Impact Analysis of R&D Activity on GDP through S&T Papers and Patents (연구개발(R&D)활동이 GDP에 미치는 영향 분석: 과학기술논문과 특허의 매개를 통하여)

  • In technology economic theory, technology innovation through R&D is regarded as a core element of economic growth. This research analyzes how R&D input factor (R&D as a percentage of GDP, total number of researchers, the proportion of science and engineering degree) affects GDP, economic outcome variable, through mediating variable (S&T papers, patent registration). The most effective variable among R&D activity variables is following order: the number of S&T papers (0.967), the total number of researchers (0.373), the proportion of R&D expenditure (0.191), the number of patent registration (0.049), the proportion of science and engineering degree (0.007). It is that the proportion R&D expenditure and the total number of researchers shows greater indirect impact through S&T papers and patent than the direct impact on GDP. This implies the importance of high-quality human resources training and the necessity of maintaining the scale of R&D fund or the importance on GDP. Moreover, S&T papers turns out to have the greatest effect on GDP and implies new outcome and value by sharing and expanding new knowledge and technology created by R&D

4P Model for Strategic Research Planning: Focusing on the Cases of Korea Research Institute of Chemical Technology

  • The demand for efficient utilization of input resources and productive outcomes is increasing as the government's R&D investments in Government-funded research institutes (GRIs) expand. These changes call for improving research-planning activities, which are defined as a set of activities wherein objectives are established, strategies for acquisition and expenditures of research resources are devised, and utilizations of research outcomes are addressed. This study introduces the integrated 4P analysis model that identifies the relationships among patents, papers, products, and projects. It looks into 4P analysis structure and its efficiency as a research planning means through case studies of the Korea Research Institute of Chemical Technology. This study introduces 4P analysis applied to KRICT, which can be utilized for outcome-oriented research planning of GRIs. At the same time, it investigates into the benefits and implications of 4P analysis. It proffers policy suggestions on such aspects as how research planning of GRIs should go through changes in a strategic and systematic way.

A Study on the Prediction for the OCR Technology Development Trajectory based on the Patent and Article Information (특허와 논문정보를 활용한 OCR 기술발전 동향예측에 관한 연구)

  • As the 4th Industrial Revolution emerged as a key to improving national competitiveness, OCR technology, one of the major technologies in the 4th industry is in the spotlight. Since characters in various images contain a lot of information, OCR technology for recognizing these characters has evolved into technology used in many industries. In this paper, trends in OCR technology were identified and predicted using thesis data published in 'RISS' and patent data by International patent classification (IPC) under the theme of Optical character recognition (OCR). For patent data 20,000 patents related to OCR technology from 2002 to 2020 were used as data, and 432 papers from 2012 to 2022 were used as data. Through time-series analysis, each patent data and thesis data were investigated since when OCR technology has developed, and various keyword analysis predicted which technology will be used in the future. Finally, the direction of future OCR technology development was presented through network association analysis with patent data and thesis data.

  • Digital documents such as patents, scholarly papers and research reports have author keywords which summarize the topics of documents. Different documents are likely to describe the same topic if they share the same keywords. Document clustering aims at clustering documents to similar topics with an unsupervised learning method. However, it is difficult to apply to a large amount of documents event though the document clustering is utilized to in various data analysis due to computational complexity. In this case, we can cluster and connect massive documents using keywords efficiently. Existing bottom-up hierarchical clustering requires huge computation and time complexity for clustering a large number of keywords. This paper proposes an inverted index based bottom-up clustering for keywords and analyzes the results of clustering with massive keywords extracted from scholarly papers and research reports.

Exploring the leading indicator and time series analysis on the diffusion of big data in Korea (빅데이터 확산에 대한 선행 데이터 탐색 및 국내 확산 과정의 시계열 분석)

  • Big Data has spread rapidly in various industries since 2010. We analyzed the general characteristics of big data through time series analysis on the initial process of spreading big data and investigated the difference of diffusion characteristics in each industry. By analyzing papers, patents, news data, and Google Trend using Big Data as a keyword, we searched for data corresponding to the leading indicator, and confirmed that trends in news and Google Trend preceded the papers and patents by two years. We used Google Trend to compare the introduction period of domestic, US, Japan, and China and quantify the process of spreading the eight main industries in Korea through news data. Through this study, we present an empirical research method on how the general technology spreads in several industry sectors and we have figured out where the spreading speed difference of big data originated in each industry in Korea. The method presented here can be used to analyze the technology introduced from foreign countries in developing countries because it can be analyzed in diffusion process of other technologies besides big data and corresponds to the diffusion of technology keywords in a specific country. And, on the corporate side, this approach shows what path is effective when it comes to launching and spreading new technologies.

