Development of an Algorithm for Automatic Quantity Take-off of Slab Rebar (슬래브 철근 물량 산출 자동화 알고리즘 개발)

  • The objective of this study is to propose an automated algorithm for precise cutting length of slab rebar complying with regulations such as anchorage length, standard hooks, and lapping length. This algorithm aims to improve the traditional manual quantity take-off process typically outsourced by external contractors. By providing accurate rebar quantity data at BBS(Bar Bending Schedule) level from the bidding phase, uncertainty in quantity take-off can be eliminated and reliance on out-sourcing reduced. In addition, the algorithm allows for early determination of precise quantities, enabling construction firms to preapre competitive and optimized bids, leading to increased profit margins during contract negotiations. The proposed algorithm not only streamlines redundant tasks across various processes, including estimating, budgeting, and BBS generation but also offers flexibility in handling post-contract structural drawing changes. In particular, the proposed algorithm, when combined with BIM, can solve the technical problems of using BIM in the early phases of construction, and the algorithm's formulas and shape codes that built as REVIT-based family files, can help saving time and manpower.

A Study on the Selection of Manager and Performance Evaluation in Management Models for Profitable Structure of Eco Pastoral System in Alpine Grassland (방목생태축산의 흑자수익 구조를 위한 경영관리모델별 경영자 선발과 업적평가에 대한 연구)

  • As a means to activate eco pastoral system in alpine grassland, the government can consider public pastures, which are currently unused, to scale them up into public ranches. Depending on ownership and operation, four management models proposed as follows: 1) Government-Owned and Operated with Balanced Profit and Loss 2) Government-Owned and Operated with Revenue Generation 3) Government-Owned but Privately Operated by Outsourced to Professional Manager 4) Full Privatization (Ownership and Operation by Private Individuals). The study outlined above proposes four management models for the activation of eco pastoral system in alpine grassland. It also suggests methods for the selection and performance evaluation of manager to establish a profitable structure. Additionally, the research provides management methods for the conservation of grazing ecology in pastoral ecosystems. Particularly, the adaptation of tools commonly used in South Korean business sector for the selection and performance evaluation of manager within the system of the proposed management models. This aspect is deemed valuable as it aligns these tools with the specific characteristics of eco pastoral system in alpine grassland, contributing not only to the effective implementation of the models but also to the enhancement of the revenue structure.

The Occupational Health and Safety of Migrant Workers and the Migrantisation of Risk: A Case Study of the UK Construction Industry (이주노동자의 산업안전보건과 위험의 이주화: 영국 건설업 사례를 중심으로)

  • This study examines migrant workers' occupational health and safety issues through a case study of the UK construction industry, focusing on structural vulnerabilities. Migrant workers are at the bottom of the hierarchically fragmented labour market, performing outsourced hazardous work. Structural vulnerability focuses on the social structures that create hierarchies and increase risk in the workplace, rather than on individual responsibility or 'cultural' differences of migrant workers. The study considers the structural factors that perpetuate the migrantisation of risk in the UK construction industry, focusing on the structural necessity of low-wage migrant labour, precarious employment and the legal status of migrant workers, and discusses how these three factors interact to increase migrant workers' vulnerability to health and safety. The migrantisation of risk is not only a matter of occupational health and safety or universal workers' compensation, but also of the intertwining of labour migration policies with employment structures that rely on low-wage, low-skilled labour. This calls for proactive measures to address structural risks that go beyond passive declaratory policies that do not exclude migrant workers from education, training or legal systems.

A Study on the Analysis of Urban Parks Management in the Busan City - Focusing on the Main Agent of Management - (부산광역시 도시공원의 관리운영 실태 분석에 관한 연구 - 관리주체측면을 중심으로 -)

  • This study aims to figure out the main agent of management in the 69 recently constructed neighborhood parks in Busan, and to analyze the present status of the main agents. For this purpose, the work resources on park and landscape management, interview to related staff, and the budget on urban parks were found as the main agents of management. In case the parks were managed by consignment or by other separate organization, this study collected resources through the homepage or personal visits. As a result for the management method on parks, about 48 parks(69.6%) were under direct management by the local governments' main office and its business offices. Eighteen parks(26.1%) were commissioned to corporation or private organizations and three parks(4.3%) were operated by both direct and commissioned management. Because of the overall management result on urban parks, the company under outsourced management is not sufficient for a comprehensive management. Such is mainly focused on the maintenance like landscape or cleaning, but have fewer programs for the users. Forty-six parks cared by the local governments are mainly small sized neighborhood parks. For the management, contract workers or short-term workers are hired. It demonstrates an urgent need to improve professional personnel and organizational system for park management. In addition, any educational or cultural facility in the park is managed by separate institutions. Thus, it is not controlled as a park facility but an independent facility with separate controls. Moreover, to solve such problems, it needs legalization on the proper employment for parks, institutional improvement, cooperative network with NGO, planning and development of the program used according to the change of time, and customer oriented program management.

