The purpose of this study was to investigate the relationship between big five factors and burnout in non-commissioned officers. To investigate this, 182 non-commissioned officers were surveyed and the data were analyzed. At first, the degree of burnout of the non-commissioned officer was examined. It was found that exhaustion was the highest and diminished personal accomplishment was the lowest among the three sub-factors of burnout. In the 20s and 30s, burnout(total) and cynicism were more severe than in the 40s and above. Then, the multiple regression analysis and the multivariate multiple regression analysis were conducted. As a result, extroversion and agreeableness were related to burnout(total) and extroversion was related to the three dimensions of burnout, The results are likely to help establish policies to prevent non-commissioned officers' burnout. Finally, the limitations of this study were discussed.
This study aimed to examine structural relationship among role stresses (i.e., role conflict, role ambiguity), burnout, depression, and turnover intention among non-commissioned officers. A total 299 non-commissioned officers were participated in this study. Correlation analysis through SPSS WIN 18.0 and SEM through Amos 20.0 were conducted. The results showed that role stresses were significantly positive correlated with burnout, depression, and turnover intention. In addition, it was found that burnout mediated partially between role conflict and turnover intention. It was also revealed that burnout mediated fully between role ambiguity and depression and between role ambiguity and turnover intention as well as between role conflict and depression. From above the results, the implications of this study was discussed in terms of the necessity for building strategy to decrease turnover intention and depression of non-commissioned officers. Finally, limitations and suggestions for further researches were discussed.
The Ministry of National Defense reintroduced the non-commissioned officer corps (RNTC) system for colleges from 2015 and has been testing it for five years. The reason for this is that the acquisition of non-commissioned officers in the military is low and the level of manpower management is low. Through the implementation of the NCO(RNTC) system, the military expected that the colleges would stably acquire non-commissioned officers with excellent resources in various major fields, and the colleges expected positive results in entrance exams and employment. However, when analyzing the results of the pilot operation, it can be evaluated that the expected results have not been achieved. It was found that the system needs to be supplemented and improved to achieve the purpose of the system implementation in the promotion of recruitment of district candidates, selection evaluation, operation and the cooperative system between the military and colleges. Therefore, in this study, a development plan was presented to supplement the system and operation system so that the non-commissioned officer corps system can be smoothly established at universities and obtain the expected results from the military and colleges.
Non-commissioned officers reach 80% of the 6,500 recruitment target, and 88% of the workforce is operated, about 9,500 less than the quota. To solve this problem, RNTC was tested and operated for about four years since 2015. And it was run directly by the Army in 2020. However, the Army has not solved the problem of RNTCs in college. While maintaining RNTC in universities, measures were needed to cope with the decrease in school-age populations, but the army did not address them. The universities tried to achieve two goals: securing students and increasing employment rates, which failed to meet the expectation. This was mainly because students only from particular departments were selected. And this was not what the army aimed to achieve through RNTC. After analyzing the cause of this phenomenon. the problem turned out to be the erroneous perception of RNTC to the general public. In order to eradicate this problem, there needs to be more effective promotion by the Army, and some improvements are also needed in terms of RNTC's selection process. In this paper, we find and describe the problems of the system itself. If this problem is solved, we will be able to not only satisfy the needs of both the Army and the universities, but also produce good non-commissioned officers through the RNTC system.
Ten years have passed since an arm-college joint education system with the goal of efficiently acquiring future non-commissioned officers (NCOs), and approximately 4,000 annual graduates of the programs have already actively been in position in Korean Army. We evaluated the effectiveness of the system based on an empirical survey for 100 respondents, all sergeants-first-class and above. The analysis shows that the graduates' general performance and attitude as NCOs appear to be superior to those who were recruited from the general public, while there were no statistically significant difference in some other areas. NCOs from the departments of the program showed higher capacity to conduct his duty of expertise, better accountability, and more positive attitude toward the routine tasks. Several policy messages are also drawn. We suggest that the Army and the relevant schools take appropriate measures like more active institutional support for upgrading the system. Additionally, their initial selection process for prospective NCOs, high school graduates, should also be improved.
