In this study, we have investigated the shielding evaluation methodology for facilities using kV energy generators. We have collected and analysis of safety evaluation criteria and methodology for overseas facilities using radiation generators. And we investigated the current status of shielding evaluation of domestic industrial radiation generators. According to the statistical data from the Radiation Safety Information System, as of 2022, a total of 7,679 organizations are using radiation generating devices. Among them, 6,299 facilities use these devices for industrial purposes, which accounts for a considerable portion of radiation. The organizations that use these devices evaluate whether the exposure dose for workers and frequent visitors is suitable as per the limit regulated by the Nuclear Safety Act. Moreover, during this process, the safety shields are evaluated at the facilities that use the radiation generating devices. However, the facilities that use radiating devices having energy less than or equal to 6 MV for industrial purposes are still mostly evaluated and analyzed according to the National Council on Radiation Protection and Measurements 49 (NCRP 49) report published in 1976. We have investigated the technical standards of safety management, including the maximum permissible dose and parameters assessment criteria for facilities using radiation generating devices, based on the NCRP 49 and the American National Standards Institute/Health Physics Society N.43.3 reports, which are the representative reports related to radiation shielding management cases overseas.
When an accident occurs, the associated human activity is typically regarded as a "human error," or a temporal deviation. On the other hand, if the accident results in a serious loss or if it evokes a social issue, the person determined to be responsible may be punished with a "violation" of related laws or regulations. However, as Heinrich stated, it is neither appropriate nor reasonable in terms of probability theory and cognitive science to distinguish whether it is a "human error" or a "violation" with a criterion of resultant accident severity. Nonetheless, some in society get on the social climate to strengthen regulations on workers who have caused accidents, especially violations. This response can present a social issue due to the lack of systematic judgment procedure which distinguishes violations from human errors. The purpose of this study was to develop an objective and systematic procedure to assess whether workers' activities which induced industrial accidents should be categorized as violations rather than human errors. Various analysis techniques for the determination of violation procedure were investigated and compared using an analysis approach method. An appropriate technique was not found, however, for judging the culpability of intentional violations. As an alternative, this study developed the process of creating violations, based on cognitive procedure, as well as the criteria to determine and categorize an activity as a violation. In addition, the developed procedure was applied to cases of industrial accidents and nuclear power plant issues to test its practical applicability. The study demonstrated that the proposed model could be used to determine the existence of a violation even in the case of multiple workers who work simultaneously.
Coal-fired power plants handle large quantities of coal, one of the most prominent NORM, and the coal ash produced after the coal is burned can be tens of times more radioactive than the coal. Workers in these industries may be exposed to internal exposure by inhalation of particles while handling NORM. This study evaluated the size, concentration, particle shape and density, and radioactivity concentrations of airborne suspended particles in the main processes of a coal-fired power plant. Finally, the internal radiation dose to workers from particle inhalation was evaluated. For this purpose, airborne particles were collected by size using a multi-stage particle collector to determine the size, shape, and concentration of particles. Samples of coal and coal ash were collected to measure the density and radioactivity of particles. The dose conversion factor and annual radionuclide inhalation amount were derived based on the characteristics of the particles. Finally, the internal radiation dose due to particle inhalation was evaluated. Overall, the internal radiation dose to workers in the main processes of coalfired power plants A and B ranged from 1.47×10-5~1.12×10-3 mSv y-1. Due to the effect of dust generated during loading operations, the internal radiation dose of fly ash loading processes in both coal-fired power plants A and B was higher than that of other processes. In the case of workers in the coal storage yard at power plants A and B, the characteristic values such as particle size, airborne concentration, and working time were the same, but due to the difference in radioactivity concentration and density depending on the origin of the coal, the internal radiation dose by origin was different, and the highest was found when inhaling coal imported from Australia among the five origins. In addition, the main nuclide contributing the most to the internal radiation dose from the main processes in the coal-fired power plants was thorium due to differences in dose conversion factors. However, considering the external radiation dose of workers in coal-fired power plants presented in overseas research cases, the annual effective dose of workers in the main processes of power plants A and B does not exceed 1mSv y-1, which is the dose limit for the general public notified by the Nuclear Safety Act. The results of this study can be utilized to identify the internal exposure levels of workers in domestic coal-fired power plants and will contribute to the establishment of a data base for a differential safety management system for NORM-handling industries in the future.
