The scope of fire services has been expanded from local fire prevention to rescue and first aid services, and the fire services system has been converted from an autonomous fire services system to a wide-area fire services system, and the status of fire officers has been unified as a national public servant. However, the underlying problem remains unsolved. One is a problem related to the conversion of fire services to state affairs, and the other is that Fire officers converted to national public servants are in charge of fire services which are evaluated as local autonomous affairs. The controversy over the nature of fire service stems from uncertainty and redundancy in the coordination of office function and distribution between the State and Local governments, and incomplete legislation that fundamentally fails to achieve systematic unity of office work and status. The fire service has a national responsibility as an affair that includes the existence of the state and the welfare and order of the people along with the police affairs. That is, affairs related to the safety of the people that protect the lives, bodies and properties of the people should be understood as State affairs. 「The LOCAL AUTONOMY ACT」 stipulates that local governments cannot perform State affairs such as affairs necessary for the existence of the nation, affairs requiring performance in a uniform manner throughout the nation, and affairs of nationwide or similar scale unless otherwise provided by the law. ASL estimation of public building is based on how appropriate the maximum age of the asset is derived based on the age record of the asset in the statistical data owned by public institutions. This is because we get a 'constrained' ASL by that number. And it is especially true because other studies have assumed that the building is an Iowa curve R3. Also, in this study, the survival rate is 1% as the threshold value at which the survival curve and the predictable life curve almost coincide. Rather than a theoretical basis, in the national statistical survey, the value of residual assets was recognized from the net value of 10% of the acquisition value when the average service life has elapsed, and 1% when doubling the average service life has elapsed. It is based on the setting mentioned above. The biggest constraint in fitting statistical data to the Iowa curve is that the maximum ASL is selected at R3 150%, and the 'constrained' ASL is calculated by the proportional expression on the assumption that the Iowa curve is followed. In like manner constraints were considered. First, the R3 disposal curve for the RCC(reinforced cement concrete) building was prepared according to the discarding method in the 2000 work, and it was jointly worked on with the National Statistical Office to secure the maximum amount of vintage data, but the lacking of sample size must be acknowledged. Even after that, the National Statistical Office and the Bank of Korea have been working on estimating the Iowa curve for each asset class in the I-O table. Another limitation is that the asset classification uses the broad classification of buildings as a subcategory. Second, if there were such assets with a lifespan of 115 years that were acquired in 1905 and disposed of in 2020, these discarded data would be omitted from this ASL calculation. Third, it is difficult to estimate the correct Iowa curve based on the stub-curve even if there is disposal data because Korea has a relatively shorter construction history, accumulated economic wealth since the 1980's. In other words, "constrained" ASL is an under-estimation of its ASL. Considering the fact that Korea was an economically developing country in the past and during rapid economic development, environmental factors such as asset accumulation and economic ability should be considered. Korea has a short period of accumulation of economic wealth, and the history of 'proper' architectures faithful to building regulations and principles is short and as a result, buildings 'not built properly' and 'proper' architectures are mixed. In this study, ASL of RCC public building was estimated at 70 years.
In the Republic of Korea, which has adopted a strong president-centered system as a political system, comprehensive personnel verification of work ability, reputation, and misconduct for positions where the president has personnel rights is not only fundamental to the administration of the country, but is also very important for maintaining the democratic system. As the records containing the personnel verification process produced during this process also has a wide range of data on important people in the country, they themselves are very important national-level information, and there is a great possibility that they will be used as useful materials for studying current national management in future generations. Therefore, it is assumed that after the enactment of the "Act on the Management of Presidential Records" in 2007, Senior Secretary for Civil Affairs of the Office of the President, which were responsible for the personnel verification, designated a wide range of personnel verification records as presidential designated records and transferred them to the Presidential Archives. However, with the launch of the 20th government, the agency responsible for personnel verification changed from Senior Secretary for Civil Affairs of the Office of the President to the "Personnel Information Management Team" of the Ministry of Justice from June 2022, a major change occurred in the personnel verification process that had been maintained and the preservation of related records. This paper examined what personnel verification records are and how they have been preserved and managed, and proposed what issues have arisen at the record management level due to this change in the agency in charge of personnel verification, and how those issues should be resolved on a practical and institutional level.
