A Study on Neutralization and Organizational Citizenship Behavior for Information Security Policy Compliance (직원의 정보보안 정책 준수에 대한 중화기술과 조직시민행동의 영향 연구)

  • This paper examines the influence of neutralization techniques and voluntary actions on intention to comply information security policy. Data were collected through an online survey and hypothesis results were all hypotheses were supported. The results of this study improve understanding on the voluntary nature of employee behavior for participating in the organization's policies and the rationalization of the employees trying weakening the organization's policy intentions. The organization shoud implement specific education and training in order to suppress the rationalization of employees and develop a plan to have a kinship with the employees of the organization.

  • Like most large organizations, there are business rules such as 'separation of duty' and 'delegation' which should be considered in access control. From a SOD point of view, previous SOD models built on the (Administrative) Role-Based Access Control model cannot present the best solution to security problems such as information integrity by the limited constituent units such as role hierarchy and role inheritance. Thus, we propose a new integrated management model of administration role-based access control model and SOD policy, which is called the OS-SoDAM. The OS-SoDAM defines the authority range in an organizational structure that is separated from role hierarchy and supports a decentralized security officer-level SOD policy in which a local security officer can freely perform SOD policies within a security officer's authority range without the security officer's intervention.

  • The main factors for successful records management are the organization and human resources, and the responsibilities and authority that are assigned to them. Therefore, the innovation of public records management should include i) redefining the role of records management institutions to meet the requirements of professional standards, ii) improving organizational setup and staffing policies, and eliminating the legal obstacles. This paper aims to suggest the innovation tasks above areas for strengthening the expertise of each type of public records institution. The tasks are presented in four categories, such as the records centers, local archives, institutional archives of legislative body and Judicial authorities, and professionalism and ethics. Based on parts of the Public Records Management Innovation TF(2017.9-2017.12) report, it is rearranged considering the pending issues and reflecting the opinions of the record managers in public sectors to reinforce the basis for setting the tasks.

A Study on the Mitigation of Anxiety that Negatively Affect Information Security Compliance (정보보안 준수에 부정적 영향을 미치는 걱정 완화에 대한 연구)

  • The purpose of this study is to find precedent factors that positively and negatively affect the information security compliance intention. In detail, the study finds precedent factors to reduce anxiety that negatively affects compliance intentions, and confirms that feedback moderates the negative relationship between anxiety and compliance intention. The questionnaire was targeted at office workers working in organizations with information security policies, and research hypothesis verification was conducted through structural equation modeling to analyze main effects and moderation effects. As a result of the study, anxiety had a negative effect on the compliance intention, and the organizational culture that was raised through management support reduced anxiety of employees. In addition, feedback mitigated the negative impact relationship between anxiety and compliance intention. The implications of this study were to suggest a direction to mitigate the anxiety of the employees of the organization through the introduction and operation of information security technology.

Influence of Distributive Injustice and Relation Conflict on Knowledge Hoarding: Role of Sensitivity to Incentive and Task Interdependence (분배 불공정성과 관계 갈등이 지식축적에 미치는 영향: 인센티브 민감성 및 업무 의존도의 역할)

  • In light of the COVID-19 incident, organizations have recognized the importance of systematically managing knowledge resources to enhance work efficiency and performance within the organization. We have adopted the perspective of knowledge hoarding, which entails the ownership of individual knowledge, and aim to elucidate the underlying mechanisms that contribute to knowledge hoarding by considering the organizational environment, personal characteristics, and task characteristics. To test our hypothesis, we conducted a survey among employees working in companies that have implemented knowledge management policies or systems. We obtained a total of 381 samples, which were analyzed using AMOS 22.0 and Process 3.1 macros. Our findings reveal that distributive injustice leads to conflicts relationships and subsequently increases individual knowledge hoarding. Furthermore, we found that sensitivity to incentive interacts with distributive injustice, further exacerbating knowledge hoarding. Conversely, task interdependence mitigates knowledge hoarding by interacting with distributive injustice and relation conflict. These results contribute to the development of effective organizational knowledge management strategies aimed at curbing knowledge hoarding within the organization.

An empirical study on data governance: Focusing on structural relationships and effects of components (데이터 거버넌스 실증연구: 구성요소 간 구조적 관계와 영향을 중심으로)

  • This study aims to investigate empirically the structural relationships among the components of data governance and their impacts on data integration and data-based administration. Through literature review, various definitions, typologies, and case studies of data governance were examined, with the definition of data governance from a public policy perspective developed and applied. The study then analyzed the data from a survey conducted by the Korea Institute of Public Administration on the use of public data policies and confirmed that organizational factors play a mediating role between institutional and technical factors, and that institutional and technical factors have statistically significant positive relationships with data fusion and data-driven administration. Based on these results, interest and investment in the improvement and development of the legal system in data governance from the institutional, technical, and organizational perspective, clarification of means and purposes of data technology, interest in data organizations and human resources, and practical operation can be achieved. Policy implications such as the development of an effective mechanism were presented.

