Behavior Case Study of Temporary Structures during Underground Extension Work by Field Measurement (현장계측을 통한 지하증축공사 중 가설구조물의 거동 사례연구)

  • During the construction of underground space expansion of old facilities, it is necessary to secure temporary residence space for existing residents as well as noise and vibration issues during construction, and in the case of commercial, industrial, and social use, damage is expected from suspension of the use of facilities. There is a need for a technology that minimizes noise and vibration during underground expansion, enabling the use of existing facilities even during construction. In this study, a practical underground extension model is proposed by analyzing the behavior of the temporary structure and the surrounding ground as a result of measurement at each construction stage for a actual construction site. In order to solve the problems that occurred during construction, the basement slabs were placed in advance after the initial excavation. The measurement results (building inclinometer, crack measurement system, structure inclinometer and surface settlement meter) at the site were reviewed to analyze the behavior of the temporary structure and surrounding ground. As a result, it was confirmed that the inclinometer of the building and the structural inclinometer showed a tendency that the displacement after the slab line was placed was reduced or converged. The placement of basement slabs during underground extension not only relived the noise and vibration problems during construction, but also secured the stability of structures.

A Study on the Methodology of Extracting the vulnerable districts of the Aged Welfare Using Artificial Intelligence and Geospatial Information (인공지능과 국토정보를 활용한 노인복지 취약지구 추출방법에 관한 연구)

  • The social influence of the elderly population will accelerate in a rapidly aging society. The purpose of this study is to establish a methodology for extracting vulnerable districts of the welfare of the aged through machine learning(ML), artificial neural network(ANN) and geospatial analysis. In order to establish the direction of analysis, this progressed after an interview with volunteers who over 65-year old people, public officer and the manager of the aged welfare facility. The indicators are the geographic distance capacity, elderly welfare enjoyment, officially assessed land price and mobile communication based on old people activities where 500 m vector areal unit within 15 minutes in Yongin-city, Gyeonggi-do. As a result, the prediction accuracy of 83.2% in the support vector machine(SVM) of ML using the RBF kernel algorithm was obtained in simulation. Furthermore, the correlation result(0.63) was derived from ANN using backpropagation algorithm. A geographically weighted regression(GWR) was also performed to analyze spatial autocorrelation within variables. As a result of this analysis, the coefficient of determination was 70.1%, which showed good explanatory power. Moran's I and Getis-Ord Gi coefficients are analyzed to investigate spatially outlier as well as distribution patterns. This study can be used to solve the welfare imbalance of the aged considering the local conditions of the government recently.

The Post Occupancy Evaluation of the Universal Design Project on Geonjisan Forest Trail Jeonju City, South Korea (전주시 건지산 숲길 Universal Design 사업 이용후 평가)

  • The project on Geonjisan Universal Design Forest Trail in Jeonju City was designed and constructed by an NGO called 'Jeonbuk Forest for Life' which was a winner for the '2008 Open Competition by the 'Committee for Greening Society' established in Korea Land Corporation. The purpose of this study is to evaluate the design satisfaction of UD forest trail. Post Occupancy Evaluation (POE) method was applied to measure the user satisfaction and the total number of users. The main result of the study were as follows: the major users of the Geonjisan UD forest trail were people aged over 60 years old(37%) and the main purpose of trail usage were to 'walk and rest'(51.5%) and to 'exercise and rehabilitation' (40.6%). Furthermore, the overall user rating for the UD forest trail design was "satisfied"(3.91 point in 5-point Likert Scale). The three most influencing factors of the overall user satisfaction were facility management, user conflict, and trail width and slope. About forty-five people were found to be End-user in the UD forest trail while six people were found as End-user in non-UD trails. Most importantly, the number of End-user observed on the UD forest trail was greater than the number found in non-UD forest trail. The result implies that the UD forest trail attracts more End-users and provides opportunity for gathering and interaction with the other users. Moreover, the satisfaction rate for the UD forest trail landscape is found to be high in Likert scale, which we can assume that the well-grown existing trees and topographic features as well as appropriately designed wood-paths influence the high satisfaction rate of the users. The POE of UD forest trail revealed the importance of universal design concept due to its convenient uses of the handicapped, old, weak, pregnant woman or children.

