Purpose: As most defense technologies are classified as confidential, the corresponding International Patent Classifications (IPCs) require special attention. Consequently, the list of defense-related IPCs has been managed by the government. This paper aims to evaluate the defense-related IPCs and propose a methodology to revalidate and improve the IPC classification scheme. Methods: The patents in military technology and their corresponding IPCs during 2009~2020 were utilized in this paper. Prior to the analysis, patents are divided into private and public sectors. Social network analysis was used to analyze the convergence structure and central defense technology, and association rule mining analysis was used to analyze the convergence pattern. Results: While the public sector was highly cohesive, the private sector was characterized by easy convergence between technologies. In addition, narrow convergence was observed in the public sector, and wide convergence was observed in the private sector. As a result of analyzing the core technologies of defense technology, defense-related IPC candidates were identified. Conclusion: This paper presents a comprehensive perspective on the structure of convergence of defense technology and the pattern of convergence. It is also significant because it proposed a method for revising defense-related IPCs. The results of this study are expected to be used as guidelines for preparing amendments to the government's defense-related IPC.

In recent years, technological competition in the automobile sector is accelerating. This study analyzes the status of patents from a global perspective of three promising future items that Korea has selected as core technologies in the field of autonomous driving,. And the technological cooperation ecosystem was identified through network analysis centered on scientific metrology. As a result of the analysis, it was confirmed that the growth of individual technologies has been strengthened in recent years, and although key source technologies have been largely preempted in major global countries, a close cooperative ecosystem between institutions, companies, and universities in major countries has not yet been formed. Specifically, the US and Japan have the technological leadership, while China is rapidly rising, and Korea is chasing after it as a latecomer. Therefore, it is necessary to continuously strengthen technological cooperation such as R&D of core technology to overcome technological limitations and strengthening of infrastructure construction, attracting excellent foreign talents and international exchanges. This analysis is meaningful in that it explores the global status of Korea's technology and the possibility of technological cooperation from various perspectives in the future from the viewpoint of preoccupation of future technology, rather than grasping the trend of a specific technology.

우리나라는 국가 차원으로 중요한 기술을 보호하기 위해 국가핵심기술 제도를 운영하고 있다. 국가핵심기술의 행정 절차에서는 관련 산업 전문가들의 정성적인 평가로 이루어지는 심의 과정이 중요하다. 시의적절한 기술 보호의 필요성이 커지자, 국가핵심기술 지정 및 해제와 관련된 행정 절차에 소요되는 시간을 단축할 필요성이 제기되었다. 이에 본 연구는, 국가핵심기술관련 특허를 판별하는 기준을 연구하였다. 디스플레이 분야 국가핵심기술인 AMOLED를 대상으로, 관련 뉴스와 논문에 LDA 토픽 모델링을 적용하여 핵심 기술과 기술의 개발 방향을 도출한 뒤, 산업발전법 제5조에 따른 AMOLED 첨단기술공정과 매핑하여 판별 기준을 마련하였다. 이후 기존에 알려진 AMOLED 국가핵심기술 특허를 통해 객관적인 검증을 수행하였다. 본 연구를 통해서 AMOLED 국가핵심기술 관련 특허를 판별할 수 있고, 관련 행정 절차의 시간을 단축할 수 있다.

4차 산업시대의 기술 급변에 따른 공백기술을 도출하고 유망기술을 발굴하기 위한 지역산업의 움직임을 특허지표를 활용하여 분석하였다. 현재 창원시는 미래 지역주력산업으로 수소 전기차 기술을 중점 육성하여 미래 지역 유망기술로 발굴하고자 많은 기술 정보를 수집하고 있다. 기술 정보 수집은 분류방법, 기술 동향, 유사기술 등으로 인해 시간과 비용 측면에서 많은 문제를 가지고 있다. 따라서 기술 정보의 체계적인 분류와 기술 동향을 쉽게 도출할 방법이 필요하다. 본 논문에서는 특허지표를 통해 출원 성장률 측정 방법과 특허 출원 빈도 산정 과정을 통해 지역의 미래 주력산업에 대한 공백기술과 유망기술 동향을 분석하였다. 창원시의 미래 지역주력 산업인 수소 전기차의 기술 분류별, 국가별, 주요기업별 특허 동향을 조사하여, 특허 출원의 추세성과 기술의 혁신성 및 집중도인 기술성과 활동성을 분석하였다. 중복기술을 제거하고 기술 연관성을 고려하여 634건에 대해 특허 정보를 기반으로 기술 동향 분석한 결과 향후 지역산업을 위해 특허 출원을 확보하여 지역산업과 기업 경쟁력 제고가 필요한 시점으로 분석되었다.

지식기반사회에서는 국가 경쟁력은 핵심원천기술의 보유여부가 크게 좌우한다. 국내 기업들이나 국가출연연구원들은 우수특허를 많이 확보하고 있으나 이러한 특허들은 대개 경쟁적인 등록으로 인해 상용화되기 어렵다. 또한 관리대상 특허들이 많아 매년 많은 유지비용을 부담한다. 따라서 체계적인 산업재산권의 관리에 대한 연구의 필요성에 따라 웹상에서 전문평가위원들의 특허 평가와 관리자의 효율적 관리가 가능한 특허관리시스템을 구현하였다.