This paper discusses decommissioning procedure requirements management using requirement engineering to systematically manage the technical requirements and criteria that are required in decontamination and decommissioning activities, and the regulatory requirements that should be complied with in a decommissioning strategy for research reactors and nuclear power plants. A schema was designed to establish the traceability and change management related to the linkage between the regulatory requirements and technical criteria after classifying the procedures into four groups during the full life-cycle of the decommissioning. The results confirmed that the designed schema was successfully traced in accordance with the regulatory requirements and technical criteria required by various fields in terms of decontamination and decommissioning activities. In addition, the changes before and after the revision of the Nuclear Safety Act were also determined. The dismantling procedure requirement management system secured through this study is expected to be a useful tool in the integrated management of radioactive waste, as well as in the dismantling of research reactor and nuclear facilities.
Alloy 617 is considered as a candidate Ni-based superalloy for the intermediate heat exchanger (IHX) of a very high-temperature gas reactor (VHTR) because of its good creep strength and corrosion resistance at high temperatures. Helium is used as a coolant in a VHTR owing to its high thermal conductivity, inertness, and low neutron absorption. However, helium inevitably includes impurities that create an imbalance in the surface reactivity at the interface of the coolant and the exposed materials. As the Alloy 617 has been exposed to high temperatures at $950^{\circ}C$ in the impure helium environment of a VHTR, the degradation of material is accelerated and mechanical properties decreased. The high-temperature strength, creep, and corrosion properties of the structural material for an IHX are highly important to maintain the integrity in a harsh environment for a 60 year period. Therefore, an alloy superior to alloy 617 should be developed. In this study, the mechanical and high-temperature corrosion properties for Ni-Cr alloys fabricated in the laboratory were evaluated as a function of the grain boundary strengthening and alloying elements. The ductility increased and decreased by increasing the amount of Mo and Cr, respectively. Surface oxide was detached during the corrosion test, when Al was not added to alloy. However the alloy with Al showed improved oxide adhesive property without significant degradation and mechanical property. Aluminum seems to act as an anti-corrosive role in the Ni-based alloy.
원자력안전법에는 방사성동위원소 등의 취급에 관하여 방사성동위원소취급자일반면허, 특수면허 및 감독자면허 등 3종의 면허가 있다. 이들 면허시험 응시자격은 학력과 교육훈련을 포함한 경력으로 구분된다. 원자력안전위원회는 경력의 내용 및 산출방법을 정하여 고시한다. 본 논문에서는 과거에 운영된 방사선취급감독자면허 교육과정 종료 후 시행된 교육만족도 및 운영에 관한 설문조사 자료를 분석하여 개선점을 도출하였다. 교육과정을 개선하기 위하여 학습평가를 도입하여 운영하였으며, 개선된 교육과정과 기존 교육과정을 만족도 측면에서 비교하여 기술하였다. 학습평가를 도입한 교육과정은 기존 교육과정에 비해 만족도, 현업적용도 등에서 4.0점(5.0 만점 기준) 이상의 평가 결과를 나타냈다. 이러한 결과를 바탕으로 방사선취급감독자면허 교육과정뿐만 아니라 방사성동위원소취급자일반면허 교육과정에도 학습평가를 적용하는 것이 바람직하다고 본다.
