근로자의 산업보건 지식과 태도에 관한 조사연구 (A Survey on the Knowledge and Attitude of Workers Concerning Occupational Health)

  • This research was carried out on 1,017 production workers for four months from May to August, 1991, to search more effective management method of their health by grasping their knowledge and attitude on industrial health. The results of this study can be summarized as follows: 1. As for general characteristics, 74.2% were male and 25.8% were female among the 1,017 workers. The two largest age groups were 30~39, 38.7%. As for education level, graduation from high school was 58.6%, 61.2% were married, 35.9% owned their house, and workers who worked more than 1 year less than 5 years was 52.9%, workers who worked 8 hours a day was 46.7%, the largest group income level was 60~69 thousand won 21.2%, and the degree of satisfaction with work was ordinary, 45.6%. 2. The degree of recognition concerning occupational diseases was 92.5% at a very high rate. Causes of occupational diseases under the present work field were in order of noise, dust, heavy metal. The largest group of the counterplan for prevention was an improvement of working environment, 62.0%. 3. The major cause that threatens worker's health was poor working environment, 31.4%. As the best method for workers' health management, working environment management was pointed. 4. As for health examination result, the response that it is of use to health management was 53.8%. As for examination method and result, 42.7% responded that they are formal. The practice period was more than once every six months as the largest group, and the highest desire for improvement was that they wants an exact information of the result. 5. 49.3% of the respondents know about the measurement of working environment an the response that the measurement is necessary to improve working environment was 57.9%, and that the results from the measurement were reflected on improvement an management 57.5%. Appropriate period to take a measurement was more than once per six months, 40.2% and per three months, 29.1%. 6. As for safety and halth instruction, 34.5% were educated for both, 38.2% for only safety education and just 4.6% for only health education. 51.9% responded that they had never been educated out of work place. The period of its practice was more than once a month, 39.5% and every three months, 21.3%. 7. The importance of safety and health showed that the one is equal to the other, 59.8%, that the one is more important, 29.6%, and that other is more important, 7.6%. 67.7% said the necessity of a safety and health manager. 8. In spite of more or less health obstacle of work environment, 14.9% of the respondents wanted to overwork to gain an allowance for over-time work, 39.9% didn't, and 40.2% according to condition and state. 9. As the most important cause of industrial accident, 40.2% indicated unsafe behavior. As for the individual protective instrument, 66.1% of all the respondents said they have worn it to protect industrial diseases. 10. As for the degree of understanding of the contents in Industrial Safety and Health Law and Industrial Law of Accident Insurance, an affirmative response was respectively 49.3% and 50.8% and the sources of safety-health information were televisions and radios, 28.0%. Therefore, it is necessary that we do positive working environmental improvement, continuous management and health education's inforcement to increase their health and prevent occupational diseases.

PSR 모델을 적용한 근로환경조사 지표 개발 (A Study on Health-related PSR Model using Korean Working Conditions Survey Data)

  • 본 연구에서는 업종에 따른 다양한 근로환경 요인들을 파악하고 관련 분야의 산업안전보건 정책을 판단할 수 있도록 근로환경조사 기초자료를 분석하여 사회요인을 고려한 지수 및 지표 개발을 목표로 하였다. 지표개발을 위해 OECD에서 제시하는 지표개발 가이드라인과 해외의 지표개발 사례들을 벤치마킹하여 수행되었다. OECD의 압력-상태-대응 모형을 벤치마킹하여 건강과 관련 있는 지표들을 제시하였다. 근로환경조사의 압력-상태 건강관련 지표는 압력은 물리적 위험환경, 노동시간, 업무환경, 사회 환경으로 구성되었고, 이에 따른 상태 항목은 건강관련 항목으로 정신건강, 신체건강, 건강문제로 인한 결근, 업무 만족으로 구성되었다. 그 결과 임금근로자, 상용근로자, 관리자, 사무종사자, 전문가 및 관련 종사자, 50세 미만 근로자의 압력-상태 지표가 상대적으로 양호하였다. 반대로, 50세 이상, 자영업자, 일용 직, 농림어업 숙련직, 단순노무, 장치 기계 조립 근로자의 압력-상태 지표가 상대적으로 취약한 것으로 나타났다.

