성서산업단지 활성화 정책의 거버넌스 특성과 평가 (Evaluating the Governance of the Policy of Upgrading a Metropolitan Industrial Cluster : the Case of Seongseo Industrial Complex in Daegu)

  • 본 연구에서는 대구 성서산업단지를 사례로 산업단지 활성화 정책의 거버넌스를 평가하였다. 현재 거버넌스 프레임워크는 경제지리학을 비롯한 각 학문분야에서 이론적이고 추상적인 수준에서 논의되고 있는데 반해, 본 연구에서는 산업단지 활성화 정책의 거버넌스를 사회적 정당성, 신뢰성, 전문성, 투명성의 4가지 구성요소별 편가를 통하여 보다 구체화하였다. 분석 결과, 현재 추진 중인 성서산업단지 활성화 정책은 산업의 구조고도화를 촉진시켜 산업단지 발전에 매우 긍정적인 효과가 있을 것으로 기대하고 있고 있을 뿐만 아니라 정책에 대한 정당성도 매우 높은 것으로 나타났다. 그러나 성서산업단지에 입주하고 있는 기업들은 정책 추진에 대한 신뢰성에 대해서는 의문을 가지고 있으며, 신뢰성을 높이기 위해서는 민주적이고 수평적인 의사소통과정이 요구됨을 지적하였다. 또한 거버넌스 추진주체의 낮은 전문성과 파편화되어 있는 정책운영 시스템 그리고 관련주체들의 정보부족 등으로 전문성과 투명성도 제대로 확보되지 못하고 있는 실정이다. 따라서 투명성 확보를 위해서는 산업단지 활성화 정책의 수립과 추진과정에 있어서 전문가 집단과 시민사회단체의 참여가 절실히 요구된다.

과학기술 관련 시민사회운동의 역사와 그 역할 (The History and the Role of Citizens' Organizations in Science and Technology)

  • 과학기술정책에 대한 시민 참여의 목소리들이 높아지고 있다. 그간 한국사회에서는 민주화 운동, 시민운동의 전개와 더불어 과학기술관련 단체들이 결성되어 각종 활동을 전개해왔다. 본 논문에서는 이들 과학기술 관련 단체들의 활동을 세시기로 나누어 살펴보면서, 우리나라 과학기술 문제 해결의 주체로서 이들의 역할을 정리해본다. 한국 사회에서 이들 과학기술 관련 시민 사회운동은 70년대 민중과학운동에서, 과학기술노동을, 과학기술 운동을 거쳐 90년대 시민 과학기술 운동으로 전개되어왔다. 이들 단체들에 의한 과학기술운동은 전문가 집단으로서 과학기술자 주체 형성에 기여를 하였고, 현재는 새로운 과학기술의 모색으로 시민 참여를 통한 과학기술운동을 전개하고 있다. 이들 단체들은 그간 과학기술 정책의 민주화에 어느 정도 기여를 해왔다고 할 수 있다. 현재 이들 단체는 시민사회에 걸맞은 과학기술자 사회의 형성과 시민 참여를 통한 새로운 과학기술 모색이라는 두 가지 과제를 맞고 있다.

  • The purpose of this study was to analyze the conflicts in fishing villages, focusing on the Fishing Village New Deal 300 Project. In order to solve the research problem, the case analysis method was selected among qualitative research methods. Interviewees were selected as the village leaders and the MP(master planner) at the center of the project contest and promotion process. Of the leaders who were in charge of the project or in the villages selected for the project, three leaders who fully understood the purpose of this study were selected. The categorized results are as follows: First, difficulties in forming regional councils due to indifference of residents. Second, demanding excessive sacrifice of the leader. Third, the leader and the residents distrust of the local government. Fourth, the non-cooperation and intentional interference of the residents. Preventing and managing these conflicts is as follows: First, the regional arrangement of experts at the national level. Second, education for improving residents awareness. Third, structuralization of pre-learning and refueling systems. Forth, participation of residents in the decision-making process, Fifth, development and application of a practical road-map.

