  • The curve of motion indicated to waveform of the fast movement of human extracted using virtual reality or the quantity of time fluctuation of the electromagnetic signal as the quantity of electric fluctuation of the atmosphere is complex. It is important to decide exactly the signal property as the inflection point for the observation signal. When the signal is mixed by noise signal, the traditional method is difficult to detect the inflection point. In this paper the noisy signal is eliminated by wavelet thresholding method and the filter using natural observation theorem is applied. It shows that the inflection point of the signal waveform can be detected exactly.

  • The conventional observations of the Korea Meteorological Administration (KMA) and National Centers for Environmental Prediction (NCEP) are compared in the numerical weather forecast system at the Korea Institute of Atmospheric Prediction Systems (KIAPS). The weather forecasting system used in this study is consists of Korea Integrated Model (KIM) as a global numerical weather prediction model, three-dimensional variational method as a data assimilation system, and KIAPS Package for Observation Processing (KPOP) as an observation pre-processing system. As a result, the forecast performance of NCEP observation was better while the number of observation is similar to the KMA observation. In addition, the sensitivity of forecast performance was investigated for each SONDE, SURFACE and AIRCRAFT observations. The differences in AIRCRAFT observation were not sensitive to forecast, but the use of NCEP SONDE and SURFACE observations have shown better forecast performance. It is found that the NCEP observations have more wind observations of the SONDE in the upper atmosphere and more surface pressure observations of the SURFACE in the ocean. The results suggest that evenly distributed observations can lead to improved forecast performance.

  • This paper proposes a HMM-based recognition method using DMSVQ(Dynamic Multi-Section Vector Quantization) codebook by DMS(Dynamic Multi-Section) model and fuzzy concept, as a study for speaker- independent speech recognition. In this proposed recognition method, training data are divided into several dynamic section and multi-observation sequences which are given proper probabilities by fuzzy rule according to order of short distance from DMSVQ codebook per each section are obtained. Thereafter, the HMM using this multi-observation sequences is generated, and in case of recognition, a word that has the most highest probability is selected as a recognized word. Other experiments to compare with the results of recognition experiments using proposed method are implemented as a data by the various conventional recognition methods under the equivalent environment. Through the experiment results, it is proved that the proposed method in this study is superior to the conventional recognition methods.

  • In order to predict and prevent hydrological disasters such as flood, it is necessary to accurately estimate rainfall. In this paper, an areal average rainfall estimation method using multiple elevation observation data of an electromagnetic wave rain gauge is presented. The small electromagnetic rain gauge system is a very small precipitation radar that operates at K-band with dual-polarization technology for very short distance observation. The areal average rainfall estimation method is based on the assumption that the variation in rainfall over the observation range is small because the observation distance and time are very short. The proposed method has been evaluated by comparing with ground instruments such as tipping-bucket rain gauges and a Parsivel. The evaluation results show that the methodology works fairly well for the rainfall events which are shown here.

  • Korea is one of the country with the world's oldest meteorological observation records. Starting with first meteorological record of fog in Goguryeo in the year of 34 BC, Korea had left a great deal of quantitative observation records, from the Three Kingdoms Period to Goryeo to Joseon. During the Joseon Dynasty, with a great attention by kings, efforts were particularly made to measure rainfall in a systematic and scientific manner. In the 23rd year of King Sejong (1441), the world's first rain gauge called "Chugugi" was invented; in the following year (1442), a nationwide rainfall observation network was established. The King Sejong distributed Chugugi to 350 observation stations throughout the state, even to small towns and villages, for measuring and recording rainfall. The rainfall observation using Chugugi, initiated by King Sejong, had been in place for about 150 years, but halted during national disturbances such as Japanese invasion of Korea in 1592. Since then, the observation had been forgotten for a long time until the rainfall observation by Chugugi was resumed in the 48th year of King Yeongjo (1770). King Yeongjo adopted most of the existing observation system established by King Sejong, including the size of Chugugi and observation rules. He, however, significantly reduced the number of Chugugi observation stations to 14, and commanded the 352 local authorities such as Bu, Gun, Hyeon to conduct "Wootaek", a method of measuring how far the moisture had absorbed into the soil when it rains. Later on, six more Chugugi stations were established. If the number of stations of Chugugi and Wootaek are combined together, the total number of rainfall observation station in the late period of Joseon Dynasty was 372. The rainfall observation with Chugugi during the Joseon Dynasty is of significance and excellence in three aspects: 1) the standard size of Chugugi was so scientifically designed that it is as great as today's modern rain gauge; 2) rainfall was precisely measured, even with unit of Bun (2 mm); and 3) the observation network was distributed on a nationwide basis.

