A Comparative Study on the Institutional Arbitration and Ad Hoc Arbitration (기관중재와 임시중재에 관한 비교연구)

  • The purpose of this parer is to examine the specifies of Institutional Arbitration and Ad Hoc Arbitration. The court prefers the institutional award in the enforcement rather than the award issued under the name of arbitrators alone. For example, the ICC Court of Arbitration scrutinizes awards for completeness, adherence to the ICC Rules and internal consistency, which since the court assurance for enforcement. In terms of arbitration costs, for which the ad hoc arbitration is considered to have comparative advantages, the institutional arbitration may not be more expensive than ad hoc arbitration, as in most commercial case, the administrative fees are insignificant. This paper suggests the standard or model arbitration clauses in institutional and ad hoc arbitrations. These Clauses contains the minimum elements necessary to render the arbitration agreement enforceable and effective. So both parties may add the specific contents such as the number of arbitrator, the place of arbitration and the language. Especially, in Ad Hoc Arbitration without designated set of rules, more clean clause for appointing arbitrators will be needed.

  • In this paper, we discuss the system configuration and the design issues of CATS-i, a set of installation and administration tools for Linux cluster systems. CATS-i enables users to manage cluster systems easily, quickly, and safety. It integrates many functions, ranging from installing operating systems and applications to real-time monitoring and management of various important resources. In addition, batch job submission and management are included. These functions support a single system image. Finally, a powerful graphic user interface based on Java lets users quickly understand the cluster status and conveniently use the CATS-i on the Web.

A Study on the Kernel-Based Management for Mobile Grid Application (모바일 그리드 어플리케이션을 위한 커널 기반 관리방안에 대한 연구)

  • In this paper, we introduce the mobile grid architecture using kernel-based managements. Mobile grid paradigm is used to allow mobile users to access distributed resources in a transparent, secure and effective way. Each mobile grid user requests job submission, searches for suitable resources to run Job, executes the job to the allocated system resources, and receives the results of the requested job. There are a number of challenging issues when taking mobile environment into account, such as limited performance of mobile devices and mobility of mobile device. To resolve these issues, we design and implement the kernel-based management system for mobile grid application to overcome the limited resources of mobile devices. Also, we show the efficiency of the suggested architecture using the performance evaluation.

Methodology for Generating Information Requirements for BIM-based Building Permit Process (BIM 기반 인허가 요구정보 생성 방안)

  • Using BIM (Building Information Modeling)-based design information to analyze various engineering processes has been widely adopted in construction projects. However, since typical building permit processes often require traditional 2D-based design information for submission and to obtain building approval, there are some challenges in delivering such data thru BIM-based design information. This paper proposed a methodology to generate and meet information requirements for permit applications and approvals based on BIM-based design information. To that end, we analyzed the required information necessary to make submissions for building approvals using the Seumter system. We then suggested a process to collect the required information from BIM-based data, and classified this into two types: BIM-internal and BIM-external information requirements. In addition, we proposed three algorithms to extract and to match between extracted BIM data and BIM-internal information requirements using IFC(Industry Foundation Classes). The proposed methodology enables to ensure the efficiency and the accuracy when providing data for building permit review and approval.

  • Societies are important sources of new information for users. However, most of these societies still rely on traditional, or rather ancient methods for gathering and servicing the information. Furthermore, most of the societies are trying to electrify processes such as managing members and paper submission as well as the process managing the information for service but are limited due to financial and technical reasons. Therefore, KISTI(Korea Institute of Science and Technology Information) has developed the ${\ulcorner}$KISTl-ACOMS (KISTI-Article Contribution Management System)${\lrcorner}$ as part of the national project for automating the process of processing academic information by societies, in order to convert journals published by academic societies in Korea into an electronic form and make them accessible on the Internet. This system has been developed in the year 2001 and has since been distributed to societies free of charge. The number of societies requesting the service has risen recently, which prompted us to take more recommendations of the societies that adopt this system into account in expanding and standardizing the area of service being provided by the system.

