A Comparative Study on the Electronic Payment System between United States and Korea (한국과 미국의 전자결제제도 비교연구 -고객보호관련 주요쟁점을 중심으로-)

  • This article explored the customers protection regulations in electronic payment system by Article 4A of the UCC and EFTA of 1978 and by Electronic Financial Transaction Act of Korea. Both Korea and America have various regulations to protect concerned parties(customers). For examples, the errors of payment order, money-back guarantee, and unauthorized payment order etc. First, this Article focuses on the allocation of risk of loss caused by ambiguous term in payment orders that do not express the subjective intention of the senders. Second, most rights and obligations created by Article 4A of America can be varied with the agreement of affected parties. But there are some exceptions. The exceptions include the money-back guarantee. So Receiving bank have to pay to originator the ordered money included interest. However, Korea also has money-back guarantee but bank do not pay interest to sender. Lastly, Electronic Funds Transfer Act of 1978 and Regulation E has US$ 50 regulation in order to protect customers on the unauthorized payment order. Article 4A imposes duty to detect unauthorized payment orders to originator in relation to the establishment of commercially reasonable security procedure, while Korean law imposes the duty to notify the bank in order to decrease the loss resulted from unauthorized payment order.

Examining Factors Influencing the Intention to Use Mobile Payment: Focusing on Self-Construal (모바일 간편결제 이용의도에 미치는 영향요인에 관한 연구: 자기해석의 조절적 역할을 중심으로)

  • The purpose of this study was to examine the influence of variables of TAM, user characteristics variables, and perceived risk variables on the intention to use mobile payment. Through the combination of characteristics of mobile payment, this study also investigated the effect of various independent variables on the intention to use mobile payment including the moderating effect of self-construal. To verify hypotheses of this study, the hierarchical regression analysis based on responses from 188 undergraduate and graduate students was conducted. The significant findings of this study were as follows: TAM variables, user characteristics variables and perceived risk variables had positive influence on the intention to use mobile payment. Self-construal was found to moderate the effect of the perceived usefulness, perceived ease of use and subjective norm. This study may provide important implications for both academicians and practitioners.

  • The fast changes of global financial environment in recent years increase the risk of trade settlement. This means are required to minimize risk of non payment and to maximize secure payment. Open Account trade accounts for 90% of global trade flows. The O/A system means that the goods, along with all the necessary documents, are shipped and delivered before payment is due, usually within a time frame from 30 to 90 days. Meanwhile, Korean small and medium-sized export enterprises are compelled to globalize their activities owing to limitation and competitiveness of domestic marketplace. To keep face with the global trade settlement system and to support globalization of small and medium-sized export firms, the BPO together with Supply Chain Finance will be solutions. The introduction of the BPO system will allow banks to broaden O/A offerings to their client base and due to secure safety, sellers could ship the goods without delay according to orders and buyers could settle promptly by payment undertaking of correspondent banks. Therefore, it is more effective for companies which have sustainable customers and stable transaction. This study take a look at the trend of the global payment systems and suggested limitation of existed payment in order to derive improvement measures of electronic payment for small and medium-sized export enterprises.

Debt Decision and Repayment of US Young Adults

  • This study investigates the characteristics of young debtors at risk of repayment problems. A cumulative logistic model is used in order to examine the effects of explanatory variables on the probability for young adults to pay off debt obligations. The following conclusions can be drawn from the results. First, the high indebtedness of young debtors increases the probability of payment delinquency whereas high income by young debtors decreases the probability. Second, financial emergencies that young debtors experienced and payment delinquency are positively related. Finally, financial resources for emergency needs reduced the probability of being delinquency on payment of household debt.

Perceived Risk and Intention to Use Credit Cards: A Case Study in Vietnam

  • This study aims to develop a theoretical model in order to determine factors affecting consumer intention to use credit cards by combining Theory of perceived risk and Technology acceptance model. Despite of perspective of consequences in prior studies on related research fields, this study focuses on the sources of perceived risk, including transaction, payment and credit risks, which are proposed and measured in a preliminary research. A measurement model and a structural model with the presence of perceived risk in sources are tested in a formal research with data collected from 538 bank customers. An analysis results show that payment risk, usefulness, transaction risk, ease of use, and credit risk influence significantly Vietnamese consumers' intention to use credit cards in decreasing order of influence. These factors account for 64.6% of the variation in intended use. All three dimensions of perceived risk have a negative effect on the intention to use, with the total impact greater than the level of influence of the other two factors of usefulness and ease of use. These findings can be beneficial to banks in enacting policies to attract more consumers and to allocate resources for improving their credit card business.

