우리나라는 세계 5위의 해운국가이며, 특히, 부산은 세계 3위의 최대 컨테이너 항만시설과 물류시스템을 갖추고 있는 해양도시이다. 하지만 부산시민의 해양의식은 이에 미치지 못하고 있다. 이에 부산지역 해양교육의 현황을 분석한 결과, 해양교육 프로그램의 획일화, 해양교육 체계 미비, 해양교육 프로그램 운영미흡, 해양교육 실시 전문 인력 부족, 해양교육 실시기관간의 연계부족 등 크게 5가지의 문제점을 지적하였다. 이러한 문제점을 개선하기 위해서는 해양교육모듈을 개발하고 교육모듈을 하나의 주제에 맞게 편성하는 해양교육코스를 설계, 이러한 교육을 총괄적으로 운영하는 해양교육센터를 설립할 필요가 있다. 또한 해양교육을 내실 있는 정규교육과정으로 편성하여 교육효과를 극대화 시킬 수 있을 것이다. 이를 통해 부산시가 해양도시로 명성을 이어가고 건전한 친수문화의 조성과 해양문화를 널리 전파할 수 있을 것이다.

해양리터러시는 우리에게 바다가 미치는 영향 그리고 우리의 삶이 바다에 미치는 영향을 이해하는 것이다. 본 연구에서는 이러한 해양리터러시 개념에 기반한 부산지역 23개 기관에서 시행하고 있는 해양교육 프로그램을 분석하여 7개의 해양교육 모델코스를 개발하였다. 7개의 해양교육 모델코스는 실내이론, 실내체험, 현장탐방, 현장체험 등 4가지 형태의 교육방법이 다양하게 조합되어 있다. 또한 이러한 해양교육을 학생과 일반인들이 쉽게 구분하고 선택할 수 있도록 76cm*56cm 크기의 해양교육 안내지도를 제작하였다. 이는 부산지역의 지리적 여건과 관광지가 결합된 형식이며, 교육기관, 교육내용, 교육시간 등 상세한 내용이 포합되어 있어서 수요에 따라 계절적 변화요인 또는 기호에 맞게 피교육생들이 탄력적으로 운영이 가능하다. 해양교육 모델코스를 이용한 해양교육 안내지도의 제작은 해양교육의 활성화를 위한 초석이 될 것이며, 해양교육의 궁극적인 목표인 해양의식 함양과 바다와의 친숙화를 통한 해양전문인력 육성을 유도할 수 있을 것이다. 또한 해양교육용 교재 및 부교재의 개발, 교육보조재를 활용한 실내교육의 단점보완, 동영상 콘텐츠 개발을 통한 사이버 해양교육 개발 등을 통한 후속연구가 지속되어야 할 것이다.

우리나라는 해양강국으로서 입지를 유지하기 위해 해양교육의 중요성을 강조하고 있지만 구체적인 해양교육 프로그램의 운영을 위한 체계가 빈약한 실정이다. 이에 국내 외 해양교육의 프로그램을 분석하여 우리나라의 환경에 맞는 해양교육을 표준화하여, 교육의 효과를 극대화할 수 있는 해양교육 모듈 및 해양교육코스를 개발하였다.

The importance of clear and effective communication at sea has been greatly emphasized due to the increase in multiculturalism on board both ocean-going and coastal vessels, and the necessity of systematic English training based on 'Knowledge, Understanding, and Proficiency' specified in STCW has also been recognized. With these growing needs in mind, the International Maritime Organization (IMO) updated the Maritime English (ME) Model Course 3.17 in 2015 by providing guidelines on language education within two separate categories, General Maritime English (GME) and Specialized Maritime English (SME). The IMO is now attempting to create a new, global framework of ME education and training, and this this new course model must first be thoroughly understood in order to explore the ways to apply the modified version into the context of current ME education in Korea and to design an updated language curriculum. Therefore, the general structural features of the new model course will be explained in this paper, and the course focus set by IMO and to be considered and/or adopted by the Republic of Korea will be closely examined. Finally, suggestions will be made on how to implement this revised model course in practice with the following focus: the development of localized curriculum for GME and SME; the provision of practical teaching guidance through relevant online and offline materials for class and self-study; and the establishment of qualification guidelines and a teaching support system for language teachers in maritime and language education.

It is required to amend the manuals and textbooks that have contents related an ocean. There are 4 manuals covered about an ocean from all of 12 manuals for the course of the kindergarten education. And there are also 47 textbooks related an ocean among 145 books for an elementary course of study. It is necessary to analyze educational goal, contents, and other concerns. Here is the amendment against present manuals and textbooks. The objective for teaching the kindergarten is involved in the manuals properly. But, It is required to revise 'the oceanic artificial environment and facilities', and 'marine pollution' in contents of the manual. Some contents don't mention about an ocean, so it is necessary to add photos and maps covered with marine parts. Plus, there are no mentions about the value and attitude for an educational goal in the elementary textbooks. And it is required to add the solutions to conserve the sea and ethics about oceanic preservation. Also, it is needed to utilize cartoons and maps which give students interest.

우리나라의 해양교육은 세계 5위의 해양강국이라는 명성에 비해 매우 미비한 실정이다. 본 연구에서는 국내외 해양교육의 운영현황을 파악하고, 해양교육을 체계적이고 효율적으로 운영하기 위한 방안으로 모듈식 해양교육 프로그램을 개발하였다. 특히, 부산지역을 중심으로 한 해양교육 모듈식 프로그램을 제시하였다. 또한 효과적인 해양교육이 이루어질 수 있도록 상호연관성이 있는 모듈을 조합한 형태의 해양교육코스를 제안하였으며, 이는 향후 해양교육의 후속사업의 토대를 마련하는 계기가 될 뿐 아니라 부산지역의 해양교육에서 우리나라 전 지역으로 확대하여 해양강국으로서의 해양의식 함양 및 해양교육을 활성화하는데 이바지할 수 있을 것이다.

This study is about interdisciplinary education model of using Davis Guggenheim's documentary film on global warming which is a big concern in climate change issues, An Inconvenient Truth. It based on Al Gore's slide speech. Through a course student analyzed the cause and phenomenon of global warming resulted from increase of $CO_2$ by using fossil fuel and its environmental science effects-heat wave, desertification, tornado, hurricane, sea level rise caused by melting glaciers, destroying ecosystem like habitat degradation of wild animals, for example polar bear, extreme cold wave caused by change of ocean currents- of global warming. After, student discussed of efforts to prevent global warming. This educational model is appropriate for lower grade student of environmental engineering and also available for converged majors or general education class.