Korean Aspect of the Medical Problems of the Aged (노인의료문제의 한국적 측면)

  • As the result of a significant improvement in the economic situation and development of scientific techniques in Korea during the last 20 years, the life expectancy of the Korean people has lengthened considerably and as a result the number of old aged people has markedly increased. Such an increase of the number of aged people brought about many problems. Authors would like to take a medical look at the "Problem of old aged people" presently facing us in Korea. Currently the number of people over 65 has increased rapidly and is 1,620,000, 4% of total population. But it is still much lower than 8.9% in Japan, 10.7% in U.S.A., and 14.9% in the United Kingdom. Over 25% of these aged people were found to have at least more than one disease which requires medical care. Diseases occur in the circulatory system, 30.9%, respiratory system, 17.1%, digestive system 8.6%, mental disorders, 8.4%, malignant neoplasms, 7.0%. About 51% of the aged over 65 are under medical security benefit, mostly with partial coverage plan. Their clinic visit rate was very low (2.0% in 1981), which might be due to financial reasons. Since diseases affecting the aged progress chronically, early detection and long term care are utter most important. However there is almost no special facility, long term care center or geriatric specialist. For proper management of medical problems in the growing population of the Korean eldery expansion of medical security coverage, greater number of specialized facilities, education of geriatric special manpower and efficient operating system should be established.

Cost-Benefit Analysis Method for Ageing Equipment of Chemical Plants Using Risk Assessment (위험성평가를 이용한 노후설비에 대한 비용 편익분석 방법)

  • Most facilities in chemical plants operate in environments that are outside the range of temperature and pressure that can be encountered on a daily basis, and are vulnerable to aging due to these stresses and environmental conditions. The facilities exposed to these conditions are not only likely to fail due to cumulative damage, but also lead to accidents if maintenance and replacement are not performed.Recommendation guidelines called risk-based inspection are widely used around the world-wide. However, limits exist for facilities that have already elapsed for a certain. As a result of the survey on the aging of Ulsan industrial complex in Korea, which carries out proper inspection, many of the facilities have been used for 20 years. Also, most of the facilities where the accident occurred have been in operation for more than 20 years. Therefore, this study suggested criteria for classifying devices that have exceeded a certain period of use as obsolete facilities. In addition, quantitative risk assessment was conducted. The safety investment method using the cost-benefit analysis method was proposed in order to calculate the loss cost and reduce the risk by expressing the risks of the corresponding aged facility as an Economic index. By utilizing the method of cost-benefit analysis of old facilities using the quantitative risk assessment presented in this study, it can be expected to improve the performance and life of old facilities, improve production efficiency and reliability of the system of facilities, change the recognition of safety management costs, increase employee stability, and reduce loss costs.

Analysis of the Typology and Factors Affecting the Decline in Old Industrial Parks (노후산업단지의 쇠퇴 영향요인과 유형화에 관한 연구)

  • This study attempts to diagnose and categorize the characteristics of old industrial parks, and eventually link the results to the regeneration of industrial complexes. For this reason, we performed a factor analysis by utilizing 15 indices of 89 industrial parks, excluding 5 large equipment industry sites. The 15 indices were classified into 5 factors. Factor 1 can be described as a category of 'urbanization possibility' for the indices of building age, plot ratio of less than $1,650m^2$, and urbanization ratio of the surrounding area. Factor 2 can be described as a category of 'productive efficiency' for the indices of land productivity, amount of exports by land, employment productivity, and repair costs of industrial areas. Factor 3 can be described as a category of 'infrastructure amenity' for the indices of road ratio, plot ratio attached to the road, and parks and recreation ratio. Factor 4 can be described as a category of 'location potentiality' for the indices of land price, infrastructure age, and distance to the highway, while factor 5 can be described as a category of 'availability of supporting facilities' for the indices of parking lot ratio and supporting facility land ratio. By using these 5 factor scores, we were able to extract industrial parks included in the lower 25% of the factor score and searched for what kind of factor problem they have for each industrial park. Based on these results, this research will provide sufficient information on the decline of industrial parks with respect to their demerits. The results of this study show significant implications and contribute to the establishment of policies for regional competitiveness, as well as job creation, in the process of industrial regeneration.

A Study on Decision Factors Affecting Utilization of Elderly Welfare Center: Focus on Gimpo City (노인복지관 이용 결정요인에 관한 연구: 김포시 노인을 중심으로)

  • The purpose of this study is to learn about the decision factors affecting utilization of elderly welfare center of the elderly living in Gimpo city. The reason of the study is that the elderly welfare center as a provider of general welfare services could not only thinking about the state policy but also need to consider about the inherent role and function of the elderly. Especially for these elders living in rural areas, although the number of elderly welfare centers of the whole country has greatly increased in last 10 years, the effect and function of the facility are almost the same and they are still lack of leisure activities. This issue become a serious problem nowadays. For the above reasons, this article conducts a social survey of 360 elderly people over the age of 65 who lives in the Gimpo city which is a rural-urban type city. The research method is to examine the relationship between the predisposing factors, enabling factors and need factors of Andersen's behavior model with binary logistic regression analysis and the decision tree analysis. The result of binary logistic regression shows the most of factors of Andersen's model is significant. The factors of age, gender, education level in predisposing factors; monthly income in enabling factors and the reserve for old life, the preparation of economic activity for old life in need factors are significant. Then the result of decision tree analysis shows the interaction between factors; when the education level in predisposing factors is higher, the possibility of using of elderly welfare center becomes bigger. Also as the level of healthy promoting preparation in the need factors gets lower, the possibility of using of elderly welfare center still becomes bigger. Although differences were found in the interpretation of the results of regression analysis and decision tree analysis, the results of this study can still provide support for the necessity of elderly welfare centers providing integrated welfare services.