농촌지도사업 교육프로그램 개발에 대한 해석학적 분석 (A Hermeneutical Analysis of the Program Development for Extension Education in Korea)

  • The objective of this study was to analyze the reality of the program development process in detail accomplished by the organizations of extension education in through the hermeneutical approach. To achieve this purpose, this study tried to find answers to the following three questions : (1) how the organization of extension education develop their programs for farmers? (2) what is the programmers' awareness to the process of program development? and what is the reason for their thought and action to do so. (3) can be discussed integrally the findings for drawing some implications? The qualitative data were mainly gathered through participation observation and unstructured interview. And the qualitative data were analyzed by (1) noting pattern and themes, (2) seeing plausibility, (3) clustering, (4) making metaphors, (5) factoring, and (6) building a logical chain of evidence which hermeneutical techniques far drawing the meaning from the gathered data. The findings of this study were as follows: The programmers of this organization carried out the developing program in the technical training division at the national level and the section of fostering farm manager at the county level for the purpose of delivering the agricultural new technology and the agricultural policy. The term used formly in this organization was `curriculum development for former', and the reality of program was `instruction profile` which signified the set of the educational manin contents. At county level, Educational planning was stressed on the implement of educational administration.

지역사회복지관점에서 로컬거버넌스 특성 분석: 광주 푸른길 사례를 중심으로 (Local Governance from the Perspective of Community Welfare: Focusing on 'Gwangju Greenway' as a Case)

  • 최근 지역사회가 직면한 문제를 해결하기 위하여 지역주민의 참여, 지역사회 이해관계자들의 네트워크, 그리고 이들의 파트너십에 주목하고 있다. 이는 지역사회문제 해결기제로서 로컬거버넌스의 특성을 활용한 것이다. 이에 본 연구는 광주 푸른길 사례를 중심으로 지역사회복지 관점에서 로컬거버넌스 특성 분석을 시도하였다. 지역사회 문제해결에 있어 지역주민의 참여는 스스로 문제해결에 참여하고 지역사회 구성원과 소통을 통해 더 나은 해결방안을 찾아나감으로써 주민역량을 강화시킨다. 무엇보다 지역주민 참여의 질을 높이기 위해서는 지방정부의 복지정책 입안사항 및 지역사회복지계획 수립과정에 적극적으로 참여하는 등 지방정부와 지역주민간의 네트워킹 및 연대의 방안을 모색해 나가야 한다. 광주 푸른길은 지역사회 구성원들이 삶의 질 향상을 위해서 공동의 연대감을 갖고 사회적 상호작용을 통해 지역사회 내의 문제를 함께 해결하면서 지역사회에서의 공공선에 대한 가치를 실현한 지역사회복지의 사례라고 할 수 있다.

렌즈모델을 이용한 의사결정자의 Admission Policy 분석 - 과학과 공학분야에서의성차이의 영향을 중심으로 (Capturing Admission Judgment Policy from the Lens Model Perspective to Understand the Gender Difference in Science and Engineering)

  • Despite the government promoting women's participation in the engineering field, some statistics show that it has yet to be achieved. Potential reasons for this phenomenon include lower level of applications by women, or inherent gender gap in the professional field. Therefore, this study attempted to find impact of gender on college admission from the Lens Model perspective and Signal Detection Theory. This study consisted of three phases: identifying the necessary cues used in the admission process, analyzing existing data, and conducting two experiments to identify the effect of gender on admission decisions. Although the college application consisted of many cues, only five cues, school ranking, GPA, SAT score, resident status, and gender, were used to capture the officers' judgment policies for engineering admissions. Two experiments were conducted to investigate the impact of the gender factor in college admission. The enrollment officers first were presented with the existing data without the gender and asked to make dichotomous judgments. Secondly, the officers were asked to perform the judgment task with the gender cue present. Results showed that the gender did not play an important role in the judgments as expected. However, ideographical analyses on judgment strategies revealed that there were significant differences between the admission officers. Possible training implications are discussed.

요양병원인증제 전·후의 요양병원 임상영양관리 현황 비교 (Clinical Nutrition Management Status in Convalescent Hospitals Before and After Healthcare Accreditation Process)