The purpose of study is to compare the level of participation of the elderly people in the activity of production between Korea and Canada and to identify the factors related to the participation of the elderly people in the activity of production between Korea and Canada. In order to conduct a comparative culture study two data sets were used; one was the 1999 Survey of Time Use collected by Korean Statistics Office and the other was 1998 Survey of Time Use collected by Canadian Statistics Office. Many countries have been collected a time use survey and used to study labor, welfare, and culture. Total number of 17,730 Korean and 2,729 Canadian between 55 and 84 were included to analyze the data. It is clear from the results that older people engage in various productive behaviors, particularly when the definition of activities is broadened to include unpaid work. It is also clear the overall productive contributions are higher among older Koreans than among older Canadians. While the focus in this study has been strictly on productive activities, the aging well literature suggests that the ability to remain independent in later life is enhanced through continued engagement in productive activities. It is thus critical that we better understand the nature of later-life activities and in particular the wide-ranging contributions made by older people. This is an important area of further exploration.
The purpose of this article is to empirically testify three hypotheses on the relation between married women's employment and the allocation of unpaid domestic work within households - i.e., adaptive partnership (AP), dual burden (DB) and lagged adaptation (LA) models. The AP hypothesis assumes that, when wives are employed, husbands spend more time doing housework in order to compensate for their wives' increased responsibility. The DB model, by contrast, indicates that, even if married women are employed, their burden on domestic work does not decrease. In this case, therefore, the dual burden of married women can be expected. Between these two opposite views, the third, alternative hypothesis has been suggested recently. The LA model argues that the behaviours of households are adaptive to the changing environments but over a period of many years and even across generations. The article has analysed the total work time as well as unpaid domestic work time to testify these three hypotheses, utilising 1999 Time Use Survey data of the National Statistical Office. The research results can be summarised as follows. First, married working women worked 100 minutes more than their male spouses. Second, the average domestic work time of married men, 23-25 minutes per day, was no more than 5-10% of that of women. Third, the effects of age and women's employment were not statistically significant in multiple regression models, which means that the DB hypothesis explains the situation of married working women in Korea. Based on these findings, the article suggested the expansion of the public social service system to mitigate the dual burden of married working women, the introduction of compensatory credit for caring work, and the directions of further empirical research using the time use survey data.
This paper will present the result of research which was done with 201 places on the actual condition of using dental diagnostic radiography unit and the protection of radiography. The purpose of this paper is to comprehend the actual condition of using dental x-ray unit and to protect when they do radiation work. Moreover this paper was completed to prepare basic materials that could be helpful to reduce the exposure from radiation. This paper obtains the following result. 1. On radiation photographing work in the dentist office, 50.3% of dental hygienists treat this job, and 19.2% of assistants, 10.8% of dentists, 5.6% of radiolotechnologists and 4.2% others performed this job. 2. The case that radiation worker is educated about diagnostic radiography safety supervision has been shown 14.4% and uneducated case has been shown 78.1%. 3. The result about the actual condition of using the oral diagnostic radiation per day was that a number of film which take photograph again (less than 1 exposure) was 40.3%. Normal photographing($1{\sim}10$ exposure) was 85.1% which is the highest percentage. Using the bitewing film and occlusal film was 7.0%, and 12.4% respectively. The percent that they use cephalo film and panoramic film was 16.4% 29.8% respectively. 4. Dental intra diagnostic radiography unit made in $1996{\sim}2000$ was 24.9% and the one made in $1991{\sim}1995$ was 19.9%, in $1986{\sim}1990$ was 19.9%, in 1985 was 9.5% according to the answer. On kVp, they use 60 kVp mostly(61.7%) and On mA, they use 10 mA with the highest percent(66.7%). On the dental extra diagnostic radiography units which are used for doing the extra oral radiography, the one made in $1996{\sim}2000$ was 13.4%, in $1991{\sim}1995$ was 9.5%, in $1985{\sim}1990$ was 2.0% according to the answer. They use $71{\sim}80\;kVp$ with 10.9% and $60{\sim}75\;kVP$ with 9.5%. They use less than 10 mA with 19.4% and $11{\sim}15\;mA$ with 2.5%. $16{\sim}20\;mA$ with 1.5%. But the case they exactly do not know how much mA they use or they do not have any mA was 76.6%. 5. General characteristics and the part of protection through the protective equipment by operator are completed with 89.1%. They have shown the similar difference in the relationship with age(p<0.001), experience(p<0.05) and in-patient(p<0.05). 6. When they take photographs of radiation with general quality, how far they keep the proper distance from the cone is as follows, Keeping safe distance is 12.9% according to the answer with the low percent. This result is similar with the difference related in experience(p<0.05) and work(p<0.05), the area of working(p<0.05) and in-patient(p<0.05). 7. The answer about the question-if they hold the tube head when they take photographs with general characteristics is as follows. The answer that they never hold the tube head and cone occupies 62.7% with the highest percent. It is shown the similar difference with age(p<0.05). 8. According to the study that they put on dosimeter with general characteristics is as follows. 64.7% has never put on the dosimester with the highest percent. 33.8% showed similar differences with experience(p<0.05), work(p<0.001), the area of work(p<0.005)and in-patient(p<0.001).