Improvement of Multi-Dimensional Urban Planning System for Urban Regeneration (도시재생 측면에서 입체도시계획의 기능과 제도 개선 방안)

  • The purpose of this study is to analyze the cases related to the multi-dimensional urban planning and its related systems that can contribute to the urban regeneration as the policies and projects for stereoscopic city increase. Through the case analysis, urban regeneration function and role of multi-dimensional urban planning are identified as connection of places, activation of local economy, expansion of infrastructure and supply of housing. In the institutional sector, private participation is hindered due to the ban on the establishment of the right to hold state property. In addition, it is difficult to utilize the three-dimensional urban space without land securing at a certain rate based on uniform installation standards of the two-dimensional land use plan, and the problem of insufficient interconnection between law and institution is derived. In conclusion, it should actively support and promote the promotion of the three-dimensional facility with the aim of diversifying the regional infrastructure structure and strengthening the urban function. In addition, development of stereoscopic and compound development should be promoted for old urban areas, and parking lots, underground shopping malls, parking lots, etc. should be installed using the subspaces of parks, schools, roads and traditional markets of old residential areas. Finally, cooperation between the central government, the municipalities and the private sector is necessary for the realization of these urban regeneration projects.

The Analysis and Forecasting Model for Maintenance Costs Considering Elapsed Years of Old Long-Term Public Rental Housing (노후 장기공공임대주택의 경과 연수별 유지관리비 분석 및 예측 모형)

  • The number of public rental housing has increased according to the government's 「Housing Welfare Roadmap (2017)」, and facility maintenance costs for the demand of improvement of performance and residential standards due to the aging of long-term public housing are significantly increasing. Consequently, the financial burden of public housing rental business for maintaining stocked housing is aggravated. However, there is a lack of objective data to analyze the size of the maintenance costs that are executed by the type of repair work, and the elapsed years of the aged long-term public rental housing. This study analyzes the execution status of 33 long-term public rental housing complexes located in Seoul for 14 to 28 years of elapsed years based on the data of maintenance costs. In addition, this study proposes a model to predict the maintenance costs by elapsed years by dividing 'Long-term Repair Plan Work and Government-Funded Project [Y1]', 'Planned Repair Work and General & Unplanned Repair Work [Y2]', and 'Total maintenance costs [Y3]'. It is intended to be used as basic data for the establishment of the maintenance plan at the stage of setting up the budget and the establishment of the sustainable operation plan for public rental housing

Effect and Development Strategies of a Village Development Project Using It's Traditional Specific Items in Hwaseong City (화성시 농촌전통테마마을 운영성과와 발전 방안)

  • The purpose of this study was to suggest development strategies of a village of Hwaseong-si where several programs using it's traditional items have been operated since 2003 according to the policy of Rural Traditional Thema Village Development implemented by Rural Development Administration(RDA). The village is located in Yodang-ri, Yanggam-myun, hwaseong-si in Gyounggi province. The village is called as 'Eunheng Namu Maeul' which means 'ginkgo tree village' since the tree is almost 350 years old and beautifully huge. Including this big tree there are much more traditional items such as organic dairy farming, hand-made cheese, legends and traditional plays. Using this items and government subsidies, the village has managed various tour programs and other income increasing projects. This study analyzed the strengths, weaknesses, opportunities and threats of the current situation of the village with the related materials and data to find out development strategies for the village-based programs and projects. This study recommended the followings as a major result of this study. The huge ginkgo tree at the village could be a better traditional attractive item when paths and wood of ginkgo trees will be built up especially utilizing the original huge one around the village. Like this, the item of hand made cheese could be a much more valuable traditional item when there will be an advanced facility for the people's working together. The social actives of the village have been weakened because of few young dwellers living there, therefore there needs a special subsidizing project for the village to hire a young manager having some social skills and knowledges. The situation being urbanized in front of the village needs precisely checking and implementing the Hwaseong-si's urbanization policy so that the urbanization could be harmonized with the maintenance and development of the traditional items of the village.