A Study on the Measure for Improving the Website of ScienceON

  • This study was conducted for the purpose of deriving the existing ScienceON elements and reorganizing them to increase user convenience and utilization. Towards this end, implications were derived by analyzing the current status of the ScienceON's website, case studies and analysis of major similar institution websites, and user satisfaction surveys. Based on the derived contents, key terms were analyzed and redefined, the menu system was reorganized, and the menu names were redefined, and the menu system was reorganized to match the direction and identity of the redefined ScienceON. The study results based on such are as follows. First, the ScienceON's brand selection criteria and direction were based on service sustainability, service inclusiveness, recognition of portal characteristics, user friendliness and intuitiveness. Considering the meaning of branding, branding strategy, and selection criteria for ScienceON branding, ScienceON, Ontong ScienceON, ScienceONPlatform, science information portal, ScienceON, Mecca of science and technology information, and 5 brand names such as ScienceON were proposed. Second, to improve accessibility, usability, and satisfaction, it would be necessary to redefine current terms. Towards this end, it would be necessary to change the terminology of knowledge infrastructure search and to unify and organize the terminology. Third, in the current menu, the services provided as analysis services and curation services are organized in the beta service menu, and data such as papers, patents, reports, and trends are also serviced only through integrated search, and hence, each data type and service type classification must be improved.

R&D Investment and Project Performance : Research on Industrial R&D Programs of Government (연구개발투자의 성과에 영향을 미치는 요인에 관한 연구 : 정부의 산업기술개발사업을 중심으로)

  • The purpose of this paper is to give policy implications for relevant policy-makers by analyzing factors affecting performance of industrial R&D programs of the Ministry of Knowledge Economy. The independent variables are type of project leader organization(Big Enterprises, SMEs, Ventures Businesses, Public Research Institutions, Universities), cooperative or noncooperative R&D among industry-university-research institution, total number of project participant organization, total R&D investment, and the ratio of private investment to total R&D investment. The dependent variables are domestic or foreign patents granted and domestic or foreign papers accepted. The method of analysis is Poisson Regression analysis operated by STATA. The results of this research are follows ; Universities show higher R&D performance compared to enterprises or public research institutions in terms of patents and papers as well. Venture businesses show higher patent performance compared to SMEs. Inverted U-shaped relationship between total number of project participant organization and R&D performance is not supported. The higher total R&D investment, the higher R&D performance. The higher the ratio of private investment to total R&D investment, the higher R&D performance.

  • Today, rapid changes in technologies and everyday lives due to the Internet make it is difficult to make predictions about the future. Generally, the best way to predict the future has been proposed by experts. Although expert opinions are very important, they are liable to produce incorrect results due to human error, insufficient information regarding future outcomes and a state of connectedness between people, among other reasons. One of the ways to reduce these mistakes is to provide objective information to the experts. There are many studies that focus on the collection of objective material from papers, patents, reports and the Internet, among other sources. This research paper seeks to develop a forecasting method using World Wide Web search results according to the Google search engine and a network analysis, which is generally used to analyze a social network analysis(SNA). In particular, this paper provides a method to analyze a complexity network and to discover important technologies in the construction field. This approach may make it possible to enhance the overall performance of forecasting method and help us understand the complex system.

Trends of Recycling Technologies in Utilization of Coal Combustion Byproducts for Manufacturing Geopolymers through Patent and Literature Analysis (특허와 논문으로 본 석탄 연소부산물의 지오폴리머 원료화 기술 동향)

  • Approximately 8.5 million tons of fly ash and 740,000 tons of briquette ash were produced in 2010. Inefficient recycling of coal ash has been a heavy economic and environmental burden and economical coal ash utilization technologies are required to turn coal ash into valuable resources. In this study the patents and literature were analyzed to understand the present situation of coal ash recycling technologies and to promote utilization of coal ash for producing a non-sintering green cement, geopolymer. The survey was based on the open patents of USA, European Union, Japan and Korea, and the papers in SCI - indexed journals published between 1979 and 2013. Technical key words were used for data collection and noise filtering. Trends of recycling technologies in utilization of coal ash for producing geopolymers were discussed in terms of time periods, countries, companies and various forms of technologies.

A New Scheme Exploiting the Related Keyword and Big Data Analysis for Predicting Promise Technology in the Field of Satellite·Terrestrial Information Convergence Disaster Response (위성·지상정보 융합 재난 대응 기술 분야 유망기술 도출을 위한 연관 키워드 및 빅데이터 분석 기법)

  • Purpose: We propose a new scheme for predicting promise technology and it improves the conventional scheme that misses important lists of patent because of insufficient search formula, and cannot reflect new trend of technology due to the unreleased period of patents. Method: In this paper, we propose a new search formula exploiting TF and TF-IDF with R programming as well as related keywords, and LDA topic modeling scheme is used for analyzing recently published papers in Satellite·Terrestrial Information Convergence Disaster Response. Result: By comparing both schemes with commercial DB, the proposed scheme can find more important patents, and can reflect new trend of technology, compared to the conventional scheme. Conclusion: The proposed scheme can be used to predict promise technologies in the field of Satellite·Terrestrial Information Convergence Disaster Response.