A Study on Awareness of Job Characteristics and Job Satisfaction of Landscape Architect Public Officials in Korea (조경직 공무원의 직무특성 및 직무만족 인식에 관한 연구)

  • In the case of the government, which plays a pivotal role in the landscape architecture system, the management of positions in landscape architectural organizations is lacking. At the local government level, while public officials for managing landscape architecture are being hired, there are problems and vulnerabilities in both management and system operations as such public officials recruited for positions in landscape architectural services operate under the forestry service. Accordingly, this study analyzed the Korean administrative system of public officials in the landscape architectural service and their satisfaction with the organizational culture and behavior. The aim was to provide practical data for improving the job satisfaction of public officials in landscape architectural service and enhance the status of landscape architecture. First, a survey was conducted regarding current organizational culture/behavior and job adequacy, and differences when compared to different job series with regards to the public officials in the landscape architectural service. The results indicated that job satisfaction of those in landscape architectural service was generally high, but they showed strong centralization, i.e., orders from superiors and limitations on autonomy. Second, an analysis was conducted to improve the organizational culture/behavior and job satisfaction of public officials in the landscape architectural service, and a comparative analysis was conducted on the differences between the analysis result and preceding studies by the Ministry of Government Administration and Home Affairs(2006). The results indicated that organizational commitment/satisfaction of public officials in the landscape architectural service was relatively low among those who had a great amount of work experience related to forestry. Therefore, it was shown that it is necessary to ensure expertise in landscape architecture. Third, a comprehensive analysis was conducted regarding the influences on "working environment", "legal system" and "job allocation" in regard to public officials in land architectural service. The results indicated that satisfaction in the value system was high when given significance to the job as public officials in land architectural. However, their satisfaction in the land architectural system was low due to the lack of independence in their positions, the vulnerable legal system of land architectural service and low employment rates. Fourth, current public officials in landscape architectural service process tasks such as forestry, architecture, city planning and administration that are not related to their area of expertise. Therefore, an analysis was conducted on whether there is a difference in the job satisfaction of public officials in landscape architectural service according to statistical variables. It was identified that "legal system", "job satisfaction" and "organizational commitment" with regard to public officials in landscape architectural service can be improved through ensuring their expertise. This study suggests the following tasks to further inquire into landscape architecture in general. First, establish an identity of work allocation for public officials in the landscape architectural service, and second, establish an organizational constitution according to the positions in landscape architectural service. Accordingly, it is necessary for interested parties of landscape architecture to devise practical strategies so that such tasks can be converged administratively and reflected in policies.

Post Catch-up Innovation and Integrated Innovation Policy (탈(脫)추격형 혁신과 통합적 혁신정책)

  • This study analyzes the necessity of integrated innovation policy for post catch-up innovation. The integrated innovation policy solidifies its position as an infrastructure innovation policy which forms the foundation of all kinds of policies. The Korean government is currently under the pressure of planning technologies and policies that do not allow any easy imitation or copy of other advanced countries, which in turn reveals various limits of the existing policy framework. Integrated innovation policy for post catch-up innovation involves a continual process demanding changes in political, organizational and procedural activities. To ensure long-term and cross-sectoral innovation policy, overall changes and improvements in policy and its implementation are needed in terms of political commitments, governance systems, policy instruments and monitoring, and evaluation systems.

Analyzing Government Policy Frameworks for Promoting Adoption and Diffusion of IPTV Services (IPTV 서비스의 수용과 확산을 위한 정부 정책 프레임워크 분석)

  • This study analyzes appropriate government policy frameworks for promoting IPTV industry by studying the way of adoption and diffusion of IPTV services. Until recently, most researches on government policies for technology adoption have focused on the personal context. This research adopts two theories, i.e., innovation characteristics theory for personal context and implementation process theory for organizational context. It also hypothesizes that the innovation characteristics more influence on the behavioral intention for usage new media in the level of personal innovativeness is high. Moreover, in the level of expectancy for diffusion policy is high, the implementation of IPTV services more influences on the behavioral intention. The results by statistical analysis, it is found that the higher the level of personal innovativeness is, and the higher the level of expectancy for diffusion policy is, the more behavioral intention will be influenced by the characteristics of innovation and implementation of IPTV service. Thus it is important for government agencies to find the way to facilitate personal innovativeness as well as expectancy for diffusion policy.

The Influence on the Information Security Techno-stress on Security Policy Resistance Through Strain: Focusing on the Moderation of Task Technology Fit (정보보안 기술스트레스가 스트레인을 통한 보안정책 저항에 미치는 영향: 업무기술 적합성의 조절 효과 중심)

  • As information security(IS) is recognized as a critical success factor for organizational growth, organizations are increasing their investment in adopting and operating strict IS policies and technologies. However, when strict IS technology is adopted, IS-related techno-stress may occur in the employees who apply IS technology to their tasks. This study proposes the effect of IS-related techno-stress formed in individuals on IS policy resistance through IS strain and proves that task-technology fit mitigates the negative effect of techno-stress. Research models and hypotheses were presented through previous studies, and the secured samples were used, and structural equation modeling was applied to verify hypothesis. As a result of the study, it was confirmed that IS-related techno-stress (overload, complexity) affected IS policy resistance through IS strain (anxiety, fatigue), and that task-technology fit moderated the relationship between techno-stress and strain. This study suggests a strategic direction for improving the level of internal IS from the viewpoint of suggesting ways to mitigate the stress of employees that may occur when IS policies and technologies are adopted.