The low birth rate and shortened military service period are causing concerns about selecting excellent military officers. The Republic of Korea entered a low birth rate society in 1984 and an aged society in 2018 respectively, and is expected to be in a super-aged society in 2025. In addition, the troop-oriented military is changed as a state-of-the-art weapons-oriented military, and the reduction of the military service period was implemented in 2018 to ease the burden of military service for young people and play a role in the society early. Some observe that the application rate for military officers is falling due to a decrease of manpower resources and a preference for shortened mandatory military service over military officers. This requires further consideration of the policy of securing excellent military officers. Most of the related studies have used social scientists' methodologies, but this study applies the methodology of text mining suitable for large-scale documents analysis. This study extracts words of discriminative characteristics from the Republic of Korea Air Force Non-Commissioned Officer Applicant cover letters and analyzes the polarity of pass and fail. It consists of three steps in total. First, the application is divided into general and technical fields, and the words characterized in the cover letter are ordered according to the difference in the frequency ratio of each field. The greater the difference in the proportion of each application field, the field character is defined as 'more discriminative'. Based on this, we extract the top 50 words representing discriminative characteristics in general fields and the top 50 words representing discriminative characteristics in technology fields. Second, the number of appropriate topics in the overall cover letter is calculated through the LDA. It uses perplexity score and coherence score. Based on the appropriate number of topics, we then use LDA to generate topic and probability, and estimate which topic words of discriminative characteristic belong to. Subsequently, the keyword indicators of questions used to set the labeling candidate index, and the most appropriate index indicator is set as the label for the topic when considering the topic-specific word distribution. Third, using L-LDA, which sets the cover letter and label as pass and fail, we generate topics and probabilities for each field of pass and fail labels. Furthermore, we extract only words of discriminative characteristics that give labeled topics among generated topics and probabilities by pass and fail labels. Next, we extract the difference between the probability on the pass label and the probability on the fail label by word of the labeled discriminative characteristic. A positive figure can be seen as having the polarity of pass, and a negative figure can be seen as having the polarity of fail. This study is the first research to reflect the characteristics of cover letters of Republic of Korea Air Force non-commissioned officer applicants, not in the private sector. Moreover, these methodologies can apply text mining techniques for multiple documents, rather survey or interview methods, to reduce analysis time and increase reliability for the entire population. For this reason, the methodology proposed in the study is also applicable to other forms of multiple documents in the field of military personnel. This study shows that L-LDA is more suitable than LDA to extract discriminative characteristics of Republic of Korea Air Force Noncommissioned cover letters. Furthermore, this study proposes a methodology that uses a combination of LDA and L-LDA. Therefore, through the analysis of the results of the acquisition of non-commissioned Republic of Korea Air Force officers, we would like to provide information available for acquisition and promotional policies and propose a methodology available for research in the field of military manpower acquisition.
In this paper, we propose an architecture design of military operation system utilizing cellular networks. The main contribution of this paper is to provide a cost-effective military operation solution for ground forces, which is based on IT(information technology). By employing the cellular phones of officers' and non-commissioned officers' as the tools of operational communication, the proposed system can be constructed in the minimum duration and be built on the four components: command and control system, gateway, security system, and terminal(cell phone). This system is most effective for the warfare of limited area, but the effectiveness does not decrease under the total war covering the whole land of Korea. For the environmental change of near future, expanded architecture is also provided to utilize the functionalities of smart phones.
Although the importance of reserve forces has been emphasized again since the outbreak of the Ukraine War, there is a serious shortage of so-called mid-level officers such as field officers, non-commissioned officers, sergeants, and sergeant s in the Army. This is because, according to related laws such as the Military Personnel Mannagement Act, mid-level executives who have served for more than 20 years can choose to retire. To solve this problem, we studied recent papers spanning 10 years from April to July 2023. As a result of the study, first, mid-level executives must serve in the reserve forces for at least 5 years after expiration of active duty service. Second, the reserve force promotion system must be reorganized to eliminate restrictions on number and rank. In addition, the significance and implications of the study and future directions were discussed.

This research seeks to examine the relationship between multicultural education experiences and the multicultural acceptability of military officers. The sample included 552 Republic of Korea Army officers and non-commissioned officers(NCOs) who were located in Gangwon-Do and Gyeonggi-Do. For the statistical analysis, SPSS 18.0 was used to perform descriptive statistical analysis, frequency analysis, differential verification, and multiple regression analysis. The major analysis results are as follows: First, The multicultural acceptability of the military officers and NCOs, including sub-factors, was above the mean level; in terms of the ranking per sub-factor, the scores were in the order of diversity, relationship, and universality. The experience frequency of the targets and the evaluation was lowest in the educational experience within the military, and the evaluations were in the order of public media, school, and military. Second, The differential verification, depending on the characteristics of the sociology of the population and the existence of the multicultural educational experience, showed that the duration of education(personal factor), marital status(family factor), existence of a foreign relative(family factor), and existence of experience of managing multicultural personnel as soldiers under command(military-related factor) showed a significant difference in multicultural acceptability. Additionally, the existence of multicultural education through schools and public media lead to a significant difference in multicultural acceptability, but the existence of education within the military did not lead to a significant difference. Third, The analysis of the influencing relationship through multiple regression analysis showed that the higher the evaluation of multicultural education through the military, school, and public media, the higher the multicultural acceptability.Therefore, this research proposes multicultural educational plans that may improve the multicultural acceptability of military officers and NCOs as a way to establish a multicultural composition in the army.

The purpose of this paper is to develop curriculum for the Department of Computer Application Based Army Contracts. Because the Army contract department is a retraining undergraduate degree program targeting noncommissioned officers in service, its curriculum has no choice but to differ from those of other departments. The curriculum of the Department of Computer Application focuses on the reeducation of noncommissioned officers in service and consumers of education. In addition to the subjects related to the scientific and informational movement of the military, the subjects needed to qualify for the second-degree military counsellor certificate are reflected in the curriculum, which is a first for regular universities. The appropriate curriculum of the Department of Computer Application will be proposed including subjects for noncommissioned officers to cultivate leadership skills for managing subordinates and various subjects road map of department specializations will be also developed.
