A Study on Collaborative Management in a Complex Boundary New Town: On the Case of Wirye New Town (복합경계 신도시의 협력적 관리 방안에 관한 연구: 위례신도시를 사례로)

  • Recently new town development projects are increasing including more than one local government such as provincial government new town and Wirye new town. Institution improvement for the development and management of complex boundary new town is necessary because present urban development institution is based on the new town of single local government. The concept of multi-level governance provide good conceptual frame in recognizing conflict issues and searching for a collaborative solution in Wirye new town. The purpose of this study is recognizing the conflict issues in the process of development and management and providing the collaborative management method using the conceptual frame of multi-level governance in Wirye new town. For this, we did interviews for the related persons and experts, reference research and professional forum. We drew some implications from the references about urban development and similar cases such as free economic zones. The main results of this study is as in the following. First, we categorised the main conflicts in the development and management in Wirye into 4 sectors, such school, administrative service, utility facilities and urban infrastructures. Then, we analysed the conflict issues of each categories and composed a conflict-structure of Wirye new town. Second, the structure of conflict in Wirye new town is composed of the confrontations between separated management and integrated management and between wide area management and local management. Third, for the cooperative management of Wiyre, we should construct multi-level governance in three dimensions of administrative council, local government association, and special management organization.

Politics of Technoscience and Science and Technology Governance in Korea (한국의 과학기술정치와 거버넌스)

  • Recently, governance of science and technology emerged as one of most important social problems and as a result it is crucial to understand it in science and technology studies. This article discusses three most important realms in science and technology goverance - research and development, regulation, and social movement - in the concrete Korean contexts. First of all, the Korean state has driven research and development and promoted its commercialization unlike other developed countries. Consequently, this nationalistic view on science disseminated to Korean public and it generated uniformity in research style and organization. Second, science and technology regulations embraced developed countries' policies, leading to its glocalization. As a result, technocratic old governance and new governance including precautionary principle and participatory democracy coexist. Third, the civil society has challenged expertise and state-driven science and technology governance and fueled social movements related to environment, safety, and health issues. The politics of knowledge created by citizens' voluntary participation and collaborative experts made it clear that science and technology should be no longer tool for economic development. In conclusion, we discuss characteristics of science and technology governance in Korea, giving various implication on current research and policy.

  • For the continuous information security governance, we have to focus on not just technical aspects like access control and DRM, but informal level management like information security(IS) behavior, culture, and personal value. But there are few informal level studies, while many formal level studies of IS governance or technical means. This study is an empirical test that how IS culture, normal beliefs, personal behavior and value affect employee's deviant behavior. And we define a lack of an awareness of value and importance on IS regulations in organizations as "Information Security Anomie" with the concept of anomie, a viewpoint on social organization.

Decentralized Autonomous Organization (DAO) as a Metaverse Governance: A Case Study of Decentraland DAO (메타버스 운영조직으로서 탈중앙화자율조직(DAO) 사례분석: 디센트럴랜드를 중심으로)

  • Metaverse, which supports social and economic activities in the virtual world, is being cited as the core of future Web 3.0 businesses. However, most of the major metaverse platforms currently adhere to the Web 2.0 system and are operated in a centralized manner. Accordingly, this study investigated the form of metaverse operation by examining the case of Decentraland, a metaverse platform operated as DAO, a decentralized autonomous organization in the form of Web 3.0. From the case analysis, we found that Decentraland had positive characteristics such as a horizontal operating structure, fair profit distribution, and transparency, but there were challenges including the possibility of returning to centralization in the operating process, the possibility of abuse of an autonomous system, and inefficiency in decision-making. Therefore, in this study, the timing of transition to DAO governance was discussed, and DAO's efforts for business continuity and the need for adjustment for autonomous operation were suggested as implications. The implications presented in this study are expected to contribute to materializing not only practical but also theoretical aspects of platform operation aimed at web 3.0 as well as the metaverse.

  • EA, efficient and hierarchical Information Resource Management(IRM) tool of Korean public agencie is one of the core of carrying forward the e-Government initiative. The objective of the paper is to study empirically whether using EA Governance for Controlling EA is related with their EA competency or not. the 190 person in charge of Information System service division are included for analysis. The various hypotheses established are validated by structural equation in SPSS and AMOS 18.0. The results shows that EA management and EA utilization of EA competency level was affected by EA Function, EA Organization and EA Human Resource of exogenous variable EA Governance but EA implementation level was not affected by EA Organization and EA Human Resource. also we investigated that the EA management level of endogenous variable EA competency was affected positively by EA implementation level and the EA utilization level of was affected positively by EA management level by stages.

