세계 민간 항공기 시장 동향과 전망 (The Trend and forecast of Civil Aircraft market)

  • 금융위기로 불거진 불경기와 불확실성에서 기인한 국제 유가의 변동은 세계 항공기 시장에도 심각한 영향을 끼쳤다. 항공 수요의 급감과 운영비용의 증가를 가져왔으며, 이에 따라 항공기 수요의 특성과 양에 있어서도 변화가 발생하였다. 2000년대 중반의 경기 회복기조 속에서 항공기 주문과 인도가 급증하였으나, 2009년에는 주문량이 급감하였으며, 신형 항공기의 인도와 항공수요 급감에 따라 중고항공기 및 임대 시장 그리고 MRO 시장도 축소되었다. 이렇게 위축된 항공기 수요는 2009년 하반기 세계 항공물류 및 승객 수송의 회복으로 다시 반등을 보이고 있으며, 향후 수요는 단일 통로기가 광동체기의 수요를 인도할 것으로 보인다. 현재, 시장의 반등이 단기적으로 끝날지 지속적으로 이어질 지에 대해서 확답을 내릴 수는 없으나, 장기적으로는 지속적인 항공기 수요의 증가가 이어질 것으로 예상되며, 이러한 수요는 아시아, 아프리카 등의 신흥시장의 성장에 힘입을 것으로 기대된다.

Initial Configuration Layout Design for 95-Seat Regional Turboprop Aircraft

  • The initial configuration for 95-seat passenger regional turboprop aircraft, the so called KC950, was designed to meet the market requirements. This paper prescribes the initial design based upon aircraft design guidelines and compared the competitive aircraft configurations after considering the related FAR 25 regulations. More specifically, results of design describe how to select the fuselage cross-sectional area, how to layout the cabin, and how to determine the overall shape and physical dimension of the fuselage. Sizing of wing and empennage areas is estimated using empirical equations and tail volume coefficients in this design. Some design guidelines to determine wing sweep angle, taper ratio, incidence angle and location are also introduced.

The Impact of Airport Staff Communication Types and Nonverbal Communication Factors on Passenger Satisfaction after the Pandemic

  • Purpose: The purpose is to investigate the types of communication between aviation industry workers and passengers according to environmental changes following the COVID-19 pandemic. This study analyzes the impact of verbal and non-verbal communication styles of airport staff, especially those working at airline check-in counters, on passenger satisfaction. Research Design: The research design focuses on the impact of verbal communication styles and non-verbal communication factors of airline check-in counter staff, who represent the initial point of contact with passengers among airport staff, on passenger satisfaction. The survey period for sample collection was from July 1 to July 30, 2023, and the study was conducted targeting passengers boarding aircraft through Incheon Airport and Gimpo Airport. Result: First, it is important for airport staff to recognize all passengers, especially corporate customers, as corporate customers rather than simply as individuals boarding an airplane. Second, as the importance of non-verbal expressions increases due to the impact of COVID-19, physical and verbal responses are necessary. Third, it is important to check which language the passenger understands. Conclusions: Since communication through nonverbal expressions has become more important since COVID-19, airport employees need to recognize the importance of nonverbal communication. This awareness can serve as a foundation for building trust between airport staff and passengers.

인간-기계 인터페이스 및 증강현실 기술의 항공운항 분야 적용 (Application of Human Machine Interface and Augmented Reality Technology to Flight Operation)

  • The primary objective of this paper is to introduce the application of Human-Machine Interface (HMI) and Augmented Reality (AR) technologies in flight operations. These include: self-check-in, baggage handling, airport security and surveillance, airport operations monitoring, In-Flight Entertainment and Connectivity (IFEC), cockpit design, and cabin crew support. This paper investigates the application status and development trends of HMI and AR technologies for airports and aircraft. These technologies can provide more efficient in-flight passenger service and experience by using AR devices. This paper also discusses the developments such as; the Integrated Control Application (ICA) for the IFEC interface, AR flight simulation training program using the fixed-based simulator, and the AR aircraft cabin interior concept test program. These applications present how HMI and AR techniques can be utilized in actual flight operations. The developed programs in this paper can be applied to their purpose within aircraft interiors and services to enhance efficiency, comfort, and experience.

