Background: Korean Working Conditions Surveys (KWCS), referencing European Working Conditions Surveys, have been conducted three times in order to survey working condition and develop work-related policies. However, we found three limitations for managing the collected KWCS data: (1) there was no computerized system for managing data; (2) statistical KWCS data were provided by limited one-way communication; and (3) the concept of a one-time provision of information was pursued. We suggest a web-based public service system that enables ordinary people to make greater use of the KWCS data, which can be managed constantly in the future. Methods: After considering data characteristics, we designed a database, which was able to have the result of all pairwise combinations with two extracted data to construct an analysis system. Using the data of the social network for each user, the tailored analysis system was developed. This system was developed with three methods: clustering and classification for building a social network, and an infographic method for improving readability through a friendly user interface. Results: We developed a database including one input entity consisting of the sociodemographic characteristics and one output entity consisting of working condition characteristics, such as working pattern and work satisfaction. A web-based public service system to provide tailored contents was completed. Conclusion: This study aimed to present a customized analysis system to use the KWCS data efficiently, provide a large amount of data in a form that can give users a better understanding, and lay the ground for helping researchers and policy makers understand the characteristics.
This study was done to provide basic data on the safety of professionals in medical imaging system by measuring the electromagnetic waves generated in the medical imaging system being used in medical organization. The studied medical imaging systems were general X-ray system, computed tomography(CT), ultrasonographic(USG) system, magnetic resonance imaging(MRI), PET-CT and fluoroscopic(R/F) system, and through these devices, electric field and magnetic field were measured and analyzed. As a result of the analysis, the measured values classified by the medical organizations were not much significant, but in the measurement by the medical imaging systems, there were high hazard elements in the sequential order of electric field PET-CT($17.7{\pm}22.9$)v/m, CT($10.3{\pm}8.7$)v/m, general X-ray system($8.8{\pm}8.8$)v/m, magnetic field general X-ray system($5.06{\pm}8.26$)mG, CT($2.71{\pm}4.53$)mG and PET-CT($0.74{\pm}0.34$)mG, the systems that adopted X-ray as main ray source, and the more aged the medical imaging systems, the greater the effects of electro-magnetic waves($10.6{\pm}15.93v/m$ for 5 years or more, $6.14{\pm}5.60v/m$ for 5 years or less). The effects of electromagnetic waves on medical imaging systems or facilities were not much when the notification of ministry of knowledge economy is considered, but in the overall perspective considering all the equipments and facility of the medical organization, such effects were significant. It is determined that sustainable safety managements of electric field and magnetic field must be done during process from medical imaging system installation to maintenance to rule out such factors.
The regulation for industrial accident rate level assessment of construction companies was introduced to the construction industry in the Republic of Korea since 1993 and has brought positive outcome on industrial accidents reduction at construction work sites. There were considerable decrease of industrial accident ratio and enforcing of contrators' safety organizations from the beginning of the regulation for industrial accident rate level assessment. In spite of these positive outcomes, there were some negative effects such as contractors' shrinking accident reports to keep good accident ratios since these figures had a great impact on pre-qualification stage of bidding when general contractors were competing for new construction projects. In addition, Comprehensive evaluation bid system, which replaces the lowest price bid system is applied to government-ordered construction projects since 2016. Comprehensive evaluation bid system includes construction company's accident rate as one of the evaluation items and carries out with the industrial accident rate level assessment of construction companies at the same time. The regulations of two systems have been called for improvement to unify these different procedures and standards which have led business stakeholders to confusion for several years. This study aims to devote on lessening shrinking accident reports and to reduce the waste of business stakeholders through changing the regulation for industrial accident rate level assessment.
Notorious press machine bothers employers by causing so many industrial accidents which are mostly of caught-in or between type. In 2008, press machines caused 1665 cases of such type of accidents, which reached about 11% of all those. Even though various approaches has been adopted to prevent those press machine accidents, up to now, no one was found to be satisfactory. In this study, two kinds of companies, accident-occurred and accident-free by press machine, were surveyed to find out positive and negative factors for accidents prevention. 400 companies which experienced accidents in 2008 and 200 companies which did not experience accident at all during the same period were selected for this survey. Most of these companies are small companies that employ less than 50 employees. Even though small companies are exempted from legal obligations to have a safety management system for accident prevention, we surveyed about safety management systems of those companies because of its crucial importance for accident prevention including whether they appointed safety managers and various supervisors. Awareness and efforts for safety of employers and employees were also measured. Results were analysed by the method of cross tabulation analysis. Main findings of this study are as follows. Most accident-occurred companies did not appoint any safety manager or supervisor. While it is recommended that the workplace of high accident rate have a safety manager. In addition, as less employers' effort for safety was made in accident-occurred companies in order to prevent accidents during press processing, the author proposes an amendment to the relevant law. Finally, the most referred reason for the negligence of hazard is the cumbersomeness in installing safeguards.

Background: Maintenance operations on-board ships are highly demanding. Maintenance operations are intensive activities requiring high man-machine interactions in challenging and evolving conditions. The evolving conditions are weather conditions, workplace temperature, ship motion, noise and vibration, and workload and stress. For example, extreme weather condition affects seafarers' performance, increasing the chances of error, and, consequently, can cause injuries or fatalities to personnel. An effective human error probability model is required to better manage maintenance on-board ships. The developed model would assist in developing and maintaining effective risk management protocols. Thus, the objective of this study is to develop a human error probability model considering various internal and external factors affecting seafarers' performance. Methods: The human error probability model is developed using probability theory applied to Bayesian network. The model is tested using the data received through the developed questionnaire survey of >200 experienced seafarers with >5 years of experience. The model developed in this study is used to find out the reliability of human performance on particular maintenance activities. Results: The developed methodology is tested on the maintenance of marine engine's cooling water pump for engine department and anchor windlass for deck department. In the considered case studies, human error probabilities are estimated in various scenarios and the results are compared between the scenarios and the different seafarer categories. The results of the case studies for both departments are also compared. Conclusion: The developed model is effective in assessing human error probabilities. These probabilities would get dynamically updated as and when new information is available on changes in either internal (i.e., training, experience, and fatigue) or external (i.e., environmental and operational conditions such as weather conditions, workplace temperature, ship motion, noise and vibration, and workload and stress) factors.

