Consideration of the Possibility of Excursion Ship Passage in Busan North Port using Marine Traffic Assessment Index

  • The demand for the revitalization of marine tourism in Busan North Port is increasing due to changes in functions such as an increase in harbor traffic volume and the expansion of marine leisure space in Busan. As a result, Busan City plans to set a phased alleviation target for prohibition of cruise ship operations, and to lift the prohibition of excursion ship operations in North Port following the cancellation of the prohibition of excursion ship operations in South Port in 2017. The purpose of this study is to evaluate the risk of excursion ship operations in Busan North Port by applying the marine traffic assessment index and to examine the possibility of excursion ship operations. For this purpose, port status, marine accidents, and traffic flow of Busan North Port were investigated. In addition, marine traffic assessment indexes, such as traffic congestion, risk based on an ES Model, and IWRAP MkII, a maritime risk assessment tool, were used to assess the risk and possibility of excursion ship operations in Busan North Port. This study can be used as basic data for analyzing the risk factors that may occur when excursion ships are operated in Busan North Port and to define how excursion ships should operate, with related safety measures.

Migration Trajectories of North Korean Defectors: Former Returnees From Japan Becoming Defectors in East Asia

  • From 1959 to 1984, over 93,000 Koreans moved to North Korea from Japan as part of a repatriation project conducted during this time. Among them were people who had escaped from North Korea and immigrated to Japan and South Korea as well as the descendants of such people. This research examines the immigration trajectories of North Korean defectors related to the repatriation project and its effects on international relations in East Asia in a migration systems context. Specifically, it focuses on 26 North Korean defectors who have connections with Japan and settled in Japan and South Korea. It argues that the migration pathways of North Korean defectors linked with the repatriation project have been constructed with the cooperation of and amidst conflict between East Asian countries. To respond to the situation, North Korean defectors used their connections with Japan in amicable relations between Japan and China. However, after the relations went sour, defectors turned to informal transitional networks. If these strategies were unavailable, the defectors faced difficulties, unless they received social or capital support from the destination countries. After entering the destination country, those who settled in Japan have experienced different situations due to the inconsistency in administrative proceedings, while those in South Korea have been treated equally as other defectors. In this sense, some defectors have faced precarious situations in their immigration.

  • The purpose of this study is to compare the preferences of the school mathematical terms of South Korea and those of North Korea by administering a survey for learners, inservice teachers, and pre-service teachers, to establish the criteria of desirable school mathematical terms, and to evaluate the school mathematical terms of South Korea and those of North Korea based on the criteria. According to the result of the survey, the preferred mathematical terms are different from one group to the other, yet the mathematical terms of South Korea are more preferred. In general, terms written in pure Korean and concise terms which are easily understandable are favored. To discuss about the criteria of desirable school mathematical terms, four perspectives were set up, 1) the semantic perspective and the regulatory perspective, 2) terms written in pure Korean and Chinese letters, 3) terms from everyday language and technical terms, and 4) the consistency. Six criteria were followed from the aforementioned four perspectives. Finally, various school mathematical terms of South and North Korea were reviewed in the angles of the four perspectives and the six criteria.

  • This paper aims to elucidate the historical significance and issues about DPRK-Japan relations in terms of the Korean Peninsula-Japan relations. The first issue is the 'Treaty on Basic Relations between Japan and the Republic of Korea', and DPRK-Japan relations during the Cold War. The Relations Order between the Korean Peninsula and Japan, of 1965 ("65 Order), was closely linked with inter-Korean relations. The second issue is a critical re-interpretation of previous studies on the Stockholm agreement. Previous studies have focused on analyzing the question "Why did North Korea and Japan agree to Stockholm?", In other words, what was the intention of North Korea and Japan in Stockholm? This paper adds to raise the question of "How Did the Stockholm can be agreed?", to critically review the analysis performed by the previous studies. Through the analysis of this question, this paper reveals that the relationship between North Korea and Japan is on the qualitative change. And, based on this analysis, this paper argue that the South Korean government should attempt more active engagement and deploy more comprehensive approach to improve the relationship between North Korea and Japan.