Very closely related to technologies, patents, standards, and licensing interact with them, cores of technology innovation, as the technology diffusion media for technology innovation. Todays it is usually impressed that no one can face to international technology competetion environment without the strategy of patent, standardization, and licensing. In this paper, the whole configuration of technology innovation is represented including the patent, standard, licensing as these media, their basic characteristics and how they roles as technology diffusion media interacting with the technology, core of the technology innovation configuration are analyzed, and some related practical cases to be understood as the applications of these three media for technology innovation are also explained : such as IMT-2000 and CDMA technology which have been international issues currently involved in patents and standardization together, the advent of Linux operating system being the new event in the field of computer technology. Finally this paper intends to have the implicated meanings needed for national policy improvement, through appreciating the importance and the mechanism of roles of three media factors for technology innovation.

In this study, we conducted technology monitoring to search for the current technology level and new technologies targeting the core technologies selected as "convergence technologies based on advanced ICT". This technology group, selected by the National Research Foundation(NRF) as one of the future-emerging technologies in 2018, consists of 'next-generation millimeter wave wireless communication technology', 'data-centric computing technology', and 'immersive media interface' that can be seen as important technologies in the fourth industrial revolution. It is possible to provide strategic research direction to the R&D-related stakeholders of countries or enterprises by providing information on newly emerged technologies through quantitative analysis based on patent data on these technologies. Therefore, in this study, we proposed a new technology for the convergence technologies based on advaned ICT group through patent data based on the newly emerged IPC code, and also suggested that it can suggest a strategic direction in planning R&D on related technologies.

온라인 기술시장은 기술거래에서 발생하는 거래비용을 낮춰줌으로써 기술공급자에게 기술을 외부적으로 활용할 기회를 제공할 것으로 기대된다. 이 논문은 온라인 기술시장의 존재가 기술공급자의 기술활용 전략에 미치는 영향을 확인하기 위해 국내 온라인 기술시장 중 국가기술은행에 공급된 특허기술을 대상으로, 기술공급 기업이 온라인 기술시장에 제공하는 기술의 특성과 해당기업들이 보유하고 있는 특허기술의 특성을 비교하는 실증분석을 수행하였다. 본 연구의 결과는 기술공급 기업이 온라인 기술시장에 제공하는 기술의 특성이 진부화된 특허, 기술공급자의 특허활동이 활발하지 않은 비핵심 기술영역의 특허, 청구항수와 발명자수가 많은 특허인 것을 보여준다. 이와 같은 결과는 온라인 기술시장이 기술공급 기업들이 내부적으로 사용하지 않는 기술의 활용을 가능하게 하는 역할을 하고 있음을 의미한다.

경제 구조의 기술 의존성이 강해져 국가핵심기술의 중요성은 더욱 대두되고 있다. 하지만 기술 자체적 특성으로 인해 연관 범위가 추상적이고 국가핵심기술 고유의 특성상 정보공개가 제한적이기 때문에 보호대상이 될 기술의 범위를 정하는 것에 어려움이 있다. 이를 해결하기 위해 국가핵심기술과 연관성이 높은 중요 기술을 판별하는 데에 최적화 된 문헌 종류와 분석 기법을 제안하였다. 디스플레이 분야 국가핵심기술 키워드로 수집한 네 개 문헌종류(뉴스, 논문, 보고서, 특허) 데이터에 빅데이터 분석의 텍스트 마이닝 분석기법인 TF-IDF와 LDA 토픽 모델링을 적용하는 파일럿 테스트를 진행하였다. 그 결과로 특허 데이터에 LDA 토픽 모델링을 적용한 결과가 국가핵심기술과 연관성이 높은 중요기술을 추출하였다. OLED, 마이크로LED를 포함하여 디스플레이 전후방산업에 관련된 중요 기술을 판별 할 수 있었으며 이 결과를 관계망으로 시각화하여 국가핵심기술과 연관된 중요 기술의 범위를 명확히 하였다. 본 연구를 통해 기술이 가지는 연관범위의 모호성을 보다 명확히 하였으며, 국가핵심기술이 가지는 제한적인 정보공개 특성을 극복할 수 있다.

본 연구는 기술지식의 융 복합화로 인해 특정 산업에서 다른 부분으로 영역이 확장되는 양상을 확인하는 것으로, 비수도권 농촌 지역인 전라북도 순창군의 장류산업을 중심으로 분석하였다. 이를 위해 특허출원 자료를 이용하여 기술융합분석과 지식네트워크분석을 실시하였다. 분석 결과, 국내 장류산업은 단순 식품, 식료품 제조 기술에서 기계 기기나 의약품 및 화장품 관련 기술로 폭넓게 융합이 이루어지는 반면 순창군의 장류산업은 발효미생물 관련 기술 방향으로 특화되고 있다. 이는 산업 전체의 융합 경향을 따라 여러 기술 분야로 확장하기 보다는 순창이 갖는 지역자산과 인력에 맞추어 지역산업을 특화시킨 결과라고 판단된다. 순창군 장류산업의 지식네트워크는 지방정부와 대학, 진흥원 등 공공부문이 주도적인 역할을 하고 있고, 최근 조합법인 형태의 출원자와 공공부문의 협력을 통해 지역 내 기술 공유와 확산을 가져오는 것으로 나타났다.