Background: Lancashire Fire and Rescue Service (LFRS), the subject of this evaluative research document employs 1400 people. 80% of employees are operational firefighters and officers whom operate across a range of duty systems and support functions, providing prevention, protection and emergency response to the communities of Lancashire. Methods: The overarching purpose of this epidemiological study is to assess the prevalence of posttraumatic stress disorder (PTSD) amongst operational LFRS personnel and to analyse the effects upon those who may be suffering from it, whether brought about by a single traumatic event or by repeated exposure to traumatic occurrences over a period of time. A combination of primary and secondary research was carried out. Primary data was collated using two recognised clinical questionnaires and statistical analysis was conducted with the aid of the software package SPSS. Results: The findings and statistical analysis showed that out of the 100 people surveyed, 30% of respondents had signs of probable distress. Of this quota, 4% showed symptoms of PTSD. The study considers how an organisation can recognise and manage PTSD and provides recommendations to assist in better recognising and managing the associated risks. Conclusion: Based upon the findings, the authors conclude that the level of PTSD within LFRS is slightly lower than those found in other studies undertaken within the Fire and Rescue Service sector. The paper provides recommendations for future studies and a series of actions for consideration by LFRS senior management to improve PTSD support services for employees.

In addition to physical risks such as electrical, chemical, and mechanic ones in the workplace, psychosocial risks are also raising as an important issue in recent years in connection with human rights and work-life balance policies. The purpose of this study is to confirm the degree of effect of the psychosocial risk management plan at the workplace on workers through logistic regression analysis. Input data for logistic regression analysis is the results of a survey of 4,558 people conducted by the Institute for Occupational Safety and Health were used. There are 9 independent variables, including the change a workplace and confidential counseling, and the dependent variable is whether the worker feels the effect on the psychosocial risk management plan. As a result of this study, changes in work organization, dispute resolution procedures, provision of education program, notification of the impact of psychosocial risks on safety and health, and the persons in charge of solving psychosocial problems are shown effective in reducing worker's psychosocial risks. This study drives which of the management plans implemented to reduce the psychosocial risk of workers in the workplace are effective, so it can contribute to the development of psychosocial risk management plans in the future.
Domestic construction industry has considerable level of construction performance and technology thanks to the economic development and as the result of performing diverse oversea construction project. However, construction disasters have been steadily increasing, and do severe disasters at faster pace. Most of such disasters happen at small and small medium-sized construction fields, which contract size is less than 10 billion won. small and medium-sized construction fields are not obliged to designate a safety manager, and have limitations in engaging self-regulating disaster prevention activities due to reduced budget for safety facilities. For the small and medium-sized construction sites with less than 10 billion won, the Ministry of Labor has been carrying out mobile inspections of construction safety. However, the effect so far is insignificant and an improvement plan is required. Therefore, in the present thesis, we derive problems appearing in the current construction safety mobile inspection system, investigate and study systems in foreign countries, and suggest an efficient and effective plan to operate safety technology inspections. First of all, we establish a standard to select sites to be inspected that are high in construction risk and disaster occurrence probability In addition, we suggest a plan to take administrative and judiciary measures based on the total score for disaster factors considering the disaster occurrence probability and the illegal practices. Furthermore, a scheme to maximize the effect of disaster prevention is sought by building an organic cooperative system between the Ministry of Labor, Korea Occupational Safety & Health Agency and other organizations specialized in instruction of construction disaster prevention. Finally, we induce a research conclusion that leads to self-regulating safety management through checking and instructing systematic management on mobile inspections.

Recently, as Korean industrial structure is moving to the service job, the number of workers engaged in the service job is increasing slowly. According to the statistics by Ministry of Employment and Labor announced in June, 2013, the number of service job workers in Korea was 7,477,135 which accounted for 48.4% of total workers. The trend of this service job is expected to increase continuously in the future. According to the 2013 statistics by Ministry of Employment and Labor, the number of industrial accidents victims of industrial accidents in the service job was 30,526 which was the biggest number among the entire businesses. The victims in the service job accounted for 33.2% among the total number of industrial accidents and represented more than those in the manufacture and construction industry. The service job had various works and employment patterns and most service jobs are petty and are small-sized establishments and it is difficult to try voluntarily to prevent the industrial accidents. However, Korean occupational safety and health act was enacted in accordance with the construction and manufacture in which industrial accidents occurred frequently in the past. The support of the government for the industrial accident prevention is focused on the construction and manufacture. Therefore, the current service job is placed on the blind spot of the safety management. Raising the safety awareness of workers through the safety education is the most important in order to prevent the industrial accidents of the service job with many conventional/repeated disasters such as the conduction by a simple mistake. Accordingly, this study analyzed the features and accidents of the domestic service jobs through the literature survey and analyzed the institutional devices for the safety management of the domestic service job, and the safety management cases of foreign service jobs and compared with domestic systems. Considering demands for the basic safety education for service job workers, a questionnaire was conducted targeting the service job workers and the execution plan of the basic safety & health education targeting the service job workers was carried out through the brainstorming of trainers of worker in the service job.
