PHEV(Plug in Hybrid Electric Vehicle) and BEV(Battery Electric Vehicle) equip high voltage batteries to drive motor and vehicle electric system. Those vehicle require OBC(On-Board Charger) for charging batteries and LDC(Low DC/DC Converter) for converting from high voltage to low voltage. Since the charger and the converter actually separate each other in electrical vehicles, there is a margin to reduce the vehicle weight and area of installation by integration two systems. This paper studies a 1.5kW LDC converter that can be integrated into an OBC using an isolated current-fed converter by simplifying the design of LDC transformers. The proposed LDC can control the final output voltage of the LDC by using a fixed arbitrary output voltage of the bidirectional buck-boost converter, so that Compared to the existing OBC-LDC integrated system, it has the advantage of simplifying the transformer design considering the battery voltage range, converter duty ratio and OBC output turn ratio. Prototype of the proposed LDC was made to confirm normal operation at 200V ~ 400V input voltage and maximum efficiency of 91.885% was achieved at rated load condition. In addition, the OBC-LDC integrated system achieved a volume of about 6.51L and reduced the space by 15.6% compared to the existing independent system.
In the current procurement system in Korean military, the army, navy and air force have their own distributors, military branches and warehouses. However, especially, it has been hard to have the economy of scale because most of suppliers have shipped their order from the suppliers to each of Korean military directly. Koran military considers the transportation cost as one of the management cost factors among various kinds of cost. Furthermore they have contracted with the suppliers in annual and collectively on the transportation. Hence they have been in trouble with getting efficiency of Defense budget execution because it is hard to make a decision of Defense budget with real transportation cost. Moreover Korean army, navy and air force have their own supply chain separately, so they can not cooperate flexible and quickly when they need. Therefore, in this research, we provide a benchmarking of DTCI (Defense Transportation Coordination Initiative) which has been proved that it has improved the procurement system in US implementing the integrated transportation system with 3PL and military. In addition we propose advanced integrated shipping model using Hub & Spoke system for Korean military. In order to prove its effect, we simulate our model based on the real data of the suppliers' delivery to compare with the current system when it comes to how much we can save the cost. Our research can provide evidence that the integrated procurement system in Korean military will improve Korean military procurement system.
The quality of human resources is critical element which promote efficiency in the community management. Each country all of the world is developing national competency standards to exploit them on human resources management. In response to this trend, the field of records management need to develop competency standards and to build human resources. Although each agency is placing qualified record manager and operating archives organization. growth and development is needed on this field. Under these circumstances, examining requirement for records management competency and using them is a task of great significance on the side of strengthening specialist and normalizing archives operation. This study suggests procedures and methodology competency standards enable to be exploited in entire fields of records management including private sectors as well as public sectors. Furthermore, as for procedures of suggesting measures for developments, cases of procedures of stand designs are shown, effectively verifying for feasibility, validity, and usability of development of competency standards in the field of records management. In this process, models for competency standard and elements based on competency units in the field of records management are suggested. This study will be ultimately expected to contribute to an adoption of manpower development system and a systematic method via procedures of approving expertise of records management being recently highlighted as an issue from revision process of records management act.

The flight test operational procedure artifact includes mission planning, execution methods, and safety measures for each step of test progress. As the development of guided missiles has become more advanced and strategic, flight test has become increasingly complex and broadened. Therefore, increased reliability of the flight test operation procedures was required to ensure test safety. Particularly, the design of the flight test operational procedures required verification through M&S to predict and prepare for the uncertainty in a new test. The relevant studies have published the optimal framework development for flight tests and the model-based improvements of flight test processes, but they lacked the specificity to be applied directly to the flight test operational procedures. In addition, the flight test operational procedures, which consist of document bases, have caused problems such as limitations of analysis capabilities, insensitive expressions, and lack of scalability for the behavior and performance analysis of test resources. To improve these problems, this paper proposes how to design operational procedure of guided missile flight test system by applying MBSE(Model-based Systems Engineering). This research has improved reliability by increasing the ability to analyze the behavior and performance of test resources, and increased efficiency with the scalability applicable to multiple flight tests. That can be also used continuously for the guided missile flight tests that will be developed in the future.