음향방출법은 압력용기 구조에서 존재하는 결함이나 누출을 탐지하거나 모니터링하는데 유용한 도구로 부상하였다. 본 연구에서는 브레그 격자에 근거한 음향방출센서 시스템이 개발되었다. 다양한 길이의 센싱부를 포함하는 다양한 형태의 광섬유 브레그 격자센서가 제작되었고 PZT 펄서와 연필심 파괴를 이용하여 시험되었다. 두 가지 형태의 센서부착법이 사용되었다. 첫째는 광섬유 브레그 격자센서가 접착제를 이용하여 표면에 완전히 부착되는 방법이고 둘째는 센서의 한쪽 부분만 표면에 부분적으로 고정하고 다른 쪽은 외팔보와 같이 작동하도록 하는 방법이다. 이렇게 함으로써 센싱부의 길이에 비례하는 고유진동수를 갖는 광섬유 브레그 격자센서를 구성할 수 있다. 본 연구에 사용된 센서 시스템의 최종 목적은 원자력발전소 상부 관통관의 균열이나 누출을 탐지하는 온라인 모니터링 시스템에 사용하는 것이다.
생활주변방사선안전관리법 도입에 따라 재활용하지 못하는 공정부산물의 안전관리를 위해서는 방사선적 안전성 확보가 필수적이다. 이를 위해서 처분대상 공정부산물 특성화 자료 수집 및 분석, 처분방법과 처분시설의 조사 및 분석, 처분시설의 운영으로 인한 방사선적 안전성평가 방법론 정립과 도구 확보, 주요 입력자료들의 안전성에 미치는 영향 파악 등이 필요하다. 이를 통하여 매립과 같은 참조 처분방법을 선정하고 피폭선량과 인체보건 리스크 평가를 통하여 공정부산물 처분에 따른 방사선적 안전성 확보를 위한 절차 및 기준마련을 위한 기술적 근거를 확보할 필요가 있다. 본 연구에서는 공정부산물 처분방법과 공정부산물 처분시설에 대한 국내외 현황 조사 및 분석과 국내외 주요 산업별 처분대상 공정부산물 특성화 자료 수집 및 분석을 수행하였다. 이를 바탕으로 주요 공정부산물 특성에 따른 관리방안과 매립 처분시설에 대한 개념설계를 제안하였다. 또한, 공정부산물 처분시 대기확산에 의한 방사성핵종의 전이경로와 침출수 유출로 인한 방사성핵종의 전이경로 파악을 수행하고 적절한 코드를 선정하여 예제 평가를 수행함으로써 코드의 유용성을 확인하였다. 그리고 국내 대표 공정부산물인 비산재, 인산석고, 레드머드 특성화 자료를 이용하여 공정부산물 처분시 피폭선량 및 초과 암 리스크를 평가하고 분석하였다. 개념적 설계 예제에 대한 방사선적 안전성 평가 결과에 의하면 공정부산물 처분시 피폭선량 및 초과 암 리스크는 매우 낮은 값을 가지며 우려할 만한 방사선적 영향을 보이지는 않는다. 연구결과는 향후 생활방사선 안전관리를 위한 규제기술 개발에 활용 가능할 뿐만 아니라 생활주변방사선안전관리법 이행기술 기반 구축에 기여할 수 있을 것이다.