The Influential Factors of Collaborative Governance in Community based tourism : Case Study of Goryeong-county Tourism Association (지역사회기반관광에서의 협력적 거버넌스 영향요인 연구 : 고령군관광협의회 사례를 중심으로)

  • This study identified cooperative governance status and performance and proposed policy implications for the local tourism association, which participated by a variety of stakeholders. This study is a case study and in-depth interview survey was conducted on the staff, members of the local tourism association and local government officers. As a result of the analysis, the community's desire to foster tourism and the county head's leadership influenced the establishment process. It was analyzed that the interests of participants in the local tourism association and the benefits they expected were varied. Members have been unable to participate in the operation of the association and the mutual exchanges of the members have not been active. The leadership and professionalism of the Secretariat has contributed to stabilizing the organization, and it has been shown that it needs to secure self-sustaining power through its own profit projects in the future. The Goryeong Tourism Association serves as a private local tourism promotion organization, carrying out the successful hosting of the festival and attracting tourists. In the future, however, it is necessary to strengthen cooperative networks, autonomous participation of stakeholders and cooperative coordination of interests in relation to the operation of tourism councils as collaborative governance.

  • The positive changes in urban space and urban activities resulting from the urban services provided by Smart City is not accomplished by simply creating the physical environment built on ICT but through the cooperation and participation of citizens and private sector, which is in fact key to success. In this study, this research analyzed the role and structure of smart governance, which is a system of horizontal cooperation between public and private sector, and analyze its role in developing Smart City. The study also proposes various ways to facilitate such development in each of critical categories. For this purpose, this research studied 228 smart services across 11 categories registered in the Ministry of Land and Transport in Korea to analyze the spatial distribution of smart services by spatial hierarchy and their characteristics Also, the research conducted a case study of MetroGIS, which is an information collaboration governance system for the greater area of Minneapolis and St. Paul in the state of Minnesota, United States, to explore how governance is formed; its organizational structure; the role of sub-level organization hierarchy and their interrelationship. The results of the analysis suggest that the following conditions are required to create a smart city: first, public sector resource assistance for building community; second, enhanced communication system within the community and with outside the community; securing financial stability and establishing a model of sustainable development to induce the community to evolve into a governance form.

  • The purpose of this study is to diagnose the lifelong education promotion system in Busan and to establish a desirable promotion system. In the study, we search for the optimal alternative to manage lifelong education exclusive organization(Busan Institute for lifelong Education) and seek ways to vitalize the lifelong education promotion system in Busan. The focus is also placed on completing a network-type governance system by strengthening the connection and cooperation among the parties. In order to make the promotion system function efficiently, the vitalizing methods of lifelong education promotion system can be roughly categorized into some kind as follows : strengthening the network between the interested parties and establishing their roles, restructuring legal as well as administrative and financial support system; enhancing education and public relations; intensifying local infrastructure of lifelong education; and boosting accessibility and expanding exchange and cooperation.

A study on the Role Sharing Policing Organization in Britain (영국 치안기구의 역할분담에 관한 고찰)

  • Not only has there been movement along the sectoral continuum, Johnston argues, but changes in the spatial balance of policing are also visible. More concretely, he suggests that British policing has been undergoing a century-long process that has gathered pace since the 1960s. Three factors have been central to this process. First, legislative centralization brought about by the Police Act 1964 - which established the tripartite structure for police governance and amalgamated forces - and the Local Government Act 1972 which reorganized local government. Secondly, the political and industrial unrest of the 1970s and early 1980s led to the establishment of new levels of national police co-operation and, in the words of one author, to the establishment of a 'de facto national police force'. Thirdly, increasing European influence has further internationalized police co-operation and organization. Johnston concludes that the spatial restructuring that appears to be taking place in British policing is indicative of a broader process of fragmentation of social structures and systems for maintaining order.

  • Text data mining ('big data methods') is one of the most widely used approaches during the COVID-19 pandemic. In particular, text data mining on Scopus databases or Web of Science (WoS). Text data mining is widely used to collect literature for later bibliometric analysis, and in the end, it becomes a literature review article. Therefore, in this article, we reveal the trend of publication of literature reviews in Scopus journals from Indonesia, Japan, South Korea, Vietnam, Singapore, and Malaysia. This article describes two essential parts, namely 1) a comparison of international publication trends and subject area of literature review publications, and 2) a comparison of Top 5 for Authors, Affiliation, Source Title, and Collaboration Country.
