Because of the recession of the Korean construction market, many construction companies are expediting overseas business. Despite the rapid growth of international markets, the polarization of profit with SMCCs (Small and Medium Construction Companies) and large construction companies in the international construction market has become more serious. This problem causes competition to provide the lowest prices, which makes the future of overseas business for the SMCCs uncertain. Thus, the SMCCs require a reasonable capability evaluation system for overseas business. However, the existing evaluation methods focus on large construction companies. To address this problem, this study proposes a system to evaluate the overseas business capabilities. The 27 indicators to evaluate the overseas business capabilities are derived from a literature review and are verified through expert interviews. The indicators are classified into 4 large categories, and a questionnaire-based survey of 50 Korean SMCCs is conducted to analyze the correlation between overseas business capability and the indicators. The system expects to provide the effect of the indicators on the overseas business capability and the chance to evaluate the capability for overseas business.

The purpose of this study is to fully understand the present state of the domestic construction companies, and to analyze phased business types and construction management techniques in order to initiate overseas expansion. Because of the recession in the domestic construction market, a thorough and strategic perspective to constantly develop inroads into overseas market is required. So we carried out a questionnaire survey targeting the experts of the overseas construction and researcher, and consulted them in depth. The questionnaire survey was divided into three sections. The first section is the necessity of overseas construction and the reason. The second is the overseas business types classified into the way of advance in short-term and long-term phase possibility of expansion. Lastly, the importance of the phased construction management techniques and the current capacity of the domestic and the foreign business trends were scrutinized. On the basis of the consultation and surveys, we analyzed the overseas business types and the construction management types in the short-term and long-term phase.

Although global construction spending has experienced slow growth due to consecutive economic crises, global contractors have consistently attempted to expand their overseas market share, leading to more intense competition among contractors in the international construction market. In this market environment, owners, clients and financial institutions require reasonable and systematic criteria to effectively assess the business capabilities of international construction firms. However, the existing evaluation methods for construction firms rarely consider overseas-focused business capabilities. To address this problem, this study proposes a quantitative approach to assessing the overseas business capabilities of international construction firms. The limitations of existing approaches are reviewed, and the capabilities required to perform overseas businesses are analyzed through expert interviews. Finally, 18 evaluation indices are suggested in four categories: technology resources, project management, experience and performance, and sustainability. The relative weight of each index is determined according to the Analytical Hierarchy Process (AHP) method, and a preliminary investigation of 11 Korean construction firms is conducted. The proposed method is expected that it will provide the rational criteria for international owners, clients, and financial institutions for decision-making and for evaluating international contractors.

국내 건설기업은 해외건설 경기 체감지수를 통한 해외건설 전망자료가 없어 해외진출 전략 수립에 어려움이 있다. 또한, 최근 10년간 해외건설수주의 변동 폭은 매우 크고, 대기업과 중소기업이 적극적으로 해외진출을 하고 있기 때문에, 이에 본 연구에서는 해외건설기업의 경기체감을 파악할 수 있는 해외건설경기 체감지수 평가모델을 개발하였다. 해외건설은 2021년에 코로나-19, 저유가 등 여러 어려움 속에서도 지역 다변화 등 건설업체의 진출전략 강화 노력과 정부의 수주지원 등으로 전년대비 87% 수준인 306억 달러를 달성하였다. 이러한 해외건설의 경기는 국제 환경변화에 변동 폭이 매우 크기 때문에 해외건설기업의 경기 체감지수를 조사 및 분석하여 제공할 필요가 있다. 특히 중소규모의 건설업체와 엔지니어링업체의 해외진출이 증가함에도 불구하고, 해외건설경기 체감지수에 대한 정보제공이 미흡하여, 해외건설 진출전략을 수립하는데 한계가 있다. 따라서 본 연구는 해외건설기업의 경기체감을 파악할 수 있는 해외건설경기 체감지수 모델을 개발하고, 해외건설 전망을 제공하여, 해외건설 전략 및 정책수립에 활용하고자 한다.

본 논문은 시기별 국내 건설경기 변화와 해외건설수주 간의 관계성을 벡터오차수정모형을 통해 비교분석하는 것을 목적으로 한다. 분석결과 IMF 외환위기 이후에는 주거용 건설경기가 하락할 경우에만, 해외건설시장 진출이 더욱 활발히 나타나는 것으로 확인되었다. 게다가 IMF 외환이기 이전보다 외환위기 이후에는 국내 주거용 건설경기 변화에 즉각적으로 반응하여 해외건설시장 진출 규모가 확대되는 것으로 나타났다. 이와 같은 현상은 국내 건설업체들의 사업 포트폴리오 상 주거용 건설경기에 매우 민감하게 반응할 수밖에 없음에 기인한다. 즉 국내 주택시장 침체는 국내 건설업체의 경영상태에 심각한 영향을 미치게 되고, 이를 긴급히 타개하기 위하여 해외건설시장 진출 규모를 확대한 것으로 판단된다. 본 연구에서 분석을 통해 확인한 바와 같이 주택경기 침체에 따른 건설업체 경영상태 악화를 개선하기 위하여 해외건설시장 진출의 외연적확대는 오히려 건설업체 경영상태를 더욱더 악화시키는 결과를 초래한 것이다. 이에 따라 급박한 상황에서의 사업 전환은 오히려 수익률 확보보다 회사 내 현금흐름 확보를 위한 수단으로 전락할 수도 있기 때문에 전략적 유연성을 확보할 수 있도록 사업 다각화 수준을 지속적으로 일정 범위 안에서 관리할 필요가 있을 것으로 판단된다.

