  • 현재 시공중인 경부고속전철에서는 공사 초기, 교량 상부구조물에 대하여 MSS(Movable Scaffolding System) 공법을 통한 시공을 계획하였으나, MSS 공법으로 시공 시 발생하는 문제점에 대하여 대응 가능한 개선책을 찾게 이르렀다. 이러한 과정에서 경부고속전철 건설사업에 참여한 H사는 국외고속전철 건설 시 사용되었던 PSM (Precast Span Method) 공법을 국외로부터 도입, 실제 적용하여 성공적인 시공 성과를 얻게 되었다. 이에 본 연구는 H사의 실제 시공 사례를 바탕으로 기존의 MSS 공법과 새롭게 도입된 PSM 공법의 생산성 비교 검토를 통한 PSM 공법의 우수성을 밝히고자 하였으며, 이러한 연군 결과는 앞으로 교량 구조물 시공 시 적용 범위가 더욱 확대될 것으로 예상되는 PSM 공법에 대한 이해를 도모함은 물론, PSM 공법 시공 상의 문제점을 해결하는데 크게 기여할 것이다.

건설현장의 PSM(Process Safety Management) 제도 적용에 관한 연구 (A Study on the Application to PSM (Process Safety Management) Policy in the Construction)

  • In this paper, we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM method. The reason why PSM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries,' thereby strengthening there competitive edges. Boost of safety control system by PSM method will make an enormous contribution to preventing construction accidents on the site by establishing and securing an autonomous safety control system.

  • 본 연구는 경부고속철도 공사에 처음으로 적용한 PSM 공법의 현장사례 분석을 통하여 생산성 향상 방안을 모색하였다. 본 사례현장의 경우 생산성에 영향을 많이 미치는 요인으로는 기능공의 숙련도 미숙, 장비운영관리 미흡 동절기 콘크리트 양생 조건 등을 발견하였다. 따라서 생산성을 향상시키는 방안으로 기능공들의 숙련도 중진, 생산성 향상을 위한 인센티브제도의 도입, 관계자간의 긴밀한 협조, 조직적인 팀웍, 생산적인 작업 여건 조성 둥을 제시하였다. 이외에도 생산성 향상을 위한 방안으로는 수행한 작업에 대한 철저한 피드백으로 작업방법의 지속적인 개선, 현장여건에 맞는 지속적인 교육훈련 등이 필요하다. 이러한 생산성 향상 방안을 활용하여 향후 적용될 공사에 있어 PSM공법의 장점을 최대한 살려, 성공적인 공사 수행을 도모하고자 한다.

공정안전관리(PSM) 대상 사업장의 안전관리 개선 연구 (A Study on the Improvement of Safety Management in the Workplaces Subject to Process Safety Management (PSM))

  • 연구목적: 우리나라는 1990년대 이후 중대 산업사고 예방을 위해 유해 위험방지계획서 시행, 공정 안전관리 제도 시행 등 여러모로 노력해 오고 있으나 최근의 일련의 중대 산업사고는 그 한계를 보여주고 있다. 그래서 본 연구는 PSM 대상사업장의 안전관리 개선을 위한 대책을 제시하고자 한다. 연구방법: 산업재해 현황, 선행연구조사, PSM 대상사업장 재해 현황과 사고 발생 현황, PSM 대상사업장 안전관리 개선에 관한 선행연구와 사례를 조사하여 기존의 안전관리를 기반으로 PSM 대상사업장 안전관리에 대한 개선방안을 수립하였다. 연구결과: PSM대상사업장의 안전관리 개선을 위한 조직문화구축, 재난발생시 대응시스템, 체계적 안전관리, 노후설비교체 및 점검강화, 안전에 대한 경영자의 확고한 의지등의 대책을 제시하였다. 결론: 본 연구를 통하여 소중한 생명과 피해를 줄이기위한 안전확보 체계화방안을 제시한 것으로 의미를 가지며 각 사업장별로 PSM개선방향을 고찰하는데 활용성을 가질것으로 기대한다.

  • 복잡한 화학공정을 관리하기 위한 목적으로 도입된 공정안전관리(PSM: process safety management)제도는 그간 화학사고 예방에 기여해 왔으나, 최근에는 그 한계를 드러내고 있다. 최근 중대산업사고가 증가하고 있으며 특히 2020년 이후 비정상 작업에서 중대산업사고가 급증하였다. 효과적인 PSM 운영 방안이 필요한 시점이다. 본 연구에서는 비선형적이고 복잡한 상호작용을 모형화하여 인적오류 및 사고 발생 과정을 이해하고 예측하는데 유용한 기법인 기능공명분석기법(FRAM: Functional Resonance Analysis Method)을 활용하여 비정상 작업에서 발생한 사고 사례를 분석하고 나아가 일반적인 PSM 비정상 작업 수행 과정에 대한 분석을 수행함으로써, PSM 운영 과정에서 FRAM이 효과적으로 활용될 수 있음을 검토하였다.

