IEC 61000-3-7.

  • Presently, pedestrian's signal time models in korea are not considering Vulnerable-Pedestrian. So, the safety of Vulnerable-Pedestrian is being threatener and the number of accidents is increasing. Besides, the existing operational system for pedestrians can't offer the cross signal time in road corresponded the changing environment when the school zone is revitalized and the Silver zone is introduced for Vulnerable-Pedestrian. Conclusively, Vulnerable-Pedestrian's signal time models which are able to consider classified Vulnerable-Pedestrian speed, Vulnerable-Pedestrian perception-reaction time, Vulnerable-Pedestrian Spare(congestion-delay) time are suggested by the result of experiment in virtual crosswalk. the application of suggested models in this study to the site. It is possible to use as a basic stuff on study of pedestrian's signal time and expected to contribute the safety and mobility in future.

  • In the fields of pattern recognition such as speech recognition, several new techniques using Artifical Neural network Models have been proposed and implemented. In particular, the Multilayer Perception Model has been shown to be effective in static speech pattern recognition. But speech has dynamic or temporal characteristics and the most important point in implementing speech recognition systems using Artificial Neural Network Models for continuous speech is the learning of dynamic characteristics and the distributed cues and contextual effects that result from temporal characteristics. But Recurrent Multilayer Perceptron Model is known to be able to learn sequence of pattern. In this paper, the results of applying the Recurrent Model which has possibilities of learning tedmporal characteristics of speech to phoneme recognition is presented. The test data consist of 144 Vowel+ Consonant + Vowel speech chains made up of 4 Korean monothongs and 9 Korean plosive consonants. The input parameters of Artificial Neural Network model used are the FFT coefficients, residual error and zero crossing rates. The Baseline model showed a recognition rate of 91% for volwels and 71% for plosive consonants of one male speaker. We obtained better recognition rates from various other experiments compared to the existing multilayer perceptron model, thus showed the recurrent model to be better suited to speech recognition. And the possibility of using Recurrent Models for speech recognition was experimented by changing the configuration of this baseline model.

  • In order to develop the effective methods of electroacupuncture anesthesia to bovine species. eight animals of Korean native cow, which are healthy and have ordinary perception response. were examined to study on the acupuncture prescription. In the present study, six kinds of acupuncture prescription methods were applied with four kinds of meridian points which consist of Sam Yang Rack, Keuk Moon, Boo Yang and Sam Eum Kyo. The results are summarized as follows. 1. All kinds of methods applied here were simple in needling technique but considerably effective on analgesia. It was also confirmed that the methods could be applied to the all clinical signs, because these were not depended to vary on the position of operation area and the body restrain. 2. The results, which were obtained by applying to all meridian points at both legs selected by diagonal lines(e. g., right foreleg and left hind leg, and vice versa) and to all meridian points at the all legs, were revealed the same analgesia effect. However, the result applied to meridian points at one side of body did not show the good effect for analgesia. 3. When the acupuncture prescription was applied to Sam Yang Rack and Keuk Moon at both forelegs, and Boo Yang and Sam Eum Kyo at both hind-legs, the good effects of regional analgesia appeared at the anterior body and both forelegs, and the posterior body and both hind-legs, respectivery. 4. There was no sognificant difference in changing biochemical pictures of blood and serum during the experiment.

  • Formant measurements are one of the most important factors to objectively test cross-linguistic differences among vowels produced by speakers of any given languages. However, many speech analysis softwares present erroneous estimates and some researchers use them without any verification procedures. The purposes of this paper are to examine formant measurements of complex waves which were synthesized from the average formant values of five Korean vowels using three default methods in Praat and to verify the measured values of the five vowels produced by 20 students using one of the methods. Variances along the time axis are discussed after determining absolute difference sum from the 1/3 vowel duration point. Results show that there were smaller measurement errors by the burg method. Also, greater errors were observed in the sl or lpc methods mostly caused by the inappropriate formant settings. Formant measurement deviations were greater in those vowels produced by the female students than those of the male students, which were mostly attributed to the settings for the vowels /o, u/. Formant settings can best be corrected by changing the number of formants to the number of visible dark bands on the spectrogram. Those results suggest that researchers should check the validity of the estimates from the speech analysis software. Further studies are recommended on the perception test of the original sound with the synthesized sound by the estimated formant values.

  • This article focuses on the late 19th to early 20th century gat, the Korean top hat for men, to understand the diverse meanings behind the hat. During the late 19th to early 20th century, the Joseon Dynasty (1392~1910) was plunged into confusion and turmoil as it was nearing its end. It was a period of drastic changes in regards to philosophy and ideology. To that end, the hats of society mirrored such changing times, as well as the differences in the awareness of Joseon's internal subject entities and external observers. Based on the analyses of the relevant documents, this study takes a multi-faceted approach to the process in which traditional Korean hats, which were once a symbol of the Joseon civilization, became reduced to an outdated object, as well as observing the awareness and attitudes of the entities involved in such a pivotal process.

  • The $4^{th}$ industrial revolution refers to an era where machines capable of outperforming humans are created. In light of the 4th industrial revolution, university students are demanded problem solving abilities, critical thinking abilities, and problem discovering abilities as general and basic abilities. The need for changes in the university level communication education for engineering students remains imperative in this constantly changing social environment. The era where education is conducted only in classrooms is over. This paper discusses the need for diversified education such as the integration of online and offline education, the reinforcement of learning outside of the classroom as well as an education model that transcends formal and informal education such as games and activities that induce self-learning, both intentional and non-intentional learning, and the utilization of mass media and social networking systems. Through providing an education model that assesses and utilizes the data gained from the learning process provided above, this paper widens the perception of future education methods in the 4th industrial revolution.