Objectives : The authors evaluated the effects on renal function of workers chronically exposed to low-level organic solvent mixtures. Methods : The authors measured the level of urine ${\beta}2$-microglobulin(${\beta}2$-MG) and microalbumin as biochemical markers of renal function and damage in 29 male workers exposed to organic solvents for more than five years and compared their results with those of 30 male office clerks as a reference group. Results : 1. The mean values of hemoglobin, hematocrit, SGOT, SGPT, ${\gamma}$-GTP were all within normal limits and there was no significant difference, except for hemoglobin(p<0.01), between exposed and reference group. 2. The values of BUN and serum creatinine were within reference limits and there was no significant difference between exposed and reference group. 3. The difference of mean values of urine microalbumin corrected by urine creatinine were statistically significant (p<0.01), but those of urine ${\beta}2$-MG was not. 4. There were no correlation of urine hippuric acids with BUN, serum creatinine, urine microalbumin and ${\beta}2$-MG. 5. There were no significant difference of BUN, serum creatinine, urine microalbumin and ${\beta}2$-MG upon work duration. Conclusions: It is assumed that chronic low-level organic solvent exposure in these workers shows early renal dysfunction, glomerular changes. The result corresponds to previous studies showing the relationship between hydrocarbon exposure and glomerulonephritis. For evaluation of impairment on kidney tubules, we need further study using more precise markers and long-term follow-up.
Purpose: Until now, students wrote only differential diagnoses and plans during the interstation work (IW) portion of clinical performance examinations (CPX). The contents of history taking (Hx) and the physical examination (PE) were only evaluated using checklists. This study addressed the correlations of Hx and PE scores from the checklists and the subsequent IW to research the necessity of adding Hx and PE sections in to the IW. Methods: One hundred and thrity-three students participated in a ten case CPX, and eight cases were used in this study. Immediately following the 12 minute patient encounter, students were given 6 minutes to write the IW. For the Hx and PE section, students were instructed to write the findings that they considered key information in approaching the patient's problem. The Hx and PE sections of the IW were scored using the same items that appeared on the SP checklist. Calculations of Spearman's rho were performed to find the relationship between the checklist scores and IW scores of Hx and PE sections. Results: Correlations of Hx and PE scores between the SP checklists and IW were low to moderate. Across the eight cases, the median Spearman's rho was 0.37 with a range of 0.14 to 0.54. Conclusion: We suggest that, because SP checklist scores measure only what information the students gather, but not their reasons for doing so (e.g.: relative importance), students tend gather very specific information from the patients. By analyzing of their IW, we were able to explore how students prioritize the important information they have obtained from the patients.
Disasters are causing significant damage to the lives and property of our society and are recognized as social problems that need to be solved nationally and globally. The 4th industrial revolution technologies affecting society as a whole such as the Internet of Things(IoT), Artificial Intelligence(AI), Drones(Unmanned Aerial Vehicles), and Big Data are continuously absorbed into the disaster and safety industries as scientific and technological tools for solving social problems. Very soon, twenty-nine domestic UAV-related organizations/companies will complete the construction of a multicopter type small UAV integrated system ('17~'20) that can be operated at disaster and security sites. The current work considers and proposes the mid-to-long term R&D direction of disaster UAV as a strategic asset of the national disaster response system. First, the trends of disaster and safety industry and policy are analyzed. Subsequently, the development status and future plans of small UAV, securing shortage technology, and strengthening competitiveness are analyzed. Finally, step-by-step R&D direction of disaster UAV in terms of development strategy, specialized mission, platform, communication, and control and operation is proposed.