Frequency Domain Processing Techniques for Pulse Shape Modulated Ultra Wideband Systems

  • In this paper, two frequency domain signal processing techniques for pulse shape modulation(PSM) ultra wideband(UWB) systems are presented. Firstly, orthogonal detection of UWB PSM Hermite pulses in frequency domain is addressed. It is important because time domain detection by correlation-based receivers is severely degraded by many sources of distortion. Pulse-shape, the information conveying signal characteristic, is deformed by AWGN and shape-destructive addition of multiple paths from the propagation channel. Additionally, because of the short nature of UWB pulses, timing mismatches and synchronism degrade the performance of PSM UWB communication systems. In this paper, frequency domain orthogonality of the Hermite pulses is exploited to propose an alternative detection method, which makes possible efficient detection of PSM in dense multipath channel environments. Secondly, a ranging method employing the Cepstrum algorithm is proposed. This method is partly processed in the frequency domain and can be implemented without additional hardware complexity in the terminal.

PSM 제도를 활용한 건설업 안전점검 평가방법 개발에 관한 연구 (A Study On Development of Safety Inspection Evaluation Method in the Construction Using PSM Method)

  • As domestic buildings have been large-scaled, diversified and high-rise, there have been a consistent demand for design, development of construction technology and accident prevention activity as well as quality enhancement. In spite of governmental and related institutions' efforts for reducing national losses which come from numerous accidents, there have been endless small and large accidents on the construction site and thus, it is urgent to conduct empirical researches in this area. Currently safety supervision system in construction industry has enforced harm and danger prevention planning system, however it merely stick to other existing materials. In addition, it is difficult to put it into practice in that it requires bearing too much burden to draw out the planning itself in a case of large construction work. Consequently in this paper we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM(Process Safety Management) method using AHP(Analytic Hierarchy Process) and to development of PSM evaluation method in the construction. The reason why PSM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries, thereby strengthening their competitive edges. Boost of safety control system by PSM method could make an enormous contribution to preventing construction accidents on the site by establishing and securing an autonomous safety control system.

  • The floor slip test method using O-Y·PSM was developed based on the risk assessment and sense of slip by the users implementing actions such as changing walking direction on a floor. This test method is regulated under the Korea Industrial Standard KS M 3510, and in the Korea Industrial Standard KS F 3230, the article of KS M 3510 is cited. Yet, in the standard, the surface condition of test or slip adjustment method is merely mentioned or difficult to be found, and thus it creates confusion in floor slip test using O-Y·PSM. Therefore, this study is to provide the useful data to revise the relative standard through the standardization study including various surface conditions of sample and slip adjustment method used in floor slip test method using O-Y·PSM.

Probability subtraction method for accurate quantification of seismic multi-unit probabilistic safety assessment

  • Single-unit probabilistic safety assessment (SUPSA) has complex Boolean logic equations for accident sequences. Multi-unit probabilistic safety assessment (MUPSA) model is developed by revising and combining SUPSA models in order to reflect plant state combinations (PSCs). These PSCs represent combinations of core damage and non-core damage states of nuclear power plants (NPPs). Since all these Boolean logic equations have complemented gates (not gates), it is not easy to generate exact Boolean solutions. Delete-term approximation method (DTAM) has been widely applied for generating approximate minimal cut sets (MCSs) from the complex Boolean logic equations with complemented gates. By applying DTAM, approximate conditional core damage probability (CCDP) has been calculated in SUPSA and MUPSA. It was found that CCDP calculated by DTAM was overestimated when complemented gates have non-rare events. Especially, the CCDP overestimation drastically increases if seismic SUPSA or MUPSA has complemented gates with many non-rare events. The objective of this study is to suggest a new quantification method named probability subtraction method (PSM) that replaces DTAM. The PSM calculates accurate CCDP even when SUPSA or MUPSA has complemented gates with many non-rare events. In this paper, the PSM is explained, and the accuracy of the PSM is validated by its applications to a few MUPSAs.

e-PSM 시스템의 사용실태와 이행률 향상방안 (A Study on the Use of the e-PSM system and Improvement of Fulfillment Rate)

  • With the increasing use of chemicals in domestic businesses, the possibility of fire explosion and poisonous material leakage accidents is also increasing. Accordingly, the Korea Occupational Safety and Health Agency(KOSHA) has implemented the process safety management (PSM) system for a long time. However, process safety report submission has been providing and operating e-PSM since 2016 to address these problems as it is difficult to increase budget spending due to the need for professional capabilities and commissioning the report to consulting institutions. Therefore, this study conducts questionnaires on whether e-PSM system that is well utilized in the field, focusing on existing PSM business sites. In order to find out the activation method that can solve the deficiency factors by analyzing various inconveniences and problems accurately, we propose three improvement methods as educational aspect, promotional direction of e-PSM system, and institutional aspect.