Topic Analysis of Papers of JKIICE Using Text Mining (텍스트 마이닝을 이용한 한국정보통신학회 논문지의 주제 분석)

  • In this paper, we analyzed 3,668 papers of JKIICE from 2007 to 2016 using text mining methods for understanding research fields. We used web scraping programs of Python language for data collection, and utilized topic modeling methods based on LDA algorithm implemented by R language. In the results, we verified that representative research areas of JKIICE could be downsized to 9 areas only by the analysis though the submission areas were 19 areas by 2016.

Situations and its Prospect of Single Window System for Customs One-Stop Service in Japan

  • The purpose of the paper is to analyze situations and its prospect of Single Window System for custom's one-stop service in Japan and to suggest effective application was to improve of in Korea's Customs systems. In response to the growing demand for lower trading costs and shorter and more predictable lead times with the advancement of the international trade supply chain, the Single Window System for import/export and port-related procedures was launched on 23 July 2003 in Japan. The concept of the Single Window System is to establish a comprehensive computer interface system that enables users to complete all import/export and port-related procedures required under different laws and regulations in a single input and single transmission. To realize the concept, the data elements and submission times of the various systems were harmonized, and manual procedures, such as quarantine and immigration, were computerized. Then, all the necessary systems, such as NACCS, Port EDI System, and Crew Landing Permit Support System, were interconnected as a Single Window System. Close cooperation among other governmental organizations and the private sector was a key factor in the successful development and smooth utilization of the System so that it fully met all parties' needs. It is anticipated that operating costs will be greatly reduced and trade facilitation will be enhanced as a result of the simplification of procedures. Korea Customs advocates the Single Window System as a best practice at ASEAN and WCO to contribute to the development of regional and international capacity building.

Extension of the NEAMS workbench to parallel sensitivity and uncertainty analysis of thermal hydraulic parameters using Dakota and Nek5000

  • With the increasing availability of high-performance computing (HPC) platforms, uncertainty quantification (UQ) and sensitivity analyses (SA) can be efficiently leveraged to optimize design parameters of complex engineering problems using modeling and simulation tools. The workflow involved in such studies heavily relies on HPC resources and hence requires pre-processing and post-processing capabilities of large amounts of data along with remote submission capabilities. The NEAMS Workbench addresses all aspects of the workflows involved in these studies by relying on a user-friendly graphical user interface and a python application program interface. This paper highlights the NEAMS Workbench capabilities by presenting a semiautomated coupling scheme between Dakota and any given package integrated with the NEAMS Workbench, yielding a simplified workflow for users. This new capability is demonstrated by running a SA of a turbulent flow in a pipe using the open-source Nek5000 CFD code. A total of 54 jobs were run on a HPC platform using the remote capabilities of the NEAMS Workbench. The results demonstrate that the semiautomated coupling scheme involving Dakota can be efficiently used for UQ and SA while keeping scripting tasks to a minimum for users. A Diachronic Comparison of korean and chinese kinship terms : about 'elder brother's wife' and 'younger brother's wife' (한(韓)·중(中) 친족 호칭 '형수'와 '제수'에 대한 통시적(通時的) 비교)

  • In China, elder brother's wife is called 'Sao' or 'Saozi' and younger brother's wife is called 'Fu' or 'Difu', etc. On the other hand, In Korea is called 'Hyeongsu' and 'Jesu'. This paper aims to find that Korean and Chinese kinship terminology 'Hyeongsu' and 'Jesu's origin and characteristics. And considerd reason that Korean kinship terms different changed with Chineses and investigated whether the presence of native language. In China, Kinship term reflected strict species act. Therefore, for elder brother's wife to give dignity 'Sao' in the title that made separately. In other hand, sister-in-law used 'Fu that means submission. The first was to use the same type of Kinship terms in the Korean and Chinese. Because Korea accept of the China's relative terms. But gradually confusion about the meaning of the original issued 'Sao' and wrong term 'Jesu' appeared. In response, 'Hyeongsu' as a two-syllable terms was shown whence they came. Also through literature shows that '아??마', '아??마니 is called native tongue.