  • When we compare CM system with Design Bid Build system, we can see two striking features in CM system. First, CMr participates in construction team along with Owner, Designer and Constructor. The newcomer can change boundaries of function and responsibility. Second, Compatibility through each phase and Objectivity of decision-making become more important, because relation among stakeholders changes from a rectilinear to a network. However, it is not clear how the risk of completion is reasonably treated. So we have to think about the relations between Owner and CMr, CMr and Specialist Contractor from a point of trade risk. This paper covers them.

  • The purpose of this paper is the comparative analysis of factors affecting the intention to use mobile payment services. This research compares the types of mobile payment services and different age groups. The result reveals that consumers' innovativeness has a positive impact on the intention to use mobile payment services in case of smartphone-only pay and compatibility and image have a positive effect on the intention to use mobile payment services in case of online pay. There is no significant influencing factor in the case of mobile app card. Moreover, the study reveals that consumers' innovativeness, trust in other domains, and compatibility positively affect the intention to use mobile payment services in the 30-49 age group. In the 50-69 age group, image has a positive impact and perceived risk has a negative impact on the intention to use mobile payment services. There is no significant influence factor in the 10-29 age group. This study is a first-time comparative analysis of factors affecting the intention to use mobile payment services focusing on the types of mobile payment services and different age groups.

  • Traditionally banks and other financial institutions use customers' accounts and information managed by them and provide payment services in dominant positions. Recently, EU amends Payment Services Directive to institutionally guarantee access to customers' accounts and use of account-related information even to third parties, which facilitates competition in financial markets and promotes innovation. However, this kind of change can increase potential security risks and therefore institutional responses from financial authorities are required so that all participants in financial markets can properly respond to security risks. In this study institutional responses to the security risks in the EU's new Payment Services Directive (PSD2) are analyzed, comparisons between this and domestic electronic financial regulations are analyzed, and implications for the direction of improving domestic electronic financial regulations will be suggested.

  • This study is directed to compare the payment systems between conventional and internet, under international commerce. A stable and secure payment system is necessary for the progress of e-business through the internet. There are three typical methods of payment system in conventional transactions; the letter of credit(L/C) basis, the collection basis and the remittance basis. The exporter prefers L/C basis because of authentic payment, financial convenience and reduced risk Buyers and sellers who have enjoyed long creditable relationships use carefully the collection basis. The remittance basis is adequate for small amount payment for sample. In this paper, the merits and demerits of electronic payment system are compared to the conventional payment one. Internet payment system has an advantage of speed-up in payment against the conventional, but has a limited usage in the area of consumer based(B to C) transaction. The conventional payment system has been becoming overwhelm electronic payment one in the business to business(B to B) area.

  • This article explored the bank's responsibilities in electronic payment system between Korea and U.S.A. In order to complete my research object, I used Article 4A of the U.C.C. and EFTA of 1978 and by Electronic Financial Transaction Act of Korea as a analytic instruments. I also adapted America's various regulations to regulate concerned parties(banks). The system of this article is going to display as fellows; First, I presented recent trend and legal stabilities of electronic payment in this article. Second, I focuses on the allocation of risk of loss caused by ambiguous term in payment orders that do not express the subjective intention of the senders. I also did analyze the solution procession of error occurring in course of send of payment order. Third, In any action which involves a customers's liability for an unauthorized electronic fund transfer, the burden of proof is upon the financial institution to show that the electronic fund transfer was authorized. Forth, Customers have to report the error and unauthorized electronic fund transfer after awaring of it. Then bank will be liable for such a unauthorized electronic fund transfer. But If customer's failure to report, the bank has exemptions. Lastly, In order to prevent or detect the unauthorized electronic fund transfer, bank will agree with custom to establish a commercially reasonable security procedure, while bank has duties to notify in order to decrease the loss resulted from unauthorized payment order in korea law.