The aim of this research is to provide a direction to benchmark advanced construction companies from Spain and France by deriving business strategies through SWOT analysis in order to strengthen overseas expansion and competitiveness of domestic construction companies.

This study have derived the big issue of overseas construction through big data analysis. For identification of big issues on overseas construction, domestic online articles, 30 daily newspapers like the JoongAng Ilbo, 7 construction related articles including construction economy and 1,759 local newspapers and small media companies were analyzed from October 1st, 2015 to September 30th, 2016. 13,884 cases in total were used for big data analyses and big issue candidates were identified. The analysis result is as shown below. First, looking into major issues on overseas construction for a year, construction orders in the Middle East decreased because of the drop in oil prices. Accordingly, there were discussions on concerns and crises we may face as profitabilities worsened in overseas construction. Second, analyzing main concern based on 8 key words on overseas construction among construction issues for the last one year, it was found as following: Region (29.4%), Business environment (21.4%), Group (15.8%), Profitability (14.5%), Policy and Institution (7.8%), Market environment (4.2%), Business (project) (4.15%), and Education (3.2%). Third, among 30 issues on 8 key words, 10 key issues that are likely to spread and continue were identified. Then, a semantic network map among key words and centrality were analyzed.

일련의 건설업체들의 사업 구조 변화 과정을 살펴보면 국내건설시장과 해외건설시장의 수주 규모가 건설업체의 재무적 상황과 특정한 관계가 있을 것으로 판단된다. 이러한 관점에서 본 연구에서는 해외건설사업과 건설업체의 재무 건전성 간에 관계성을 실증분석하는 것을 목적으로 한다. 본 연구에서는 유동성 지표는 유동비율을 안정성 지표는 부채비율을 분석에 활용하였다. 분석변수의 시계열 자료는 2000년부터 2010년까지의 분기별 자료이다. 본 연구에서는 유동비율과 해외 및 국내 건설수주액을 활용한 모형을 Model 1로, 부채비율과 해외 및 국내건설수주액을 활용한 모형을 Model 2로 구분하여 분석을 수행하였다. 분석결과 현재 해외건설수주액 증가가 유동비율을 증가시킴으로서 단기 자금회전은 원활히 할 수 있지만 전체적인 관점에서 부채비율을 낮추는 데에는 효과가 낮은 것으로 나타났다. 이에 따라 현재 급격한 해외건설사업 규모 증대를 긍정적인 현상으로 보기에는 무리가 있을 것으로 판단된다.

Project logistics is becoming increasingly important in overseas plant projects. Efficient logistics risk management is needed to reduce construction period and reduce costs. However, Korean construction firms bid unconditionally without sufficient experience and analysis on overseas plants contract, companies are gradually losing profitability on projects due to not considering profitability. Despite the significant effects on the profitability of Korean construction companies, and although these companies still continue to bid on overseas plant projects, policies to manage project logistics risks for safe transport and compliance with the contracted building schedule in the long term is still lacking. Hence, this study investigates the risk factors related to project logistics and to analyze the effect of project logistics risk on overseas plant business performance. We conducted a survey of project-related workers. The results of the analysis are as follows: First, among the logistics risk factors, overseas platform business people recognize operational risk and financial risk factors, which have a positive effect directly on overseas plant performance. Second, the ability to manage project logistics risks can have a significant impact on the success or failure of overseas plants. Finally, if logistics risk factors are managed on the basis of the research results confirmed through empirical analysis, it is possible to carry out more efficient and effective management of the project, which implies that this will have a positive effect on overseas plant business performance.

최근 10년간 국내 해외건설사업 수주금액 현황은 지역별로는 중동지역과 공종별로는 산업설비(플랜트)가 전체 사업의 54.05%와 68.09%를 각각 차지하고 있는 실정이다. 중동지역 내 국가별 국내 해외건설사업의 비중은 2014년 기준으로 사우디아라비아가 34.1%로 가장 많은 부분을 차지하고 있는 상황이며, 공종별로는 산업설비(플랜트)가 56%로 가장 많은 비중을 차지하고 있다. 국내 해외건설사업은 최근 유가하락 등의 직 간접적인 영향이 중동지역의 산업설비(플랜트) 수주 감소로 이어져 어려움을 겪고 있다. 이러한 시점에서 경제변동에 따른 국내 해외건설사업의 수주규모 유지 및 공종 다변화를 위한 고찰이 필요할 것으로 판단된다. 이에 본 연구는 사우디아라비아를 대상으로 진출국가 경제변동이 공종별 국내 해외건설사업 수주실적에 미치는 영향을 실증분석하였다. 분석결과 대부분의 공종이 GDP와 투자기금의 영향이 높았고, 건축, 토목공종이 산업설비(플랜트)의 대체관계임을 확인할 수 있었다. 이는 국내 해외건설사업 수주실적 유지 및 공종다변화를 위한 기초자료로 활용 될 것으로 기대된다.