  • The increasing elderly population has created an urgent need for well-managed convalescent hospitals, which should provide appropriate clinical nutrition services. The new accreditation policy requiring participation of all convalescent hospitals since 2013 may promote improvement of clinical nutrition services. This study examined whether or not the accreditation policy has increased practice level and dietitians' perception of the importance of clinical nutrition management. Of the 177 convalescent hospitals accredited by January 30, 2014, dietitians from 73 hospitals (41.2%) completed the survey questionnaire. The pre-tested questionnaire surveyed general characteristics of the hospital and dietitians, current status of clinical nutrition management, and changes in the perception and practice levels of various aspects of food and clinical nutrition management. In average, dietitians with more than 5 years of work experience (68.1%) provided food and clinical nutrition services (71.2%). After accreditation, dietitians' perception of the importance and practice level of clinical nutrition service increased (P<0.001). Level of perception, however, was significantly (P<0.001) higher than practice level before and after accreditation. During perception and practice level of initial nutrition assessment, a compulsory accreditation item, notably and significantly (P<0.001) improved after accreditation. The significant difference between perception and practice level disappeared after accreditation. In conclusion, the accreditation process had positive effects on clinical nutrition management in terms of dietitians' perception and practice levels. Making more accreditation items compulsory and providing motivation and professional education to dietitians in convalescent hospitals could lead to additional improvements.

유럽연합의 개방형 정책조정 (Open Method of Coordination)에 대한 이론적 기대와 현실: 빈곤정책의 사례 (Evaluation of the Open Method of Coordination in Social Inclusion: Theoretical Expectations and Reality)

  • 이 연구에서는 개방형 정책조정방법이 사회적 포용의 영역에 도입된 이후, 과정의 변화와 정책효과에 대한 평가를 시도한다. 2000년 리스본이사회에서 결정된 개방형 정책조정방법의 정책도구들은 결과지향적인 신공공관리론과 과정지향적인 숙의적 다중질서라는 거버넌스이론을 배경으로 한다고 볼 수 있다. 역사적 변화과정을 살펴볼 때 결과지향적인 신공공관리론의 정책도구인 목표설정, 수범사례의 벤치마킹, 분권적 의사결정의 경우 애매하거나 아예 거부되었고, 제도적 틀을 넘지 못함으로써 효율성을 추구할 수 없었다. 아울러 규범적인 숙의적 다중질서이론이 제시하는 것처럼 학습을 위해 숙의와 상호검토를 추구하고 있으나, 실제 운영은 성찰적인 숙의과정에 미치지 못하고, 상호검토도 제도적 한계를 보임으로써 원활한 학습이 이루어지지 않는다. 10여 년간 개방형 정책조정방법이 집행되었지만 정책효과의 측면에서도 유의미한 결과를 찾을 수 없다. 그렇지만 빈곤문제에 대한 인식이 변하고 시민사회가 활발하게 조직되어 참여가 확대되고 있는 점은 긍정적인 효과이다.

의과대학 교수의 소진에 대한 이해 (A Review of Burnout in Medical School Professors)

  • The purpose of this study was to promote an enhanced understanding of burnout among medical school professors by reviewing the literature on burnout in domestic and international medical professors, and to seek measures to prevent burnout. To this end, the general concept of burnout and the physical, cognitive, psychological, social, and behavioral symptoms that result from burnout were explained. In addition, the causes and results of high burnout among medical school professors were summarized in terms of demographic characteristics and the duties of educators, researchers, and physicians, and measures to prevent burnout in medical school professors were divided into individual and organizational levels. In order to prevent burnout among medical school professors, sensitive interest in themselves and self-reflection are required at the personal level. At the organizational level, it is necessary to regularly monitor burnout among medical school professors, improve systems, encourage participation in the policy-making process, and develop customized education programs. At the social level, it is necessary to recognize that burnout of medical school professors is a social problem, for which further research is needed. Therefore, in order for medical school professors not to burn out, there must be appropriate interactions among the individuals, organizations, and society, and the consistent attention should be paid to this issue.

초등학교 공간의 감성화 구성요소별 선호도 분석 (Analysis on the Preference for each Emotional Component in Elementary School Space)

  • The purpose of this study is to suggest the direction and recognition for applying to component of Emotion of the elementary school space with characteristics of child development. For the accomplishment of the study is to deduce types of emotional component and characteristics of child development based on literature and advanced research related to 'Child development and behavior', 'The elementary school space', and concept of 'children' and 'emotion'. In addition, The level of recognition of teachers and students about creation plan of school space by types of emotion component and preference and relationships of students on emotion component of elementary school space is investigated. The space environment has great influence in childhood going through big changes in physical, cognitive, emotional and social ways, Providing space environment built with emotion component such as 'affordance', 'diversity', 'territoriality', and 'relationships' considering characteristics of child development is most important of all, In particular, when building indoor space in elementary schools where students going through various development stages live, providing friendly environments for emotion of children put top priority on students in the decision-making process and guaranteed the participation of students is expected.