  • Spaceborne earth observation or astronomical payloads often use Cassegrain-type telescopes due to limits in mass and volume. Precision optical alignment of such a telescope is vital to the success of the mission. This paper describes the alignment simulation and experiment of computer-aided alignment method during the assembly of MAC (Medium-sized Aperture Camera) telescope for spaceborne earth observation.

  • The performance of speaker identification is severely degraded in noisy environments. Recently probability weighting method based on observation membership was proposed for overcoming the noise problem[1]. In the paper[1] the observation confidence was calculated from SNR with sigmoid function. However, estimating SNR needs additive calculation amount and estimated SNR is corrupted in dynamic noisy environments. In this paper we propose estimation methods of the observation confidence based on score-based reliabilities (SBR) of entropy and dispersion measures. Generally SBRs are obtained from speaker models' probabilities. The proposed methods are evaluated with ETRI speaker recognition DB. We compared the performances of the proposed methods with those in [1][8]. The experimental results show that the proposed methods can be successfully applied for the case where SNR is not available.

  • Recent observation of the neutron star merger event, GW170817, through both gravitational wave (GW) and electromagnetic wave (EM) observations opened a new way of exploring the universe, namely, multi-messenger astronomy (MMA). One of the keys to the success of MMA is a rapid identification of EM counterpart. We will introduce GW follow-up observation project in Korea for hunting GW EM counterpart rapidly and its strategy for prioritization of GW source host galaxy candidates. Our method relies on recent simulation results regarding plausible properties of GW source host galaxies and the low latency localization map from LIGO/Virgo. We will show a test result for both binary neutron star merger events using previous event and describe observing strategy with our facilities for GW events during the ongoing LIGO/Virgo O3 run. Finally, we report the results of optical/NIR follow-up observation of GW190425, the first neutron.

  • This paper proposes a MSHMM(Multi-Section Hidden Markov Model) recognition method based on Fuzzy Concept, as a method on the speech recognition of speaker-independent. In this recognition method, training data are divided into several section and multi-observation sequences given proper probabilities by fuzzy rule according to order of short distance from MSVQ codebook per each section are obtained. Thereafter, the HMM per each section using this multi-observation sequences is generated, and in case of recognition, a word that has the most highest probability is selected as a recognized word. In this paper, other experiments to compare with the results of these experiments are implemented by the various conventional recognition methods(DP, MSVQ, DMS, general HMM) under the same data. Through results of all-round experiment, it is proved that the proposed MSHMM based on fuzzy concept is superior to DP method, MSVQ method, DMS model and general HMM model in recognition rate and computational time, and does not decreases recognition rate as 92.91% in spite of increment of speaker number.

  • A major problem of stopwatch time study is how to do for the accurate and consistent performance rating, which is one of the critical variables to determine the accuracy of work measurement and should be still dependent upon time observer's judgement. Therefore the time observer's ability for the performance rating is very important, and must be improved by correct training method and procedure. This paper developed a new benchmark and benchmark-observation method for the effective performance rating training of assembling and machining operations. The trainees' ability in the accuracy and consistency of the performance rating ,improved significantly after being trained by subject method. The percentage improvement in rating accuracy and consistency values was 34.7% and 49% respectively. In addition, benchmark-practice method for the performance rating training is not significant, so it is proofed that the skill of a certain operation is not important for the improvement of the rating ability.