  • 남북협력과 통일과정에서 국토 도시계획 분야의 연구는 어떤 기여를 할 수 있을까. 남북협력과 통일과정에서 북한 국토개발의 기본 관점은 어떠해야 하는가. 남북협력이 본격화 하지 않은 시점에서 북한지역 국토종합구상이 가지는 의미는 무엇이며, 구체적으로 그 내용은 어떻게 구성해야 하는가. 이 연구는 남북협력과 통일에 대한 국토 도시계획 분야의 연구가 본격화 하는 시점에서, 이 같은 기본적 물음에 대한 고찰과 시론적 북한 국토구상 제시를 통해 향후 관련 학술적 실천적 논의와 연구에 기여하고자 했다. 먼저 남북관계가 한국의 공식 통일방안에 근거하여 '화해 협력', '남북연합' 단계를 거쳐 '통일국가'로 나아가는 것으로 가정하였으며, 북한 개발구상의 기본 관점으로 협력과 공진의 관점, 미래지향적 지속가능발전 관점 그리고 산업 SOC 병행 발전 관점을 제시하였다. 다음으로 국토현황 분석에서 좁게는 북한지역, 넓게는 한반도 전체와 필요한 경우 동북아지역까지 일부 포함한 지역의 현황을 분석하였다. 부문과 권역별 분석을 통해 북한 개발의 잠재력을 파악하고, 이를 종합한 SWOT 분석을 통해 북한 개발의 기본방향을 도출하였다. 국토구상에서는 여건분석을 통해 확인한 잠재력을 계발할 수 있는 국토비전과 목표, 전략과 함께 국토공간구조 구상을 제시하였다. 이를 바탕으로 북한의 산업, 도시, 교통, 환경 부문의 발전방향과 지역별 개발방향을 구상하였다.

탈북자 면접을 통한 북한 주민의 건강과 식품섭취 실태 탐색 (A Glance at the Health Status and Food Intake of North Koreans)

  • We performed this study to understand the health status and food intake of North Koreans. Information was collected by individual closed in-depth interviews of 11 escapers from North Korea as well as books, newspapers and North Korean movies. Interviews were done from October, 1996 to May, 1997, covering their heights and weights, their appearance and disease, food system and intake of various main/side foods, concern about health and hygiene. North Korean's height and BMI were lower than those of South Koreans. Difference of BMIs between North and South Koreans was profound in middle aged women than in other age groups. Childrem showed many malnutrition appearances of moon face, large abdomem, arrow-like legs, flaky skin, decolored hair, etc.. Main foods in North Korea were rice-shaped corn, corn flour, wheat flour and wet noodle, and side foods were kimchi and/or soups and steamed soy paste. Food supply system there seemed not to work normally for many years, so foods, especially in cities, has been extremely short in government-operating shops, but some in private market. Many housewives were eager to make and sell simple snack food products, We noticed that North korea schools didn't check students' health even though their medical policy was based on preventive medicine. Their living environmental hygiene was shown to be oyt of control.

  • This paper is a study of rural settlement and housing planning in North-Korea. All the housing facilities belong to the government in North-Korea. which leads to the system in which the North-Korea government controls all the housing problems. The North-Korea government actively engages in the settlement of housing problems have close relations with and effects on the urban housing ones. The government has designed to make the rural areas self-sufficient in matters of the rural housing arrangement. They try to make an axis in the middle of each village uniformly and heighten its symbolism of the rural. They place all the symbolic structures in the center to express the ideas of the ruler's. thus making the whole village a study hall where the villagers are forced to learn the ruler's ideas as a way of brainwashing the people.

Dollarization in North Korea: Evidence from a Survey of North Korean Refugees

  • This study measures the degree of dollarization in North Korea using results from a survey of 231 North Korean refugees. Specifically, we compare foreign currency use of households as both store-of-value substitutes (i.e., asset substitution) and transaction substitutes (i.e., currency substitution) before and after the confiscatory currency reform of 2009. The degree of dollarization has advanced since the currency reform in terms of both asset and currency substitutions. Survey results also indicate that the Chinese yuan is frequently used in the Sino-North Korean border area, whereas the US dollar is predominantly used in non-border areas. Furthermore, foreign currency increasingly serves as a medium of exchange not only for large transactions but also for smaller transactions, such as food purchases.

북한 상수도의 발전과정 (The development of the water supply system in North Korea)

  • It is investigated in this study how the water supply system has been developed in North Korea. Articles published in the Rodong Newspaper (North Korea official newspaper) were mainly reviewed for this purpose. It was found in this study that the development of the water supply system in the North Korea was affected by their socioeconomic situations. Their water supply development was categorized into six groups in this study since the first water supply system built in Pyongyang (1910); Occupation period (1910~1945); Introduction period (1946~1950); Restoration period (1951~1960); Advancement period (1961~1970); New village period (1971~1974); Depression period (1974~).
