  • Policy Customer Relationship Management(PCRM) is a customer relationship management of public institution. Most of public servants at the 37 government ministries, however, has used PCRM as a simple tool for email service and online survey. This study shows government officials should understand the fact that PCRM is not a tool but a management system for general public; and utilize PCRM in each and every government PR practices. When using the PCRM indispensable to be shared with the PR of public sector, PCRM PR will be activated. The study also furnish various strategies and tactics for government PCRM PR.

  • This study examines firstly concept and present condition of Policy Customer Relationship Management(PCRM) system which applying in the governmental dimension Customer Relationship Management(CRM) system of enterprises(proft-making organizations), comparison of PCRM and CRM, and definition of customer and customer classification process as a key of PCRM. Next, investigates applying plan in the other special libraries of governmental institution through the case study of Information Center on North Korea(special library attached to the Ministry of Unification) and relationship with different connection systems attempted in e-government(Enterprise Architecture). Lastly, through this, considers complemental issues for developmental fixation in special libraries.

  • The development of IT technology help citizens demand information and public services through internet that they want, and the changes also help the government converge public opinions and become important measures for citizens to participate in deciding governmental policies. So, this thesis makes an overture of a possibility for utilizing PCRM, a way for citizens to participate in Police Administration, by utilizing IT technologies in which everybody can participate without difficulty. The utilization ways are, on a large scale, classified with a macroscopic aspect and microscopic aspect. One of the macroscopic aspects is, first, the consideration of access to services and convenience in utilization. Second, services should have a both-sidedproperty. Ultimately, citizens'participation should have a positive mutual participation level. One of the microscopic aspects is, first, that the police organizations have to establish a strategy to analyze and fractionate customers. Second, the police organizations have to make an effort to develop policy services and P.R strategies. Third, police organizations have to make an effort to manage customers. Fourth, police organizations have to execute customer management in general. So, all of the police organizations have to maintain unity, to some extent, about citizen participation plazas. In addition, at the same time, consciousness aspects have to be accompanied for the reasonable utilization of PCRM. Citizens have to cultivate citizen consciousness, ownership consciousness for society, and positive participation consciousness to solve social problems.

Spatial Distribution and Sampling Plan for Pink Citrus Rust Mite, Aculops pelekassi (Acari: Eriophyidae) in Citrus Orchard (감귤원에서 귤녹응애 공간분포 분석과 표본조사법 개발)

  • The dispersion indices, spatial pattern and sampling plan for pink citrus rust mite (PCRM), Aculops pelekassi, monitoring was investigated. Dispersion indices of PCRM indicated the aggregated spatial pattern. Taylor's power law provided better description of variance-mean relationship than Iwao's patchiness regression. Fixed-precision levels (D) of a sequential sampling plan were developed using by Taylor's power law parameters generated from PCRM on fruit sample (cumulated number of PCRM in $cm^2$ of fruit). Based on Kono-Sugino's empirical binomial the mean density per $cm^2$ could be estimated from fruit ratio with more than 12 rust mites per $cm^2$: $ln(m)=4.61+1.23ln[-ln(1-p_{12})]$. To determine the optimal tally threshold, the variance (var(lnm)) for mean (lnm) in Kono-Sugino equation was estimated. The lower and narrow ranged change of variance for esimated mean showed at a tally threshold of 12. To estimate PCRM mean density per $cm^2$ at fixed precision level 0.25, the required sample number was 13 trees, 5 fruits per tree and 2 points per fruit (total 130 samples).

PCRM: Increasing POI Recommendation Accuracy in Location-Based Social Networks

  • Nowadays with the help of Location-Based Social Networks (LBSNs), users of Point-of-Interest (POI) recommendation service in LBSNs are able to publish their geo-tagged information and physical locations in the form of sign-ups and share their experiences with friends on POI, which can help users to explore new areas and discover new points-of-interest, and promote advertisers to push mobile ads to target users. POI recommendation service in LBSNs is attracting more and more attention from all over the world. Due to the sparsity of users' activity history data set and the aggregation characteristics of sign-in area, conventional recommendation algorithms usually suffer from low accuracy. To address this problem, this paper proposes a new recommendation algorithm based on a novel Preference-Content-Region Model (PCRM). In this new algorithm, three kinds of information, that is, user's preferences, content of the Point-of-Interest and region of the user's activity are considered, helping users obtain ideal recommendation service everywhere. We demonstrate that our algorithm is more effective than existing algorithms through extensive experiments based on an open Eventbrite data set.