저선량 장시간(15초 내외) X선을 조사하는 치과 파노라마 촬영장치는 교육 목적의 사용에는 원자력안전법의 규제를 받으며, 이에 따라 방사선안전 설비(경보장치, 인터록)를 설치해야 한다. 본 연구에서는 치과 파노라마 촬영에서 방사선량 및 공간선량률을 측정하여 방사선안전 설비의 실효성을 확인하고 방사선작업종사자 및 수시출입자 등의 방사선방호를 위한 기초자료를 제공하고자 하였다. 치과 파노라마 전용팬텀의 직접 피폭부위인 치아와 간접 피폭부위인 수정체와 갑상선에서 유리선량계 소자(GD-352M)를 부착한 후 X선을 3회 반복 조사하여 형광유리선량계 시스템으로 선량을 판독하였다. 팬텀 절치부를 중심으로 한 수평면을 $45^{\circ}$ 각도로 분류하여 7방향으로 구획하여 각 방향마다 30, 60, 90, 120 cm의 거리에서 공간선량률을 측정하였다. 직접 피폭부위는 최대 $984.5{\mu}Gy$가 측정되었다. 공간선량률은 30 cm에서 가장 높게 나타났으며, 120 cm로 거리가 증가할수록 선량이 감소하였다. 방향에 따라서는 30 cm 거리에서 회전 시작부위의 공간선량률이 $3,840{\mu}Sv/h$로 가장 낮은 부위인 $778{\mu}Sv/h$에 비해 4배 차이가 났다. 방사선작업종사자가 위치할 수 있는 60 cm 거리에서의 공간선량률은 평균 $408{\mu}Sv/h$로 측정되었다. 보수적인 관점에서 방사선관리구역 내에 의도하지 않은 피폭이 발생하는 경우를 대비하여 피폭선량 예측이 가능하도록 공간선량률에 대한 방사선안전 교육이 필요하지만, 현재 의료법에 의해 의료기관에서는 설치하지 않아도 되는 인터록 등의 설비는 교육용 치과 파노라마 촬영실의 공간선량률이 낮은 것을 감안할 때 원자력안전법에서 의무화 되어 있는 것은 과한 규제로 사료된다.
캐나다 AECL이 사용후핵연료 관리 방법으로 심지층 처분 방식을 제시하였으나, Seaborn Panel은 이 방안에는 사회적 수용성이 결여되어 있음을 지적하였다. 이에 따라 캐나다는 사용후 핵연료 관리에 위해 보다 폭넓은 사람들의 참여를 유도할 수 있는 공론화 프로그램이 필요하다는 것을 인식하고 먼저 핵연료폐기물법 (Nuclear Fuel Waste Act, NFWA) 을 제정하였다. NFWA에 따라 Nuclear Waste Management Organization (NWMO) 가 설립되었다. 전문가들이 마련한 세 가지 관리 방법 가운데서 사회적으로 수용 가능하고 기술적으로 안전하며, 환경적으로 책임질 수 있고 경제적으로 실행 가능한 사용후핵연료 장기적 관리방안을 마련하는 것을 NWMO의 임무로 지정하였다. 그러나 이 세가지 관리 방안 중 어느 것도 적합하지 않다고 판단할 때는 제 4의 대안을 고려하는 예외 조항을 두었다. 결과적으로 NWMO는 위의 3가지 방안의 장점 및 특징을 바탕으로 하여 제 4의 대안인 Adaptive Phased Management (APM; 융통성 있는 단계적 관리) 방식을 제안하였다. 이 대안은 실행 단계에서라도 어떤 기술적 발전이나 변화가 생겼을 때 이를 받아들이도록 고안되었다. 캐나다의 사용후핵연료 공론화 과정은 연구 개발 프로그램이 사회적 수용성과 얼마나 깊게 연관되어 있는지를 잘 보여준다. 다시 말해, 비록 자세한 기술적인 연구 개발은 전문 과학자에 의해 수행되어야 하지만, 연구 개발의 객관적인 타당성 확보를 위해서는 대중을 의사 결정 과정에 참여시키고 대중의 의견을 수렴하는 것이 매우 중요하다. 또한 공정성, 공공의 건강과 안전, 안보, 적용성 등과 같은 원칙들을 확보하기 위하여 NWMO는 이와 같은 추상적인 개념들을 대중이 이해하도록 노력하였다. 가능한 많은 대중을 프로그램에 참여시키기 위하여 공론화 회의뿐 아니라 e-dialogue 등과 같이 다양한 의사소통 방법을 사용하였다. 현재 사용후핵연료 관리 방안을 둘러싸고 많은 어려움을 겪고 있는 우리나라의 입장에서 생각할 때, 캐나다 공론화 과정은 우리나라가 앞으로 적절한 사용후핵연료 관리 방안을 찾는 데 많은 교훈과 시사점을 제공할 수 있다. 결과적으로, 숙의적 참여방법의 하나인 공론화 방안이 우리나라에서도 사용후핵연료 문제를 해결하는 하나의 대안이 될 수 있을 것이다.