Dealing with Unruly Behavior on Board Aircraft: A Chinese Perspective

  • China's airline industry is experiencing a booming development as one hand, on the other hand the incidents involving unruly behaviour on board aircraft also becomes a growing concern for the whole industry. The thesis examines the basic issues concerning the unruly behaviour, such as definition of unruly behaviour, the impact and root causes of unruly behaviour. Then it focuses on the China's legal sources governing the problem of unruly behaviour. Generally speaking, China's legislation with this respect is systematic and self-contained, except some minor shortcomings which need to be revised. Finally the thesis holds the view that the preventative measures jointly contributed by all the parties concerned are something more important than the legislation itself.

김포국제공항 B747-8 수용성에 관한 연구 (A Study on B747-8 Compatibility at Gimpo International Airport)

  • Gimpo International Airport is only available for alternate airport for code F aircraft and it is difficult to operate larger aircraft capable of transporting more passengers than B747-400. This study has conducted to review the compatibility based on risk assessment to introduce the B747-8 operation procedures, excluding the A380 for practical reasons. Risk factors for main gear deviation when driving on curved sections of the taxiway was identified. The risk was analyzed as "high" level. As a risk reduction measure, the proceduralization of specific taxiing method "judgemental oversteer" was reviewed, and the result of the risk re-evaluation was lowered to a "low" level. As a result, the B747-8 was analyzed to be compatible. Additionally, It is suggested that review of pavement strength, de/anti-icing facilities, and passenger boarding bridge is necessary for actual operations.

  • Due to the recent rapid increase in passenger and cargo air transport demand, the capacity of Jeju International Airport has been approaching its limit. Even though in COVID-19 crisis which has started from Nov 2019, Jeju International Airport still suffers from strong demand in terms of air passenger and cargo transportation. However, it is an undeniable fact that the delay has also increased in Jeju International Airport. In this study, we analyze the correlation between weather and delayed departure operation based on both datum collected from the historical airline operation information and aviation weather statistics of Jeju International Airport. Adopting machine learning techniques, we then analyze weather condition Jeju International Airport and construct a delay prediction model. The model presented in this study is expected to play a useful role to predict aircraft departure delay and contribute to enhance aircraft operation efficiency and punctuality in the Jeju International Airport.

울릉공항 결항률 증가조건에 따른 개선방안 연구 (A Study on Improvement Measures for Increasing Cancellation Rates at Ulleung Airport)

  • Improving transportation accessibility on islands is closely related to regional development. Currently, the government is constructing Ulleung Airport as part of the 6th Airport Mid- to Long-term Development Plan. Similar to the case of Jeju Airport in 2016, severe congestion occurs at passenger terminals upon flight resumption after cancellations at airports on islands. Therefore, considering the cancellation rate at island airports is important. This study investigates the conditions leading to increased cancellation rates at Ulleung Airport, with the research results predicting frequent cancellations during the winter season. The research methodology involved examining airport construction plans, aircraft performance, airport de-icing capabilities, and also included consideration of weather conditions. Ulleung Island is a representative snowfall area, and sufficient snow removal capacity must be secured. However, the current plan's snow removal capacity is insufficient, leading to anticipated high cancellation rates. Therefore, measures to mitigate passenger inconvenience caused by increased cancellations and methods to reduce the cancellation rate are explored. With Ulleung Airport scheduled to open in 2027, there is ample time to implement supplementary measures to reduce the cancellation rate and minimize passenger inconvenience.

항공사 비정상 운항 복구를 위한 리-타이밍 전략과 개미군집최적화 알고리즘 적용 (Airline Disruption Management Using Ant Colony Optimization Algorithm with Re-timing Strategy)

  • Airline schedules are highly dependent on various factors of uncertainties such as unfavorable weather conditions, mechanical problems, natural disaster, airport congestion, and strikes. If the schedules are not properly managed to cope with such disturbances, the operational cost and performance are severely affected by the delays, cancelations, and so forth. This is described as a disruption. When the disruption occurs, the airline requires the feasible recovery plan returning to the normal operations in a timely manner so as to minimize the cost and impact of disruptions. In this research, an Ant Colony Optimization (ACO) algorithm with re-timing strategy is developed to solve the recovery problem for both aircraft and passenger. The problem consists of creating new aircraft routes and passenger itineraries to produce a feasible schedule during a recovery period. The suggested algorithm is based on an existing ACO algorithm that aims to reflect all the downstream effects by considering the passenger recovery cost as a part of the objective function value. This algorithm is complemented by re-timing strategy to effectively manage the disrupted passengers by allowing delays even on some of undisrupted flights. The delays no more than 15 minutes are accepted, which does not influence on the on-time performance of the airlines. The suggested method is tested on the real data sets from 2009 ROADEF Challenge, and the computational results are compared with the existing ones on the same data sets. The method generates the solution for most of problem set in 10 minutes, and the result generated by re-timing strategy is discussed for its impact.