건축공사 현장관리자 작업능력에 영향을 미치는 요인 (Factors Influencing the Work Ability of Building Construction Field Managers)

  • 건축공사 현장에서 공사관리를 수행하는 현장관리자의 작업능력은 프로젝트의 성공여부에 많은 영향을 미친다. 따라서 본 연구는 국내 건축공사 현장관리자의 작업능력에 영향을 미치는 요인을 파악하는 것을 연구의 목적으로 한다. 작업능력은 작업능력지수를 통해서 측정하였으며, 직무스트레스는 한국형 직무스트레스 측정도구를 통해서 측정하였다. 현장관리자의 작업능력은 직무스트레스가 높을수록 떨어지는 것으로 나타났다. 또한 운동, 종교보유도 현장관리자의 직무능력에 긍정적 영향을 주는 것으로 나타났다. 본 연구결과는 현장관리자의 작업능력을 향상시키는데 도움을 줄 수 있을 것으로 기대된다.

중.소규모 건설현장 안전점검 모질 연구 (A Study on Safety Inspection Model for Small Scale Construction Field)

  • Domestic construction industry has considerable level of construction performance and technology thanks to the economic development and as the result of performing diverse oversea construction project. However, construction disasters have been steadily increasing, and do severe disasters at faster pace. Most of such disasters happen at small and small medium-sized construction fields, which contract size is less than 10 billion won. small and medium-sized construction fields are not obliged to designate a safety manager, and have limitations in engaging self-regulating disaster prevention activities due to reduced budget for safety facilities. For the small and medium-sized construction sites with less than 10 billion won, the Ministry of Labor has been carrying out mobile inspections of construction safety. However, the effect so far is insignificant and an improvement plan is required. Therefore, in the present thesis, we derive problems appearing in the current construction safety mobile inspection system, investigate and study systems in foreign countries, and suggest an efficient and effective plan to operate safety technology inspections. First of all, we establish a standard to select sites to be inspected that are high in construction risk and disaster occurrence probability In addition, we suggest a plan to take administrative and judiciary measures based on the total score for disaster factors considering the disaster occurrence probability and the illegal practices. Furthermore, a scheme to maximize the effect of disaster prevention is sought by building an organic cooperative system between the Ministry of Labor, Korea Occupational Safety & Health Agency and other organizations specialized in instruction of construction disaster prevention. Finally, we induce a research conclusion that leads to self-regulating safety management through checking and instructing systematic management on mobile inspections.

  • 건설업은 국내 산업 중 안전사고가 가장 많이 발생한다. 건설업의 재해는 막대한 재산손실과 인명피해로 인한 사회적 문제로 이어지기 때문에 더 각별한 주의를 기울여야 한다. 최근 이로 인해 건설업에서 발생하는 재해에 대한 경각심이 높아지고 있으며 정부 각 부처에서는 안전관리에 관한 규정을 강화하고 있다. 특히 산업안전보건공단에서는 이번 산업안전보건법 전부개정안에서 보호대상의 확대와 책임소재의 명확화에 중점을 두고 있다. 이에 따라 발주자 책임에 의한 안전관리를 중심으로 분석한 연구가 필요한 실정이다. 따라서 본 연구에서는 건설사업관리자의 사업수행능력평가를 산업안전보건법의 전부개정안을 고려하여 안전항목을 고려하여 건설사업관리자를 선정하는 방안을 제시하고자 한다.

공공기관 산재 사고사망 분석 및 공공기관 작업장 안전강화 대책의 인식도 조사에 관한 연구 (A Study on the Analysis of Industrial Accident Deaths in Public Institutions and the Awareness Survey of Safety Enhancement Measures for Public Institutions)

  • Safety is not a service provided selectively by the country, and it is a basic right that human beings should enjoy. However, as the recent expansion of outsourcing due to the efficient corporate management, fatal accidents such as the Taean Power Plant where subcontractors are pinched on conveyors continued to occur. In addition, public safety concerns have been widespread as there are constant safety-related accidents in public institutions such as KTX trains derailing. As public institutions require safety as a top priority for management rather than profit, the government needs a leading role to enhance the level of private safety activities. The government announced the "Measures to strengthen the workplace safety of public institutions" and is promoting measures to protect the lives and safety of the people. The purpose of this study was to in-depth analysis of the accident and death situation in public institutions in the last 5 years from 2014 to 2018. A recognition survey was also conducted and the results were analyzed. As a result of the analysis of industrial accident death, it showed that the number of industrial accident deaths in public institutions was about 50 people per year, and it occupied about 6.1% of all industrial accidents. Following the government's public policy measures, positive changes as a result of the survey on awareness were detected in the order of rising safety awareness and participation of management (56.9%), safety and health organization and personnel composition (37.9%), and increasing safety awareness and participation of members (18.9%). However, the obstacles to the implementation of government measures were followings; 1) consciousness and lack of participation (42.1%), 2) indifference from other departments (35.1%), 3) absence, or lack of competency of safety manager (33.3%). In addition, safety investments and safety management of contractors and ordering works were analyzed to have remained largely unchanged even after the implementation of safety measures. Through this study, it is intended to provide basic data for strengthening the level and activities of safety in public institutions.