The quality of service delivery by governments to their citizens is a subject of concern in the contemporary society. E-governance is a critical aspect that is transforming government operation and service delivery to citizens and other bodies through application of information technology. This research explores the state of e-governing focusing on nations that are developing with special attention to Pakistan. The difficulties and benefits encountered are identified. The results are vital for implementers of e-governing systems in these countries. The methodology applied entails a secondary research that involves analysis and synthesis of literature relating the research topic. The results reveal that Pakistan has made incredible steps in setting up e-governance systems with growth in internet use and access of data from a digital platform. The findings reveal that e-government is associated with multiple benefits including enhanced quality of services, cost efficiency in service provision, enhance transparency and elimination of corruption, provide the basis for eradication of poverty, boost economic stability of a country, and provide room for direct democracy. The research also found that developing countries experience challenges in form of financial constraints, poor ICT infrastructure, illiteracy on e-government, political consensus constraints, legal obstacles, social and cultural constraints. E-government has the capability to transform the quality of governance provided by governments, and policymakers and implementers should address the constraints that act as a hindrance to its implementation.
This numerical study was intended to evaluate the applicability of the half charge blasting to mining and tunnelling. The half charge blasting is a method that two separate rounds are sequentially blasted for the rock burdens in which long blast holes have already been drilled at one operation. The aim of the method is to decrease the construction cost and period in mining and tunnelling projects as well as to increase the blasting efficiency. Several numerical analyses were conducted by using the Euler-Lagrange solver on ANSYS AUTODYN to identify the effects of the suggested method on the blasting results in underground excavations. The overall performance of the suggested method was also compared to an ordinary blasting method. The analysis model was comprised of the Eulerian parts (explosive, air, and stemming materials) and the Lagrangian parts (rock material). As a result, it was found that, owing to the air decks formed in the bottom parts of the long blast holes, the first round of the suggested method presented a higher shock pressure and particle velocities in the vicinity of the blast holes compared to the ordinary blasting method.

To propose the design technique and the execution manual of the LWFS(Lightweight Foamed Soil) method using dredged soil, the operation system for the test-bed integrated management, and to establish an amendment for the domestic quantity per unit and specifications, and a strategy for its internationalization. In order to utilize the dredged soil from the coastal area as a construction material, we constructed the embankment with LWFS on soft ground and monitored its behavior. As a result, it can be expected that the use of LWFS as an embankment material on the soft ground can improve the economic efficiency by reducing the depth and period of soil improvement as well as the uses of nearby dredged soil. To verify the utilization of the dredged soil as a material for light-weighted roadbed, soft ground and foundation ground, and surface processing, perform an experimental construction for practical structures and analyze the behavior. It is expected to be able to improve the soft ground with dredged soil and develop technique codes and manuals of the dredged soil reclamation by constructing a test-bed in the same size of the fields, and establish the criteria and manual of effective dredged soil reclamation for practical use. The application technology of the dredged soil reclamation during harbor constructions and dredged soil reclamation constructions can be reflected during the working design stage. By using the materials immediately that occur from the reclamation during harbor and background land developments, the development time will decrease and an increase of economic feasibility will happen. It is expected to be able to apply the improved soil at dredged soil reclamation, harbor and shore protection construction, dredged soil purification projects etc. Future-work for develop the design criteria and guideline for the technology of field application of dredged soil reclamation is that review the proposed test-bed sites, consult with the institutions relevant with the test-bed, establish the space planning of the test-bed, licensing from the institutions relevant with the test-bed, select a test-bed for the dredged soil disposal area.