미국 연방법규상 항공여객보호제도에 관한 연구 (U.S. Rules on Enhancing Airline Passenger Protections)

  • 지난 2010년 제정되어 2011년 8월과 10월에 개정된 미국 교통부의 행정입법 '항공 여객의 보호증진에 관한 법규(Enhancing Airline Passenger Protections, EAPP)'는 항공 소비자의 보호를 위한 연방정부의 입법으로 우리에게 시사하는 바가 크다. 특히 오늘날 장시간 활주로 지연과 관련한 항공사의 의무사항, 항공사의 고객 서비스강화, 항공권 광고와 판매 시에 발생하는 문제점 인식 등을 감안할 때 항공업계의 현 시류를 잘 반영하고 있다. 먼저, 장시간 활주로 지연과 관련하여 국내선 3시간, 국제선 4시간을 초과하는 활주로 대기 금지, 활주로에서 2시간 이상 대기 시 승객에게 물과 음식 제공, 화장실과 의료서비스 상시 제공, 지연발생 최초 30분과 이후 매 30분 간격으로 진전사항 공지 및 항공기 출입문이 열려있을 때 승객의 하기 가능성 안내 등이 규정되어 있다. 그 밖에도 고객서비스에 관한 절차와 계획의 수립을 비롯하여 그러한 계획을 활주로 지연에 관한 비상계획절차, 운송약관 등과 함께 항공사의 인터넷 웹사이트에 공시할 의무도 부과 하였다. 또한 고객 불만사항 처리를 위해 각 항공사는 모니터링 전담자를 배치하여야 하고, 고객 불만사항 처리시한도 법으로 마련되었다. 그리고 최근 이용자가 많은 SNS를 통한 고객 불만사항 처리에 관한 규정도 도입되었다. 또한 항공권 초과판매로 인한 비자발적 탑승거부 상황에 대한 규정도 마련하였다. 즉, 자발적 탑승 유예자 모집 시에 지급 대가를 명확히 제시하고, 비자발적 탑승거부승객에 대한 배상기준도 마련하였다. 또한, 항공권 판매광고 시에 총액운임 표시제도를 도입하였다. 이에 따르면 항공권 광고에서 항공운임은 실제 소비자가 구매할 때 지급하여야 하는 총액운임을 표시하여야 하며, 항공권 구매를 조건으로 기타 여행상품과의 묶음판매도 규제하고 있다. 이와 같은 법규가 시행된 이후 여러 건의 법적 쟁송이 있었다. 그 주요한 사건으로 우선, 스피릿 항공사건을 들 수 있다. 이 사건은 원고 항공사들이 법 내용 중 총액운임 표시제, 환불규정, 구매 후 추가 지불금지 규정이 자사의 헌법상 권리인 표현의 자유를 침해할 뿐만 아니라 그 법규의 내용이 지나치게 자의적이고 일관성이 없으므로 무효라고 주장하였다. 이 밖에도 상당수 법규 위반 사례가 확인되었는데 대표적인 사건이 유나이티드 항공사건이라 할 수 있다. 본 사안에서 유나이티드 항공은 장시간 활주로 지연상황에서 승객들에게 하기가능 사항을 적절히 고지하지 않았고, 그러한 지연상황을 DOT에 보고하면서 일부 사항을 누락시켜 문제가 되었다. 한편, 이러한 시대적 요구에 발맞추어 최근 우리 항공법도 항공 소비자 보호에 관한 규정을 추가하였다. 하지만 활주로 지연과 관련한 다양한 피해구제책의 마련, 항공권 초과판매에 따른 비자발적 탑승거절에 따른 보상기준 제시, 항공권 광고 시에 운임표시에 관한 총액 운임제의 기준 마련, 인터넷을 활용한 항공운송계약 체결과 관련한 소비자 보호제도 기반조성 등에 관한 사항들은 향후 추가 논의를 거쳐 도입될 필요가 있을 것으로 본다.