항공기 청소 노동자의 작업 만족도 및 유해인자 조사 (Investigation of Job Satisfaction and Hazardous Factors of Aircraft Cleaning Worker)

  • Objectives: The purpose of this study was to improve the working environment by identifying the work satisfaction of the cleaning workers of the aircraft and measuring and assessing the harmful factors of the cleaning process. Methods: We asked 23 cleaning companies for questionnaires and got 100 answers from 5 companies. The A-E Airline health manager has been contacted to establish a site survey schedule. The in-flight and lounge were measured using direct reading equipment. The harmful factor to be measured are noise, dust, temperature, volatile organic compound, total airborne bacteria, and total airborne bacteria. Results: Uncomfortable positions when replacing blanket, cleaning the table, and cleaning the floor have been identified as factor that reduce work satisfaction. Noise when replacing newspapers and cleaning toilets has been identified as a factor that lowers work satisfaction. Temperature and humidity were found to reduce work satisfaction during in-flight disinfection. Measurements of aircraft cabin and lounge with direct read equipment have shown that none of the items exceed the exposure criteria. Conclusions: As a result of measuring direct-reading equipment, no items exceeded the exposure criteria for each harmful factor. A clear survey of the working environment is required based on the results, and additional research is needed using personal sample measurement.

안전인증기준 성능화에 대한 기반 연구 (A Basic Study on the Performance Improvement of Safety Certification Standards)

  • 연구목적: 본 논문은 미래 산업발전과 환경변화에 대한 안전인증기준의 합리화를 위하여, 안전인증기준의 성능화에 대한 문제점을 검토하고 개선방향을 제시하는 것을 목적으로 한다. 연구방법: 문헌조사 및 실무자 면담조사를 통해 안전인증 체계에 대한 문제점과 한계점을 정리하고, 안전인증기준의 현황을 설계기준과 성능기준 그리고 세부적인 기준으로 분류하여 현황 분석을 실시한다. 그리고 조사 및 분석한 결과를 종합하여 안전인증기준의 성능화를 위한 개선사항을 제시한다. 연구결과: 조사를 통해 안전인증의 문제점과 한계점은 정부주도의 인증체계운용, 정형화된 인증기준, 인증개선에 장시간이 소요, 인증기준 마련체계의 부실, 업계의견 반영의 부족 등 6가지로 정리 할 수 있었다. 그리고 인증기준을 성능 및 설계기준으로 구분하여 분석한 결과, 기계 및 설비, 방호장치의 경우, 설계기준이 69.7% 및 64.9%로 높게 나타난 반면, 보호구의 경우 성능기준이 61.1%로 높게 나타났다. 설계기준 중심의 안전인증기준을 성능화하기 위해서는 인증기준의 성능화 가능성 판단, 검사시험방법의 규정 가능성 판단 등이 전제되어야 한다. 그리고 성능화를 위해서는 제조물책임법강화, 시장모니터링 등 체계화, 인증시험 업무의 분산, 민간의 인증기준 마련 참여 등의 제도기반 및 인프라 구축이 필요한 것으로 검토 되었다. 결론: 연구를 통해 우리나라 안전인증제도의 문제점과 한계점을 정리하고 성능화 필요성에 대하여 검토 하였다. 안전인증기준의 성능화는 법령정비, 인프라 구축 등 준비 작업이 필요한 사항으로 중장기적인 추진이 필요하다. 또한 전체 안전인증기준의 성능화 보다는 인증대상 품목별로 성능화 요건을 검토하여 추진하고, 세부적인 사항은 추가적인 연구를 통해 구체화해 나가야 한다.