An Empirical Study on the Importance of Psychological Contract Commitment in Information Systems Outsourcing (정보시스템 아웃소싱에서 심리적 계약 커미트먼트의 중요성에 대한 연구)

  • Research in the IS (Information Systems) outsourcing has focused on the importance of legal contracts and partnerships between vendors and clients. Without detailed legal contracts, there is no guarantee that an outsourcing vendor would not indulge in self-serving behavior. In addition, partnerships can supplement legal contracts in managing the relationship between clients and vendors legal contracts by itself cannot deal with all the complexity and ambiguity involved with IS outsourcing relationships. In this paper, we introduce a psychological contract (between client and vendor) as an important variable for IS outsourcing success. A psychological contract refers to individual's mental beliefs about his or her mutual obligations in a contractual relationship (Rousseau, 1995). A psychological contract emerges when one party believes that a promise of future returns has been made, a contribution has been given, and thus, an obligation has been created to provide future benefits (Rousseau, 1989). An employmentpsychological contract, which is a widespread concept in psychology, refers to employer and employee expectations of the employment relationship, i.e. mutual obligations, values, expectations and aspirations that operate over and above the formal contract of employment (Smithson and Lewis, 2003). Similar to the psychological contract between an employer and employee, IS outsourcing involves a contract and a set of mutual obligations between client and vendor (Ho et al., 2003). Given the lack of prior research on psychological contracts in the IS outsourcing context, we extend such studies and give insights through investigating the role of psychological contracts between client and vendor. Psychological contract theory offers highly relevant and sound theoretical lens for studying IS outsourcing management because of its six distinctive principles: (1) it focuses on mutual (rather than one-sided) obligations between contractual parties, (2) it's more comprehensive than the concept of legal contract, (3) it's an individual-level construct, (4) it changes over time, (5) it affects organizational behaviors, and (6) it's susceptible to organizational factors (Koh et al., 2004; Rousseau, 1996; Coyle-Shapiro, 2000). The aim of this paper is to put the concept, psychological contract commitment (PCC), under the spotlight, by finding out its mediating effects between legal contracts/partnerships and IS outsourcing success. Our interest is in the psychological contract commitment (PCC) or commitment to psychological contracts, which is the extent to which a partner consistently and deeply concerns with what the counter-party believes as obligations during the IS project. The basic premise for the hypothesized relationship between PCC and success is that for outsourcing success, client and vendor should continually commit to mutual obligations in which both parties believe, rather than to only explicit obligations. The psychological contract commitment playsa pivotal role in evaluating a counter-party because it reflects what one party really expects from the other. If one party consistently shows high commitment to psychological contracts, the other party would evaluate it positively. This will increase positive reciprocation efforts of the other party, thus leading to successful outsourcing outcomes (McNeeley and Meglino, 1994). We have used matched sample data for this research. We have collected three responses from each set of a client and a vendor firm: a project manager of the client firm, a project member from the vendor firm with whom the project manager cooperated, and an end-user of the client company who actually used the outsourced information systems. Special caution was given to the data collection process to avoid any bias in responses. We first sent three types of questionnaires (A, Band C) to each project manager of the client firm, asking him/her to answer the first type of questionnaires (A).

The Impact of Utilizing Online Outsourcing in Startups on Member Organizational Commitment and Job Satisfaction (스타트업의 온라인 아웃소싱 활용이 구성원 조직몰입과 직무만족에 미치는 영향에 관한 연구)

  • The importance of sustainable growth and cost reduction has increased globally, leading to the expansion of outsourcing by companies. Additionally, the spread of the platform economy has brought changes in the way we work, and the online outsourcing market, where tasks are mediated through platforms, is growing. Academically, while research on general outsourcing is actively conducted, studies on online outsourcing are relatively insufficient compared to its actual utilization. This study aims to analyze the factors and performance factors of online outsourcing utilization by startups, to identify the effects and concerns of using online outsourcing from multiple perspectives, and to suggest the roles of various stakeholders for effective utilization and industry development. For the research, a survey was conducted with 281 employees of startups who have experience in using online outsourcing, and the main findings are as follows. First, the enhancement of efficiency, profitability, and innovation through the use of online outsourcing positively affects organizational commitment and job satisfaction of startup members. Especially, the improvement of efficiency due to the use of online outsourcing has a significant effect on enhancing job satisfaction. Second, concerns about the burden of online outsourcing fees or uncertain outcomes negatively affect organizational commitment and job satisfaction. Third, there are perceptual differences in the motivations and performance regarding the utilization of online outsourcing depending on the job position. Practitioners perceive that the use of online outsourcing increases organizational commitment, whereas managers have relatively higher concerns about the uncertainty of outsourced task outcomes and information security. Through this study, the possibility that human resource shortages and employee management issues in startups can be improved through online outsourcing was confirmed. By verifying the influence of various factors of online outsourcing utilization, this study also provides meaningful implications for establishing business strategies for online outsourcing intermediary platform companies and for formulating startup support policies by government and other startup support organizations.
