Optimum Water Allocation System Model in Keumho River Basin with Mathematical Programming Techniques (수리계획을 이용한 금호강유역의 최적 물배분 시스템모델)

  • This study aims at the development of a mathematical approach for the optimal water allocation in the river basin where available water is not in sufficient. Its optimal allocation model is determined from the comparison and analysis of mathematical programming techniques such as transportation programming and dynamic programming models at its optimal allocation models. The water allocation system used in this study is designed to be the optimal water allocation which can satisfy the water deficit in each district through inter-basin water transfer between Kumho river basin which is a tributary catchment of Nakdong river basin, and the adjacent Hyungsan river basin, Milyang river basin and Nakdong upstream river basin. A general rule of water allocation is obtained for each district in the basins as the result of analysis of the optimal water allocation in the water allocation system. Also a comparison of the developed models proves that there is no big difference between the models Therefore transportation programming model indicates most adequate to the complex water allocation system in terms of its characteristics It can be seen, however, that dynamic programming model shows water allocation effect which produces greater net benefit more or less.

  • The optimal water allocation pursues a reliable and economic supply of water resources to meet various interests in socio-economic-environmental aspects. The global water shortage has intensified due to climate change and population growth with limited water resources. Thus, the water management scheme has shifted to improve water use efficiency by proper demand management and water allocation planning.   • As popultations expand and economies develop, increasing competition for limited available water resources is occurring among many water users. This has brought greater attention to water allocation with legal and institutional constraints. This paper develops a optimal water allocation methodology to basinwide water resources allocation, which ensures that scare water resources are allocated among competing water users. The methodology need to be based on optimization technique to allocate water resources due to an extended scaled of river basin. The recommended model is developed to accomplish economic efficiency, equity and sustainability objectives. The appropriate case study is tested with various existing water right system allocation model and the recommended model. The result shows the applicability of model to the complex hydrologic system with legal and institutional constraints.

Developing an Optimization Module for Water, Energy, and Food Nexus Simulation

  • A nation-wide water-energy-food (WEF) nexus simulation model has been developed by the authors and successfully applied to South Korea to predict the sustainability of those three resources in the next 30 years. The model was also capable of simulating future scenarios of resources allocation based on priority rules aiming to maximize resources sustainability. However, the process was still relying on several assumptions and trial-and-error approach, which sometimes resulted in non-optimal solutions of resources allocation. In this study, an optimization module was introduced to enhance the model in generating optimal resources management rules. The objective of the optimization was to maximize the reliability index of resources by determining the resources' allocation and/or priority rules for each demand type that accordingly reflect the resources management policies. Implementation of the optimization module would result in balanced allocation and management of limited resources and assist the stakeholders in deciding resources' management plans, either by fulfilling the domestic production or by global trading.

  • A model using a nonlinear programming technique was applied for allocating the optimal water depending on storage level changes of the Sumjin dam. The objective function of optimization model was set up to maintain the storage at target level, to satisfy the water demand, and to maximize the hydropower production. In this way, the water allocation as to target level and instream flow was optimized and compared with historical operational data.

Optimal Allocation of Water Resources based on the Network Model (Network 모형에 의한 수자원의 최적배분)

  • The purpose of this paper is to construct a network model for the optimal allocation of limited water resources to the nodal system with given priorities. The solution technique for the model is based on the out-of-kilter algorithm(OKA). For the verification and application of the theoretical methodology and computer programs, the Geum river system is selected. Using release of Daecheong dam and water demand in Geum river basin, optimal allocation of water resources is accomplished for 4 cases(case 1 - case 4) which consider priority numbers in the demand nodes. The results of the application show that the model can reasonably represent the physical system, and water shortage at the demand nodes with high priority numbers is reduced. Its system solution was verified with that by the revised simplex algorithm.

  • This paper suggests that resource allocation algorithm in multiuser orthogonal frequncy divisioin multiplexing (OFDM). The proposed algorithm considers throughput maximization with power constraint and quality of service (QoS) constraint. This problem has a optimal solution with using well known water-filling algorithm but the algorithm requires high computational complexity. Therefore the problem needs a sub-optimal algorithm for decreasing computational complexity. We propose a sub-optimal joint subcarrier and power allocation algorithm for multiuser OFDM system and compare with previous resource allocation algorithm.

Mathematical Model of Aquaculture Facility Utilization (양식장 이용에 대한 수학적 모형)

  • The range of optimization problem in aquaculture is very wide, resulting from the range of species, mode of operation. Quite a few studies focus marine net-cages, but studies on land based culture farm are few or no. This paper considers a allocation problem to meet production planning in land based aquaculture system. A water pool allocation model in land based aquaculture system was developed. The solution finds the value of decision variable to minimize yearly production costs that sums up the water pool usage cost and sorting cost. The model inputs were (1) the fish growth rate (2) critical standing corp (3) number of water pool (4) number of fish. The model outputs were (5) number of water pool in growing phase (6) cost of cultivation (6) optimal facility allocation(number of water pool for each growing phase). To solve the problem, an efficient heuristic algorithm based on a greedy manner is developed. Branch and bound and heuristic is evaluated through numerical examples.