This study applied the LANDIS-II model to the forest vegetation of the study area in Yeongdong-gun, Korea to identify climate effects on ecosystems of forest vegetation. The main purpose of the study is to examine the long-term changes in forest aboveground biomass(AGB) under three different climate change scenarios; The baseline climate scenario is to maintain the current climate condition; the RCP 4.5 scenario is a stabilization scenario to employ of technologies and strategies for reducing greenhouse gas emissions; the RCP 8.5 scenario is increasing greenhouse gas emissions over time representative with 936ppm of $CO_2$ concentration by 2100. The vegetation survey and tree-ring analysis were conducted to work out the initial vegetation maps and data for operation of the LANDIS model. Six types of forest vegetation communities were found including Quercus mongolica - Pinus densiflora community, Quercus mongolica community, Pinus densiflora community, Quercus variabilis-Quercus acutissima community, Larix leptolepis afforestation and Pinus koraiensis afforestation. As for changes in total AGB under three climate change scenarios, it was found that RCP 4.5 scenario featured the highest rate of increase in AGB whereas RCP 8.5 scenario yielded the lowest rate of increase. These results suggest that moderately elevated temperatures and $CO_2$ concentrations helped the biomass flourish as photosynthesis and water use efficiency increased, but huge increase in temperature ($above+4.0^{\circ}C$) has resulted in the increased respiration with increasing temperature. Consequently, Species productivity(Biomass) of trees decrease as the temperature is elevated drastically. It has been confirmed that the dominant species in all scenarios was Quercus mongolica. Like the trends shown in the changes of total AGB, it revealed the biggest increase in the AGB of Quercus mongolica under the RCP 4.5 scenario. AGB of Quercus mongolica and Quercus variabilis decreased in the RCP 4.5 and RCP 8.5 scenarios after 2050 but have much higher growth rates of the AGB starting from 2050 under the baseline scenario. Under all scenarios, the AGB of coniferous species was eventually perished in 2100. In particular they were extinguished in early stages of the RCP 4.5 and RCP 8.5 scenarios. This is because of natural selection of communities by successions and the failure to adapt to climate change. The results of the study could be expected to be effectively utilized to predict changes of the forest ecosystems due to climate change and to be used as basic data for establishing strategies for adaptation climate changes and the management plans for forest vegetation restoration in ecological restoration fields.
This study conducts differential analysis on the financial positions of Korean shipping companies before and after the bankruptcy of the H carrier, looking specifically at their financial ratios, profit and loss patterns, and other factors related to their financial operation. Firstly, it was discovered that major measures of financial health, such as average assets per carrier, were not affected by the bankruptcy of the H carrier. However, despite this, most carriers experienced large changes in profits and losses, with total sales and shipping revenues averaging 424.5 billion won and 381.7 billion won respectively before the bankruptcy, but falling by half to 252.1 billion won and 234.6 billion won after the bankruptcy. Additionally, charter revenues and expenses also dropped by more than half. EBIT/sales and pre-tax revenue margins were also heavily affected after the bankruptcy, with both figures averaging 8% and 3% respectively before the bankruptcy, but falling into the negative range at -2% and -8% post-bankruptcy, resulting in significant deterioration in operational profitability. The study concludes that there is an urgent need to establish a global sales network, improve cost structures, and consistently secure stable cargo in order to increase Korean carriers' profitability. Of all financial measures, liquidity and total asset efficiency were identified as the most severely-impacted by the H carrier bankruptcy, thereby requiring the most pressing policy addressing.

In this paper, we proposed a real-time watermarking algorithm to be combined and to work with a DWT(Discrete Wavelet Transform)-based image compressor. To reduce the amount of computation in selecting the watermarking positions, the proposed algorithm uses a pre-established look-up table for critical values, which was established statistically by computing the correlation according to the energy values of the corresponding wavelet coefficients. That is, watermark is embedded into the coefficients whose values are greater than the critical value in the look-up table which is searched on the basis of the energy values of the corresponding level-1 subband coefficients. Therefore, the proposed algorithm can operate in a real-time because the watermarking process operates in parallel with the compression procession without affecting the operation of the image compression. Also it improved the property of losing the watermark and the efficiency of image compression by watermark inserting, which results from the quantization and Huffman-Coding during the image compression. Visual recognizable patterns such as binary image were used as a watermark The experimental results showed that the proposed algorithm satisfied the properties of robustness and imperceptibility that are the major conditions of watermarking.
